How wastewater treatment works, from sewer to clean water

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How does wastewater treatment work? In a typical U.S. municipal system, wastewater travels through sewers to a treatment plant, where screens and settling tanks remove physical material, microorganisms break down biodegradable pollution, and disinfection deactivates pathogens. Some facilities then add nutrient removal or other polishing before releasing treated effluent to a local water body under applicable permit limits. The separated solids follow a different treatment and management path.

“Clean water” in this context means water treated to discharge standards—not automatically drinking water and not necessarily free of every contaminant.

What happens at a sewage treatment plant?

A municipal plant is a sequence of processes rather than one cleaning machine. Each stage targets a different problem: large debris, heavy grit, settleable solids, dissolved and suspended biodegradable matter, pathogens, and—at plants equipped for it—nutrients such as nitrogen and phosphorus.

The U.S. Environmental Protection Agency (EPA) identifies screening, primary clarification, secondary treatment and disinfection as common elements of municipal treatment. Plant layouts, biological processes, nutrient-removal capability, disinfection methods, discharge destinations and permit limits vary by location. The water stream and the solids stream divide early and are managed separately.

EPA states that U.S. wastewater treatment facilities process “approximately 34 billion gallons of wastewater every day.” The figure appears on its Sources and Solutions: Wastewater page.

Where does sewage go after it leaves the house?

Collection through the sewer network

Toilets, sinks, showers, commercial buildings and many industrial users discharge to a network of underground pipes. Gravity sewers and, where needed, pumping stations convey the flow to a municipal wastewater treatment plant. EPA notes that most homes and businesses use a treatment plant, while some homes rely on local septic systems instead.

At the plant entrance, flow is measured and directed through treatment units. Operators must handle both the expected daily flow and short-term peaks. The amount and strength of wastewater can change with weather, time of day, industrial discharges and infiltration into aging or damaged pipes.

Why rain can change plant operation

Rainfall can enter sanitary systems through inflow—direct connections such as roof drains or stormwater structures—and infiltration through cracks, defective joints or groundwater entering buried pipes. EPA’s Peak Flows at Sewage Treatment Plants explains that these wet-weather flows can contribute to overflows and challenge biological treatment units. That is a possible operating problem, not an inevitable result of every storm.

Step 1: Preliminary treatment removes debris and grit

Screening

Bar screens or similar screening equipment intercept rags, wipes, plastics, wood and other large objects. Removing this material protects pumps, valves, aeration equipment and downstream clarifiers from clogging or mechanical damage. Screenings are collected as a separate waste stream for handling.

Grit removal

Grit chambers slow or otherwise control the flow so dense particles such as sand, gravel and small stones settle out. Grit is abrasive and can fill tanks or wear pumps, so removing it before biological treatment improves equipment reliability and preserves tank capacity. Preliminary treatment is primarily a physical protection step; it does not provide the main biological reduction of organic pollution.

Step 2: Primary clarification separates settleable material

After screening and grit removal, wastewater usually enters a primary clarifier or sedimentation tank. The flow is slowed enough for settleable solids to sink. Grease, oils and other floating material can be skimmed from the surface.

This is another physical separation process. The clarified liquid moves toward secondary treatment, while the settled and skimmed material becomes part of the solids stream. Primary clarification removes a substantial portion of material that would otherwise consume oxygen and interfere with later biological processes, but it does not remove all dissolved or fine pollution.

Step 3: Secondary treatment uses biology

Microorganisms consume biodegradable organic matter

Secondary treatment brings wastewater into contact with microorganisms that consume biodegradable organic matter. Plants use different biological configurations and operating conditions; there is no single process that every facility uses. The essential idea is controlled biological activity followed by separation of the treated water from the biological solids.

As microbes grow, they form particles that can be settled or otherwise separated from the liquid. A portion of this biological material is returned to maintain the treatment community, while excess solids leave through the solids-handling route.

What “secondary” means in regulatory terms

Secondary treatment is not a promise that every pollutant has been removed. Federal requirements are expressed through performance measures that include five-day biochemical oxygen demand (BOD5), total suspended solids (TSS) removal and pH. BOD5 indicates the oxygen demand associated with biodegradable organic matter; TSS measures suspended particles; pH controls acidity or alkalinity. EPA’s Primer for Municipal Wastewater Treatment Systems describes the biological purpose and these regulatory measures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Advanced treatment can target nutrients

Some plants add treatment beyond conventional secondary performance. Advanced systems can reduce nitrogen and phosphorus, provide additional polishing or address a local discharge requirement. EPA says, “Many treatment plants also have advanced treatment to reduce constituents, such as nitrogen and phosphorus, and provide additional polishing.” The statement is on its Peak Flows at Sewage Treatment Plants page.

Nutrient removal is not identical at every plant. Equipment, operating strategy, influent characteristics and the receiving water’s permit requirements determine how much nitrogen or phosphorus is removed. In some cases, operators can optimize existing equipment; in others, new treatment capacity is needed. EPA notes that optimization may cost less and use less energy or chemicals than adding major new facilities, but the appropriate choice depends on the required performance.

Comparison point Questions to ask
Target pollutants Is the plant treating conventional BOD5 and TSS only, or are nitrogen, phosphorus or other constituents also limited?
Technology and operation Does the facility use existing equipment differently, add biological or chemical steps, or install additional polishing?
Required outcome What limits and monitoring requirements apply in the plant’s discharge permit?

Step 5: Disinfection protects downstream users

Before discharge, a common municipal treatment train includes disinfection. Disinfection deactivates pathogens that remain after physical and biological treatment. The EPA overview supports the function of this step but does not prescribe one universal disinfectant for every plant; facilities select and operate a method appropriate to their design, permit and local conditions.

Disinfection is the final pathogen-control barrier in the typical sequence, but it does not turn effluent into potable water. Other constituents can remain, and the discharge must meet the limits and conditions established for that facility.

How treated water leaves the plant

After required treatment and monitoring, effluent is typically released to a nearby river, stream, lake, estuary or coastal water body. The receiving water, the plant’s design and its permit determine the applicable limits. “Clean” therefore means compliant with those discharge standards for the measured parameters—not contaminant-free and not automatically suitable for drinking.

Some facilities reuse treated water, but the common municipal pathway described by EPA is discharge to a local water body after treatment. A plant’s public permit and monitoring reports are the appropriate places to check its actual limits, sampling frequency and discharge location.

The separate solids path: from screenings and sludge to management

Where solids originate

Solids are removed at several points: screenings and grit at the headworks, settled material from primary clarification, and excess biological solids from secondary treatment. These materials are consolidated and treated separately from the liquid stream.

Sewage sludge versus biosolids

EPA uses sewage sludge as the general term for solids generated during treatment. Biosolids is more specific: it refers to sewage sludge that has been treated to meet applicable requirements and is intended for beneficial use such as land application. The distinction matters because untreated or insufficiently treated sludge is not the same material as a regulated biosolids product.

Under EPA’s framework, Class B treatment significantly reduces pathogens but does not eliminate them. Class A and Class A EQ requirements provide different levels of pathogen and pollutant control, and state, Tribal or local rules can be stricter than federal minimums. EPA’s explanations of these distinctions are available in Basic Information about Sewage Sludge and Biosolids and Land Application of Biosolids.

Management options in the United States

Once treated to the applicable requirements, solids may be land applied, landfilled or incinerated. The suitable route depends on treatment class, pollutant and pathogen requirements, local rules, available infrastructure and operating economics. Land application is not interchangeable with disposal: it requires material that meets the relevant requirements and a site and practice allowed by the governing authority.

EPA’s 2024 reported quantities

EPA reported the following approximate quantities for applicable 2024 biosolids reports. These figures cover facilities in jurisdictions where EPA is the permitting authority; they are not a complete national total.

Management measure Approximate dry metric tons Qualification
Generated 4,000,000 Reported estimate for applicable 2024 reports
Land applied 2,390,000 Reported estimate for applicable 2024 reports
Incinerated 558,000 Reported estimate for applicable 2024 reports
Landfilled 982,000 Reported estimate for applicable 2024 reports

The categories describe reported management quantities, not a universal allocation for every plant. Differences in reporting coverage and permitting authority mean the numbers should not be treated as a census of all U.S. facilities.

How the pieces work together

No single unit removes every type of pollution. Screening and grit removal protect equipment; primary clarification separates settleable and floating material; secondary biology reduces biodegradable organic matter and suspended solids; advanced treatment, where installed, targets additional constituents; and disinfection reduces pathogens before release. At the same time, each separation step creates or concentrates solids that must be treated and managed on their own path.

  • Physical separation: screens, grit removal and clarifiers remove material by size, density or flotation.
  • Biological treatment: microorganisms consume biodegradable organic matter under controlled operating conditions.
  • Polishing and nutrient control: additional processes may reduce nitrogen, phosphorus or other constituents when required.
  • Disinfection: a common final barrier deactivates pathogens before discharge.
  • Solids management: sludge is treated to the applicable requirements and then land applied, landfilled or incinerated as allowed.

What can go wrong or vary between plants?

Different treatment objectives

A plant discharging to a nutrient-sensitive water body may need tighter nitrogen or phosphorus limits than a plant with a different receiving-water condition. Two facilities can therefore have similar preliminary and secondary stages but different advanced-treatment equipment and operating costs.

Peak flow and short-circuiting risks

Wet-weather inflow and infiltration can dilute wastewater, increase hydraulic loading and shorten the time available in tanks. Excessive peaks can contribute to overflows or make biological units harder to operate. Utilities address the problem through collection-system maintenance, flow management, storage or plant improvements, but the response is site-specific.

Permit compliance is the practical test

Whether treatment is adequate is determined by the facility’s permit limits, sampling and reporting—not by the appearance of the water alone. Clear-looking effluent can still contain nutrients or other constituents regulated by the permit, while an occasional visual change does not by itself establish a permit violation.

A simple way to read a plant’s process diagram

  1. Find the headworks: identify where incoming sewage is screened and grit is removed.
  2. Follow the liquid line: locate primary clarification, biological treatment, any nutrient-removal or polishing units, and disinfection.
  3. Trace every side stream: note where primary and biological solids leave the liquid process.
  4. Check the outfall: identify the receiving water and the permit limits that govern discharge.
  5. Check wet-weather provisions: look for peak-flow handling, overflow controls or collection-system measures if the diagram or permit addresses them.

This two-path view—liquid toward a permitted discharge and solids toward separate treatment and management—explains why a wastewater plant can produce compliant effluent while still needing extensive solids infrastructure.
