Keep an office fit-out on schedule by fixing the brief and decision dates before procurement, mapping every contractor and building-system interface, phasing work around occupancy, isolating construction from clean and occupied areas, and linking approvals, lease, vacation and move-in dates in one programme. Treat safety, dust control, communications and business continuity as schedule activities—not as items to handle after construction starts.
Start with a brief that can actually be scheduled
A fit-out schedule is only as reliable as the scope behind it. Write a brief that states the functional requirements, purpose, objectives and boundaries of the work. The South Australian government fit-out process treats this brief as the basis for measuring success and recommends tying dates to business needs and lease timing. See Part 4: Fit Out Process.

- Which shared services—power, data, fire detection, sprinklers, heating, ventilation, cooling, water and security—can be isolated, and for how long?
- What lease, landlord, planning, building-control, fire or accessibility approvals are required?
- What are the immovable business dates: lease expiry, vacation, staff return, client opening, financial close or a planned move?
Include assumptions such as temporary seating capacity, storage limits, permitted delivery times and the condition of existing services. An assumption without an owner becomes a late decision.

Give stakeholders a decision route
Name the person who can approve scope, cost, design changes, access arrangements and phase handovers. Set a response time for each decision and a deputy for absences. A short decision log should show the question, options, decision owner, due date, consequence of delay and final instruction. This prevents a design choice from remaining “under discussion” while procurement or construction proceeds.
Involve occupants while layouts, work zones and temporary arrangements are still changeable. The U.S. General Services Administration recommends stakeholder engagement during design, while New Zealand’s Government Property Office includes supporting people through change in project delivery guidance. Read GSA’s workplace renovation guidance and the Government Property Office project-management guidance.
Build one programme with linked milestones
Use a single programme for initiation, approvals, design, procurement, construction, testing, occupation and move activities. Give every stage a start and finish date, an accountable owner and a defined output. A milestone should represent a decision or a usable condition, not merely a meeting.
Recommended Free Tools
Milestones that protect the critical path
| Stage | Milestone to set | Dependency to show | Evidence of completion |
|---|---|---|---|
| Brief and initiation | Approved functional brief | Stakeholder requirements and lease constraints | Signed brief, assumptions and decision map |
| Approvals | All required approvals accepted or formally conditioned | Design information, landlord and statutory review times | Approval register with conditions and owners |
| Design | Design freeze | Occupant feedback, surveys, cost and compliance checks | Issued-for-procurement information and change cut-off |
| Procurement | Contract and long-lead orders released | Frozen specifications, funding and approved substitutions | Executed contract and purchase-order log |
| Construction | Each zone ready for handover | Access, inspections, testing and cleaning | Signed zone checklist and outstanding-work list |
| Occupation | People and equipment moved into an accepted zone | Life-safety tests, services, furniture, IT and access control | Handover approval and support plan |
The design-freeze date must occur before procurement commitments depend on final selections. Keep long-lead decisions—such as specialist equipment, furniture, controls, lighting or bespoke items—in the same programme as approvals. If a selection is late, the effect on fabrication, delivery, installation, testing and move-in should be visible immediately rather than discovered at the end.
Allow time for decisions and their consequences
A decision date is not the same as the date someone sends an email. Allow time for design or specification changes, internal approval, landlord or authority review, procurement, manufacture and installation. The UK Government property standard calls for adequate time for decisions and consequent actions, plus contingency that considers business continuity. Its guidance is available at Government Functional Standard GovS 004: Property.
Resolve contractor and building interfaces before work starts
Many delays occur where one party assumes another controls an access route, isolation, delivery, protection measure or temporary service. Before award and mobilisation, ask each contractor to explain how activities will be performed, what facilities and equipment are needed, and what risks could affect employees, visitors or other occupants.
The UK Health and Safety Executive advises clients and contractors to gather project and site information, allow time and resources for known hazards, coordinate access and trade sequence, discuss methods before contract award, agree controls for risks to other people, and plan deliveries and storage. Its planning guidance is at HSE: Planning for construction work.

Create an interface register
For each activity, record the location, prerequisite, responsible person, affected occupants, required isolation, protection measure, access route, delivery method, notification period, inspection and release condition. Include interfaces with the landlord, facilities team, IT, security, cleaning, furniture installers, movers and neighbours on the same site.
Examples include a ceiling replacement that requires a fire-detection isolation; a data cutover that needs an approved outage window; a delivery that competes with normal loading-bay use; or a partition that blocks a route until an alternative is signed and inspected. Resolve these interfaces in a coordination meeting before the activity appears on the short-term work plan.
Clarify legal roles in the applicable jurisdiction
Under the UK Construction (Design and Management) arrangements discussed by HSE, responsibilities are assigned among the client, principal designer, principal contractor and contractors. Those titles and duties are UK-specific; other countries use different legislation and role names. Apply the equivalent duties required by the project’s local law, lease and building rules rather than copying a UK appointment structure.
Choose an occupancy strategy deliberately
There is no universal best answer between renovating in place and vacating the office. The correct choice depends on the amount of work, the ability to separate construction from occupied areas, available swing space, service dependencies, safety controls and the business cost of interruption.
| Approach | Operational effect | Planning constraints | Use when |
|---|---|---|---|
| Phased in place | Some teams continue working while zones are released, protected, cleaned and handed over in sequence. | Requires reliable barriers, alternate routes, temporary services, storage discipline and frequent coordination. | Work can be divided into genuinely separable zones and temporary relocation is feasible. |
| Vacate the space | Construction can proceed with fewer occupant interfaces, but the business absorbs a larger move or temporary accommodation event. | Requires swing space, relocation logistics, lease alignment and a tested return plan. | Work affects common services or the whole floor, or safe separation cannot be maintained. |
GSA recommends phasing renovations in place to reduce cross-contamination risk when occupied work is appropriate, while separating construction or contaminated areas from clean or finished areas. That is a planning principle, not a guarantee that in-place phasing will be faster or cheaper for every office.
Compare working hours, not just calendar days
For each activity, decide whether it can occur during occupied hours, in restricted hours, or only when the area is empty. Consider noise, vibration, odour, dust, access, supervision, emergency egress, deliveries and the contractor’s ability to staff the work. HSE guidance supports considering when activities affect other people and coordinating access; it does not prescribe universal night or weekend work.
Off-hours work can reduce direct interference but may require additional security, supervision, lighting, welfare facilities, delivery arrangements and fatigue controls. Occupied-hours work can simplify access to decision-makers and facilities but demands stronger separation and communication. Make the choice activity by activity instead of applying one rule to the whole project.

Define phase entry and exit conditions
A practical in-place sequence might release one zone for surveys and protection, complete enabling services, build and test that zone, clean it, inspect it and move the team in before starting the next zone. The exact sequence must follow the building’s services and the contractor’s method. For every phase, state:
- What must be complete before the zone is handed to the contractor.
- Which occupants, furniture and equipment are moved, protected or removed.
- Which routes, rooms or services become unavailable and for how long.
- What inspection, test, clean and safety conditions permit reoccupation.
- Who accepts the zone and who receives the keys, access permissions and operating information.
Separate construction from clean and occupied areas
Construction boundaries should be physical, maintained and understandable to everyone using the building. Establish the separation method in the contractor’s plan and verify it during daily inspections. GSA’s guidance calls for separating contaminated or construction areas from clean or finished areas, controlling dust and contaminants, and protecting ductwork and HVAC equipment.
Control dust and contaminants at the boundary
- Keep barriers, doors and seals intact whenever work is underway.
- Define a route for workers, waste and materials that does not pass through clean or occupied areas unless specifically controlled.
- Protect or isolate ductwork and HVAC equipment serving the work zone as required by the building engineer and applicable standards.
- Schedule housekeeping, debris removal and final cleaning as planned activities, not as an assumption after trades leave.
- Inspect adjacent finished areas and record any contamination or damage before the next phase begins.
The project team must translate these principles into site-specific controls and confirm the applicable health, safety, ventilation and building requirements. Do not rely on a generic barrier detail where the building’s air systems or occupants create different risks.
Communicate service interruptions before they occur
For every planned isolation, publish the affected location, service, start and finish time, reason, alternative arrangement, emergency contact and restoration confirmation. Give facilities, security, IT, cleaning and occupants enough notice to act. If the work changes, issue one revised instruction through the agreed channel so people are not working from conflicting notices.
Make procurement support the schedule
Procurement should begin from information that is stable enough to price and deliver. Releasing packages while the layout, performance requirement or approval condition is unresolved creates a chain of redesign, re-quotation, fabrication and installation risk.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesUse a long-lead and approval tracker
For each item or package, show the required decision, specification issue date, approval date, order date, manufacturing or review period, delivery date, storage requirement, installation window, testing requirement and fallback option. Link the item to the zone and milestone it affects. A fallback is useful only if it is technically compliant, approved by the decision owner and available within the required time.
Protect the design freeze
After the design-freeze milestone, route changes through a formal impact check covering cost, programme, safety, approvals, procurement, occupied operations and future maintenance. Approve, defer or reject the change with a named decision-maker. A change that appears small on a drawing can require new approval, a different lead time or an additional service outage.

Build business continuity into every transition
Contingency is not an unexplained number added to the end of the programme. Tie it to identifiable risks such as approval uncertainty, long-lead delivery, hidden existing conditions, restricted access, weather exposure, testing failure or a move dependency. State what action the contingency funds or protects.
Align vacation, fit-out and move-in dates. The UK Government property standard warns that unaligned dependencies can cause delay, double-running costs or a temporary lack of accommodation. Treat the lease end, temporary accommodation end, construction completion, furniture delivery, IT readiness and staff return as connected milestones rather than separate calendars.

Set a recovery decision tree
For each major risk, decide in advance whether the response is to resequence work, reduce the affected zone, use an approved alternative, extend temporary accommodation, move a team in stages or change the opening date. Define who can authorize the response and how the decision will be communicated. This turns an emerging delay into a controlled choice instead of an emergency meeting.
Use handover gates, not a single finish date
A zone is ready for people only when the required construction, inspections, life-safety tests, building-services tests, cleaning, furniture, IT, security and access arrangements are complete. Record residual work with an owner and a safe completion method. Do not let a move date conceal unfinished work that still exposes occupants to construction activity.
Communicate on a predictable rhythm
People need to know what will change, when it will change, how to work around it and where to report a problem. Set a weekly look-ahead for occupants and a more detailed daily coordination process for contractors and facilities staff. Use a single current plan, zone map and contact list.
Match the message to the audience
- Occupants: affected areas, routes, noise or access restrictions, temporary seating, outage windows and escalation contact.
- Facilities and building management: isolations, permits, deliveries, protection, cleaning, waste and emergency arrangements.
- Contractors: approved work fronts, interfaces, constraints, inspections, logistics and changes to sequence.
- Leadership and finance: milestone status, decisions due, risks to business dates, contingency use and decisions required.
Communications are part of delivery planning, not a public-relations exercise. Record attendance, decisions and actions so an absent stakeholder cannot unknowingly reopen a resolved constraint.
What the published timing figures do—and do not—tell you
No universal duration for a private office fit-out is established by the guidance. Scope, complexity, approvals, lease arrangements, funding, building condition, procurement route and occupancy strategy vary too much for one benchmark to be responsible.

Recover quickly when the plan starts to slip
A decision is late
Freeze the affected procurement or work package long enough to quantify the consequence. The decision owner should choose an approved option, authorize a resequence or accept a changed business date. Do not allow the contractor to proceed on an undocumented assumption.
Two trades need the same space
Use the interface register to establish which prerequisite controls the handover. Split the work front only if safety, quality and access remain workable; otherwise resequence and notify affected occupants before the change occurs.

Stop the affected activity, protect occupants, notify facilities and investigate the failed control. Restore separation, clean and inspect the area, and update the method before restarting. Record whether HVAC protection, routes, barriers, housekeeping or supervision failed.
An approval or delivery slips
Trace its effect through fabrication, installation, testing and move-in rather than moving only the visible milestone. Use the pre-agreed recovery options—resequencing, an approved alternative, temporary accommodation or a staged handover—and communicate the selected response.
The move date is approaching but the zone is not ready
Apply the handover gate. Move only when the required safety, services, access, cleaning and operational conditions are accepted. If they cannot be met, activate the continuity decision tree rather than exposing staff to unfinished construction.
Adapt the method to local rules and the building
HSE’s planning and CDM material is UK guidance; GSA’s recommendations apply to U.S. federal workplace contexts; the timing and process examples are for South Australian government office accommodation; and the property standard is UK government guidance. Your local building code, occupational-safety law, fire authority, landlord rules, lease, insurance conditions and contractor contracts control the project.

Quick Recap
A practical go/no-go test before each phase
- The zone boundary, access route and delivery route are marked and understood.
- Occupied areas, neighbours and affected services have a named contact and a current notice.
- Required permits, isolations, surveys, protection and emergency controls are approved.
- Materials, labour, storage and inspection resources are available for the planned work front.
- Dust, contaminant, HVAC, noise and housekeeping controls are in place and inspectable.
- The phase has a defined acceptance condition, responsible approver and recovery action if it fails.
- The next move, service restoration or trade handover is linked to the actual completion evidence, not merely the calendar date.
