How to Find Out Whether a Concrete Plant Uses Low-Carbon Electricity

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask the plant for site-specific electricity records covering a stated 12-month period, then trace every supply route—utility purchases, on-site generation, supplier products, green tariffs, power-purchase agreements and energy attribute certificates (EACs)—to contracts, meter data and retirement records. Confirm the percentage of the named plant’s consumption covered and that the dates match.

This establishes how the plant accounts for electricity. It does not, by itself, establish the concrete’s complete carbon footprint, which also includes kiln process emissions, fuels, materials, transport and other life-cycle sources.

What “low-carbon electricity” means in a concrete plant

There is no single legal or global numerical threshold that makes electricity “low carbon” for every concrete plant. The phrase can describe several different arrangements, and the evidence needed depends on which arrangement is claimed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

First define the operation. A ready-mix batching plant, a precast-concrete factory, and a cement kiln or grinding mill have different equipment, meters and emissions profiles. A corporate statement about a region or a group of sites is not proof for one batching plant unless the records identify that site and period.

Electricity attributes on a shared grid are contractually assigned rather than physically separable at the plant’s socket. A renewable-energy certificate (REC), for example, represents one megawatt-hour generated and delivered to the grid from a renewable resource, according to U.S. Environmental Protection Agency (EPA) guidance. It transfers generation and emissions attributes; it does not show that the same electrons travelled from a named wind or solar project to the concrete plant.

Use the term carefully in project documents. A defensible statement might say that “75% of the site’s 2025 electricity consumption was matched with retired EACs from renewable generation,” provided the underlying records support those exact figures. It is broader—and usually unsupported—to say simply that “the plant runs on renewable electricity.”

Start by fixing the facility, boundary and dates

Name the exact site

Record the plant’s legal or trading name, street address, meter point or account identifier, and operating entity. Note whether the claim concerns a ready-mix plant, precast line, cement kiln, clinker operation, grinding mill, laboratory, warehouse or a combination. If several sites share a contract, require an allocation method showing the amount assigned to the named facility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a reporting period

Request a complete, consecutive period—normally the same 12 months used in the plant’s energy inventory. Write down the start and end dates, meter-read dates and any months estimated rather than measured. A certificate retired in 2026 cannot automatically substantiate electricity consumed in 2024; generation vintage, retirement date and consumption period must be checked together.

Define what the claim covers

Ask whether electricity is being claimed for manufacturing only or also for offices, workshops, vehicle charging, aggregate handling, water treatment and other loads at the address. A product carbon footprint may cover only a production line, while a site electricity statement may cover every meter. The boundary must be consistent before percentages are calculated.

Obtain the plant’s electricity inventory

The first document to request is an electricity inventory for the named site and period. The EU Ecolabel criteria for precast concrete use an inventory of at least 12 months as an example of plant-level documentation; that criterion is not a universal legal requirement, but it is a useful evidence standard.

Documents to request

  • Utility bills or a monthly meter summary showing kilowatt-hours purchased.
  • Interval-meter exports, where available, with meter identifiers and units.
  • A schedule of all electricity accounts serving the site, including landlord or shared-service meters.
  • Records of on-site generation, including gross production, self-consumption, exports and downtime.
  • Energy-management or greenhouse-gas inventory worksheets showing how totals were calculated.
  • Explanations for estimates, missing bills, meter changes, production shutdowns and abnormal months.

Reconcile the monthly totals to the annual figure. If a plant reports 10,000 MWh of consumption but the bills cover only one of two meters, the claim is incomplete. Keep purchased electricity and on-site generation separate: gross solar production is not the same as solar electricity consumed by the plant.

Check the denominator

Every renewable or low-carbon percentage needs a denominator. Ask, “Percentage of what?” It may be total electricity consumed, purchased electricity only, a specific product line, or the electricity allocated to one customer’s order. A claim covering 100% of purchased electricity may still omit self-generated diesel power, a second utility account or a leased facility.

Map every electricity supply route

Use the inventory to create a supply map. The following table shows the evidence and the main limitation for each route.

Supply route Primary evidence What it can establish Important limitation
Standard grid purchase Utility bills, meter data and supplier emissions factor Quantity purchased and the factor used for accounting A grid connection alone does not prove a renewable mix.
On-site generation Generation-meter data, fuel or renewable-source records and self-consumption schedule Electricity produced and the share used at the facility Exports, backup generators and certificates for exported power must be treated separately.
Supplier-specific product or green tariff Contract, product terms, supplier declaration and allocation method The attributes and emissions factor the supplier assigns to the account Terms may cover only part of consumption or a defined contract period.
Corporate power-purchase agreement Executed PPA, settlement statements, generation data and allocation schedule Contracted generation, volume, project and financial or physical settlement A financial PPA does not mean the project’s electrons physically reach the plant.
RECs or other EACs Registry record, certificate IDs, generation details and retirement confirmation Unique environmental attributes assigned to the beneficiary Certificates are attribute instruments, not proof of a dedicated physical wire.

Verify supplier contracts, tariffs and PPAs

Supplier products and green tariffs

Request the signed agreement or supplier statement, not only a marketing label. It should identify the customer account or site, product name, contract dates, electricity volume, generation technology, geographic eligibility and the emissions factor used. Ask whether the product includes bundled certificates, an unbundled EAC purchase, or a supplier calculation based on a residual mix.

Have the supplier state the renewable share in megawatt-hours and as a percentage of the site’s consumption. If the product covers 5,000 MWh but the plant used 8,000 MWh, the uncovered 3,000 MWh still needs an accounting treatment.

On-site and near-site arrangements

For a solar array, wind turbine or other generator at or near the plant, obtain production-meter readings, the interconnection description and evidence of who owns the attributes. If electricity is exported to the grid, determine whether the plant retains or transfers the associated certificates. A claim cannot count the same generation’s attributes for the plant and for another buyer.

Corporate PPAs

Read the PPA’s delivery and settlement clauses. A physical PPA may nominate a supplier or delivery point; a virtual or financially settled PPA generally settles price differences while the plant continues to receive grid electricity. Neither arrangement alone proves that all site consumption is covered.

Request the project name, technology, location, commercial-operation date, contracted volume, start and end dates, settlement statements and the method used to allocate output to the plant. Compare contracted volume with actual plant consumption for each year. A PPA can over- or under-cover demand when production changes.

How one EU scoring example should be interpreted

The cited EU Ecolabel criteria for precast concrete illustrate different treatment of arrangements: five points for private energy-service agreements or corporate PPAs for on-site or near-site renewables; four points for long-term corporate PPAs for grid-connected or remote renewables; three points for certified green electricity; and two points for guarantees of origin covering the full supply or a utility green tariff. These are points within that particular ecolabel criterion, not a universal hierarchy, legal definition or proof that a specific plant uses a given share.

Trace RECs and other energy attribute certificates

When a claim relies on EACs, ask for a certificate-level trail. EPA describes tracking and retirement as safeguards that support unique claims on a shared grid.

Certificate details to capture

  • Certificate type and the registry or tracking system.
  • Certificate identification numbers or a retirement statement listing them.
  • Generating facility, technology, country or eligible market, and generation location.
  • Generation month or vintage and the date of issuance.
  • Megawatt-hours represented; in the U.S. REC convention, one REC equals one megawatt-hour.
  • Beneficiary, account holder or end user named on the retirement.
  • Retirement status, retirement date and reason or purpose field.
  • Evidence that the attributes were not sold, retired or claimed by another party.

Check that the certificate vintage and geographic eligibility meet the applicable claim standard. A registry screenshot without an account name or retirement status is weaker than a registry-issued retirement report. If a broker supplied the certificates, request the underlying registry record rather than relying on the broker’s invoice alone.

Prevent double counting

Double counting can occur when a generator sells certificates to one party while a supplier or plant also claims the generator’s renewable attributes, or when a company counts the same certificates in both a product footprint and a corporate inventory. Require a written statement identifying who holds and retires the attributes and how the plant removes them from any other claim.

Reconcile coverage, timing and accounting

Build a month-by-month reconciliation with these columns: total site consumption, on-site generation used, electricity purchased, volume covered by a supplier product or PPA, EACs retired, uncovered consumption and the accounting emissions factor. Add the relevant contract and certificate dates.

Useful tests

  1. Sum all meters and compare the result with the plant’s reported annual consumption.
  2. Subtract electricity exported from gross on-site generation to calculate the amount actually used on site.
  3. Compare contracted or certified megawatt-hours with the same period’s consumption; identify any excess or shortfall.
  4. Match each certificate’s generation vintage and retirement date to the claim period and eligible market.
  5. Check that the emissions factor in the carbon calculation corresponds to the chosen accounting method—supplier-specific, market-based, location-based or another stated method.
  6. Document assumptions for estimated bills, shared meters, losses, production outages and leap-year or partial-year periods.

Do not convert a market-based claim into a physical-delivery claim. On a shared grid, the plant receives electricity from the interconnected system; contracts and certificates allocate attributes for accounting and reporting purposes.

Keep electricity evidence separate from the concrete footprint

Low-carbon electricity reduces or changes the indirect electricity portion of a footprint. It does not settle other sources. Cement and concrete emissions can include kiln fuel combustion, calcination of limestone, raw-material processing, purchased materials, transport, mobile equipment, refrigerants, waste treatment and end-of-life effects, depending on the declared product and life-cycle boundary.

EPA Subpart H guidance for U.S. cement facilities addresses process carbon dioxide from kiln calcination and reporting applicability. It is not an electricity-source certificate and is not a complete plant electricity disclosure.

The EU criteria discussed above separate energy inventories from product carbon-footprint assessment. Treat the electricity file as one input to the footprint, then examine the product category rules, declared unit, manufacturing sites, time period and calculation method used for the concrete or cement product.

Examine an EPD or product carbon footprint

If the plant provides an Environmental Product Declaration (EPD) or product carbon footprint, verify the document’s scope before using its electricity claim.

Questions for the declaration

  • Which product, declared unit and mix design are covered?
  • Which manufacturing facility or facilities supplied the data?
  • What reference year and production volumes were used?
  • Is electricity accounted for using location-based data, supplier-specific factors, retired EACs, or another method?
  • Does the declaration identify the certificate retirement or supplier evidence supporting a market-based factor?
  • Are transport, upstream materials, kiln products and use or end-of-life stages included or excluded?
  • Was the declaration independently verified under the applicable program and product-category rules?

EPA construction-material product-category-rule criteria discuss facility-specific EAC retirement reports as evidence relevant to manufacturing-facility claims. That does not make every EPD claim valid automatically; the report still must identify the facility, period, quantity and accounting treatment.

Use company disclosures as leads, not proof

Annual reports, sustainability pages and regulatory filings can reveal the names of electricity products, plants or contracts worth investigating. A company filing hosted by the U.S. Securities and Exchange Commission may report a plant’s arrangement or percentage for a particular year. Treat such figures as time-bound, company-reported examples. Ask the facility for the current contract, meter totals and certificate retirement evidence before repeating the figure in a project specification.

Corporate averages are especially risky. A group may report 100% renewable electricity after matching certificates across its portfolio even though an individual concrete plant has no site-level allocation. The plant-level inventory and allocation schedule determine whether the claim applies to your project’s supplier.

Red flags and how to resolve them

“The plant is connected to renewable power”

Ask which contract or certificate assigns the attributes, the volume covered and the period. A grid connection by itself proves none of those points.

“We use 100% renewable electricity” with no denominator

Request total consumption, all meters, self-generation and the calculation showing how the 100% was reached. Determine whether the figure is annual, monthly, product-specific or a corporate average.

A certificate list with no retirement evidence

Request the registry retirement report, beneficiary name, certificate IDs and retirement date. Unretired or merely purchased certificates do not demonstrate that the plant made the claim for the stated period.

A PPA described as physical supply without delivery records

Ask for the delivery point, nominated volumes and settlement statements. If the agreement is financial, describe it as a financial PPA and account for the plant’s actual grid purchases separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An EPD with a low electricity factor but no supporting records

Ask the program operator or verifier what evidence was accepted and obtain the facility-specific supplier statement or EAC retirement report. Do not infer that a low electricity factor represents the entire product footprint.

A practical information request

Send the plant or concrete supplier a written request that fixes the scope:

Please provide electricity records for the named facility at [site address] for [start date] through [end date]. Include all utility accounts and meters; monthly consumption; on-site generation and exports; supplier-product, green-tariff or PPA contracts; the volume and percentage of consumption covered; emissions factors and accounting method; and, for every REC or other EAC, the registry, certificate IDs, generation location and technology, vintage, beneficiary and retirement confirmation. Please identify any shared meters, estimates, uncovered consumption and allocation to the product or order in question.

Keep the bracketed fields as a form template; replace them with the actual address and dates before sending.

Worked example of a defensible finding

Suppose a precast site reports 8,000 MWh of electricity consumption for calendar year 2025. Utility bills support 7,500 MWh, and a second meter adds 500 MWh. On-site solar generated 1,200 MWh, of which 900 MWh was consumed at the site and 300 MWh was exported. A supplier agreement covers 4,000 MWh, and registry records show 3,100 MWh of eligible certificates retired to the company for the site during 2025.

The evidence supports 900 MWh of documented on-site self-consumption plus 4,000 MWh under the supplier agreement, subject to confirming whether that agreement includes the required attributes, plus 3,100 MWh of retired EACs if they are not already bundled into the supplier product. You must remove any overlap before calculating a percentage. The 300 MWh exported cannot be counted as site consumption, and the remaining uncovered electricity needs its stated grid factor.

A careful conclusion would identify the covered megawatt-hours, the method, the period and any unresolved overlap. It would not claim that every electron used at the plant came from the solar array or a named renewable generator.

Jurisdiction and claim-standard cautions

Rules differ by country, certificate system, utility market and ecolabel. The EU Ecolabel example applies to its own criteria for precast concrete. EPA terminology and programs, including U.S. RECs, EAC guidance and Subpart H, apply to U.S. contexts and should not be transplanted automatically into another jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before putting a claim in a tender, EPD, planning submission or customer contract, check the governing standard’s requirements for geography, certificate vintage, additionality, delivery, retirement and allowable emissions factors. If the standard requires a particular registry or verification statement, obtain that document rather than relying on a general “green electricity” label.

What a reliable conclusion looks like

A reliable finding names the facility, period, electricity boundary, supply routes, covered share, certificate or contract evidence, accounting method and unresolved limitations. It distinguishes physical electricity delivery from contractual attribute allocation and states separately what the evidence says about the product’s wider emissions.

If the plant cannot provide site-level consumption and matching supply records, the appropriate conclusion is not that its electricity is high carbon; it is that the low-carbon electricity claim is unverified for the stated site and period.
