To investigate a restaurant being built near you, start with the city or county permit portal and search the exact street address. Then map every related building, trade, fire, zoning, health, and licensing record. A permit marked “issued” proves that a particular scope of work was approved to proceed; it does not prove that the restaurant may open or that the operator has selected a public opening date.
The strongest evidence that opening is legally possible is a Certificate of Occupancy (CO) or local equivalent, completed final inspections, food-service approval, and any required fire or place-of-assembly approval. Confirm the actual first-service date separately through the operator and label it as announced, estimated, soft opening, or confirmed.

What you can prove—and what you cannot
Public construction records can answer whether work was applied for, approved, inspected, and signed off. They often reveal the proposed use, project scope, applicant, contractor or design team, inspection history, and available plans. They usually do not establish the restaurant’s first day of service.
- Permit application: The owner or applicant has requested permission. Work may not yet be approved.
- Approved permit: The reviewing agency accepted the submitted scope, sometimes subject to conditions.
- Issued permit: The agency released the permit so permitted work can proceed. Related permits may still be missing.
- Final or signed-off permit: Required inspections for that record have been completed. This is not automatically a certificate allowing occupancy.
- Certificate of Occupancy or equivalent: The space is approved for a stated use and occupancy, subject to the document’s terms.
- Public opening date: An operational decision that requires separate confirmation from the restaurant or another current public source.
Terminology varies. A jurisdiction may issue a Certificate of Completion, Certificate of Use, Temporary Certificate of Occupancy, Letter of Completion, or another equivalent rather than a document called a CO.

1. Identify the correct jurisdiction and address
Begin with the government that controls building permits for the site. In some places this is a city department; in others it is a county, regional authority, or a combination of agencies. A restaurant can cross several systems, so identify the building department first and then add planning or zoning, fire prevention, environmental health, and business-licensing offices.
Search the address before the business name
Use the exact street number, street name, direction, and suffix shown on the site. A proposed restaurant may not yet appear under its trading name, and a developer may have filed the work under a shell company or a tenant-improvement description. If the address search fails, try the parcel or assessor number, project number, owner, applicant, architect, general contractor, and any former address.
Resolve parcels and suite numbers
New construction may have a temporary address, multiple suites, or a parent parcel with separate tenant records. Search the whole parcel and neighboring addresses, then compare the project descriptions and plans. A shell-building permit may be filed under the developer’s address while a later kitchen build-out uses the restaurant suite number.

Orlando’s Permit Lookup workflow, for example, supports permit-status, plan-review, related-permit, and inspection checks. Seattle’s Department of Construction and Inspections says that an address or project number can be used in the Seattle Services Portal to find permit activity from 2005 to the present, including applicants, descriptions, statuses, inspections, related permits, and documents. Other jurisdictions expose fewer fields or require an account.
2. Build a complete permit map
Do not rely on a single record or screenshot. Create a list of every record connected to the address and note its number, scope, applicant, current status, last update, and relationship to the main project. Different permits can be issued, inspected, or closed on different dates.
| Record to look for | Why it matters | Questions to record |
|---|---|---|
| Planning or zoning approval | Confirms that the proposed use, site layout, parking, signage, or conditional-use requirements were addressed. | Is restaurant use permitted? Are conditions or hearings outstanding? |
| Demolition, shell, or core-and-shell permit | Shows work on the existing structure or the base building before tenant construction. | Is the shell complete, and is the restaurant space included? |
| Building or tenant-improvement permit | Covers walls, egress, accessibility, kitchen construction, finishes, and other architectural work. | Does the description identify a restaurant or a change of use? |
| Electrical, plumbing, and mechanical permits | Restaurant equipment, ventilation, grease systems, gas, and utility upgrades often require separate trade permits. | Are each of these permits issued and finally inspected? |
| Fire-alarm and sprinkler records | Life-safety systems may be reviewed and inspected separately from the building permit. | Were acceptance tests passed, and are deficiencies cleared? |
| Gas, hood, and grease-interceptor approvals | Cooking equipment and wastewater systems can delay approval even when the room is finished. | Are installation, testing, and environmental requirements complete? |
| Sign permit | Controls exterior signs and may be independent of the opening authorization. | Is the sign approved, or is it merely installed? |
| Food-service plan review and operating approval | Environmental-health approval addresses equipment, food flow, storage, handwashing, sanitation, and operations. | Has the pre-opening or final health inspection passed? |
| Certificate of Occupancy or equivalent | States the legal use and permitted occupancy of the space. | Is it final or temporary, and does it cover the restaurant use? |
| Fire or place-of-assembly approval | Larger restaurants or those with specified occupant loads may need an additional approval. | Does the occupancy trigger an assembly permit or inspection? |
Boston’s restaurant guidance illustrates why this map matters: new or renovated food establishments can require health plan review, building and fire permits, and electrical, plumbing, and related trade permits. A restaurant may therefore show an “issued” building permit while a hood, sprinkler, health, or occupancy record remains incomplete.

3. Read the status and dates as a timeline
Copy the application date, review milestones, correction notices, issuance date, expiration date, inspection results, final or signed-off date, and latest document date. Save a dated PDF, screenshot, or printed record when the portal allows it because public dashboards can change.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsCommon status meanings
- Applied or received: The agency accepted a submission for review, not necessarily the design.
- Under review: Staff are evaluating drawings, calculations, and code compliance.
- Corrections required: The applicant must respond before approval or issuance.
- Approved: Review is complete, but the permit may not be issued until fees, bonds, signatures, or other prerequisites are satisfied.
- Issued: The permit is released for the authorized work. Check its expiration and all linked permits.
- Inspection scheduled: A visit is booked; it is not a passing result.
- Passed, final, or signed off: The recorded inspection or permit scope is complete. Confirm that every required discipline has the same result.
- Expired, revoked, or closed: Work may have stopped, a new permit may have replaced it, or the record may have ended without authorization to occupy.
Related permits often lag the main permit. An issued building permit with an expired electrical permit, failed fire test, or open correction is not evidence that the entire restaurant is ready.
4. Obtain construction plans and supporting documents
Look in the permit portal’s document tab before filing a records request. Orlando states that approved plans can be downloaded from ProjectDox after required fees are paid. If nothing is posted, check the jurisdiction’s public-records office, records library, or building-plan request process.
Why plans may not be online
Plan access is not uniform. Portland lists building plans when available, site-development plans, trade permits, inspection cards, certificates of occupancy, and plan-check comments, but warns that some requests take two weeks or more and that releasing plans may require a copyright indemnification. Seattle says most approved construction plans are not publicly listed and require an individually written request tied to the permit number and address; some sensitive buildings are excluded.
Write a precise records request
- State the complete address, suite or parcel number, and every known permit number.
- Ask for approved architectural, structural, mechanical, plumbing, electrical, fire, site, and tenant-improvement plans, plus plan-check comments and correction responses.
- Request inspection cards, final inspection results, certificates of occupancy or completion, and related-permit indexes.
- Specify a date range and ask the agency to identify records withheld, redacted, destroyed under a retention schedule, or available only for in-person inspection.
- Ask whether fees, owner authorization, copyright indemnification, or a particular form is required.
Plans can be withheld or redacted for security, privacy, copyright, or records-retention reasons. The absence of a downloadable plan does not prove that no plan exists, and receiving a plan does not prove that later field changes were approved.
5. Treat the Certificate of Occupancy as the legal-opening checkpoint
A CO or local equivalent is the clearest regulatory evidence that a building or space is safe and legally approved for its intended use. Boston defines a Certificate of Occupancy as confirmation that a building or space is safe and legally approved for its intended use. Its guidance indicates that new construction, major renovations affecting use, occupancy, egress, or life-safety systems, and a change from another use to a restaurant require a CO.

New York City’s Department of Buildings states that no one may legally occupy a building until the Department has issued a CO or Temporary Certificate of Occupancy. The document identifies the legal use or permitted occupancy, so read the actual description and occupant load rather than assuming that any certificate covers restaurant service.
Check whether the document is final or temporary
A temporary CO can authorize occupancy for a limited period or subject to listed conditions. Record its expiration date and unresolved items. A final CO, Certificate of Completion, Certificate of Use, or equivalent may be the relevant document in another jurisdiction. If the portal shows only a “CO application,” “inspection requested,” or “ready for issuance” status, the certificate itself may not yet have been issued.
6. Confirm food-service, fire, and business approvals
Building approval alone does not authorize food service. Environmental-health agencies commonly review the menu, equipment, food flow, refrigeration, handwashing, storage, finishes, grease management, and sanitation procedures. The final or pre-opening inspection normally occurs after construction and equipment installation.
Food-service sequence
Boston requires a CO or Certificate of Inspection, a Common Victualler License, and building sign-offs before scheduling the opening health inspection. That inspection is a final walk-through of equipment, food storage, and sanitation. Albuquerque describes a process in which environmental health, fire, planning/building, mechanical/plumbing, electrical, and zoning agencies approve blueprint review before construction, followed by construction inspections, a possible CO, and a pre-opening environmental-health inspection.
Fire and assembly requirements
Confirm fire-alarm and sprinkler acceptance tests, hood-suppression approval, emergency lighting, exits, occupant-load signs, and any required place-of-assembly or equivalent permit. Boston’s restaurant guidance describes an additional assembly approval for larger occupancies. The exact trigger depends on local occupant-load and use rules.
Business and alcohol licensing
Business registration, a food-establishment permit, a common-victualler or similar license, and an alcohol license are separate from construction permits. An alcohol application can remain pending after the space has a CO, while a restaurant may be legally occupied but not yet authorized to sell alcohol.

7. Estimate the schedule without promising an opening date
Official timeline estimates are planning signals, not guarantees. Seattle publishes an estimate of about one year from permit application to final inspection for restaurant projects, based on City of Seattle information in 2026. The same guidance suggests planning construction about six months before opening and inspections about three months before opening. Boston guidance gives a one-to-four-week estimate for CO processing, inspection, and issuance in 2026, while noting that the overall process can take several weeks or longer depending on complexity.

| Permit application date | When the formal review process began. | A guaranteed completion or opening date. |
| Permit issuance | That the authorized work may proceed. | That construction is complete or occupancy is legal. |
| Recent passed inspections | Progress toward completion of particular systems. | Completion of unrelated trades, health review, or licensing. |
| CO or equivalent issued | Legal occupancy for the stated use and conditions. | That the operator is ready to serve customers that day. |
| Operator announcement or reservations | Evidence of the intended public opening. | Proof that every regulatory condition is complete unless independently verified. |
Common causes of delay include correction cycles, missing trade permits, failed inspections, utility work, financing, tenant build-out, equipment delivery, licensing, and a decision by the operator to postpone service. A permit estimate should therefore be written as “the agency estimates,” never as a promised opening.
8. Verify the restaurant’s actual opening date
After regulatory milestones are complete, look for independent public evidence from the operator. Check the restaurant’s official website or social account, a dated press release, reservation availability, a current local business listing, and an on-site “now open” notice. Use more than one source when the date matters.
Label the date precisely
- Announced: The operator has published a date, but service has not begun.
- Estimated: The operator or a credible local source gives a target that may change.
- Soft opening: Limited or invitation-based service is scheduled or underway.
- Confirmed: The restaurant has publicly served customers or the operator has confirmed that regular service began.
- Not yet confirmed: Regulatory records exist, but no reliable public first-service date is available.
Do not convert a CO date, a permit expiration date, or a construction timeline into a grand-opening date. No universal public database reliably lists every restaurant’s first day of service.
9. Compare several proposed restaurant projects
When multiple locations compete, use the same fields for each address. This prevents a project with a newer marketing announcement from appearing more advanced than one with stronger inspection evidence.
| Comparison axis | How to evaluate it |
|---|---|
| Legal status | Classify records as issued, active, final, signed off, expired, revoked, or closed. |
| Schedule evidence | Compare the latest review, correction, inspection, and CO dates, not just the original application. |
| Scope and risk | Distinguish a new building, change of use, kitchen installation, major life-safety work, or minor tenant improvement. |
| Document access | Note downloadable plans, request-only records, redactions, copyright restrictions, and retention limits. |
| Opening readiness | Check CO or equivalent, food-service approval, fire or assembly approval, and separate public opening evidence. |
10. Troubleshoot common dead ends
No result for the restaurant name
Search the address, parcel, owner, applicant, and project number. The permit may use a developer, landlord, or generic description such as “interior alteration” rather than the restaurant’s brand.

The portal shows “issued,” but the site is unfinished
Identify the permit’s scope and expiration, then inspect related electrical, plumbing, mechanical, gas, fire, sign, and health records. Issuance authorizes work; it does not certify completion.
The main permit is final, but no CO appears
Search for a separate occupancy, completion, use, or temporary-CO record. Ask the building department whether the jurisdiction issues the document under another number or only after a final inspection request.
Plans are missing or heavily redacted
Submit a written request tied to the address and permit number. Ask for an in-person inspection option, fees, copyright indemnification, security exclusions, and the applicable retention schedule. Do not assume unavailable plans mean the project lacks approval.

A health inspection is not listed
Check whether the operator has applied for a food-establishment permit and whether the building department has released the CO or required sign-offs. Some health agencies schedule the final inspection only after construction approvals are complete.
A date appears on social media but service has not started
Classify it as announced or estimated unless customers can actually book or receive regular service. Record the post date and check for a later change.
A practical record-keeping worksheet
For each project, keep one dated worksheet with these fields:
- Complete address, suite, parcel number, and jurisdiction.
- Business name, owner, applicant, architect, contractor, and project description.
- Every permit number, discipline, scope, status, application date, issuance date, expiration date, and latest update.
- Correction notices, inspection dates, failed or passed results, and final or signed-off dates.
- Plan files received, request date, fees, redactions, copyright conditions, and retention explanations.
- CO or equivalent type, issue date, expiration or conditions, legal use, and permitted occupancy.
- Food-service, fire, assembly, business, and alcohol approvals.
- Public opening evidence, source date, and label: announced, estimated, soft opening, confirmed, or not yet confirmed.
Use the latest official status for regulatory conclusions and preserve the record date. If two agencies disagree, report both statuses and identify which approval remains outstanding rather than choosing the more favorable entry.

The reliable decision rule
Say that a restaurant is legally positioned to open only when the relevant occupancy document and required final inspections are in place, food-service approval is complete, and any fire or assembly authorization has been obtained. Say that it is open only when the operator or another current public source confirms actual service. Every earlier stage is evidence of progress, not proof of opening.
