How to Plan a Safe Walking or Driving Route Around a Street Construction Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the responsible transportation agency’s current project notice before you leave, choose an alternate route that matches your travel mode, and follow every sign, pavement marking, flagger, and other traffic-control instruction at the site. Walkers should avoid the active work area whenever practical; drivers should use the signed vehicle detour rather than trying to pass a closure. Recheck conditions close to departure because construction phases, lane restrictions, hours, and pedestrian paths can change.

Start with the live project information

A construction map or navigation app can be out of date within hours. The notice from the agency or project authority responsible for the street is the controlling source for the planned closure, but conditions at the work site also govern how you proceed. Depending on the location, the authority may be a city or county public-works department, a state department of transportation, a transit agency, or another public project owner.

Identify the project and the time window

  1. Write down the street, nearest intersection, destination, and the time you expect to pass through the area.
  2. Find the project page, closure bulletin, or public notice issued by the responsible agency. Search the agency’s site for terms such as road closed, sidewalk closed ahead, pedestrian detour, lane closure, or alternate route.
  3. Read the dates and daily hours, not just the project’s overall completion date. A closure may apply only during paving, utility work, deliveries, or overnight operations.
  4. Check again shortly before departure. A notice can describe the planned phase while signs and personnel at the location reflect a changed or emergency arrangement.

Federal Highway Administration (FHWA) guidance treats temporary traffic control as a system for guiding drivers, bicyclists, pedestrians, and people with disabilities through or around affected areas. That system is site-specific; a general map cannot tell you whether an individual crossing or temporary walkway is safe.

Record what the notice actually closes

Separate the restrictions into roadway lanes, intersections, turns, driveways, transit stops, sidewalks, and crossings. “Road work ahead” does not necessarily mean the road is closed, while a notice about one lane may still prohibit a particular turn. For walking, a blocked sidewalk may require a route on the opposite side of the street rather than a path through the work area.

Check more than one official update

Some projects publish a general construction schedule and separate short-term closure notices. Read the update closest to your travel date and look for a phase name, map, revised hours, or emergency message. If the project page lists a contact, save the phone number or email before leaving. Ask specifically about the street segment, the crossing you need, and whether access to your destination remains open. Do not assume that a project affecting one block has the same controls on every adjacent block.

Choose an alternate route before you reach the closure

Do not wait until a barricade forces a last-second decision. Compare the available official options using the conditions that matter to your mode.

Question Driving route Walking route
Is it open now? Confirm the roadway, lane, intersection, and turn restrictions in the current project notice. Confirm that the sidewalk, path, crossing, or temporary facility is open during your travel time.
Is it the designated route? Use the signed vehicle detour or traffic-control direction. Use the signed pedestrian detour or other marked continuous facility; do not substitute a vehicle detour.
Can you complete it safely? Allow for queues, reduced speeds, merges, and changed turns. Check continuity, accessible surfaces, curb ramps, crossings, and enough space to pass other users.
What could change? Lane shifts, flagger instructions, temporary signals, and delivery activity can alter the path. Temporary fencing, equipment movement, blocked ramps, or a changed crossing can interrupt the path.
How will you judge the option? Expected delay, queue length, incidents, and access to your destination. Continuity, accessibility, crossing control, distance, and access to the destination.

FHWA describes these measures—travel time, queue length, delay, incidents, and access—as factors agencies may monitor when managing work-zone impacts. They are useful questions for your own comparison, but they are not numeric ratings for an unknown project.

Compare routes at the destination end, too

A route is not workable if it reaches the project boundary but leaves you unable to enter a driveway, parking garage, building, bus stop, or other final access point. For drivers, verify the turn into the destination and whether construction has changed the entrance. For walkers, trace the detour all the way to the destination rather than stopping at the first open sidewalk. If the project blocks a usual entrance, look for an official sign directing visitors to another entrance instead of crossing fencing or using a service opening.

How to plan a driving route

1. Use the signed vehicle detour

Follow the arrows, lane-use signs, temporary signals, and directions from flaggers or other authorized traffic-control personnel. A detour designed for vehicles may use roads with different widths, turning restrictions, weight limits, or signal timing than your normal route. Do not enter a lane marked closed, drive around a barricade, or treat an opening between cones as permission to continue.

2. Check every movement that matters

Before leaving, verify the approach to the work zone, the intersection where you would turn, and the final access point to your destination. A route can appear open while a left turn, driveway, parking entrance, bridge, or transit-related access is restricted. If the notice specifies alternating one-way traffic or a flagger-controlled section, plan for a stop and delay rather than assuming free flow.

3. Add time without inventing a precise estimate

Construction schedules and queues are volatile. Leave additional time for a slower speed, merging, a temporary signal cycle, or a queue that extends beyond the posted warning. The available information may establish that delay is expected without establishing how many minutes your trip will take.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

4. Keep a fallback that stays outside the work area

Choose a second route before starting, preferably one that reaches the destination from another approach. If the first detour is blocked or a flagger redirects traffic, follow that direction and use the fallback only when it remains consistent with posted control. Never use a shoulder, closed lane, construction access road, or equipment path as an improvised shortcut.

5. Drive for the temporary layout

  • Reduce speed as required by signs and conditions, even when workers are not visible.
  • Expect narrow lanes, shifted lane lines, uneven pavement, temporary barriers, and vehicles entering or leaving the site.
  • Keep the instructed following distance and avoid stopping where a flagger or merge needs space.
  • Do not rely on a consumer navigation app to override a barricade, temporary sign, or person directing traffic.

6. Plan for a changed turn or temporary signal

Read lane-use signs early so you are in the correct lane before cones or barriers narrow the roadway. If a temporary signal or flagger stops traffic, wait for the displayed indication or explicit direction; do not infer priority from the usual signal pattern. If you miss a turn because of a lane shift, continue to a lawful place where you can follow the signed route rather than making a sudden maneuver.

How to plan a walking route

Avoid the active work area when practical

FHWA’s public pedestrian guidance identifies avoiding the work zone as the safest choice when feasible. Construction vehicles can move unexpectedly, sight lines can be blocked, and a route that was open earlier may be closed for a lift, delivery, excavation, or other operation. A fence opening or apparent gap is not a pedestrian entrance unless it is marked and directed for that purpose.

Use the designated pedestrian detour

When a sidewalk is closed, look for signs such as sidewalk closed ahead and pedestrian detour, arrows, temporary walkways, and crossing instructions. Stay on the marked route and obey signs, pavement markings, flaggers, and other traffic-control personnel. Do not step into a vehicle lane, cross midblock, climb over a barrier, or follow an unmarked path as a general workaround. Whether a particular crossing is safe depends on the site’s actual traffic control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check that the path is continuous and accessible

FHWA work-zone material says temporary facilities should accommodate pedestrians and include accessibility features consistent with the original facility when construction disrupts a walkway. A checklist developed with the American Traffic Safety Services Association emphasizes a continuous accessible path and an alternate route when facilities are disrupted, closed, or relocated.

Before setting out, check the entire detour—not just its first sign—for:

  • A firm, stable, reasonably level surface without an abrupt gap.
  • A usable width and clearance around posts, fencing, signs, and equipment.
  • Ramps or curb transitions where the route changes elevation.
  • A controlled crossing at the location indicated by signs or personnel.
  • Enough continuity to reach the destination without entering the work area.

Wheelchair users, people using walkers, and pedestrians with vision or mobility disabilities may be unable to use a route that appears passable to others. If a ramp is blocked, the surface is impassable, or the route ends without a safe continuation, stop and seek an alternate designated route or contact the project or transportation authority. Do not assume that a vehicle detour is an accessible pedestrian solution.

Account for bicycles and mobility devices

Temporary traffic control also guides bicyclists. A bicycle route should follow the project’s marked direction rather than squeezing through a work opening or switching unpredictably between sidewalk and roadway. People using wheelchairs, walkers, or other mobility devices need the same continuous, accessible connection as other pedestrians; a steep edge, loose surface, narrow passage, or missing curb transition can make an apparently short detour unusable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Be alert while moving through a temporary path

  • Keep attention on signs, barriers, moving equipment, and the direction of traffic.
  • Do not use headphones or a phone in a way that prevents you from hearing instructions or noticing vehicles.
  • Expect construction vehicles to turn, back, or cross a temporary path.
  • Do not move cones, fencing, signs, or barricades.

What to do when conditions at the site differ

The notice says open, but the road is blocked

Stop before the barricade, follow the on-site instruction, and use the signed alternate. A live closure, emergency response, or changed construction phase can supersede an earlier public notice. Do not drive around the barrier or ask a worker to permit passage through an active work area.

The sidewalk ends without a clear detour

Do not improvise by entering traffic or crossing at an unspecified location. Look for another official pedestrian sign or a continuous route back from the obstruction. If none is provided, remain outside the work area and contact the project owner, city or county transportation department, or state transportation agency for a safe route.

The posted detour is inaccessible

Stop where you can do so safely and report the specific problem: missing curb ramp, blocked walkway, excessive grade, narrow clearance, or a gap in continuity. Ask for the designated accessible alternative. A route that requires lifting a mobility device, traveling in traffic, or passing through equipment is not a suitable substitute.

A navigation app disagrees with the signs

Follow the signs, markings, and traffic-control personnel at the site. App data can lag behind a temporary closure and cannot replace the project’s live instructions. Recheck the agency notice after reaching a safe stopping point, not while operating a vehicle or walking through the work zone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You need access to a business or residence inside the project

Look for project-specific access instructions or speak with the site’s authorized contact from outside the controlled area. FHWA identifies preserving access for businesses and residents as a work-zone management objective, but the exact entrance, hours, and route are project-specific.

You encounter an apparent emergency or unsafe change

Do not enter to investigate or move a control device. Stop outside the restricted area, follow the person directing traffic, and use the next signed option. If no safe option is identified, contact the responsible transportation authority from a safe location and describe the exact block, direction of travel, and obstruction.

How temporary traffic control is organized

The Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, including Part 6, provides the national framework for temporary traffic control devices. FHWA’s work-zone countermeasure guidance references MUTCD Section 6C.03 (2023) for temporary facilities and accessibility features. The arrangement at a particular site is selected by knowledgeable practitioners using evaluation and engineering judgment; a general article cannot determine whether an unmarked crossing or shortcut is lawful or safe.

For Federal-aid highway projects, FHWA reports that the Work Zone Safety and Mobility Rule (Subpart J) and Temporary Traffic Control Devices Rule (Subpart K) were published on November 1, 2024, and became effective on December 2, 2024. FHWA’s rule applies to Federal-aid projects, not automatically to every city street. States may have adoption details or supplements, and local projects may operate under additional requirements.

What project planning means for travelers

All Federal-aid projects require a temporary traffic-control plan. FHWA’s FAQ states that significant Federal-aid projects additionally include transportation-operations and public-information components in a transportation management plan. Those planning requirements help agencies assess impacts and communicate routes; they do not eliminate the need for you to check the current notice and on-site control.

Why plans can change during construction

Work-zone management balances delay, worker and motorist safety, roadwork completion, and access for businesses and residents. Agencies may monitor travel time, queue length, delay, incidents, and access while selecting or adjusting strategies. That explains why a project can change its lane pattern or pedestrian route between phases and why an earlier screenshot or saved route may no longer match the field setup.

A practical decision sequence before every trip

  1. Locate the authority: identify which city, county, state, transit, or project owner controls the affected street.
  2. Read the current notice: match the closure dates and hours to your planned departure.
  3. Separate modes: choose a vehicle detour for driving and a marked pedestrian facility for walking.
  4. Check the whole route: verify turns, crossings, destination access, continuity, and accessibility.
  5. Prepare a fallback: select another official approach before leaving.
  6. Recheck near departure: look for a changed phase, emergency closure, or revised detour.
  7. Yield to the site: at the work zone, obey signs, markings, barriers, and traffic-control personnel over any earlier plan.
  8. Stop if unsafe: remain outside the work area and seek a safe alternate or contact the responsible authority.

When to postpone or change the trip

Consider changing the time or mode when the only proposed route depends on passing through an active work area, an accessible path is unavailable, a required crossing is not controlled, or the project authority has not identified how pedestrians or vehicles should proceed. The correct response to an uncertain arrangement is not to guess. Wait for a safer opening, use a clearly designated alternate, or obtain instructions from the responsible transportation authority.

Frequently Asked Questions

What should I check first when a street is under construction?

Find the current closure or detour notice from the city, county, state transportation department, transit agency, or other project owner responsible for that street. Check the exact dates and daily hours, then confirm conditions again shortly before departure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a vehicle detour also safe for walking?

No. A vehicle detour is not automatically a pedestrian route. Walkers should use the signed pedestrian detour or another marked, continuous, accessible facility. Do not enter a vehicle lane or cross at an unspecified location.

What if the sidewalk is closed?

Look for a signposted pedestrian detour and follow it from beginning to end. Confirm that it has a continuous surface, usable clearance, curb ramps or other level transitions, and a controlled crossing. If the route is blocked or inaccessible, stay outside the work area and contact the project or transportation authority.

Can I go through a gap in the construction fence?

Only if the opening is clearly marked and directed as an authorized pedestrian route. An apparent gap, equipment entrance, shoulder, or construction access road is not permission to pass.

What should I do if a navigation app conflicts with a barricade or flagger?

Follow the signs, pavement markings, barriers, and traffic-control personnel at the site. App data may lag behind a temporary closure and cannot override on-site control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How much extra time should I allow?

Allow additional time for reduced speeds, merging, temporary signal cycles, stops, and queues. Construction conditions are too variable to promise a precise number of minutes for an unknown project.

What are the required components of a transportation management plan?

FHWA says every Federal-aid project requires a temporary traffic-control plan. A significant Federal-aid project additionally includes transportation-operations and public-information components in its transportation management plan.

Do FHWA work-zone rules automatically apply to every city street?

No. FHWA describes the Work Zone Safety and Mobility Rule and Temporary Traffic Control Devices Rule as applying to Federal-aid highway projects. State adoption details, local requirements, and project-specific plans may also apply to a city street.

The Bottom Line

Check the responsible agency’s live notice, plan a route for your actual mode, and recheck it near departure. Use only signed vehicle or pedestrian detours, verify that walking paths remain continuous and accessible, and let on-site signs and traffic-control personnel override an app or earlier plan. If the route is blocked, unclear, or unsafe, stay out of the work area and obtain a designated alternative.
