How to Find Zoning Approvals and Building Permits for a Commercial Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the parcel, not the building plans. Confirm which city, county, or other agency has authority; verify the zoning district and proposed use; then determine whether the work is by right or needs a discretionary entitlement. Search existing records through the official planning or building portal by address, parcel number, project number, or permit number. If an entitlement is required, obtain that approval before relying on a building-permit application.

The practical sequence is: jurisdiction and parcel research, zoning and use confirmation, pre-application discussion, document preparation, planning approval when required, permit submission, correction cycles, inspections, and a certificate of occupancy or completion.

1. Confirm the permitting jurisdiction and the exact parcel

A commercial address can fall under a city, an unincorporated county, or another specialized authority. That decision controls which zoning map, permit portal, fee schedule, application forms, and appeal rules apply. Do not assume the mailing address identifies the permitting agency.

Locate the parcel

Collect the street address, parcel or assessor number, legal description if available, and the owner’s name. Use the official parcel map, zoning map, planning website, or permit portal to match the address to a parcel. If a project spans multiple lots, confirm whether the applications must be combined, submitted separately, or supported by a lot-line adjustment or consolidation.

  • Check whether the site is inside a municipal boundary or in an unincorporated county area.
  • Record the parcel number exactly as the agency displays it; punctuation and leading zeros can affect searches.
  • Save a dated copy or screenshot of the zoning-map result and the portal page where you found it.
  • Ask the planning or building department which agency issues each approval when the site is near a city boundary, highway, airport, shoreline, floodplain, or other regulated area.

Build a jurisdiction contact list

At minimum, identify the planning department, building department, fire authority, engineering or public-works division, and the records or public-counter unit. A commercial project may need separate reviews from several of them. Keep each agency’s case number, contact, submission channel, and response dates in one project log.

2. Verify zoning, use, and site constraints before designing

Find the zoning district and read the current permitted-use table rather than relying on a real-estate listing or an old plan set. A use that sounds similar may have a different classification, and an existing building’s historic use may not match the use you propose.

Questions the zoning review must answer

  • Is the proposed primary use permitted, conditionally permitted, or prohibited?
  • Are accessory uses, outdoor storage, loading, deliveries, signage, or late operating hours regulated separately?
  • What setbacks, lot coverage, floor-area or density limits, height limits, and building-footprint rules apply?
  • How many parking and bicycle spaces are required, and are reductions or shared-parking rules available?
  • Does a change of use trigger accessibility, fire, egress, plumbing, mechanical, or energy upgrades?
  • Does an overlay, historic designation, design district, environmental constraint, flood or stormwater rule, or transportation-access requirement add a review?

Nashville’s commercial guidance, for example, directs applicants to confirm that the use is permitted and notes that zoning examiners review use, setback, footprint, and height. Los Angeles describes review of density, land use, scale, height, and setback. Those examples illustrate the subjects to check; your jurisdiction’s code and map control the answer.

Permitted use does not automatically mean by right

A use can be listed as permitted while the project still requires design review, a variance, a conditional-use approval, an environmental decision, or another entitlement because of its size, site conditions, appearance, intensity, or overlay district. Treat “permitted” as the start of the analysis, not the conclusion.

3. Determine whether the project is by right or discretionary

This classification determines the order of work. By-right or ministerial projects generally can move into building-permit review once required zoning clearances and complete plans are ready. Discretionary projects require an entitlement decision before the building permit can be issued, and often before a building-permit application can be meaningfully reviewed.

Approval path Typical trigger What happens next Public process
By right or ministerial The use and physical proposal comply with the applicable code and no additional discretionary review is triggered. Proceed to the building department after required zoning clearance and submit the construction documents. Usually staff verification rather than a discretionary hearing; local rules govern.
Discretionary entitlement A conditional use, variance, design review, size or use trigger, overlay, historic issue, or other nonconforming feature requires judgment under the code. File the entitlement, complete referrals and any notice or hearing, receive the decision, then satisfy conditions and pursue the building permit. May include public notice, a hearing, findings, and appeal periods.

Los Angeles City Planning states: “Applicants for by-right projects may proceed directly to the Los Angeles Department of Building and Safety (LADBS) to request building permits.” It also states that when a project is not compliant with the applicable zoning code, or its proposed size or use triggers additional City Planning review, “a discretionary entitlement must be filed and approved before the applicant can obtain a building permit.”

Ask the planner to identify the formal decision type in writing. The label matters because it determines submittal forms, findings, notice radius, hearing body, appeal rights, expiration dates, and the conditions that must appear on later construction drawings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Use a pre-application or pre-submittal meeting strategically

When the jurisdiction offers a pre-application meeting, use it before spending heavily on final engineering or architectural documents. King County schedules pre-application meetings before filing, and Phoenix describes a pre-submittal meeting before building-plan submission. Availability, fees, and required materials vary by jurisdiction.

Bring a decision-ready package

  • Address, parcel number, ownership or site-control information, and a vicinity map.
  • A short narrative describing the existing and proposed uses, floor area, occupants, operating hours, deliveries, and construction scope.
  • A conceptual site plan showing property lines, access, parking, loading, setbacks, building footprint, landscaping, utilities, and known easements.
  • Conceptual floor plans and elevations, photographs of existing conditions, and any known historic or environmental constraints.
  • A list of questions that need an agency decision, such as whether the proposal is by right, which entitlement is required, and whether a change of use applies.

Leave with written next steps

Request the applicable application names, submittal checklist, fee categories, referral agencies, required studies, drawing scales, file formats, and expiration rules. Confirm whether one meeting covers planning and building issues or whether separate meetings are required. Record each reviewer’s name and the date on which advice was given; later reviewers may not be the same staff members.

5. Assemble the commercial permit and entitlement documents

There is no universal commercial-permit packet. Portland emphasizes that requirements vary by project type, while Nashville identifies a commercial permit application and site plan as core items. Your written checklist from the jurisdiction controls.

Common core documents

  • Completed commercial building-permit application and any zoning-clearance or entitlement applications.
  • Site plan with property lines, dimensions, north arrow, setbacks, building footprint, parking, loading, access, landscaping, utilities, drainage features, and adjacent conditions as required.
  • Architectural and building plans, including floor plans, roof plan, elevations, building sections, details, schedules, and code analysis appropriate to the scope.
  • Ownership information or written authorization from the property owner for the applicant and design professionals.
  • Construction valuation and the information needed to calculate plan-review and permit fees.
  • Accessibility, life-safety, occupancy, structural, energy, mechanical, electrical, plumbing, and fire information applicable to the work.
  • Project-specific studies or approvals identified at pre-application, such as traffic, stormwater, environmental, historic, geotechnical, landscape, signage, or utility documents.

Make the package internally consistent

Use one project name, address, parcel number, gross floor area, occupant load, and drawing revision across every form. A mismatch between the site plan, architectural sheets, application, and entitlement conditions is a common reason for correction comments. Submit a drawing index and revision block so reviewers can identify what changed.

6. Find existing zoning approvals and building permits

To investigate a property before purchase, leasing, renovation, or change of use, search the official planning and building records rather than relying on an owner’s description.

Search the official portal

Try each identifier supported by the system:

Search key What it can reveal
Street address Permit records, planning cases, inspections, and occupancy records associated with the site.
Parcel or assessor number Records tied to the legal parcel, including cases that use a different street-number format.
Project number The planning or entitlement file and linked conditions, decisions, and documents.
Permit number The building-permit record, plan-review status, inspections, fees, and closeout information.

Search alternate address formats, unit numbers, former street numbers, and each parcel when a site has multiple lots. Save the record detail, approved drawings or site plans that are publicly available, decision letters, inspection history, and certificate of occupancy or completion.

When the portal does not show the record

Contact the planning or building department’s records or public-counter unit. Request, by address and parcel number, the zoning cases, entitlement decisions, approved site plans, building permits, inspection history, and certificates of occupancy. Los Angeles identifies public records for commercial and residential buildings, and King County provides a permit-record search function, but access rules and document availability differ by jurisdiction. Ask whether older files are archived, whether a formal public-records request is required, and whether copying or research fees apply.

7. Complete planning approvals before the building permit when required

Major commercial projects may need design review, conditional-use approval, variances, public notice, hearings, or other planning entitlements. Oakland notes that major commercial projects may need planning entitlements and public hearings and that building permits follow planning approval.

Common sequencing traps

  • Submitting construction drawings that assume a parking reduction before the parking decision is final.
  • Starting building-plan review while a conditional-use or design-review hearing is still pending.
  • Ignoring entitlement conditions until the building stage, then discovering that the approved site plan and construction drawings conflict.
  • Allowing an approval to expire before permit issuance or construction starts.

Obtain the signed decision, approved plans, conditions of approval, mitigation measures, and any appeal or waiting-period information. Carry every binding condition into the building-permit set and confirm which agency verifies it.

8. Submit through the official portal or permit counter

  1. Create the applicant account required by the jurisdiction and select the correct commercial project or permit type.
  2. Upload the application, plans, calculations, supporting studies, authorization documents, and any entitlement decision in the requested file format and naming convention.
  3. Pay the stated intake or plan-review fee and save the receipt.
  4. Record the application, project, and permit numbers immediately. Download the submitted drawings and the portal confirmation.
  5. Check that the status shows accepted for intake or routed for review, rather than merely saved as a draft.
  6. Keep every agency comment, response letter, revised sheet, fee notice, and approval in a versioned project folder.

King County’s portal illustrates the useful functions to look for: permit searches, record details, fee payment, status checks, and inspection scheduling. A portal’s presence does not mean every approval is online; planning cases and fire or utility permits may use separate systems.

9. Manage plan review and correction cycles

Reviewers commonly examine zoning, building, fire, engineering, accessibility, and other applicable codes. Phoenix describes staff review against approved site plans, project conditions, checklists, and ordinances, followed by corrections and resubmission when necessary. Nashville says the zoning examiner provides a checklist of other divisions and agencies whose approvals are needed before issuance.

Respond to comments systematically

  • Keep the reviewer’s comment number and exact wording.
  • Answer each comment in a response matrix that identifies the revised sheet, detail, calculation, or narrative.
  • Do not delete a comment because the drawing changed; show how the revision resolves it.
  • Cloud or otherwise mark revised areas according to the jurisdiction’s conventions.
  • Coordinate architectural, structural, civil, MEP, fire, and accessibility changes before resubmission.
  • Upload the complete replacement set when required; partial sheets can create conflicting versions.

Before resubmitting, verify that the revision still matches the approved entitlement, site plan, occupancy assumptions, parking count, floor area, and construction value. A change that appears minor to the designer can trigger a new zoning or fire review.

10. Obtain permits, inspections, and occupancy approval

Do not begin work that requires a permit until the required permits are issued and any posted conditions are satisfied. Keep the issued permit card, stamped or approved plans, inspection records, and special-inspection documents at the job site as required locally.

During construction

  • Schedule inspections through the official system or the assigned inspector.
  • Request inspections at the construction milestones specified on the permit; concealed work generally must be inspected before it is covered.
  • Coordinate building, fire, electrical, plumbing, mechanical, accessibility, and engineering inspections where separate approvals apply.
  • Document approved field changes and obtain revised plans or permits before performing work outside the approved scope.

At closeout

Complete all corrections, final inspections, testing, accessibility items, site work, and entitlement conditions. Then obtain the certificate of occupancy or certificate of completion when the jurisdiction requires one. Syracuse describes this closeout path, and Phoenix lists inspections and a certificate of occupancy among its process stages. A building that is physically complete but lacks final approval may not be lawfully occupied.

How long will approval take, and what will it cost?

There is no defensible nationwide timeline or fee. The duration depends on the approval path, project complexity, number of agencies, completeness of the first submission, correction cycles, hearing schedules, and local workload. San Diego explains that lower-level decision processes typically take less time and cost less than higher-level processes: see its decision-process guidance.

The City of Syracuse Central Permit Office gives a local estimate of about eight weeks or longer for commercial plan approval and permit issuance when revisions are needed. That is a Syracuse estimate, not a national benchmark, and it should not be used to promise a date elsewhere.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for a project-specific estimate

  • Which review stages are required, and can any run concurrently?
  • What is the current intake-to-first-comment and resubmittal review time?
  • Which fees are due at intake, at issuance, or after valuation changes?
  • Are hearing, notice, appeal, utility, fire, or inspection fees separate?
  • How long do approvals remain valid, and what event starts the expiration clock?

Budget for redesign, surveys, studies, consultant responses, notice, and additional review—not only the building-permit fee. A complete first submission reduces avoidable delay but cannot eliminate review time or a substantive entitlement process.

Frequent failure points and their fixes

Searching the wrong agency

Symptom: No record appears for an address that clearly has prior construction. Fix: Confirm city versus unincorporated county jurisdiction, search by parcel number, and ask the records unit about archived files or predecessor systems.

Assuming the use is automatically by right

Symptom: Building staff requests a planning approval after drawings are complete. Fix: Obtain a written zoning determination and ask specifically about overlays, size thresholds, design review, conditional use, variance, historic review, and change-of-use requirements.

Submitting an incomplete or inconsistent set

Symptom: Intake rejection or multiple rounds of comments about missing sheets and conflicting data. Fix: Use the current checklist, coordinate every discipline, and reconcile address, parcel, area, occupancy, parking, and valuation before upload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring approval conditions

Symptom: The permit set conflicts with an approved site plan or a condition requires work not shown. Fix: Create a conditions matrix and show each condition on the responsible drawing or supporting document.

Starting work before issuance

Symptom: Stop-work order, reinspection, penalties, or an occupancy delay. Fix: Verify the issued status and retain the approved plans before mobilizing; ask the building department whether any limited early work is legally allowed.

A practical decision checklist

  1. Parcel and jurisdiction confirmed from an official map or agency record.
  2. Zoning district, permitted-use classification, overlays, setbacks, height, density, parking, and change-of-use rules documented.
  3. Written determination of by-right versus discretionary path obtained.
  4. Pre-application or pre-submittal meeting completed where available.
  5. Entitlement applications, studies, notice, hearing, and appeal requirements identified.
  6. Commercial application, site plan, building plans, authorization, code information, and project-specific documents coordinated.
  7. Existing permits, inspections, approved plans, and occupancy records searched for the property.
  8. Planning approvals and conditions incorporated before building-permit submission.
  9. Portal confirmation, numbers, fees, submitted files, comments, and revisions logged.
  10. Issued permits, required inspections, final approvals, and occupancy certificate obtained before use.

When to bring in a specialist

Consider a local zoning consultant, architect, civil engineer, or permit expediter when the site has multiple parcels, a complicated overlay, a change of use, a historic or environmental constraint, a public hearing, significant grading or access work, or repeated correction cycles. The specialist should be able to identify the governing jurisdiction, map the approval sequence, prepare or coordinate the required documents, and track conditions—not merely promise a faster permit.

For a straightforward, code-compliant tenant improvement, an owner may be able to manage the portal and permit process directly. For a discretionary or multi-agency project, early professional coordination can prevent the more expensive mistake of designing a permit set around an approval that has not yet been granted.
