The dependable way to investigate a residential development in Dedham is to follow two municipal tracks at the same time: use Planning, Zoning and Natural Resources for zoning, site-plan, conservation and stormwater questions, and use the Building Department’s OpenGov system for building applications and records. Start with the parcel address and the work proposed, identify the zoning district, search the applicable board records, check wetlands and impervious-area triggers, then ask Town staff to confirm the approvals for that exact project before buying, leasing, designing or starting work.
Start with the property and the proposed work
Dedham cannot determine a project’s approval requirements from the words “residential development” alone. A new detached house, an addition, a multi-unit project, a subdivision, a driveway or a larger mixed-use proposal can involve different rules and reviewing bodies. Assemble the basic facts before searching:
As an Amazon Associate I earn from qualifying purchases.
- Street address and, if available, the parcel or assessor identification.
- Whether the property is vacant, developed, occupied, under construction or part of a larger tract.
- The proposed use: one dwelling, multiple dwellings, accessory units, mixed-use space or another residential arrangement.
- Physical work such as demolition, new construction, additions, grading, parking, driveways, drainage or utility work.
- Any known wetlands, streams, drainage features or other resource areas.
- The applicant, owner, developer or consultant name, if one appears in a listing or prior filing.
These details become search terms for municipal records and give staff enough context to distinguish a zoning question from a building, conservation or stormwater question.
Use Planning, Zoning and Natural Resources as the first municipal stop
Dedham’s Planning, Zoning and Natural Resources department covers Planning and Zoning, Conservation and Stormwater functions. Its municipal page directs applicants to an online permitting portal for applications involving planning and zoning, conservation and stormwater. The same department page identifies the Planning Board, Zoning Board of Appeals, Design Review Advisory Board and Conservation Commission.

The Town specifically advises contacting this department or the Building Department before altering property and before purchasing or leasing property. That early conversation matters because an online form or map may show only one part of the review. Ask which department or board has jurisdiction, which application type matches the proposal, and whether a pre-application discussion is appropriate.
What to collect from the planning portal
- The application category and project description.
- The parcel address and applicant or owner name.
- Plans, site plans, drainage information, narrative statements and attachments that are publicly posted.
- Hearing dates, continuances, decisions, conditions and recorded waivers.
- The current status, including whether an application is pending, approved, denied, withdrawn or subject to conditions.
Portal labels and forms can change. Treat the current Town portal as the controlling interface and confirm any uncertainty with staff rather than relying on an old screenshot, saved form or third-party listing.
Identify the zoning district, then read the current by-law
Dedham’s Town GIS includes a zoning-district layer. Use it to screen the parcel and identify the district that appears to apply. The layer states that zoning districts are governed by the Town Zoning By-Law and that land uses must be expressly permitted in the applicable district.

A GIS layer is not a final legal determination. Parcel lines, overlays, recent amendments, split zoning and map interpretation can affect the result. After noting the apparent district, open the current zoning by-law and check the provisions for the proposed use and physical form of development.
Questions to answer in the by-law
- Is the proposed residential use expressly permitted in the district?
- Is it allowed by right, or does the by-law require a special permit or another discretionary approval?
- Do dimensional standards affect lot area, frontage, setbacks, height, lot coverage, parking or building placement?
- Does the project’s scale or site design trigger site-plan review, waivers or design review?
- Are there overlay, frontage, access, nonconforming-lot or other provisions that change the analysis?
Record the by-law section and the date of the version you consulted. Then ask Planning and Zoning to confirm that the district and interpretation are correct for the parcel. Do not treat a color on a map as proof that a project is allowed.
Search building applications and permits through OpenGov
Dedham’s Building Department uses OpenGov for online building permit applications. The department reviews construction plans, issues permits and performs inspections. Its digital building records cover 2007 to the present.

How to search recent records
- Open the Town’s current Building Department permit or records portal and select the building-permit search or application area.
- Search the exact street address first. Try alternate formatting, such as a street number with and without a unit designation.
- Search by owner, applicant or contractor when the address produces no result or when the property has changed names.
- Open each relevant record and note the permit type, description of work, application date, status, inspections and attached documents.
- Compare the permit description with the physical project. A building permit record does not replace zoning, conservation or stormwater review.
Older records require a different route. For records before 2007, contact the Building Department or submit the Town’s online records request. State the address, the approximate year, the type of work and the documents sought. Ask whether the response will include permits, plans, certificates, inspection history or only an index entry.

What a building record can and cannot tell you
- It can show that a building application or permit exists, its stated scope and, where posted, associated plans or inspection information.
- It may help establish the chronology of construction and alterations from 2007 onward.
- It does not by itself establish that a use is permitted under the zoning by-law.
- It does not prove that planning-board, zoning-appeal, conservation or stormwater conditions were satisfied.
- An absent online result does not prove that no older permit or paper record exists.
Check the boards that may have reviewed the project
After identifying the zoning district and searching building records, review the Town’s board agendas and project materials by address and applicant. The relevant bodies named by Dedham include the Planning Board, Zoning Board of Appeals, Design Review Advisory Board and Conservation Commission.
Planning Board
Planning Board materials can reveal site-plan review, special permits, waivers, conditions and hearing history. Read the agenda item, submitted plans, staff comments and decision together; an agenda alone is not the approval.
Zoning Board of Appeals
Use Zoning Board of Appeals records when the proposal may need zoning relief. Look for the address, relief requested, hearing notices, decision and any conditions. The existence of an appeal-board filing does not tell you whether relief was granted or whether the decision remains effective.
Design Review Advisory Board
Design-review materials can contain comments or recommendations about the appearance and site design of a project. Determine from the current Town materials whether the board’s role is advisory or tied to another approval for the proposal you are examining.
Conservation Commission
Search Conservation Commission agendas and decisions when the property is near a wetland resource area or when the work could affect drainage, vegetation, grading or other resource interests. Conservation review is separate from a building permit.

A current example, not a universal checklist
A May 27, 2026 Planning Board agenda described a proposed residential mixed-use development seeking special permits, associated waivers and Major Site Plan Review. That item demonstrates how several approvals can appear together in one project. It does not mean every residential development in Dedham needs those same approvals. The parcel, use, scale and applicable by-law provisions control.
Screen wetlands and stormwater before designing the site
Dedham’s Conservation Division advises checking with it before work that increases impervious area, including new construction, additions and driveways, or before work near a wetland resource area. Additional stormwater or wetlands requirements or limitations may apply.
Projects that deserve an early conservation call
- A new building, addition, garage, parking area or driveway that will add roof, pavement or other impervious surface.
- Grading, excavation, filling, drainage or retaining work near a wetland resource area.
- Projects where a site plan shows drainage toward a wetland, stream or low area.
- Redevelopment that changes runoff even if the existing building already has a permit history.
Do not wait for a building application to reveal a conservation issue. Ask the Conservation Division what location information, plans or delineation it needs to screen the site and whether a separate stormwater or wetlands filing may apply.
Compare the possible review paths without assuming one project controls another
| Town division or board | Typical trigger to investigate | Record or application channel | What the record helps establish |
|---|---|---|---|
| Planning, Zoning and Natural Resources | Planning, zoning, conservation or stormwater questions; initial jurisdiction check | Town online permitting portal and department contact | Which review track and application category may apply |
| Planning Board | Site-plan scope, special permits, waivers or other planning approvals identified for the proposal | Planning Board agendas, submitted materials and decisions | Hearing history, requested relief, conditions and decision status |
| Zoning Board of Appeals | Possible zoning relief or an interpretation requiring appeal-board review | Zoning Board of Appeals agendas, filings and decisions | Relief requested and whether a decision imposed conditions |
| Design Review Advisory Board | Design-review consideration identified in the Town’s process | Board materials and related planning records | Design comments or recommendations associated with the project |
| Conservation Commission | Work near a wetland resource area or work that increases impervious area and may affect runoff | Conservation applications, agendas and decisions | Whether conservation or stormwater review was considered and what conditions were issued |
| Building Department | Construction, alteration, demolition or inspection activity | OpenGov building applications and permits; records request for older files | Building-permit scope, status and inspection-related records |
This table is a research map, not a determination of required approvals. A single proposal may appear in several channels, while a smaller project may need only some of them.
Follow a repeatable investigation workflow
For a prospective buyer or lessee
- Write down the address, current use and any planned alteration.
- Check the GIS zoning-district layer and note the apparent district.
- Read the current by-law provisions for the existing and proposed use.
- Search OpenGov for building records from 2007 onward.
- Request older Building Department records when the property predates the digital coverage or the online history is incomplete.
- Search Planning Board, Zoning Board of Appeals, Design Review Advisory Board and Conservation Commission materials by address and applicant.
- Contact Planning, Zoning and Natural Resources and the Building Department with the address and intended work before signing a lease, closing a purchase or ordering construction.
For an owner or developer preparing a proposal
- Prepare a concise project description, preliminary site plan and list of proposed uses and physical changes.
- Ask Planning, Zoning and Natural Resources to identify the likely zoning, planning, conservation and stormwater tracks.
- Confirm the zoning district and read every cited by-law section in the current version.
- Screen wetlands and impervious-area changes with the Conservation Division.
- Use the Town portal for the identified planning, zoning, conservation or stormwater applications.
- Check board calendars and submission requirements before assuming a hearing date or filing format.
- Submit building applications through the Building Department’s OpenGov route when the Town confirms the building scope and required supporting materials.
- Track conditions and revisions across every decision; a building permit may depend on compliance with other approvals.
How to search efficiently and reconcile conflicting records
Search each address in several forms. Municipal records may use a street number, a shortened street name, a unit number, an owner name or an applicant name. If a parcel has been assembled or divided, search neighboring addresses and the applicant name as well.
Build a simple chronology with columns for date, board or department, application number, action, documents and conditions. Keep the original decision with any amended decision, extension or withdrawal notice. When a permit description differs from a planning filing, ask the responsible department which scope controls rather than choosing the more favorable wording.

Distinguish an agenda item, an application, a decision and a building permit. They are different records. A hearing notice shows that review was scheduled; it does not show approval. A decision may authorize relief but still impose conditions. A building permit shows building-department authorization for the stated work, not blanket approval for every land-use issue.

Relying only on the zoning map
Problem: The GIS color is treated as proof that the proposed use is allowed.
Fix: Read the current by-law, identify the use and dimensional rules, and ask Planning and Zoning to confirm the parcel-specific interpretation.
Searching only for a building permit
Problem: A permit search misses a special permit, waiver, site-plan decision or conservation filing.
Fix: Search the planning and board records separately and compare their conditions with the building scope.

Treating one agenda item as a universal rule
Problem: A project that needed special permits, waivers and Major Site Plan Review is assumed to establish the requirements for every residential project.
Fix: Use examples only to identify questions. Confirm the actual path from the parcel, use, scale and current by-law.
Questions to put to Town staff
- Which zoning district and current by-law sections apply to this parcel and proposed use?
- Is the use permitted as proposed, or is zoning relief or a special permit investigation needed?
- Does the project require Planning Board, Zoning Board of Appeals, Design Review Advisory Board or Conservation Commission review?
- Does the site plan or added impervious area trigger stormwater requirements?
- Is any portion of the work near a wetland resource area?
- Which applications belong in the planning, zoning, conservation or stormwater portal?
- Which building applications and supporting plans must be filed through OpenGov?
- Are older permits or plans held outside the online system?
- What conditions, waivers or recorded decisions should be reviewed before work starts?
Include the address, parcel information, a plain-language work description and any sketches when asking these questions. That reduces the chance of receiving an answer that applies to a different project type.
What online sources cannot establish by themselves
Public pages and searchable records are a starting point, not a parcel-specific approval opinion. They do not establish an exhaustive permit list, a project timeline, a fee, the legal effect of a particular map interpretation or whether an unposted condition has been satisfied. Current portal forms, by-law provisions, agendas and staff contacts can change.
Before relying on a record for a purchase, lease, design decision or construction schedule, confirm it with the Town department responsible for that subject. The Building Department’s own guidance says to contact it or Planning, Zoning and Natural Resources before planning alterations to a building or property—or before purchasing or leasing property—to learn about applicable regulatory requirements.
Printable Dedham records checklist
- Address and parcel identifier recorded.
- Proposed use and physical work described in writing.
- GIS zoning district noted and checked against the current by-law.
- Planning, zoning, conservation and stormwater portal reviewed.
- OpenGov building records searched for 2007 to present.
