How to Find Construction Permits and Project Plans for a Nearby Megaproject

Start with the local planning or permitting office, search by address or record number, then follow related approvals and federal agency records. If plans are not online, request the specific plan set and check access rules.

Start with the city or county planning and permitting office that covers the project site. Search its permit and planning portals by street address, parcel number, project name, or record number, then follow related records to land-use approvals, building permits, environmental reviews, and project documents. For major federally reviewed infrastructure, also check federal trackers and the relevant agency docket. If drawings are not online, request the specific plan set from the records custodian; access rules vary, and some plans are restricted.

Start by identifying the site and the agencies involved

There is no single national search that covers every local construction permit and complete plan set. A megaproject may involve a city or county, state agencies, and federal reviewers, with separate records for land use, building work, environmental review, and specialist permits. The local jurisdiction for the project site is the best starting point for permits and development plans.

Before searching, collect as many identifiers as you can. A project name from a construction sign or public notice is useful, but an exact address, parcel or assessor number, permit number, planning-case number, or federal docket number can lead to more reliable results. Public hearing agendas and agency notices may supply those identifiers when a sign does not.

  • Confirm the jurisdiction: determine which city or county covers the project parcel. A nearby project may fall outside the city whose portal you use most often.
  • Record the identifiers: note the full address, parcel number, project name, and any permit or case numbers shown in notices or agency records.
  • Identify the project type: transmission lines, waterways, roads, and other infrastructure may have specialist agency records in addition to local permits.

These identifiers are useful in different ways. A project name can help you recognize the right development, but names may be abbreviated or change as a project moves through review. An address or parcel number ties a search to a specific site. A permit or planning-case number can take you directly to a record once you find it in a notice or related file. A federal docket number is the strongest key for a specialist federal proceeding such as a FERC transmission case. Save the identifier together with the agency that issued it; the same project can have several numbers in different systems.

If you do not yet know the parcel or permit number, begin with the address or project name and use public notices, planning agendas, or agency materials to gather the next identifier. Do not treat one search field as definitive: a project can appear in a planning portal under a case number and later appear in a permit tracker under a different number.

Search local permits and planning cases

Use the local government’s permit tracker, planning or land-use case portal, map, and document library. Search more than one identifier when the portal allows it. Then open related records: a building permit may be linked to a site plan or land-use approval, while a planning case may point to later construction permits.

For example, Seattle’s online tools can show permit activity, status, related permits, and documents available for a record. Portland describes searches by address, IVR number, or permit number, and directs users to a public-records process for material that is not online. These are examples of different municipal approaches, not universal portal instructions; use the process published by the jurisdiction where the project is located.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Search the site in more than one way when possible. Try the street address, the parcel or assessor number, the project name, and any record number shown in a notice. If the first result looks relevant, open its linked or related records rather than stopping at the summary page. A tracker may expose activity and status without hosting the plan set, while a document library or a linked planning file may contain posted materials that the tracker itself does not display.

Look for more than the building permit

Large developments can have multiple records rather than one complete project file. Check for land-use or site-plan cases, environmental review documents, building permits, and any separate permits associated with public infrastructure or utilities. A permit page may show status without hosting the drawings, and a planning file may contain documents that do not appear in the building-permit search.

It helps to think of these as different parts of the record rather than as interchangeable versions of “the permit.” A land-use approval or site-plan case concerns development review; a building permit concerns authorized building work; an environmental review record documents a separate review process; and a construction plan set contains drawings. One system may link to another, but the existence of one record does not establish that all other records are present in that same portal.

For a large project, keep a short list of what you are trying to locate: current permit status, land-use approval, environmental review materials, approved plans, or a particular agency authorization. That list helps you decide whether a search result answers the question or whether you still need to follow another record type. It also makes a later records request more precise.

Read status labels carefully

Keep proposed, submitted, approved, issued, and as-built records distinct. Record the agency, record number, date accessed, and plan revision shown on each document. An approved plan establishes an approval status, not that construction is complete or that the drawing is the latest version being used in the field.

  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

When comparing documents, note the status and date on the record itself rather than relying only on a search-result snippet. A proposed or submitted document is not the same as an approved or issued one. An as-built record is a different stage from an approved plan. If two plan files have different revision labels or dates, preserve those details and ask the records office which record is the approved set for the permit you identified; do not infer that the newest-looking file is automatically the governing one.

Check federal trackers for covered infrastructure reviews

If the project is a large or complex infrastructure project undergoing federal environmental review, search the Federal Infrastructure Permitting Dashboard. It tracks federal environmental review and authorization processes for projects within its scope. EPA’s permits website consolidates federal permitting information and displays status information for EPA permits on covered FAST-41 projects.

These tools supplement local permit research; their stated scope does not mean every major project will appear in them. A missing dashboard result is not proof that a project has no permits or environmental review. Continue with the local planning and permitting offices and, where applicable, the responsible federal agency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the federal sources for the question they are designed to answer: whether a covered federal environmental review or authorization process is being tracked, and what status information is available there. They are not a universal index of every local building permit or a guarantee that complete construction drawings are posted. If the project does not appear, return to the site jurisdiction and identify the project type and lead agencies before concluding that a record is missing.

Use specialist agency records when the project type calls for them

Electric transmission

For an electric transmission facility with a Federal Energy Regulatory Commission (FERC) proceeding, use FERC’s eLibrary and search using the project docket number. FERC says pre-filing and application materials are available there. The docket number is especially helpful for distinguishing a specific proceeding from similarly named projects.

Use eLibrary as an additional source for the FERC proceeding, not as a replacement for local records. A project may involve more than one agency and more than one record system. If you have only the project name, look for a docket number in agency materials or notices, then use that number to narrow the eLibrary search.

Work involving regulated waterways or related federal authorizations

For U.S. Army Corps of Engineers (USACE) applications under Section 404, Section 10, or Section 408, check the agency’s Regulatory Request System. It lists active applications, notices, and status. This is a specialist source for those authorizations, not a substitute for the local building-permit or planning record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the project type to decide whether a specialist search makes sense. FERC eLibrary identifies pre-filing and application materials in relevant transmission proceedings, and the USACE system identifies active applications, notices, and status under the listed sections. These examples do not imply that every infrastructure project uses either system. Keep a note of which agency and authorization you searched so that a specialist result is not mistaken for the full project file.

Request plans that are not posted online

When a portal shows a permit but no drawings, contact the agency’s records custodian or use its public-records procedure. Ask for the approved plan set and give the project address plus the permit, plan, or case number. Specify which documents you want—for example, approved building plans, site-development plans, or a particular plan revision—and ask whether inspection, copying, or appointment fees apply.

  1. Find the records route: check the permit or planning page for a plan-request, microfilm, public-records, or appointment process.
  2. Identify the record: include the address and all known permit, plan, parcel, or case numbers; a project name alone may be insufficient.
  3. Describe the materials: request the relevant approved plan set or named document types, not simply “all project information.”
  4. Ask how access works: confirm whether the plans can be emailed or copied, must be viewed in person, require an appointment, or incur fees.
  5. Track the response: note the request date, agency, record reference, and any revision or approval date provided.

A request is easier to route when it points to a known record and states what you need. If you want a plan set, say whether you mean approved building plans, site-development plans, or a particular revision. If the portal lists a permit number and project address, include both. If you have a parcel or planning-case number as well, include it too. Ask whether the agency offers inspection, copying, or appointment access and whether fees may apply before traveling or expecting a digital copy.

Seattle says its most recent construction plans are generally not listed online and may be requested in writing. Its guidance directs people seeking approved building plans associated with an issued permit to provide the permit number and project address to the microfilm library; some facility plans are unavailable to the public. Portland accepts public-records requests for available building and site-development plans and says fees can depend on complexity. San Diego’s guidance says viewing building plans requires an appointment. Check the current rules of the relevant office before visiting or assuming a copy will be provided.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The examples show why it is worth checking the local process before making assumptions. “Not online” can mean a request is needed, plans may be available for in-person viewing, or a particular category is not available to the public. Seattle’s published instructions include a written request route for plans associated with an issued permit, while San Diego describes appointment-based viewing. Portland’s process covers available plans through public-records requests, with fees potentially depending on complexity. These procedures are local examples, not rules for every jurisdiction.

Expect access restrictions and practical limits

Not every plan set is public or available in a downloadable form. Seattle specifically notes that plans for certain buildings, including jails and infrastructure facilities, are unavailable to the public. Other records may be request-only, appointment-only, or subject to local restrictions. An agency’s online status page may still be useful even when the underlying drawings cannot be released.

When asking for records, distinguish the information you need. A permit status, an approved site plan, and detailed construction drawings are different records and may have different access rules. If detailed plans are restricted, ask whether the agency can provide public permit information, an inspection record, or another non-restricted document that answers your question.

Do not assume that a denial or missing online file means no approval exists. It may indicate that the plans are held through another process, are not published online, require an appointment, or cannot be disclosed. Conversely, finding a permit status page does not mean the underlying plan drawings are accessible. Keep your request focused on the information you need and ask the custodian which related record, if any, is available under the applicable access rules.

A practical source map

Source Best use Useful search key Access caveat
City or county permit and planning portals Local permit activity, related records, land-use cases, and posted documents Address, parcel, project, permit, or case number Coverage and plan availability differ by jurisdiction; drawings may require a separate request.
Federal Infrastructure Permitting Dashboard Federal environmental review and authorization tracking for covered large or complex infrastructure Project name or available project identifier Its scope is limited; not every major project is established to appear.
EPA permits website Federal permitting information and status for EPA permits on covered FAST-41 projects Project name or available permit details Supplements rather than replaces local searches; coverage is not universal.
FERC eLibrary Pre-filing and application materials for electric transmission proceedings before FERC FERC docket number Relevant to FERC proceedings, not every transmission project or local permit.
USACE Regulatory Request System Active applications, notices, and status for specified USACE regulatory requests Project or application details Relevant to Section 404, Section 10, and Section 408 applications.

Compare sources by jurisdiction, project type and lead agency, identifier available, document type, access route, record date or version, and possible restrictions or fees. That comparison prevents common category errors: a federal tracker is not a local permit index; a status result is not necessarily a drawing; and an agency docket for one authorization is not the complete set of approvals for a site.

What to do when a search comes up empty

  • Try another identifier: switch from the project name to its street address, parcel number, permit number, or docket number.
  • Check adjacent record types: search the planning or land-use case as well as the construction permit; documents may be filed under a related approval.
  • Verify the jurisdiction: confirm the project parcel is within the city or county portal you searched.
  • Contact the responsible office: ask which record system covers the site and how to request documents not posted online.
  • For federal proceedings, use the right tracker: check the dashboard for covered federal infrastructure reviews and specialist dockets where the project type warrants them.
  • Ask about restrictions: a missing drawing could be unavailable online, require an appointment, or be withheld under access rules; do not assume the project lacks approved plans.

If you cannot identify the right office, use the project site’s jurisdiction as the next question: which city or county handles permits for this parcel? Once you have that answer, ask the planning or permitting office which portal or records custodian covers the project. If a search returns a related case but not the drawings, use the number on that case to ask about the linked permit or plan record. Keep the federal search separate from the local one and pursue a specialist system only when the project type and proceeding make it relevant.

Keep a reliable record of what you find

Save the portal page or record number alongside each document, and note the date retrieved and the revision or status printed on it. If you later request updated plans, those details help the records custodian locate the correct file and help you avoid treating an older approval as a current construction drawing. For a project with several agencies, maintain a separate entry for each authority and record type rather than treating one portal result as the entire project file.

A simple log can include the agency, portal or docket, identifier searched, document name, status, revision or date, retrieval date, and any access note such as “request required” or “appointment needed.” This is especially useful when a project has linked local cases and a separate federal proceeding. It lets you distinguish what you found from what remains outstanding and makes a follow-up request specific instead of repeating the search from scratch.

Frequently asked questions

How do I find permits for a construction project near me?

Start with the city or county that covers the project site. Search its permit tracker and planning or land-use portal by address, parcel number, project name, or permit/case number. Open related records because the building permit and planning approval may be filed separately.

How can I see the plans for a nearby development?

First check the local permit and planning records for posted documents. If the plans are not online, use the jurisdiction’s plan-request or public-records process and provide the project address plus any permit, plan, parcel, or case number. Ask whether the plans can be copied, must be viewed by appointment, carry fees, or are restricted.

Where can I check a major infrastructure project’s permit status?

Use local permitting and planning records for site-specific permits and approvals. For a covered large or complex federal infrastructure review, also check the Federal Infrastructure Permitting Dashboard and EPA’s permits site for covered FAST-41 status information. A transmission proceeding or specified USACE authorization may have its own agency system.

What should I do if the building plans aren’t online?

Contact the records custodian and request the approved plan set by address and permit or plan number. Name the document type or revision you want and ask about inspection, copying, appointments, fees, and restrictions. Some jurisdictions provide plans only through a separate request or in-person process, and some plans are unavailable to the public.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does an empty federal dashboard search mean the project has no permits?

No. The federal dashboard and EPA permits resource have defined coverage and supplement local searches; they are not universal indexes of every project or local permit. Verify the local jurisdiction and continue with the relevant agency records.

The Bottom Line

Start locally, search with multiple identifiers, and follow linked planning and permit records. Use federal trackers and specialist agency systems only for the reviews and project types they cover. When plans are missing, request a specific record from the local custodian and check the access rules; online status, approved drawings, and current field plans are not interchangeable.
