If nearby road works have blocked your driveway, contact the contractor or works promoter named on the site notice first and ask for a safe, specific access plan. Explain whether you need to walk, drive, or both; give the dates and times that matter; and ask when access will be restored, what alternatives are available, and who will respond if conditions change. If the contractor does not resolve the problem, escalate to the highway authority responsible for the road. Never move barriers or drive through a signed closure without confirmation that it is safe and permitted.
How do I get my driveway access back during road works?
Use this order of contact:
- Identify the works promoter or contractor. Read the permit board, advance-warning sign, closure notice, or information letter at the site. The organisation carrying out the work is normally the quickest route to a practical access arrangement.
- Ask for a safe access plan. Request separate answers for pedestrian access and vehicle access, including any time windows, the expected duration of restrictions, and the person to contact on site.
- Plan for any unavoidable vehicle restriction. If vehicles cannot reach the driveway for a stated period, ask where you may park lawfully and safely, and how you will get between that location and your property.
- Escalate unresolved problems. If the contractor does not respond, fails to follow the agreed arrangement, or leaves the access blocked longer than stated, contact the highway authority responsible for the road with a clear record of what happened.
The exact arrangement depends on the road, the permit or traffic order, the work being done, and site conditions. Guidance for England expects those managing a closure to make every effort to maintain pedestrian access and vehicular access to properties, but it does not promise that a driveway will remain usable by vehicles continuously during excavation, resurfacing, utility work, or other operations.

The roadworks have blocked my driveway—who do I call?
Start with the organisation doing the work
Look for a company name, emergency number, permit reference, scheme reference, or highway-authority logo on the roadside board. West Sussex County Council’s access guidance directs residents to the company undertaking the work. That is useful because the crew or supervisor can see the excavation, barriers, machinery, and temporary surface and can tell you when movement is safe.
Ask the person answering to record your address and access requirement, and request a named contact or reference number. If the sign gives only a scheme name, write it down exactly. Take photographs from a safe public place if the information is missing or unreadable; do not enter the work area to obtain a closer view.

If the notice does not identify the promoter
Call the highway authority for the road and ask which organisation holds the permit or is responsible for the closure. The authority may be a county council, unitary authority, metropolitan borough, or another roads body depending on the location. Tell it the road name, nearest junction, property address, date and time, and what is preventing access.
Use the authority responsible for that class of road
For a local road in England or Wales, GOV.UK directs obstruction reports to the local council. A motorway or an A road managed by National Highways in England has a different reporting route. Major roads in Scotland, Wales, and Northern Ireland are handled by their respective national roads organisations or department. Do not assume that the council controls every road simply because your property is within its boundary.
| Situation | First practical contact | Escalation route |
|---|---|---|
| Local road, footway, utility trench, or kerb work | Works promoter or contractor named on the site notice | Local highway authority |
| Motorway or A road managed by National Highways in England | Site contact or National Highways route shown for the road | National Highways |
| Major road in Scotland | Site contact, then the responsible roads authority | Traffic Scotland route for the road |
| Major road in Wales | Site contact, then the responsible roads authority | Traffic Wales route for the road |
| Major road in Northern Ireland | Site contact, then the responsible roads authority | The relevant Northern Ireland roads department |
The table is a reporting guide, not a statement that every project uses the same contractor or traffic-management arrangement. Confirm the responsible body for the specific road.
What information should I give the contractor?
A precise request is more likely to produce a workable answer than a general complaint that the road is inconvenient. Include:
- The full property address and the road name.
- Which driveway entrance is affected if the property has more than one.
- Whether pedestrian access, vehicle access, or both are blocked.
- The dates and times when you must leave or return.
- Any urgent appointment, mobility requirement, caregiving duty, work commitment, delivery, or other time-critical need.
- Whether a vehicle is currently on the property and needs to leave, or whether you need to bring a vehicle in.
- The date and time you first noticed the restriction and any reference shown on the notice.
Then ask direct questions: “When can I safely walk to the property?”, “When can a vehicle use the driveway?”, “How long will the restriction last?”, “Who can approve access if the site condition changes?”, and “Where may I park if vehicles cannot reach the drive?” Ask for the answer in writing by email or text where possible, but do not delay an urgent safety decision while waiting for paperwork.
Can I get in and out of my drive while they’re working?
Pedestrian access and vehicle access are different
Road-closure planning in England requires consideration of pedestrians and vulnerable road users. The Safety at Street Works code says pedestrian access must not be completely denied and that every effort should be made to maintain access to properties. A footway may therefore have a signed diversion or a protected route even when a vehicle cannot cross an excavation.

Vehicle access is more dependent on the work stage. Open trenches, fresh surfacing, lifting operations, temporary plates, uneven levels, wet concrete, or moving plant can make driving unsafe even if the driveway appears close. Ask for a route and time window that the supervisor has confirmed as safe, rather than judging from the barrier position yourself.

What “every effort” does and does not mean
The code’s wording is an operational expectation, not a guarantee of uninterrupted driveway use. A short period without off-road vehicle access may be unavoidable, especially during excavation, reinstatement, or emergency utility repairs. The contractor and highway authority should minimise disruption and provide for affected residents, but the correct solution can change as the work moves along.
Never create your own opening
- Do not move cones, barriers, fencing, signs, or temporary lights.
- Do not walk into a trench, works compound, or area occupied by machinery.
- Do not drive through a signed closure because the road looks empty.
- Do not use a road plate, ramp, or temporary surface unless the responsible organisation has installed it and expressly confirmed that your vehicle may use it.
- Do not ask a worker to make an informal exception that conflicts with the traffic-management plan.
Ask the supervisor to explain the safe route and the conditions that would suspend it, such as a delivery, lifting operation, concrete pour, or change in trench depth.
How to ask for a workable access window
Give the crew useful notice
Tell the contractor the earliest and latest times you need access, how long a vehicle will need, and whether the need is recurring. For example, a school run, dialysis appointment, home-care visit, or work shift may require a predictable window rather than a one-off favour. If you can adjust by an hour, say so; flexibility can help the site team coordinate a safe crossing.
Agree the details, not just “access will be maintained”
Before relying on an arrangement, confirm:
- Whether the arrangement covers walking, driving, or both.
- The exact access window and how much notice the crew can give if it changes.
- Which entrance or route to use.
- Where you should wait if the route is temporarily closed.
- Who on site has authority to release the route.
- When the restriction is expected to end.
- What to do if the agreed window is missed.
Compare proposed plans using these five tests:
| Test | Question to ask | Why it matters |
|---|---|---|
| Type of access | Is pedestrian access protected separately from vehicle access? | A walkable diversion does not automatically make driving safe. |
| Timing | What are the access windows and how much warning is possible? | You can plan appointments, deliveries, and departures around a real window. |
| Alternative | Where is lawful, safe parking or an alternative route? | You avoid blocking another property or relying on an unapproved space. |
| On-site contact | Who should you call when conditions change? | A named supervisor can resolve a same-day problem faster than a general inbox. |
| Duration and escalation | When will normal access return, and who handles a missed commitment? | You have a defined next step if the restriction continues. |
Where can I park if I can’t use my driveway?
If the contractor confirms that vehicles cannot reach the drive, ask whether the restriction is expected to last minutes, several hours, overnight, or longer. Dorset Council suggests considering parking elsewhere if possible, but you must confirm that any alternative is lawful and available.

- Is parking permitted at the proposed location at the required time?
- Will the road itself be closed to vehicles or subject to suspension signs?
- Could the location obstruct residents, emergency access, buses, deliveries, or the works?
- How far will you need to walk, and is the route accessible for everyone using the property?
- When must the vehicle be moved because the work will progress?
Do not assume that an empty space, a neighbour’s drive, a verge, or a nearby private car park is available for your use. Ask the responsible organisation or the landowner for permission. If you have mobility needs, explain them when requesting the plan; a long diversion that is technically open may not be a practical alternative.

Protect essential deliveries and care visits
Tell the contractor about carers, medical transport, medication deliveries, oxygen or equipment deliveries, and other essential visits. The site may be able to coordinate a specific window or identify a safer drop-off point. Do not ask a delivery driver to cross barriers or enter a trench; pass the confirmed instructions to the service before it arrives.
What if there was no advance warning?
There is no blanket rule that every resident must receive advance notice of every road work. Dorset Council states that notice depends on the level of disruption. People directly affected by significant access restrictions can expect advance warning in appropriate cases, but emergency works may begin without it. Notice may be given by letter, roadside signs, or a direct conversation, and permit conditions can affect what is required.
Urgent work may be needed for a gas, water, electricity, telecommunications, or drainage failure, or to remove a dangerous road defect. In that situation, the absence of a letter does not make it safe to enter the site. Contact the organisation now working there and ask for the current safe-access plan, the expected duration, and the next update time.

Escalate when the practical route has failed
Contact the highway authority when the contractor cannot be reached, refuses to explain the arrangement, blocks pedestrian access completely, leaves a vehicle route obstructed contrary to the agreed plan, or continues the restriction beyond the stated period without an update. The authority can check the permit, traffic-management requirements, and the promoter’s obligations.
Keep a concise evidence record
Prepare the following information:
- Property address and exact location of the affected entrance.
- Road name, nearest junction, and the type of work.
- Date and time the restriction started and each time access was refused.
- Photographs taken from a safe public place, showing signs and barriers.
- Permit, closure, or works reference numbers.
- The contractor’s name, contact details, and responses.
- The access you need, such as a medical appointment, carer visit, delivery, or work departure.
- The outcome you are requesting: a safe access window, protected pedestrian route, alternative parking information, or a review by the highway authority.
State facts and times rather than attributing motives. A short chronology helps the authority distinguish an unavoidable temporary closure from a failure to maintain or communicate access.
Use emergency services only for an emergency
If someone faces an immediate threat to life or serious injury, use the appropriate emergency service. A routine driveway-access dispute should go to the contractor and highway authority, not an emergency number. If an emergency vehicle needs to reach the property, tell the works supervisor and emergency dispatcher about the closure and the safest approach route.

What approvals and traffic orders may apply?
Under the England Safety at Street Works code, closing a road to vehicles requires highway-authority approval and a Temporary Traffic Regulation Order or Notice under the circumstances covered by the code. The works promoter must coordinate with the authority, provide information to affected residents and businesses, minimise disruption, and make provision for pedestrians and vulnerable road users.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThose requirements do not mean that a resident is automatically exempt from a signed closure. A permit, order, or site-specific condition may define who may pass, at what times, and under whose direction. Ask the authority or contractor to confirm the applicable arrangement rather than relying on a general belief that residents always have a right to drive through.
The Department for Transport’s streetworks coordination guidance issued in March 2026 applies from 10 April 2026 and addresses cooperation between highway authorities and undertakers under the New Roads and Street Works Act 1991. Because codes, orders, and local procedures can change, check the current Department for Transport streetworks information and the authority’s current instructions for the specific project.
How to make the first call or message
Phone script
Say: “Road works are blocking the driveway at my property on this road. I need to know whether pedestrian access and vehicle access are currently safe, the next available access window, how long the restriction will last, and who I should contact if the site changes. I also need to tell you about this time-critical requirement.” Then give the address, entrance, dates, and times.
Email or online report
Use a subject that identifies the problem and road, such as “Driveway access blocked during works on the named road.” Include the same facts in the first paragraph, attach only photographs taken safely, and ask for a reference number. If the matter is urgent, phone as well; an online form may not be monitored continuously.

A useful response identifies the responsible organisation, distinguishes walking from driving, gives a realistic time window or explains why none is safe, states the expected duration, names an on-site contact, and describes the escalation route. “Access will be maintained” without those details is not enough for planning an appointment or delivery, so ask focused follow-up questions.

Common failure modes and what to do
The sign has no contact details
Photograph the sign from a safe place, note the road and nearest junction, and ask the highway authority which permit or promoter applies. Do not guess the contractor from vehicle branding alone.
The contractor says “come through when it looks clear”
Request a defined signal or time window and confirmation from the supervisor. Site conditions can change quickly, and an apparently clear gap may still be within a live work area.
Pedestrian access is blocked completely
Report the problem promptly to the contractor and highway authority. The England code says pedestrian access must not be completely denied; ask for a protected route or a safe diversion, especially where children, older people, or disabled users are affected.
The agreed window is missed
Record the time, call the named on-site contact, and ask whether the delay is caused by a specific operation and when the next safe window will be. If there is no response or the delay becomes unreasonable, send the chronology to the highway authority.
The work is emergency work and nobody warned you
Ask for the current plan rather than arguing about notice first. Emergency repairs can start without advance warning, but the responsible organisation should still explain how residents can walk, drive, receive care, and park safely as the work proceeds.
Resident checklist
- Read and photograph the permit or closure notice from a safe public place.
- Write down the promoter, contractor, reference number, and highway authority if shown.
- Describe the affected entrance and separate pedestrian and vehicle needs.
- Give the dates, times, and any urgent appointment, care, delivery, or mobility requirement.
- Ask for a safe access window, duration, alternative parking plan, and on-site contact.
- Follow every sign and barrier; never enter a trench or move traffic-control equipment.
- Confirm permission before driving through any restriction.
- Keep messages, call times, photographs, and responses.
- Escalate unresolved local-road obstruction to the responsible highway authority.
What to expect from a fair access arrangement
A fair arrangement is specific enough for you to act on and safe enough for the crew to manage. It may provide a protected pedestrian route while vehicle access is suspended, one or more supervised vehicle windows, a diversion to another entrance, or a lawful alternative parking location. It may also state that access is temporarily impossible during a particular operation and give the next review time.
The best outcome is not necessarily continuous use of the driveway. It is a clearly communicated plan that protects people, respects the traffic order and permit, minimises disruption, and gives you a reliable route to raise changes. If the plan cannot provide immediate vehicle access, knowing exactly when it will be reassessed and where you may park is more useful than an informal promise that someone will “try” to let you through.
