Plan the site around the approved home drawings and the delivery operation—not just a cleared building pad. Before modules ship, confirm local approvals, site conditions, access, foundation, utility connections, lifting arrangements, and the crews needed after setting. A final readiness walk with the people responsible for those scopes can catch mismatches while they are still fixable.

Requirements depend on the parcel, jurisdiction, home design, contract, and installer instructions. Treat the sequence below as a coordination framework; use the project’s current drawings and local authority decisions for exact dimensions, permits, inspections, and technical specifications.

Start with the project documents and scope

Collect the current site survey, modular-home drawings, foundation details, utility plans, delivery and setting requirements, contract, and any written instructions from the manufacturer and installer. These documents should describe one coordinated project. If a drawing is outdated or two plans disagree, resolve the conflict before site work or module shipment.

Assign responsibility in writing. Scope varies by contract, so identify who is responsible for surveys, permits, earthwork, drainage, foundation construction and inspection, utility work, delivery access, lifting support, temporary protection, and restoration. For each item, name the person or contractor who will complete it and who will confirm it is ready.

Do not assume a task belongs to a particular party simply because that party commonly performs it on another project. The owner, modular provider, general contractor, civil contractor, foundation contractor, utility trades, delivery company, and setting or crane provider may have different roles under different agreements. Write down the boundaries between scopes too: for example, who prepares the access route, who protects buried utilities, who arranges inspections, and who restores temporary access improvements after delivery.

  • Confirm the drawing revision that governs site layout, foundation position and elevations, utility interfaces, and delivery.
  • Ask the manufacturer and installer what site conditions and clearances they require for this specific home and equipment.
  • Record open decisions, their owners, and the dates they must be resolved to protect the delivery schedule.
  • Keep the survey, approved plans, permits, field measurements, and inspection records available to the people doing the work.

Use one current set of coordinated information for field layout. A utility plan, foundation drawing, or delivery plan that does not reflect a later change can cause rework even if each individual trade followed its own sheet. When a location or elevation changes, check the effects on the foundation, utility stubs, access, finished grades, and the setting operation before proceeding.

Confirm the parcel, land use, and approvals

Use current survey and site information to check parcel boundaries, setbacks, easements, existing utilities, slopes, drainage, flood conditions, overhead restrictions, fire access, and protected areas. These factors can affect where the home can sit, how it can be reached, and what preparation or approvals are needed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contact the local planning and building authorities early. Ask which land-use, site, building, utility, fire, accessibility, inspection, and occupancy requirements apply to this parcel and intended use. The exact checklist is jurisdiction- and project-specific; general modular-provider guidance cannot substitute for approval by the authorities responsible for the site.

Track permits and inspections in the project schedule. Make clear which approvals must be in place before foundation work, utility installation, delivery, setting, or occupancy, and who is responsible for arranging each inspection.

Also ask whether the intended use or parcel conditions trigger additional review. The relevant questions may concern site access, fire access, drainage, utility connections, or accessibility features. There is no universal approval list or answer for every jurisdiction, so get the requirements from the local authorities for this particular project and record them rather than relying on assumptions from another site.

Before moving into construction, reconcile the proposed home location with the survey and site constraints. A setback or easement issue discovered after earthwork begins can force changes to the building location, the route, utility runs, or foundation layout. Where the site includes slopes, flood conditions, protected areas, or overhead restrictions, make sure the responsible project professionals have considered them in the coordinated plans.

Review ground, grading, and drainage before building

Actual soil and drainage conditions influence foundation and access decisions. Coordinate geotechnical and civil review when the project requires it, and have the responsible designers address conditions that could affect bearing, settlement, erosion, stormwater, or construction access. Do not assume that a visually firm building area is adequate for the foundation or heavy delivery equipment.

Coordinate the building location, grading, stormwater plan, utility routes, access route, and foundation before work begins. Changes made late can put utility stubs in the wrong place, alter finished elevations, or leave the delivery path unusable. Check whether weather could soften the route or work zone, and plan temporary stone, mats, drainage measures, or restoration where appropriate.

Think of site preparation as a connected system, not a sequence of isolated tasks. Grading affects drainage and finished elevations; those elevations affect foundation relationships, entrances, and accessible routes. Utility corridors need to reach their planned connection points without conflicting with foundations or the delivery equipment. The access path must remain usable as earthwork and construction progress. Ask the civil, foundation, utility, and setting teams to review interfaces that cross their scopes.

Where soil or drainage conditions are uncertain, resolve the relevant design questions before committing to foundation or access work. The correct preparation depends on site information and professional review; there is no universal soil treatment or drainage detail for every modular-home parcel. Include temporary construction conditions as well as the finished site in the review, since a route that works in dry weather may be affected by rain or other local weather before delivery.

Trace the entire delivery route

Evaluate the route from the public road all the way to the final setting position. A road that appears adequate at the entrance may still have a bridge restriction, tight turn, overhead obstruction, soft shoulder, slope, or narrow gate farther along. Review the route with the delivery and setting teams, not solely from a site plan.

  • Road and structures: Check applicable road, bridge, and access restrictions, and identify any restrictions the delivery team must resolve.
  • Turns and width: Confirm turning space, gate width, clearances, and the path through driveways or construction areas for the actual delivery vehicles and modules.
  • Overhead and side conflicts: Look for wires, branches, signs, walls, parked vehicles, adjacent structures, and active construction that could obstruct movement.
  • Ground and grade: Check slopes, soft shoulders, drainage, and weather-sensitive surfaces. Consider how rain or other local conditions may change stability before delivery day.
  • Traffic and neighbors: Plan traffic control, security, access coordination, and communication with affected neighbors where needed.

Agree on any temporary improvements, access controls, and restoration scope before delivery is scheduled. Keep the route clear of vehicles, stored materials, and work that could block the delivery window.

Walk or otherwise verify the complete path, including the transition from public road to site and the final approach to the set area. Confirm restrictions and clearances with the people responsible for the actual modules and delivery vehicles; a generic site sketch is not enough to establish whether a turn, gate, or overhead clearance works. Include soft shoulders and slopes in the discussion, not only paved portions of the route. The team should account for the condition expected on delivery day, including how weather could change ground stability.

When a route needs temporary stone, mats, traffic control, or other access measures, agree on the scope, timing, and restoration responsibility in advance. Make a plan for keeping the route clear of parked vehicles, stored materials, and overlapping construction activity during the delivery window. If an access issue cannot be resolved, raise it before shipment is scheduled so the delivery and setting teams can assess options against the actual site and equipment needs.

Plan the set area and lifting operation

The setting area must accommodate both the modules and the installer’s equipment. Confirm stable equipment setup locations, required clearances, the equipment’s reach, and the path modules will take into position. Identify outrigger locations, swing radius, overhead hazards, adjacent structures, public areas, and underground utilities that could conflict with setup or lifting.

The project needs a lifting plan based on the delivered module dimensions and weights, crane reach, equipment configuration, and site conditions. Coordinate that plan with the responsible crane or setting provider. A general site checklist is not a substitute for the provider’s project-specific lift plan, and equipment positioning should not be guessed from a generic diagram.

Mark known underground utilities and protect them from equipment loads. Confirm who is responsible for utility locating and who will verify safe setup locations before the lift.

Include the full working area in the review: equipment setup positions, the movement and swing area, the place where modules are received and moved into position, and any adjacent structures or public areas affected by the operation. Check overhead hazards as well as ground-level conflicts. The setting provider should confirm the equipment configuration and clearances against the actual delivered modules, site layout, and lifting requirements. The appropriate arrangement cannot be derived from a generic diagram because module dimensions and weights, crane reach, and site conditions vary by project.

Coordinate delivery and setting dates with site activity. A clear route can still become unusable if another contractor parks equipment in the work zone or leaves materials in a setup area. Identify who will maintain the clear work zone, who will verify hazards and underground utilities, and how security or public access will be managed while the lift is underway.

Build and verify the foundation against current drawings

Foundation type and details depend on the modular design, site and soil conditions, climate, applicable code, engineering, and project requirements. The responsible designer and local authorities should resolve technical choices; there is no universal foundation detail or dimension that applies to every modular home.

Before delivery, compare the completed foundation with the current approved drawings. Verify its position and elevations, anchoring provisions, access openings, and interfaces with the modules and utility penetrations. Confirm that required inspections have occurred and that any specified curing requirements have been met.

If comparing foundation approaches, evaluate them against the actual design and local engineering requirements, site and soil conditions, relevant drainage, frost, flood, wind, or seismic conditions, permit and inspection requirements, utility compatibility, schedule, total installed cost, maintenance and access needs, and any applicable lender or property-classification criteria. Have the project’s responsible professionals confirm suitability rather than selecting a system from a generic comparison.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check that the foundation is being built from the drawing revision that governs the project. A layout or elevation discrepancy can affect how modules meet the foundation and whether utility penetrations line up. Confirm inspection status and any required curing before delivery, rather than treating shipment as the trigger to discover whether the foundation is ready. If field conditions or a design change alter position or elevation, ask the responsible designer and project team to resolve the effect on interfaces before work proceeds.

For a cost comparison, look beyond the initial foundation quote. Compare total installed cost alongside schedule, inspection requirements, compatibility with the modules and utility penetrations, access or maintenance needs, and the site-specific engineering requirements. No reliable universal price or ranking applies among foundation choices; costs depend on the project and should be established from project-specific proposals. Lender or property-classification criteria may also be relevant for a particular project, so confirm those requirements if they apply.

Coordinate utility routes and connection points

For each service, confirm its source, route, size, depth, termination point, and responsible contractor against coordinated drawings and field measurements. The required services may include electrical, water, sanitary sewer or septic, gas, communications, stormwater, and fire protection where applicable.

Utility stubs must meet the building at the designed connection points. Check that the field locations match the modular-home interfaces before foundations or buried services are covered. Coordinate protection and access for connections, and confirm whether temporary power or weather protection is needed between setting and startup.

  • Use the current coordinated plan to locate each service and connection.
  • Have the responsible trades verify locations and dimensions in the field.
  • Mark and protect installed services before delivery and equipment setup.
  • Confirm inspections, connection sequencing, and post-set crew availability with the relevant contractors.

Trace every service from its source to the point where it connects to the home. Confirm the route and endpoint, not just the presence of a stub near the building. Sizes, depths, and termination details belong to the coordinated project drawings and responsible utility contractors; a general guide cannot supply specifications that fit every home and site. If a service route changes, confirm that the revised location still matches the home interfaces and does not conflict with foundations, access, or equipment setup.

Before delivery, identify what remains to be connected after modules are set and make sure the responsible crews and materials are scheduled. Confirm whether temporary power or weather protection is needed during the interval between setting and startup. The point is to avoid a gap in responsibility or sequence—for example, a service that is physically present but not yet inspected, protected, or ready to connect.

Coordinate access, entrances, and occupancy features

Finished grades and entrances affect stairs, ramps, landings, walks, guards, handrails, parking, fire lanes, exterior lighting, and accessible routes where required. Coordinate these features with the building elevations and local requirements so they can be installed at the right time without obstructing delivery or setting work.

Include approvals and installation timing in the schedule. Some features may be needed for inspections or occupancy even if they are installed after the modules are set; confirm the sequence with the authority and project team rather than assuming.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Review the relationship between finished grades and entrances before earthwork is finalized. The planned stairs, ramps, landings, walks, parking, lighting, and accessible routes must be coordinated with the building location and local requirements. At the same time, do not let planned features obstruct delivery access or equipment setup. Confirm which features must be in place for inspection or occupancy and when they can safely be installed relative to setting.

Hold a pre-delivery readiness review

Several days before shipment, walk the site with current drawings and the people responsible for delivery, setting, civil work, foundations, and utilities. Review each item in place, record any correction with an owner and due date, and resolve shipment-critical problems before the modules leave for the site.

  1. Confirm permits and required inspections are current for the upcoming work.
  2. Walk the complete delivery route and verify it is clear, stable, and usable for the planned delivery vehicles.
  3. Check the work zone and foundation against the approved layout and elevation requirements; confirm inspection and curing status.
  4. Verify utility locations, protection, and connection points against coordinated drawings and field measurements.
  5. Confirm equipment setup positions, clearances, underground utility protection, and overhead or adjacent hazards with the setting provider.
  6. Review weather, traffic, security, neighbor coordination, and any temporary access or ground-protection measures.
  7. Confirm post-set trades, materials, and connection work are scheduled, and assign owners and due dates to remaining corrections.

Use the readiness walk to compare what is physically on site with the current project information. The people who will deliver and set the modules can check the route and work zone; civil and foundation representatives can confirm grading, layout, and elevations; utility contractors can check stubs and protection. Bring the open-issues list and leave with a named owner and due date for each correction. If a shipment-critical item is unresolved, escalate it to the people controlling delivery and setting rather than treating the delivery date as proof of readiness.

For elevation checks, a rotary laser level may be a useful optional tool to assist with measurements, but it is not a substitute for approved layout, required tolerances, or professional verification. Critical foundation layout and elevation decisions belong to the project’s responsible professionals. No specific model, price, or endorsement is established here.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Readiness also includes the period after the modules arrive. Confirm that post-set crews, materials, connections, and any required inspections are scheduled. Review weather, traffic, security, neighbor coordination, and restoration plans with the relevant parties. A site may look ready in isolation but still fail as a coordinated project if the route is blocked, equipment cannot be positioned, the foundation is not accepted, utilities are misplaced, or the next trade is not available.

Keep modular and manufactured-home requirements distinct

Modular homes and HUD-code manufactured homes are different regulatory categories. HUD homeowner materials and installation-program guidance address manufactured homes; they discuss considerations such as local requirements, site access, stable soil, foundations or anchoring, and utility hookups for that category. They are not a modular-home code specification.

For a modular home, verify the governing building code, local jurisdiction’s requirements, approved project documents, and the manufacturer’s and installer’s instructions for the specific home. HUD’s Guide to Foundation and Support Systems for Manufactured Homes discusses foundation planning factors for manufactured housing; use it only where that category applies, not as a substitute for modular project engineering.

The distinction matters when researching installation instructions or comparing foundation guidance. A HUD page that describes manufactured-home site preparation, access, anchoring, or utility hookups should not be treated as a direct modular-home requirement. For the modular project, rely on its approved documents, the applicable building code and local decisions, and the specific manufacturer and installer instructions.

What cannot be set without project-specific information

Exact permits and inspections, foundation system and dimensions, soil preparation, utility specifications, route restrictions, crane configuration, and scope ownership cannot be established from a general planning guide. They depend on the parcel location, current home drawings and instructions, contract, site conditions, and local authority requirements. Resolve those items with the project’s responsible professionals and authorities before delivery is committed.

Frequently Asked Questions

What should I confirm before scheduling modular-home delivery?

Confirm the current approved drawings, required permits and inspections, complete delivery route, stable and clear work zone, foundation layout and elevations, utility locations and protection, setting equipment positions and hazards, weather and traffic plans, and post-set crew schedule. Review these items with the people responsible for delivery, setting, civil work, foundations, and utilities several days before shipment.

Who is responsible for preparing the site and connecting utilities?

Responsibility varies by contract and project. Put assignments in writing for surveys, permits, earthwork, drainage, foundation work and inspections, utility installation and connections, access preparation, delivery support, lifting, temporary protection, and restoration. Name both the party doing each task and the person confirming readiness.

How do I know whether the delivery route is suitable?

Review the entire route from the public road to the final setting position with the delivery and setting teams. Check road and bridge restrictions, turning space, gate width, overhead wires or branches, soft shoulders, slopes, weather-sensitive ground, parked vehicles, and construction obstructions. The actual delivery vehicles, modules, and site conditions determine suitability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What foundation should I use for a modular home?

There is no universal foundation type or dimension for every modular home. The choice and details depend on the home design, soil and site conditions, climate, engineering, applicable code, and project requirements. Compare options using those factors plus inspections, utility compatibility, schedule, total installed cost, access and maintenance needs, and any applicable lender or property-classification criteria; have the responsible designer and authorities confirm the decision.

Can HUD manufactured-home foundation guidance be used for a modular home?

Not as a modular-home specification. HUD homeowner resources, installation-program guidance, and the HUD foundation guide discussed here apply to manufactured homes. For a modular home, verify the governing building code, local requirements, approved project documents, and the home manufacturer’s and installer’s instructions.

When should utilities be installed and checked?

Coordinate sources, routes, sizes, depths, endpoints, and contractors against the building drawings and field measurements before buried services or foundation interfaces are covered. Before delivery, mark and protect services, confirm required inspections and connection sequencing, and schedule the post-set crews. Check whether temporary power or weather protection is needed between setting and startup.

Is a general checklist enough to plan the crane or setting operation?

No. The setting provider needs a project-specific lifting plan based on delivered module dimensions and weights, crane reach and configuration, and site conditions. Confirm equipment setup areas, clearances, outrigger positions, swing radius, overhead hazards, adjacent structures, public areas, and underground utilities with that provider.
