Build a blaster rifle as a lightweight, clearly fictional display or cosplay prop—not as a device that fires anything. Foam is a suitable material category for this kind of prop, but venue rules differ: check the current policy for your exact event before you start, especially its rules on realistic shapes, orange tips, inspection and transport.
Plan a clearly fictional, inoperable design
Sketch a shape that reads as science fiction rather than a real-world firearm. Avoid copying the outline or details of an actual gun. Keep the prop permanently incapable of firing or launching projectiles; do not add a working trigger, moving firing parts, or a barrel that can launch anything. Some venues prohibit realistic-looking designs even when they are nonfunctional costume props.
The event policies cited here support foam and other lightweight prop materials, but they do not establish a tested construction sequence, universal tool list, or universal design standard. Keep the project to a nonfunctional shell and decorative details, and follow the requirements of the event where you plan to use it.
Choose lightweight materials
Foam is listed as an acceptable prop material by FanX and COCA. Depending on the venue, other accepted categories may include cardboard, rubber, plastic, paper, or thermoplastics. These lists are not interchangeable: permission at one event does not guarantee permission at another.

If you are considering a ready-made foam example, New Rule FX lists its “18.5" Large Foam Sci-Fi Blaster Prop” as high-density foam, measuring 18.5 × 10 × 3 inches and weighing 1 lb 1.5 oz. Check your event’s prop rules before making or bringing it
Read the policy for the specific event and confirm it is current. Requirements can differ even on whether sci-fi guns are allowed and what changes are needed for approval.

The FanX and COCA rules apply to their respective events; Ubisoft’s document is a dated example, not a current universal rule. In particular, an orange tip is required by the cited FanX policy and the historical Ubisoft policy, but the cited COCA guidelines do not state that requirement. Ask the organizer if a policy does not answer a detail about your design.
Build the prop as a nonfunctional shell
- Finalize the outline. Draw an unmistakably fictional silhouette and compare it with the venue’s rules on resemblance to real firearms.
- Use a permitted lightweight material. Choose foam or another material explicitly accepted by your event. Do not assume a material listed by one organizer is allowed by another.
- Keep the barrel and mechanisms inert. Make the prop incapable of firing or launching projectiles. Where the event requires a plugged barrel, orange cap, non-removable tip or no moving parts, build to that rule rather than treating those features as optional styling.
- Keep additions decorative. Limit details to nonworking visual elements; do not make the prop capable of firing, loading or launching anything.
- Review the finished prop against the policy. Check the complete item—not only its material—for required inspection, tagging, approval or design conditions.
Prepare for inspection and transport
Complete any required event inspection or approval before entering the venue, and follow the organizer’s directions for tagging and on-site handling. A prop that meets a material rule may still be rejected if its appearance or construction violates another part of the policy. If the organizer reserves discretion to reject or confiscate props, as COCA does, approval is not guaranteed solely by choosing an allowed material.
