Preventing water damage in a school means finding and fixing moisture at its source, drying affected materials quickly, and keeping roofs, drainage, plumbing, and HVAC systems working as intended. The U.S. Environmental Protection Agency (EPA) puts it simply: “The key to mold control is moisture control. Solve moisture problems before they become mold problems!”
Build a recurring moisture-inspection routine
EPA recommends routine moisture inspections and a preventive maintenance plan. It does not set one universal inspection frequency, so create a recurring schedule that fits the building, local weather, equipment manuals, staffing, and applicable district or local requirements. Assign responsibility, use building-specific checklists, and record observations, repairs, and follow-up work. EPA’s voluntary school preventive maintenance guidance can help facilities teams organize the work.
Walk the building and grounds with water entry and moisture in mind. Look for water stains or discoloration, damp or peeling finishes, wet spots, standing water, condensation, and musty odors. These signs warrant investigation; a stain alone does not identify or fix the source.
Roof, exterior, and site drainage
- Inspect roof surfaces, flashings, and penetrations, and look for ponding or drainage problems on flat roofs.
- Check gutters and downspouts where present, and verify that discharge carries water away from the building.
- Look at grading and soil near the foundation. Correct drainage or slope problems that leave water pooling against the building.
- Compare roof and exterior observations with ceilings and walls inside for signs of water entry.
Windows, doors, walls, and rooms
- Check windows, doors, sills, walls, ceilings, and floors for stains, seepage, condensation, dampness, or musty odor.
- Pay attention to flashing and openings where water can enter.
- Include portable classrooms in inspections; EPA notes that temporary school structures have frequently been associated with moisture and mold problems.
Plumbing and wet-use areas
Look under and around sinks and inspect bathrooms, food-service areas, and other spaces where water is used or moisture is generated. Check for leaks and wet surfaces. In food service, use exhaust fans during cooking, dishwashing, and cleaning; vent moisture-generating appliances outdoors where possible.

HVAC and condensation
Check that condensate pans and drains are clean, unobstructed, and flowing. Maintain supply diffusers, return registers, and outdoor-air intakes. Look for condensation on cold surfaces and piping; insulation and suitable air circulation can reduce condensation risk. EPA’s broader moisture-control guidance, published in 2013, addresses building components and systems including drainage, foundations, roofs, plumbing, and HVAC.
Keep indoor humidity in a recommended range
EPA school indoor-air-quality guidance recommends keeping indoor relative humidity (RH) between 30% and 60%. EPA’s mold prevention guidance instead says to keep RH below 60%, ideally between 30% and 50% if possible. These are recommendations, not a single mandatory code limit. A digital humidity monitor can help staff observe RH, but it will not detect hidden leaks or guarantee mold prevention.

If humidity is persistently high, investigate the moisture source and building systems rather than treating a reading as the diagnosis. Check ventilation and HVAC operation, drainage, condensation, and water entry. The appropriate corrective work depends on what is causing the moisture.
Respond promptly to leaks and wet materials
EPA school guidance advises cleaning and drying wet or damp building materials and furnishings within 24–48 hours. EPA’s mold prevention guide says to dry them within 48 hours. These timeframes are prompt-response recommendations, not a guarantee that every material can be saved; repair the source as well as addressing the wet area.

- Protect occupants and notify facilities. Follow the school’s emergency procedures, especially for a large or potentially hazardous water event.
- Stop the water when safe. Isolate the source if practical, and arrange repair of the leak or failure.
- Remove standing water and dry affected areas. Address wet materials and furnishings promptly, using appropriate methods for the affected space and materials.
- Assess porous materials. Moldy absorbent items, such as ceiling tiles, may need replacement. Do not conceal damp material or assume surface drying resolves continuing moisture.
- Escalate substantial remediation. If mold is present or cleanup is extensive, use EPA remediation guidance and appropriate professional expertise.
EPA does not recommend routine mold sampling in its school-upgrade guidance. When visible mold is present, correct the moisture source and address cleanup rather than relying on sampling as a substitute for corrective work. Follow applicable local requirements and district procedures.

A reliable program makes the work repeatable rather than dependent on someone noticing a leak by chance. Keep an inventory of relevant building systems and equipment, assign an owner for inspections and repairs, use checklists suited to each building, and retain maintenance records. Use records to track recurring problems, unresolved repairs, and whether corrective work addressed the underlying moisture source.

When evaluating a proposed repair or maintenance task, ask whether it fixes the source or merely covers a symptom; whether it addresses the relevant roof, envelope, plumbing, HVAC, or site-drainage issue; whether responsibility and follow-up are recorded; whether occupied areas are protected during work; and whether the approach complies with local codes, district procedures, and qualified professional advice. EPA’s Framework for Effective School IAQ Management and recommended school IAQ action checklists offer additional planning support.
EPA guidance is not a substitute for applicable building codes, local authority requirements, or a school’s emergency plan. Adapt inspection and repair practices to the building and its conditions.
