Keep a sports complex open during construction by treating the building project and the event operation as one coordinated system. Map the event calendar, divide the site into controlled work and public zones, maintain safe access and emergency functions, set decision points for event-day restrictions, and require documented inspections and approvals before any altered area returns to public use.
The exact controls depend on the venue layout, work scope, event programme, and local permits. No universal rule determines construction hours, noise limits, fence dimensions, traffic controls, fire approvals, or accessibility arrangements, so the project team must verify those requirements with the relevant authorities and the venue’s own safety plans.

What makes construction beside an operating sports complex different?
A normal building site can often optimize its layout for construction alone. An active sports complex cannot. It must serve spectators, athletes, officials, staff, vendors, emergency responders, deliveries, and contractors while construction changes the physical environment around them.

Stadium-scale work commonly involves several activities at once. FIFA’s “3.2 Construction process” guidance emphasizes organizing the site and coordinating access, materials, labour, communication, scheduling, and handover when concurrent work is under way. The practical implication is that a construction programme is not sufficient by itself: the venue needs an operating plan that explains how every phase affects people and events.

Use a single interface plan owned jointly by the venue operator and the principal contractor. It should show, for every phase:
- Which spaces are under contractor control and which remain open.
- How spectators, athletes, staff, deliveries, and emergency services reach the facilities they need.
- Which activities create noise, vibration, dust, height, traffic, or access risks.
- What must stop, move, or be protected for an event.
- Who can authorize a change, close a route, or delay an activity.
- What inspections, approvals, cleaning, and operational checks are required before reopening an affected area.
Reissue the plan when the work sequence or access arrangement changes. A drawing produced at the start of a multi-month project can become unsafe once another trade occupies the route, a temporary stair is removed, or a new delivery gate is introduced.
How do you keep a sports complex open during construction?
Use a phased operating strategy rather than trying to keep every part of the venue available at all times. Each phase should have a defined footprint, a public-facing route plan, an event interface, and a release condition.
1. Establish the operating baseline
Before design is finalized, document how the complex works on an ordinary day and on its busiest event day. Include stadium events, training, community use, loading periods, broadcast operations, maintenance, cleaning, and scheduled inspections. Record the spaces and systems that must remain available, such as toilets, concessions, changing rooms, ticketing, media areas, control rooms, first-aid posts, accessible entrances, and emergency exits.
Identify the venue’s accountable operations manager, safety lead, security lead, facilities representative, and event-day controller. The contractor should nominate a site manager with authority to coordinate trades and stop work when the agreed conditions are not met.
2. Divide the project into operational phases
Break the construction programme into packages that can be explained to the venue team and public. A useful phase record contains the items below.
| Phase record | What to define |
|---|---|
| Work footprint | Rooms, stands, concourses, roofs, external areas, utilities, and temporary structures affected. |
| Public status | Open, open with a changed route, restricted to certain users, or closed. |
| Construction access | Worker entrances, delivery gates, plant routes, laydown areas, waste removal, and storage. |
| Event interface | Activities that must pause, move, or receive additional controls for setup, ingress, the event, egress, and post-event turnover. |
| Safety systems | Fire detection, alarms, suppression, emergency lighting, communications, CCTV, access control, medical response, and evacuation routes affected. |
| Release criteria | Inspections, tests, cleaning, removal of hazards, approvals, updated drawings, staff briefings, and operational sign-off. |
Give each phase a start condition and a stop condition. “Construction substantially complete” is not a safe release condition; the venue needs a specific statement of what has been inspected, tested, cleaned, secured, and accepted.

3. Protect continuity-critical functions
List functions that cannot be interrupted without a formal contingency, including emergency access, fire-service access, public-address capability, evacuation routes, accessible circulation, toilets, power, water, communications, medical response, and the venue operations centre. If one of these is temporarily unavailable, define an equivalent arrangement, the person who approves it, the duration, and the method for informing staff and responders.
How do you separate fans from a construction site?
Start with a clear boundary between contractor-controlled work and venue operations. FIFA’s construction guidance describes fencing off the working area during site setup. It does not prescribe a universal fence type, height, location, or public-route arrangement. Those details must come from the site risk assessment, design, local requirements, and authority review.
Design the boundary as a system
- Mark the work-zone line on coordinated drawings and on the ground.
- Use a continuous, stable barrier appropriate to the hazards, with no gaps that allow public entry or falling objects to pass through.
- Control every interface: gates, doors, service penetrations, roof edges, temporary stairs, lifts, and shared corridors.
- Provide lighting, wayfinding, warnings, and accessible routes for the people who still need to use the venue.
- Keep stored materials, plant, waste, and tools inside the controlled area and secure them when the site is unattended.
- Inspect the boundary before each event and after weather, impact, deliveries, or a change in the work sequence.
Build public routes around real event movements
A route that works for a few hundred people on a training day may fail when a large crowd arrives at once. Map arrival, ticket scanning, hospitality, accessible entry, athlete and official movement, media access, concessions, toilets, and departure. Model opposing flows rather than assuming that a single corridor can safely serve fans and construction traffic.
Where a route must cross or approach a work area, establish a controlled interface with a named marshal or security function. Keep pedestrians away from reversing vehicles, suspended loads, excavations, temporary edges, and plant swing paths. Do not rely on signs alone when a physical separation or timed control is needed.

Sometimes, but only if the specific activity can be isolated from spectators and venue operations and the approved event plan permits it. “Construction during a game” is not one decision: quiet internal work in a segregated room is materially different from crane operations, demolition, deliveries, hot work, or a temporary loss of an exit.
Classify activities before putting them on the event calendar
| Activity type | Questions to answer | Typical decision |
|---|---|---|
| Low-disruption work | Can it be fully enclosed, secured, and kept outside emergency and public routes? Will it affect alarms, power, communications, or vibration-sensitive operations? | May continue only with venue approval and documented controls. |
| Disruptive work | Will noise, dust, vibration, odour, visual intrusion, or system isolation affect spectators, athletes, broadcast, or hospitality? | Schedule outside critical event windows or provide a formally accepted alternative. |
| High-consequence work | Does it involve lifting over people, demolition, excavation, hot work, hazardous materials, major plant movement, or loss of a life-safety system? | Normally require a defined hold point, exclusion zone, and written authorization before proceeding. |
| Access-affecting work | Does it change an entrance, exit, evacuation route, accessible path, emergency vehicle route, or crowd-control position? | Do not proceed until the temporary arrangement is reviewed and briefed. |
Use event hold points
Place explicit hold points before event setup, spectator ingress, the event itself, egress, and post-event turnover. The hold point should state who checks the site, what must be stopped or secured, how the result is recorded, and who can release the next activity.
The Sydney Football Stadium Stage 2 independent audit published in 2020 illustrates how project approvals can impose restrictions on construction timing around events and control construction-vehicle movements. Those controls were specific to that approved project and jurisdiction; they are not a general shutdown window for other sports complexes. Check the conditions attached to your own planning, building, traffic, environmental, and event approvals.

How should the event calendar and construction programme be integrated?
Put the venue calendar and the contractor’s short-term programme in the same planning process. A monthly master schedule is useful for forecasting, but event operations need a rolling look-ahead that identifies daily interfaces and decision dates.
Build an integrated calendar
- Load every match, concert, tournament, training block, community booking, broadcast day, inspection, and planned closure.
- Add setup and breakdown periods, not just doors-open and start times.
- Overlay deliveries, crane or plant movements, noisy work, utility shutdowns, road or car-park changes, and temporary route closures.
- Mark the lead time needed for permits, risk reviews, security changes, cleaning, testing, and staff briefings.
- Assign an owner to each conflict and a date by which the decision must be made.
- Reconcile the calendar in a regular coordination meeting and issue one controlled version to all affected parties.
Define the event-day envelope
For each event, specify when construction traffic must stop, when work areas must be checked and locked, when public routes must be clear, and when the contractor may resume. The envelope will differ by venue and event. Do not copy times from another stadium or assume that a quiet event has the same requirements as a sold-out one.
How do construction teams coordinate safety and emergency response?
Construction changes the assumptions behind an existing emergency plan. A blocked stair, temporary partition, isolated alarm zone, altered radio coverage, or relocated first-aid point can change both evacuation and response time.
Connect the contractor to the venue operations centre
FIFA’s safety and security guidance describes a venue operations centre (VOC) as a place for monitoring safety, coordinating incident responses, and supporting emergency services. The guidance states that the VOC must remain operational in an emergency. The project interface should therefore explain how construction hazards, route changes, system impairments, and incidents reach the VOC and venue safety team.
- Name the contractor’s site contact and the venue’s operations contact for every shift.
- Define immediate notification triggers, including an injury, fire, uncontrolled release, barrier failure, utility strike, loss of an emergency route, or unplanned system outage.
- Set one escalation route for routine changes and another for emergencies.
- Give the VOC current drawings or marked-up plans showing work zones, gates, temporary routes, isolation points, and emergency access.
- Brief security, stewards, facilities staff, event control, contractors, and emergency responders on changes before the affected event.
- Record incidents, near misses, defects, and corrective actions, then verify closure.
Verify emergency arrangements in the field
Walk the routes rather than relying only on drawings. Check that emergency vehicles can approach, gates can be opened, temporary barriers do not trap people, signage is visible in event lighting, accessible evacuation provisions remain usable, and responders know which doors or systems are under construction. Repeat the walk after each major phase change.

The applicable approvals depend on the jurisdiction and the work. A sports-complex project may involve planning or building approval, traffic and road permits, environmental conditions, fire authority review, temporary-structure approval, accessibility obligations, occupational safety requirements, and event-specific conditions. The available stadium guidance does not establish a universal legal checklist.
Create an approvals register with the approval name, issuing authority, affected area, conditions, expiry or review date, responsible owner, evidence required, and link to the controlled project document. Include conditions that affect event timing, vehicle movement, noise, dust, lighting, public protection, and emergency systems. No phase should enter public use until the responsible person confirms that its approvals are current and its conditions have been met.

What needs to be checked before reopening a renovated area?
Set the handover process before construction begins. FIFA’s “4.6 Opening and Commissioning” guidance describes checks covering construction quality, life-safety systems, mechanical, electrical and plumbing systems, structural elements, and the pitch. It also calls for required permits and licences and for test events before official opening. The exact scope for a renovated room, concourse, stand, or external route depends on the project and local authority.
Use a documented release checklist
- Construction: Work is complete to the approved drawings; temporary works, tools, waste, sharp edges, trip hazards, and unsecured materials are removed.
- Structure and finishes: Installed elements are secure, surfaces are suitable for the intended use, and defects that could affect safety or operation are closed or formally accepted.
- Life safety: Fire detection, alarm, suppression, emergency lighting, exit signs, smoke control, fire doors, and evacuation routes are tested within the applicable scope.
- Building services: Mechanical, electrical, plumbing, drainage, power, heating, ventilation, communications, and controls operate as intended, including any interfaces with existing systems.
- Access and crowd movement: Public, staff, athlete, media, service, and accessible routes are clear, signed, lit, and compatible with the event plan.
- Security: Locks, access control, CCTV views, steward positions, barriers, and search or screening arrangements reflect the new layout.
- Operations: Cleaning, maintenance, alarm response, isolation procedures, room capacities, equipment locations, and staff instructions are updated.
- Approvals: Required inspections, permits, licences, certificates, and authority sign-offs are recorded.
- Handover: The venue receives as-built information, test records, warranties, operating manuals, training records, and an outstanding-defects plan.
Allow time to fix defects
FIFA’s “4.5 Testing and inspections” guidance stresses completing event-related checks early enough to allow remedial action before the public enters. Apply that principle to every affected area. A successful contractor inspection on the morning of an event is not a substitute for time to correct a failed alarm test, damaged floor, incomplete guardrail, blocked route, or missing sign.
Use a controlled test event where appropriate
A test event can exercise the changed routes, staffing, communications, ticketing, concessions, medical response, cleaning, security, and emergency arrangements under realistic conditions. Record observations and corrective actions. The event should not be presented as proof that every future event will be safe without considering different attendance, weather, operating hours, or concurrent construction.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who should make decisions, and how should they be recorded?
Clarify decision rights in the contract and interface plan. A practical matrix looks like this:
| Decision | Lead role | Evidence to retain |
|---|---|---|
| Change to a public route | Venue operations lead with contractor input | Approved route plan, risk review, signage and briefing record. |
| Construction activity during an event window | Venue event controller and project manager | Activity assessment, approval, hold-point release, and stop-work condition. |
| Temporary impairment of a life-safety system | Venue safety lead and competent systems representative | Impairment plan, compensatory measures, notifications, restoration test. |
| Emergency access change | Venue safety lead with emergency-service liaison where required | Marked plan, access verification, briefing, and inspection log. |
| Area handover | Project manager, venue operator, and required inspectors | Test results, approvals, defect status, training and handover documents. |
Use one change-control process for construction and event operations. Informal agreements made at a gate or in a messaging group are easy to miss at the next shift change. A change is not active until the controlled plan, responsible people, and affected staff have been updated.
Common failure modes and how to prevent them
Assuming the original route plan still works
Prevent this by requiring a route walk and updated drawing after each phase change, delivery-gate move, temporary closure, or major event setup.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsLetting deliveries compete with spectators
Separate delivery windows and vehicle routes from arrival and departure peaks. Where physical separation is impossible, use a documented traffic-control arrangement with a named supervisor and a clear stop condition.

Keeping a work zone technically fenced but operationally unsafe
Inspect gates, blind corners, lighting, barrier stability, overhead hazards, and access-control points. A fence does not by itself control dust, noise, falling objects, fire risk, or emergency access.
Relying on a generic emergency plan
Update the plan for every changed exit, alarm zone, control-room view, radio channel, first-aid point, and responder route. Brief the people who will act on the plan, not only the designers.
Reopening on a construction completion date
Use release criteria based on tests, inspections, approvals, cleaning, staff readiness, and defect status. If a required check is incomplete, keep the area closed or use a formally approved temporary arrangement.
A practical coordination cycle
- At project start: appoint the venue-contractor interface team, map operations, identify protected functions, and create the approvals register.
- Before each phase: approve the work footprint, public routes, construction access, event restrictions, emergency arrangements, and release criteria.
- During weekly planning: reconcile the short-term construction programme with the event calendar, deliveries, inspections, and staff briefings.
- Before each event: inspect barriers and routes, confirm emergency access, secure materials and plant, verify system status, and brief the VOC, security, stewards, and contractor.
- After each event: record incidents, route or crowd issues, damage, complaints, and corrective actions before the next work shift.
- At handover: complete inspections and tests, obtain approvals, run any required test event, update operating information, and obtain written acceptance.
UEFA describes stadium inspection as covering physical condition, health and safety, security, facilities, and emergency-contingency review. That broad perspective is useful for a phased project: reopening is an operational decision, not merely a statement that a trade has finished its installation.
How to choose between delivery approaches
There is no universally best method for construction around an active complex. Compare options against the venue’s actual constraints:
| Decision factor | Questions for the project team |
|---|---|
| Public continuity | How much of the venue remains usable, and are routes understandable and accessible? |
| Separation | Can contractor work, storage, deliveries, and fans be physically and operationally separated? |
| Event compatibility | Does the sequence avoid critical event windows, or can restrictions be controlled and verified? |
| Emergency response | Are responder access, evacuation, communications, and the VOC fully supported? |
| Approvals | Which permits, inspections, authority reviews, and event conditions govern each option? |
| Temporary complexity | How many temporary routes, systems, barriers, staff posts, and handovers must be maintained? |
| Recovery risk | How quickly can the venue restore operations after an incident, failed test, weather event, or delayed activity? |
Select the approach that can be operated and verified reliably, not simply the one with the shortest construction sequence on paper.
Key questions to answer before mobilization
- Which events and routine uses must continue, and what setup and breakdown periods do they require?
- Where is the contractor boundary, and who inspects it?
- Which public, athlete, staff, accessible, delivery, and emergency routes change in each phase?
- What activities are prohibited, restricted, or conditionally allowed during event windows?
- Who can authorize a closure, route change, system impairment, or restart?
- How will the VOC and emergency responders receive current information?
- What approvals and inspections apply to each affected area?
- What exact evidence is required before the venue operator accepts a handover?
- How much time is reserved for remedial work before the public returns?
- Where are the current drawings, contact lists, test records, and change notices controlled?
FIFA’s stadium guidance also identifies SGSA SG03 as guidance on event safety management and incident preparation. Use applicable event-safety guidance alongside local law, the venue’s emergency plan, and project-specific authority conditions rather than treating any one stadium guide as a substitute for those requirements.
