Clear blocked drainage holes, restore space beneath outlets that are pressed against a deck or another tier, and check that runoff does not collect beneath an ordinary pot. If those paths are open but the mix stays wet, review the potting medium and watering routine.
Check how water exits each tier
Inspect the drainage openings in every planted level, not just the bottom of the stack. Virginia Cooperative Extension says a container needs at least one drainage hole, preferably more, except for a bog-type planting. Clear debris from existing openings and confirm that water can escape without immediately running into a blocked surface or a lower planting level. Virginia Cooperative Extension’s container gardening guidance covers drainage holes and ways to retain potting mix without sealing them.
A planter sitting flush on a solid deck, patio, or another tier can obstruct an outlet. NC State Extension notes that holes can sit slightly above the bottom when a container rests on a solid surface. If an outlet is pressed against a surface, reposition the planter or raise it on stable pot feet so water can leave. Make sure runoff has somewhere appropriate to go and that the arrangement remains stable. Extension Ask’s guidance on pot drainage discusses feet as a way to increase clearance.
In a stacked design, observe where runoff from an upper level goes. If it lands on or blocks a lower tier, adjust the arrangement if possible so each planted level can drain. This is a practical check: drainage behavior depends on the particular planter’s construction.

Keep runoff from pooling beneath the planter
Empty a saucer after the container drains; ordinary plants should not be left standing in retained water. A detachable saucer can catch runoff, but it should not turn into a standing reservoir. Illinois Extension explains saucer use and double-potting in its container drainage options.
If an attractive outer container has no holes, place a draining inner pot inside it and lift the inner pot out to drain. Check and empty water that accumulates in the outer container. This approach keeps the inner plant container drainable, but it does require handling the pot and monitoring the outer one.

Choose a mix that suits the plants
Once outlets are clear, consider whether the growing medium is dense, degraded, or holding more moisture than the plants need. There is no single ideal container mix for every plant. Replace unsuitable mix or, when appropriate for the plants, incorporate perlite or pumice throughout it to increase air space. Do not put an amendment in a separate layer at the bottom. Do not add gravel beneath the potting mix
A layer of gravel or broken pot shards under potting mix is not a drainage fix. Water can remain in the finer mix above the coarser layer rather than draining more freely; the interface can leave the planted medium saturated higher up. Use clear outlets and an appropriate, consistently mixed medium instead. This warning is covered by Illinois Extension, NC State Extension, and the UC Master Gardeners of Santa Clara County.

There is a distinct case that can cause confusion: Illinois Extension describes gravel in the bottom of a larger outer pot for double-potting. That is not a layer beneath the soil in the planted inner pot.
Retain mix without blocking the openings
If potting mix washes through a drainage hole, place mesh or screening over the opening. The screen should hold the medium in place while leaving the outlet open. Virginia Cooperative Extension and the University of Maryland Extension’s container-growing guidance describe screening drainage holes.

Water according to the mix, not a fixed calendar
Check the growing medium before watering rather than following an inflexible schedule. Iowa State University Extension and Outreach recommends checking about 1 to 2 inches down and watering when the mix is dry at that depth; water until it flows from the drainage holes. Troubleshoot a planter that stays wet
- Look for standing water. Empty a full saucer or outer container, and check whether a lower tier is receiving runoff from above.
- Inspect the outlets. Clear blockages and check that each hole has room to release water rather than touching a deck, patio, or another tier.
- Assess the mix. If it is dense, degraded, or too moisture-retentive for the plants, replace it or consider a suitable amendment mixed throughout.
- Review watering. Check the mix before watering and avoid watering simply because a calendar says to.
Where practical, change one thing at a time. That makes it easier to identify whether the problem was a blocked exit, the medium, or watering.

Choose the fix that matches the cause

If the planter has no drainage holes
A draining inner pot is one option when the outer container should not be altered. Alternatively, add appropriate holes only if the planter’s material and construction allow it. Virginia Cooperative Extension discusses both approaches in its container and raised-bed gardening guidance. If you modify the planter, check each tier afterward to confirm that openings are clear and runoff can escape.
