For growing fennel indoors with the goal of harvesting the swollen edible base, choose Florence fennel—not common herb fennel. You can start Florence fennel seeds indoors and continue growing the plants in a large container, but the Royal Horticultural Society (RHS) and University of Wisconsin–Madison Extension guidance does not establish that household indoor conditions reliably produce mature bulbs. Light, season and consistent moisture all matter.
1. Choose Florence fennel for the edible base
Florence fennel (Foeniculum vulgare var. azoricum) is the type grown for its thickened, swollen stem bases, commonly called bulbs. Common or herb fennel is grown chiefly for its foliage and seeds; it does not form the same swollen base. If the base is your harvest goal, look specifically for Florence fennel seeds. The RHS growing guide, Wisconsin Extension and Iowa State University Extension distinguish the crop types and their uses.
2. Sow one seed in each module
Fennel dislikes root disturbance. Sow one seed per cell in a modular seed tray so you can move the seedling with its rootball intact. The RHS recommends indoor sowing in late spring for an earlier harvest or to get a head start in colder regions. That is UK-oriented guidance: adapt sowing time to your local climate and growing season rather than treating late spring as a universal date.
Modular cells make it easier to transfer individual seedlings without teasing apart their roots. Avoid sowing several seeds together if you plan to separate them later.

3. Give seedlings strong light and regular moisture
Place the tray in good light and keep the growing medium moist, not waterlogged. The RHS advises regular watering; University of New Hampshire Extension recommends a strong light source while indoor-started seedlings grow to 3–4 inches tall. A bright, suitable grow light can help provide that light when a bright window is not enough.
4. Move seedlings carefully into a roomy container
Use peat-free multipurpose compost, as the RHS recommends, and choose a container with room for the plants and their roots. Keep each rootball intact and plant the seedling at the same depth it was growing in its module. Fennel has a deep taproot, so container growing is possible but may be less successful than growing in the ground, according to Wisconsin Extension.

Spacing for a container
The RHS says a container about 40 cm (16 in) wide can hold up to three mature Florence fennel plants, spaced 30 cm (12 in) apart. For smaller, baby vegetables, plants can be spaced 10–15 cm (4–6 in) apart. These are RHS recommendations, not a guarantee of a particular indoor harvest.
5. Keep moisture steady and account for season
Florence fennel needs consistently moist compost to grow evenly. Containers can dry out faster than garden soil, so check them often and water when the surface begins to dry. Dry conditions can encourage bolting: the plant flowers instead of developing a useful swollen base.

Timing also affects the crop. Iowa State Extension advises sowing Florence fennel in early to mid-summer so it matures in the cooler, shorter days of fall. This illustrates why indoor sowing alone cannot ensure bulb formation: the crop still responds to its growing conditions and season. Watch moisture and light, and regard an indoor bulb harvest as uncertain rather than assured.
6. Harvest the swollen base before flowering
Harvest Florence fennel before it bolts. The RHS gives 10–15 cm (4–6 in) across as a typical size, while noting that smaller plants can be harvested; baby vegetables may be taken from about 5 cm (2 in) across. Wisconsin Extension describes harvesting around tennis-ball size before bolting. These are source-specific size guides, not a promise that an indoor-grown plant will reach them.

Cut below the swollen base or lift the plant to harvest it. If your aim is leaves or seeds rather than the base, common herb fennel is the more relevant crop, with different harvest expectations.

Starting seeds indoors and growing Florence fennel in a container are both supported by the cited extension and horticultural guidance. However, those sources do not verify a reliable bulb-production method under ordinary, fully indoor household conditions. Wisconsin Extension also notes the plant’s deep taproot and that it typically grows better in the ground. Treat indoor growing as a way to start plants or try container cultivation—not as a proven route to a dependable bulb harvest.

Wisconsin Extension lists source-reported maturity figures for named Florence fennel cultivars: ‘Dragon’ at 90 days, ‘Finale’ at 75–80 days, ‘Fino’ at 80 days and ‘Orion’ at about 80 days. These figures are cultivar guidance, not guaranteed timelines; conditions vary.
