Hire the inspector yourself, verify the person with your local regulator, and put every inspection stage, area, exclusion, fee, and report deadline in a written contract before work starts. For a new build, ask whether you need inspections during construction as well as a completed-home inspection, then confirm when the builder will permit access. Licensing, construction-stage qualifications, and worksite access rights vary by location.
An independent inspector is not defined by one universal legal label. In practical terms, you contract directly with the inspector, receive a clear written scope, understand exclusions, and check for any disclosed financial interest in repair work or referrals under the rules where the home is located.

Decide what you need inspected and when
A completed-home inspection just before closing is only one possible checkpoint. New construction can also be inspected while work is still visible, when defects can be corrected before insulation, drywall, finishes, or landscaping conceal them. Ask the inspector which stages they attend and whether each visit is a separate service.
Construction-stage inspections
Typical decision points include foundation or structural work, framing, rough plumbing and electrical work, insulation before concealment, and a substantially completed home. The useful stage depends on the building method, local practice, and what the builder will expose for inspection. Some jurisdictions require a particular new-residential-construction qualification for these visits; others use different licensing or certification schemes.

Do not assume that hiring an inspector gives you a legal right to enter an active worksite. Ask the builder, in writing, what access, safety briefing, escort, notice period, and scheduling procedure apply. The inspector should coordinate with the builder without becoming the builder’s inspector.
Pre-closing inspection
A final inspection examines observable, accessible conditions and ordinary operation of systems at the time of the visit. Schedule it early enough to give the builder time to address material defects and to allow a reinspection if the contract provides for one. Confirm whether the inspector will return after corrections and what that follow-up costs.
Verify licensing and local credentials
Start with the official licensing authority for the property’s location. Search the inspector’s name or licence number in the regulator’s directory, confirm that the licence is active, and review disciplinary or enforcement history where the database provides it. Ask whether the jurisdiction has a specialty for new residential construction or course-of-construction inspections.
Virginia provides a concrete example: a new residential structure, including a course-of-construction inspection, requires an inspector with the New Residential Structure (NRS) specialty. That requirement is Virginia-specific; it is not a nationwide rule. Consumer Protection BC likewise advises buyers to verify an inspector’s licence and enforcement history. Other states and provinces may have different titles, exemptions, or separate certification requirements.

Check the credentials of the person who will actually visit the property, not merely the company owner or salesperson. Ask for relevant experience with the home’s construction type, size, and mechanical systems. Membership in a professional association can be useful context, but membership alone does not establish competence. Weigh it alongside the local licence, specialty qualification, experience, references, report quality, and complaint history.
Compare inspectors on scope, competence, and independence
Obtain at least three written estimates when practical. Consumer Protection BC recommends comparing written estimates, requesting past-client referrals, and choosing on qualifications and reputation rather than cost alone. Give each provider the same property details and requested stages so the estimates are comparable.
| Comparison factor | Questions to ask | Evidence to request |
|---|---|---|
| Qualification | Is the licence active? Is a new-build or construction-stage specialty required here? How much experience is relevant to this home? | Licence-directory entry, specialty credential, concise experience summary |
| Scope | Which stages, areas, systems, and visible components are included? What is inaccessible or excluded? Are specialized tests separate? | Written scope listing stages, systems, exclusions, and extra services |
| Reporting | Who performs the visit? Can you see a sample report? When is it delivered, and is follow-up available? | Redacted sample, delivery commitment, follow-up terms |
| Independence and conflicts | Who pays the inspector? Does the inspector perform repairs, receive referral fees, or have another financial connection? | Written conflict disclosure and explanation of any referral relationship |
| Terms and protection | What is the fee, cancellation policy, insurance coverage, and process for changing the appointment? | Estimate, contract, insurance information, cancellation clause |
Questions that reveal practical competence
- Which construction stages do you personally inspect, and what qualifications apply to each?
- How do you document concealed, unsafe, or inaccessible work?
- What normal controls and operating conditions do you use for systems?
- Which services, such as sewer imaging, thermal imaging, moisture measurement, environmental sampling, or invasive testing, are outside the baseline inspection?
- How do you distinguish an observed defect from a condition requiring a specialist?
- Will you explain significant findings on site and after the report is delivered?
Check conflicts without assuming misconduct
Ask directly whether the inspector recommends contractors, performs repair work, receives referral compensation, or has another financial interest connected with the property. Local law may require disclosure of particular interests. Virginia, for example, requires disclosure of certain financial interests in recommended repair work. That rule should not be treated as universal, so ask what the local regulator requires and insist that any relationship be stated in writing.

Read the inspection contract before you pay
A verbal promise that the inspector will “look everything over” is not a usable scope. Read the agreement before paying or scheduling and resolve ambiguous language in writing. Virginia rules require a signed written contract before work and specify core contents; Consumer Protection BC also advises that the contract identify coverage, the address, and whether the inspection is non-invasive. Those are useful safeguards even where a particular rule does not apply.

| Contract item | What clear language should identify |
|---|---|
| Property | Correct address, unit or lot, and the party hiring the inspector |
| Stages and timing | Each construction stage, inspection date or trigger, and whether a final or reinspection visit is included |
| Areas and systems | Structure, exterior, roof, plumbing, electrical, heating, cooling, interior, site features, and other expressly included components |
| Exclusions and access limits | Concealed work, locked areas, unsafe areas, unfinished components, builder-controlled access, and any system not examined |
| Methods | Whether the service is visual and non-invasive, what normal controls are operated, and which tests require separate authorization |
| Fee and extras | Total fee, taxes or travel charges, separate prices for specialized testing, and reinspection charges |
| Report | Delivery date, format, photographs or other documentation, limitations, and who receives the report |
| Cancellation and changes | Notice period, weather or unsafe-site procedures, rescheduling, and termination terms |
| Insurance and responsibility | Professional or errors-and-omissions coverage information and contractual limits, if any |
Do not sign a scope that quietly converts an inspection into a warranty. Virginia’s contract rules require disclosure that the service is based on visual observation of existing conditions and is not a guarantee, warranty, or insurance. Your agreement should make the same distinction clear.
Attend the inspection and prepare the site
Ask the builder to confirm the appointment, access route, site-safety rules, and which areas must be unlocked or operational. Bring the purchase contract, plans or specifications, and any change orders that affect what the inspector should examine. Tell the inspector about known concerns without steering the inspection toward only those items.
Consumer Protection BC says buyers may accompany the inspector and request a walk-through or verbal summary. Attendance lets you see a limitation firsthand, understand why an item is flagged, and ask what evidence would justify specialist evaluation. Do not interfere with the inspector’s work or enter a restricted area without the builder’s permission.

Understand what a standard inspection can establish
Baseline inspections are generally limited to observable, accessible conditions and ordinary operation. The Texas Real Estate Commission describes a substantially completed dwelling inspection as a “limited visual survey and basic performance evaluation of the systems and components of a building using normal controls that provides information regarding the general condition of a residence at the time of inspection;” it also states that the service “is not intended to be a comprehensive investigation or exploratory probe to determine the cause or effect of deficiencies noted by the inspector.”
That language explains why a report is a snapshot, not a code certificate or prediction that a component will never fail. It does not by itself establish compliance with every building requirement, reveal defects behind finished surfaces, or determine the cause of a symptom. Code review, environmental sampling, sewer imaging, thermal imaging, moisture measurement, drone viewing, and invasive investigation may be outside the baseline standard. Texas standards say such specialized equipment is not generally required, although a qualified inspector may offer extra services under a separate scope.
| Question | What the baseline may cover | What to confirm separately |
|---|---|---|
| Visibility | Conditions that can be seen and safely accessed at the visit | Concealed work, finished surfaces, blocked areas, and destructive investigation |
| Operation | Basic performance using normal controls | Long-duration testing, load testing, commissioning, or laboratory analysis |
| Moisture and air quality | Visible signs and observations within the agreed scope | Moisture-meter mapping, mold or environmental sampling, and remediation design |
| Drainage and sewer | Accessible plumbing observations and ordinary operation | Sewer-camera imaging, pressure tests, or engineering analysis |
| Structure and code | Observable workmanship concerns and apparent conditions | Engineering opinions, permit verification, and formal code certification |
Ask for the qualification, method, price, and deliverable for every add-on. An inspector should not imply that a thermal image or moisture reading is included unless the contract says so, and specialized equipment does not turn a visual inspection into a guarantee.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse the report to make decisions, not to create a repair list by guesswork
Read the report against the contract and the builder’s specifications. First separate urgent safety or water-intrusion concerns from incomplete work, maintenance items, and cosmetic issues. Then identify which findings the builder can verify or correct before closing and which require another professional.

When a specialist is appropriate
Obtain an independent specialist’s assessment when the report points to a structural concern, electrical hazard, environmental condition, drainage failure, complicated HVAC issue, or any question outside the inspector’s competence. The specialist should state the evidence examined, limitations, recommended action, and whether further testing is needed.
Get independent repair pricing
Use independent contractor quotes for repair costs rather than asking the inspector to invent a figure. Consumer Protection BC cautions inspectors against providing repair estimates or referring buyers to contractors. A contractor who did not create the inspection report can price the work with fewer conflict concerns; disclose the report and obtain comparable written scopes.
Coordinate corrections with the builder
Send the builder a focused list tied to report page numbers, photographs, specifications, or contract obligations. Ask for the proposed correction, responsible trade, completion date, and evidence of completion. Preserve emails and revised documents. If the contract allows a reinspection, book it after the work is complete and before the relevant area is concealed again.
A practical new-build hiring sequence
- Confirm the jurisdiction. Identify the regulator, local licence rules, construction-stage specialty requirements, and builder access procedures for the property’s location.
- Define the stages. Decide whether you need one final inspection or multiple visits before concealment, and ask the builder which dates are feasible.
- Build a shortlist. Find licensed inspectors with relevant new-construction experience, then check active status and discipline or enforcement records where searchable.
- Request comparable written estimates. Give each inspector the address, home type, construction stage, plans or specifications available, and desired report deadline.
- Review scope and conflicts. Compare included systems, exclusions, testing, report format, follow-up, insurance, and financial-interest disclosures.
- Check references and a sample report. Look for clients with comparable new homes and a report that explains observations, limitations, photographs, and next steps.
- Sign before work begins. Make sure the property, stages, areas, exclusions, methods, fee, report date, recipients, cancellation terms, and extra-service prices are written down.
- Coordinate access. Confirm builder permission, safety requirements, unlocked areas, operating utilities, and the inspector’s arrival window.
- Attend and ask questions. Request a walk-through or verbal summary, but let the inspector complete an impartial examination.
- Act on the report. Obtain specialist assessments for specialist issues, independent contractor quotes for repairs, and a documented builder response. Schedule a reinspection when the agreement includes one.
Jurisdiction examples and what they mean for your search
| Location or authority | Established point | How to apply it |
|---|---|---|
| Virginia | A new residential structure, including a course-of-construction inspection, requires an inspector with the NRS specialty; written-contract rules also address scope, exclusions, cost, report date, and financial-interest disclosure. | Verify the NRS specialty and read the contract for the required disclosures before scheduling. |
| British Columbia | Consumer Protection BC advises checking licence and enforcement history, obtaining at least three written estimates, requesting referrals, attending if desired, and choosing qualifications and reputation over cost alone. | Use the provincial licence record and consumer guidance as your shortlist and contract checklist. |
| Texas | The standards describe a substantially completed dwelling inspection as a limited visual survey and basic performance evaluation, not a comprehensive or exploratory investigation; specialized equipment is not generally required by the baseline standard. | Ask exactly which tests are included and avoid treating a standard report as code certification or a warranty. |
| Other jurisdictions | Licensing titles, specialty requirements, contract rules, and access rights can differ. | Use the official regulator for the property’s location and obtain the builder’s written access procedure. |
Red flags before hiring
- The provider will not identify the licensed individual who will attend.
- The estimate contains a single broad phrase such as “full inspection” with no stages, systems, exclusions, or report deadline.
- The inspector promises a defect-free home, code approval, or an insurance-like guarantee.
- The provider discourages you from attending or refuses to explain inaccessible areas.
- Specialized testing is advertised as automatic but the method, qualifications, and price are absent from the contract.
- The inspector offers to perform the repairs, sets repair prices, or sends all work to a related contractor without a clear disclosure.
- The report is delivered too late to meet your closing or notice deadlines.
- The person relies on association membership while avoiding questions about local licensing, experience, complaints, or discipline.
What to do if the inspection cannot be completed
Weather, unsafe conditions, locked rooms, missing utilities, unfinished grading, or concealed work can limit an inspection. The report should identify each limitation rather than implying that the area was cleared. Ask the builder to correct access or safety problems, then obtain a revised appointment or a written decision that the item remains outside scope.
If a serious concern is outside the inspector’s competence, do not demand a definitive diagnosis. Request the observed facts and the appropriate specialist referral category, then commission that specialist independently. If the builder disputes a finding, compare the report with the plans and contract and obtain a second qualified opinion rather than asking the original inspector to exceed the agreed scope.
