How to Fix Peeling Paint on Concrete, Metal, and Masonry

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Peeling paint is an adhesion failure, not merely a cosmetic defect. A lasting repair requires you to find and correct the cause, remove every unsound layer to a firm edge, clean and dry the substrate, repair cracks or corrosion, and apply a primer and coating designed for that specific surface. Painting over loose paint or an active water problem almost guarantees another failure.

The right method differs by substrate. Concrete and masonry can transmit moisture, hold salts, or remain too alkaline for a coating. Galvanized metal may carry oils or passivators that block adhesion, while rust and incompatible primers create additional problems. Use the sequence below, then follow the selected product’s current label and data sheet for preparation, application and curing requirements.

Plan the repair around the complete coating system rather than a single can of paint. The system includes surface preparation, cleaning, repairs, primer, topcoat and cure time. A hand scraper, suitable stiff wire brush for galvanized-metal rust, concrete crack filler or resurfacer, and substrate-compatible primer may all be useful, but each must match the surface and the product instructions.

Start with a diagnosis, not a scraper

Before buying paint, identify both the substrate and the failure pattern. Is the surface a concrete floor, a masonry wall, galvanized sheet metal, or painted ferrous steel? Look for clues that point to the cause:

  • Moisture: damp patches, water entry, condensation, blistering, or paint that fails near slab edges and walls.
  • Contamination: dirt, oil, grease, salts, concrete dust, efflorescence, or residues from cleaning products.
  • Surface condition: a glossy old film, chalking, laitance, crumbling concrete, open cracks, or rust.
  • Compatibility problems: paint applied over a weakly bonded coating, an unsuitable primer, or a topcoat that does not match the underlying system.

General peeling guidance identifies wet, dirty or glossy surfaces and marginally adhered old coatings as common causes (Sherwin-Williams’ peeling guide). Concrete floors add moisture transmission, efflorescence, contamination, unsuitable floor coatings and substrate deterioration to the list (concrete-floor repair guidance). Galvanized metal needs a separate compatibility check because its manufacturing and storage residues can interfere with adhesion.

Map the problem before removing anything. Note whether failure is concentrated at a crack, a damp boundary, a rust spot, a floor joint or an area that was recently repaired. If the same pattern appears across a broad area, assume the cause may extend beyond the visible chips. A small test area can reveal whether the coating is sound enough to remain, but a successful test does not eliminate the need to correct moisture, salts or contamination.

Check the surrounding paint

Peeling rarely stops exactly where you first notice it. Test the coating in a 6-to-12-inch radius around the damaged area, as recommended in the concrete-floor preparation guidance. If the surrounding film lifts, cracks or sounds hollow when lightly probed, extend removal until you reach paint that is firmly attached. Feather the transition so the repaired area does not leave a sharp ridge.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse a neat-looking edge with a sound edge. A coating can remain attached at the surface while losing adhesion farther out. Keep checking until scraping or probing no longer reveals loose material, and remove dust created by preparation before evaluating the surface again.

Correct moisture before recoating

Water entering from behind or through a surface will undermine a new coating, even when the paint itself is suitable. Repair leaks, failed joints, plumbing problems, drainage defects and other sources of entry, then allow the substrate to dry. Do not treat a damp wall or slab with a “sealing” paint as a substitute for fixing the source.

Moisture can also carry dissolved salts to the surface. If those salts are left behind, a new film may peel or discolor. Drying the visible face without addressing water movement behind it therefore may provide only a temporary improvement. When the source or path of water is uncertain, obtain a site-appropriate evaluation before committing to a large recoating project.

A concrete-floor moisture check

Sherwin-Williams describes a simple screening procedure for bare concrete floors. It is useful in that floor context, but it is not a universal test for every masonry wall or metal surface:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose a clean area of bare concrete and cut a plastic sheet about 2 by 2 feet.
  2. Tape all four edges tightly to the slab so moisture cannot escape at the perimeter.
  3. Leave the sheet in place for 48 hours.
  4. Remove it and look for condensation beneath the plastic or darkening/discoloration of the concrete.

Moisture found by this check means you should locate and correct the cause before applying floor paint. For extensive or uncertain moisture problems, obtain a site-appropriate evaluation rather than relying on this screening method alone. Do not transfer the 48-hour plastic-sheet procedure to a wall or metal assembly as though it were a universal pass/fail standard.

The repair sequence that works across substrates

Use this order for concrete, masonry and metal, adapting the cleaning and repair materials to the surface.

  1. Identify the substrate and failure. Record whether you are dealing with concrete, masonry, galvanized metal or another metal. Mark damp areas, salts, rust, oil, gloss, cracks and crumbling material.
  2. Remove unsound paint. Scrape or otherwise remove loose, peeling, checked and blistered coating. Continue to a sound edge and test the surrounding film before stopping. Select a removal method that will not damage the substrate or spread hazardous dust.
  3. Clean contamination. Remove dirt, oil, grease, salts, efflorescence and dust with a process suitable for the substrate and the coating system. Rinse when the chosen cleaner requires rinsing, and let the surface dry completely.
  4. Prepare the profile. Dull glossy areas by sanding where appropriate. Do not abrade a potentially lead-containing coating casually; follow the lead-safety section below. On metal, remove white rust and active rust using a method approved for that metal and coating.
  5. Repair the substrate. Fill cracks and voids, patch deteriorated concrete, replace unsound masonry, and address corrosion. Allow repair materials to cure as their suppliers specify.
  6. Select a compatible primer and topcoat. Match the system to the substrate, interior or exterior exposure, moisture and wear, existing coating and required preparation. There is no single primer or paint that is correct for concrete, masonry and every type of metal.
  7. Apply exactly as directed. Product labels and data sheets control acceptable temperature, humidity, surface moisture, recoat interval, film thickness, mixing and cure time. The variables are product- and project-specific, so do not substitute a generic drying rule.

Work in manageable sections so cleaned surfaces do not sit exposed long enough to collect new dust or moisture. Keep the product data sheet and the batch or color information with the job record. That makes later touch-ups more likely to use the same compatible system instead of an unknown paint over a marginal bond.

Fixing peeling paint on concrete

Why concrete coatings fail

Concrete can pass moisture vapor, retain construction dust or laitance, develop efflorescence, and deteriorate under a coating. A floor coating can also fail when the concrete was not sufficiently clean, when the chosen product was unsuitable for traffic or chemicals, or when an old coating had weak adhesion. Cracks and spalls let water reach the coating edge and create new lifting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Paint failure on a floor is often more than a topcoat issue. Foot traffic, abrasion, standing water or chemical exposure can exceed what the selected coating system was designed to handle. Compare those service conditions with the product data sheet before choosing a replacement. A coating intended for a dry, lightly used interior should not be assumed suitable for a damp slab or a heavily trafficked work area.

Prepare and repair the slab

After the moisture check and any leak correction, remove loose paint and inspect the exposed slab. Vacuum or otherwise remove concrete dust after mechanical preparation. Clean oil and grease with a process compatible with the coating; residues left by a cleaner can be as harmful as the original contamination. Scrape or wash away efflorescence and other salts, then rinse when required and wait for complete drying.

Patch deteriorated concrete and fill cracks or voids with a suitable repair compound. A patch that is still soft, dusty or damp will not provide a stable base. Bring repaired areas to the profile and smoothness required by the primer or floor coating, rather than assuming a topcoat will hide defects. If deterioration continues after loose material is removed, stop and assess the underlying concrete instead of burying it under another film.

Prime and coat

Use a primer designed for porous concrete when the selected system calls for one, and choose a topcoat rated for the floor’s traffic, moisture and chemical exposure. Confirm that the new system is compatible with any firmly bonded coating left in place. Apply only within the product’s stated moisture, temperature and humidity limits, and observe its recoat and cure schedule before returning the floor to service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a product requires a bare or specially profiled surface, do not leave isolated islands of old paint simply to avoid extra preparation. Conversely, do not remove a firmly bonded coating by an aggressive method that damages sound concrete unless the coating maker requires complete removal. The correct boundary is set by adhesion, compatibility and the selected system’s instructions.

Fixing peeling paint on masonry

Remove salts and alkaline contamination

Brick, block, stucco and cement-based surfaces can develop white salt deposits called efflorescence. Concrete and fresh cementitious repairs can also be highly alkaline; that alkalinity may discolor or burn an unsuitable coating. Remove efflorescence, laitance, concrete dust and other contaminants by a method appropriate for the masonry and the coating manufacturer’s instructions. Avoid trapping salts behind a new film.

Efflorescence is a symptom of moisture movement, not simply a surface color problem. Clean deposits and then investigate why water is reaching the masonry. If the water path remains active, the salts and adhesion failure can return after repainting.

Let new masonry cure

New masonry and cement repairs must cure before painting. Sherwin-Williams’ guidance on alkali burning describes about 30 days as usual, while also describing a conditional earlier-coating route that depends on specified cure and pH conditions (alkali-burning guidance). Treat those figures as product-specific instructions, not a universal rule for every wall or coating. Follow the repair-material and paint supplier’s stated cure and pH requirements.

An earlier coating route, where a manufacturer allows one, is conditional rather than automatic. It may require a specified cure state and pH result. Without those documented conditions, waiting the normal cure period is safer than guessing that a surface is ready because it feels dry.

Repair the wall before priming

Replace or consolidate crumbling masonry, fill compatible cracks and voids, and remove any paint that has lost its bond. Let patches cure, then clean dust from the surface. A masonry primer formulated for the porosity and alkalinity of the substrate can help establish a uniform base; select the topcoat for the wall’s interior or exterior exposure and moisture conditions.

Fixing peeling paint on galvanized metal

Understand the galvanized surface

New galvanized steel can carry oils or passivators from manufacturing and storage. Those films can prevent paint from wetting and bonding. Older galvanized metal may have white rust, while exposed steel can develop red rust. The galvanized-metal repair guide also warns that unsuitable primers, coatings or cleaning residues can contribute to peeling.

Galvanized steel is not interchangeable with ferrous steel, aluminum or every other metal. The primer and topcoat must be specified for the actual metal and its exposure. A product that performs well on one metal can fail on another if its preparation or chemistry is different.

Clean without leaving a new problem

Remove loose coating and test nearby paint for adhesion. Clean oils and passivators using the process directed by the coating manufacturer; do not assume one solvent is safe or residue-free for every galvanized product. Some solvents can leave a film that becomes a new adhesion barrier. Remove white rust and deal with rusted steel promptly, using a method appropriate to the condition and thickness of the metal.

Cleaning is complete only when the surface is free of the contaminant and of the cleaner’s residue. Rinse or otherwise finish the process exactly as directed, then allow the metal to dry. A stiff wire brush may be appropriate for rust cleanup on some galvanized-metal work, but it is not a universal instruction for every coating or metal thickness.

Use a metal-specific system

Prime exposed galvanized metal with a primer made for that surface, then apply a compatible topcoat specified for the metal and service conditions. Primer selection is not interchangeable across galvanized steel, ferrous steel, aluminum and other metals. Confirm compatibility between the existing sound coating, the primer and the finish before covering a large area. Observe the product’s preparation, temperature, humidity, recoat and cure directions.

Choosing a repair approach

Compare the complete coating system, not just the color or finish. The relevant decision points are summarized below.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Decision point Concrete or masonry Galvanized or other metal
Primary adhesion risks Moisture transmission, efflorescence, laitance, dust, alkalinity, deterioration and weak old paint Oils, passivators, white rust, red rust, unsuitable primers and incompatible coating chemistry
Preparation focus Remove salts and dust, correct water entry, repair cracks or voids, and dull glossy areas where appropriate Remove loose paint and residues, clean as specified, remove white rust and address active corrosion
Primer choice A primer designed for porous or alkaline concrete/masonry when the selected system requires it A primer specifically specified for galvanized or the particular metal
Topcoat selection Match porosity, interior/exterior exposure, moisture, traffic and chemical wear Match the metal, exposure, corrosion risk and compatibility with the primer
Cure and application controls Follow product limits for moisture, temperature, humidity, cure and recoat; observe supplier cure requirements for new masonry Follow the coating maker’s cleaning, temperature, humidity, recoat and cure requirements

The sources establish that substrate-specific choices matter, but they do not establish one universal coating for every concrete, masonry and metal project. Keep the product data sheet with the job record so future touch-ups use the same compatible system.

Safety when removing old paint

If you are working in U.S. housing built before 1978 and disturbing an old coating, treat lead as a possibility until it is evaluated. The Environmental Protection Agency’s “Steps to Lead Safe Renovation, Repair and Painting” page identifies its pamphlet as updated in March 2026. Read the current official guidance before scraping, sanding or washing, and use qualified lead-safe help when the size, location or condition of the work warrants it.

Avoid casual dry sanding or uncontrolled scraping of potentially lead-containing paint. Contain dust and debris, protect occupants, and follow the applicable U.S. requirements. The age and lead content of a particular building cannot be determined from the appearance of peeling paint alone.

When a peeling-paint repair needs specialist assessment

Stop and obtain professional help when the substrate is crumbling, corrosion is extensive, water intrusion is active or difficult to trace, or a large area is delaminating. Specialist input is also appropriate when the coating may contain lead, when a wall or slab shows structural movement, or when the existing coating system is unknown and removal could damage the substrate. A coating contractor, building-envelope professional or lead-safe renovator can select testing and preparation methods suited to the site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes that cause a second failure

  • Painting over a soft, damp or salt-contaminated surface.
  • Stopping removal at the visible edge instead of testing the surrounding 6-to-12-inch area.
  • Leaving cleaner, solvent, sanding dust or oil on the substrate.
  • Using a concrete primer on galvanized metal, or a metal primer on porous masonry, without written compatibility from the coating maker.
  • Coating fresh cement repairs before their required cure or pH condition is reached.
  • Ignoring rust, cracks, leaks or crumbling material beneath the paint.
  • Applying outside the product’s stated moisture, temperature or humidity limits, then assuming extra drying time will correct the problem.

A durable result comes from treating peeling as evidence of a substrate or system problem. Diagnose first, make the surface sound and dry, choose a compatible primer and finish, and let the manufacturer’s current instructions govern the final application.

Frequently Asked Questions

Can I paint directly over peeling paint if I use a stronger coating?

No. Remove loose, peeling, checked or blistered material to a sound edge, test the surrounding paint, clean the substrate and correct moisture or contamination first. A stronger topcoat cannot restore adhesion that has already failed.

How far beyond the visible peeling should I test?

Check the coating in a 6-to-12-inch radius around the damaged area. If it lifts, cracks or appears poorly bonded, continue removal and feather the transition until the remaining film is firmly attached.

How do I check a concrete floor for moisture?

On bare concrete, tape the edges of a plastic sheet about 2 by 2 feet to the slab, seal all edges, leave it for 48 hours, and inspect for condensation or darkening beneath the sheet. This is a concrete-floor screening procedure, not a universal test for walls or metal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does new masonry always have to cure for 30 days?

About 30 days is described as usual in Sherwin-Williams’ alkali-burning guidance, but it is not a universal rule. Follow the repair material and coating supplier’s stated cure and pH requirements; an earlier route is valid only when its specified conditions are met.

What should I use to clean galvanized metal before painting?

Use the cleaning process specified by the coating manufacturer for that galvanized product. Oils and passivators can block adhesion, and some solvents leave residues that create another adhesion barrier. Remove white rust and address exposed rusted steel as directed.

Can one primer work on concrete, masonry and galvanized steel?

Do not assume so. Choose a primer specified for the actual substrate and conditions, and verify compatibility with any sound coating left in place and with the planned topcoat.

What if the paint is peeling in a pre-1978 U.S. home?

Treat the coating as potentially lead-containing until evaluated. Consult the EPA’s current lead-safe renovation guidance, identified on its page as updated in March 2026, and use qualified help when the work warrants it. Avoid casual dry sanding or uncontrolled scraping.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should I stop and call a professional?

Get specialist assessment for crumbling masonry or concrete, extensive corrosion, active or unexplained water intrusion, large areas of delamination, suspected lead hazards, structural movement or an unknown coating system that could be damaged by removal.

The Bottom Line

Peeling paint is a warning that adhesion, moisture control, surface preparation or coating compatibility has failed. Remove unsound paint, correct the cause, clean and dry the substrate, repair damage, and use a primer and topcoat specified for that exact surface. Product labels, data sheets and current safety requirements determine the final application conditions.
