How to Plan a Public-Realm Improvement Project for an English Town Centre

A successful town-centre public-realm project starts with a clear problem, a measured baseline, inclusive engagement and a funded stewardship plan. Treat paving, crossings, planting, lighting, seating, servicing, traffic changes and events as one connected place-making project—not as a collection of beautification works. The sequence below takes an English local authority or town-centre partnership from initial brief to delivery and post-opening adaptation.

1. Set the purpose, boundary and governance

Write a project brief before commissioning designs. It should state the town-centre problem in plain language, the area covered, who benefits, who decides, the budget envelope, the decision timetable and how success will be measured. A useful problem statement might be: “The route from the bus station to the market is indirect and difficult to use with a wheelchair, has poor evening safety, and does not support dwell time or trading.” That is more actionable than “regenerate the town centre.”

Define the project area

Map a boundary that reflects how people actually arrive, move and spend time. Include gateways such as railway or bus stations, car parks, main pedestrian approaches, markets, civic buildings, adjoining residential streets and any edge-of-centre links affected by the scheme. Record ownership boundaries and highway extents separately; a visually coherent area may require agreements with several landowners.

Assign decision rights

Name a senior sponsor, accountable client, project manager and design lead. Set out which decisions require elected-member approval, cabinet or committee decisions, planning consent, highway authority approval, landowner consent or a business partnership agreement. Include planning, regeneration, highways, transport, estates, parks, accessibility and finance officers from the beginning. A governance diagram should show who recommends, who approves and who owns the asset after completion.

Align the brief with the adopted development plan, the centre hierarchy and any identified public-realm improvement areas. Chapter 8 of the National Planning Policy Framework (NPPF) says plans should be informed by a town-centre strategy, identify the hierarchy of centres and identify areas where infrastructure and public-realm improvements are proposed. It also encourages the use of design guides, design codes and masterplans to support a town-centre vision.

2. Build a defensible baseline

Do not design from photographs or anecdote alone. Create a baseline that combines mapping, counts, observations, audits and business evidence. Record the date, weather, time and method for each survey so later measurements are comparable.

Movement and access

  • Map pedestrian, wheelchair and mobility-scooter routes, desire lines, crossing points, gradients, dropped kerbs, tactile paving, obstructions and places where footways narrow.
  • Count people walking, wheeling and cycling at representative peak, inter-peak, evening and weekend periods. Note queues, conflict points and how long people wait to cross.
  • Record bus stops, taxi ranks, cycle parking, car parks, disabled parking bays, loading areas, servicing routes, refuse collection points and emergency-access routes.
  • Measure the continuity of step-free routes between arrival points, shops, public buildings, toilets, seating and event spaces rather than auditing isolated ramps.

Land use, economy and activity

  • Map uses at ground-floor and upper-floor level, vacant street-level property, markets, community facilities, evening venues and buildings with inactive frontages.
  • Collect business information proportionately: occupancy, turnover indicators where voluntarily supplied, opening hours, delivery needs, rents, representation through a business association or BID, and concerns about construction.
  • Observe dwell time, informal meeting, children’s play, market activity and the relationship between arrival points and retail streets.

Safety, comfort and environmental quality

  • Record lighting, sightlines, blind corners, passive surveillance, reported crime patterns, anti-social behaviour concerns and how safe different groups feel during the day and evening.
  • Assess noise, air quality where relevant, shade, wind, heat exposure, drainage, flooding, tree condition, biodiversity, litter, damaged surfaces and maintenance response times.
  • Complete an access audit with disabled people and older people, not solely a desk review against standards.

Government guidance on town-centre health checks identifies diversity of uses, vacant property, pedestrian flows, accessibility, safety and crime, environmental quality, business representation, rents and the evening economy as useful indicators. Use those categories as a prompt, then add measures specific to the local problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Engage the people who use and operate the centre

Engagement should influence design decisions, not simply test a finished drawing. Publish an engagement plan showing the question being asked, the stage at which it will be asked, who will be involved, how responses will be recorded and when the design team will explain what changed.

Build a complete stakeholder map

  • Local authority planning, regeneration, highways, transport, estates, parks, accessibility, finance and procurement teams.
  • Elected members and ward representatives.
  • Residents, disabled people, older people, children and young people, and representative organisations.
  • Landowners, tenants, retailers, hospitality businesses, market operators and business associations or BIDs.
  • Emergency services, utility companies, waste and cleansing providers, public-transport operators and delivery companies.
  • Community partnerships, cultural organisations and groups that run events or manage public spaces.

Use accessible and varied methods

Combine on-street conversations, accessible workshops, walking audits, business visits, online information, printed material and formal consultation. Offer large-print, easy-read, translated or interpreted formats where needed. Hold sessions at different times, including evenings, and provide a way for people who cannot attend to respond.

Design guidance calls for meaningful, collaborative engagement connected to design decision stages, with a published explanation of how views were considered. Keep a consultation-response log that records the issue, evidence, decision, responsible person and reason when a request cannot be adopted.

4. Turn evidence into measurable outcomes

Convert the baseline into a small set of outcomes that can distinguish between design options. Each outcome needs an indicator, a baseline, an owner and a review date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Outcome Possible indicator Design implication
Continuous step-free access Percentage of the principal route usable without steps, with user testing by disabled people Prioritise gradients, crossings, surfaces, drainage and furniture clearances as one route
Safer movement Crossing delay, reported near misses, lighting audit and perceived safety by time of day Reduce conflict points, improve visibility and align crossings with desire lines
More town-centre vitality Footfall, dwell activity, vacancy and business opening hours Connect arrival points to active frontages and provide comfortable places to stay
Flexible public space Number and quality of markets, events or community uses accommodated Plan loadings, power, storage, access, anchoring and clear emergency routes
Resilient environment Tree survival, shade, surface-water performance, biodiversity features and maintenance response Specify planting, soil, drainage and irrigation with a funded maintenance regime

Keep the outcome list short enough to govern decisions. “Improved appearance” can be included as a supporting objective, but it should not displace access, safety, movement, economic activity or long-term maintenance.

5. Develop credible options before choosing a design

Prepare at least a do-minimum option and two credible intervention packages. The do-minimum option should describe what happens if the authority maintains existing assets and makes only essential repairs; it is a comparator, not a straw man.

Evidence needed for option development

  • Movement and place plan showing which routes are movement corridors and which spaces are destinations for staying.
  • Access audit and inclusive-design review.
  • Utilities records, trial-hole information where needed, drainage strategy and servicing review.
  • Land and ownership plan, highway status, rights of way and maintenance boundaries.
  • Heritage, townscape and archaeology assessment where relevant.
  • Ecology, tree, heat, flood and climate-resilience review.
  • Order-of-cost estimate, whole-life cost, programme, construction constraints and approvals pathway.

Typical option packages

An access-and-safety package might focus on crossings, footway levels, lighting, clutter removal and bus-stop connections. A place-and-vitality package could add seating, planting, market infrastructure, public art or event servicing. A climate-and-identity package might combine heritage-sensitive materials, trees, sustainable drainage, shade and locally distinctive details. The packages must be site-specific; avoid selecting features because they are fashionable or easy to illustrate.

6. Score options transparently

Agree the criteria and weighting with stakeholders before scoring. Use a matrix that makes trade-offs visible rather than allowing the most attractive visual concept to win by default.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Criterion Questions to ask
Accessibility and inclusion Does the option provide direct, legible, step-free routes and usable furniture, crossings, toilets and information?
Movement and connectivity Does it improve links between transport, parking, civic buildings, shops and adjoining neighbourhoods without creating unsafe conflicts?
Town-centre vitality Will it support active frontages, dwell time, markets, events and access for businesses?
Safety and security Are sightlines, lighting, passive surveillance, emergency access and evening use improved?
Identity and heritage Does it strengthen local character and respect listed buildings, views and historic street patterns?
Climate and nature How does it address shade, heat, drainage, trees, biodiversity, water and material durability?
Comfort and flexibility Can people sit, meet, play, wait and attend events without obstructing movement?
Cost What are capital cost, inflation allowance, contingency, cleaning, landscaping, repairs, replacement and energy costs?
Disruption and risk What are the impacts of construction, utilities, land, approvals, traffic management and contractor capacity?
Deliverability Can the option be phased, funded, procured and maintained with available powers and staff?

Record scores, assumptions, evidence, dissenting views and sensitivity to weighting changes. A design review at concept stage can expose conflicts before they become expensive revisions.

7. Design for daily use, inclusion and stewardship

Make the accessible route the organising spine

Start with a direct, legible, step-free walking and wheeling network. Coordinate footway widths, gradients, crossfalls, tactile information, drainage, crossings, bus stops, cycle access and entrances. Keep clear movement zones free from signposts, bins, planters, advertising boards and café furniture. Test the route with people using wheelchairs, walking aids, pushchairs and visual-navigation techniques.

Coordinate movement with servicing

Show loading windows, delivery vehicle paths, refuse collection, emergency access, taxi operations, cycle parking, disabled bays and event closures on the same plan. A visually uncluttered street that cannot be serviced will fail operationally; a servicing layout that ignores pedestrians will fail inclusively.

Provide reasons to stay

Place seating where people can see activity, with options for backs, arms, transfer space and companion seating. Add shade, shelter, drinking water or other comfort measures where appropriate. Homes England guidance describes public spaces as needing places to sit and dwell, play or recreation where appropriate, biodiversity and clear boundaries. Use planting, lighting and edges to create comfortable rooms without blocking sightlines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan for markets and events

Define stall footprints, vehicle access, power, water, storage, waste, anchoring, crowd movement and emergency egress. Specify how temporary structures can be installed without damaging trees, drainage or paving. Event flexibility should be tested against ordinary weekday use; a square that works only on event days is not a successful public realm.

Choose durable, maintainable materials

Specify surfaces, kerbs, tree pits, drainage, lighting, furniture and planting for expected loading, weather, cleaning methods, vandalism exposure and replacement availability. Avoid bespoke components that cannot be repaired locally unless their long-term value is demonstrated. The National Design Guide says well-designed places should be robust, easy to use, adaptable and planned for long-term stewardship by landowners, communities and local authorities from the earliest stages.

8. Select and explain the preferred option

Publish the evaluation criteria, weightings, costs, risks, consultation response and key trade-offs. Explain why the preferred option best meets the agreed outcomes and policy, and identify what was rejected and why. If the project includes associated development or main town-centre uses outside a centre, apply the NPPF sequential approach: consider suitable town-centre sites first, then edge-of-centre locations, and only then accessible out-of-centre locations when suitable central sites are unavailable. The approach expects flexibility on format and scale.

9. Secure approvals, powers and funding

Approvals and legal checks

  • Confirm land ownership, licences, easements, highway powers and rights of access.
  • Check planning permission, listed-building consent, conservation-area requirements, advertisement consent and archaeology obligations.
  • Identify traffic regulation orders, road closures, parking changes and bus-stop approvals.
  • Complete equality and accessibility duties and document how impacts were addressed.
  • Obtain environmental, drainage, tree, ecology and utilities approvals where required.
  • Set the procurement route, contract form, design responsibility, warranties, inspection regime and handover requirements.

Fund the whole life of the place

Separate capital funding from revenue funding. The budget must cover design, surveys, utility diversions, construction, inflation, contingency, traffic management, temporary access, planting establishment, cleaning, landscaping, inspections, repairs, replacement, lighting energy and event infrastructure. Agree who pays and who acts when assets fail.

Homes England guidance identifies long-term investment and operational viability as important to local-centre success. The NPPF’s design policies and the National Design Guide both support early consideration of management and maintenance. Do not approve a planting or water feature whose future care has no named owner or cost allowance.

10. Deliver in manageable phases

Prepare a phasing plan that protects access and trading. Sequence surveys and enabling works, utility diversions, temporary traffic management, main construction, planting seasons, meanwhile uses and business-support measures. Define a safe temporary route to every open shop, home, public building and transport stop.

Use a named delivery team

  • Client and senior responsible owner.
  • Project manager and cost manager.
  • Lead designer with landscape, transport, drainage, lighting, ecology and inclusive-design capability as needed.
  • Principal designer, contractor and specialist subcontractors.
  • Highway, utilities, events and maintenance operators.
  • Business and community liaison lead.

Manage disruption openly

Publish an accessible programme, explain changes to loading and parking, provide named contacts and give businesses advance notice of noisy or access-restricting work. Maintain a live risk register covering cost escalation, unknown utilities, land, approvals, health and safety, weather, contractor capacity and stakeholder conflict. Review risks at every project gateway rather than treating the register as paperwork.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

11. Monitor, learn and adapt after opening

Collect a before baseline and repeat measures after opening at early operation, one year and agreed later points. Use the same locations and methods where possible, while recording seasonal differences.

  • Perceived safety, reported incidents, lighting performance and conflict points.
  • Dwell time, seating use, market and event use, and access during ordinary days.
  • Tree survival, planting condition, drainage performance, litter, defects and maintenance response.
  • Whole-life expenditure against the approved allowance.

Set adaptation triggers in advance. For example, repeated obstruction of the accessible route may require relocating furniture; poor tree establishment may require amended irrigation or species; inadequate evening activity may call for programming or management changes rather than more decorative construction. Assign an owner and timescale to each response.

Common failure modes and how to prevent them

Starting with a visual concept

Problem: A striking plan is produced before movement, utilities, servicing or maintenance are understood.
Prevention: Require a baseline, operational plan and whole-life cost before concept approval.

Consulting only the most available voices

Problem: Meetings attract established groups while disabled people, young people, shift workers and small businesses are missed.
Prevention: Use targeted outreach, accessible formats, on-street engagement and a published response log.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating accessibility as a compliance check

Problem: Individual ramps or crossings meet a drawing standard but the route remains indirect, blocked or confusing.
Prevention: Audit the complete journey with users and protect a continuous clear route through construction and operation.

Ignoring servicing and events

Problem: Deliveries, refuse, markets and emergency access are solved informally after construction.
Prevention: Draw operational movements and event layouts at concept stage, then test them on ordinary days.

Funding construction but not stewardship

Problem: New planting, paving or lighting deteriorates because no revenue budget or responsible owner exists.
Prevention: Approve cleaning, landscaping, inspection, repair and replacement budgets with the capital scheme and include them in handover documents.

Project approval checklist

  • Approved brief with problem, boundary, governance, timetable, budget envelope and success measures.
  • Baseline maps, movement counts, access audit, safety and environmental review, land plan and business evidence.
  • Stakeholder, equality and accessible-engagement plan with a consultation-response log.
  • Do-minimum and alternative options assessed against published criteria, costs, risks and whole-life maintenance.
  • Preferred concept including movement, access, servicing, materials, planting, drainage, lighting and event plans.
  • Confirmed planning, highway, utilities, heritage, environmental and procurement route.
  • Capital and revenue funding for cleaning, landscaping, repairs, replacement, management and monitoring.
  • Phasing, temporary access, disruption communications and business-support arrangements.
  • Named client, designer, contractor, operator and maintenance owner, plus a live risk register.
  • Before-and-after monitoring framework with review dates and adaptation triggers.

Final decision rule

Approve a town-centre public-realm project only when the preferred option demonstrably improves the identified problem, provides an inclusive everyday route, works for servicing and events, has consent and land risks under control, and comes with funded long-term management. A well-designed scheme is not finished at practical completion: its success is whether people can use it comfortably, businesses can operate, the environment performs and the responsible organisations can afford to look after it for years.
