Start with the U.S. Environmental Protection Agency’s Disaster Debris Recovery Tool and your state or city environmental-agency directory. Use the Construction & Demolition Recycling Association’s Find a Recycler directory to filter by location and material, then check the current Recycling Certification Institute (RCI) certified-facility listing when your project needs independently verified recovery data. Before loading a truck, call the facility to confirm accepted materials, contamination limits, hazardous-material exclusions, hours, fees, permits, and the exact scale tickets or diversion report it supplies.
What a certified construction-debris facility actually means
There is no single nationwide definition of certified for construction and demolition (C&D) recycling. The meaning depends on the jurisdiction, the facility’s process, and the requirement you must satisfy. A state operating certificate, a city-approved-processor listing, an RCI evaluation, and a certification accepted for a LEED credit are different forms of evidence.

| Certification or approval | What it establishes | What to verify |
|---|---|---|
| State C&D operating authorization | The operator meets that state’s requirements to run a C&D processing or disposal facility. | Permit or registration number, active status, covered process, and any operator-qualification rule. |
| City or county approved-processor list | The facility is accepted for a local ordinance, franchise, public project, or diversion program. | Current list, effective dates, material category, and the project’s required diversion calculation. |
| RCI certified facility | RCI evaluates the credibility of recovery and recycling data and publishes facility information, rates, and evaluation reports. | Current directory entry, evaluation report, reporting period, rate definition, and renewal status. |
| LEED-eligible facility documentation | The facility’s independent certification and records satisfy the exact LEED version and credit requirements. | LEED version, accepted certification body, facility scope, weight tickets, and downstream documentation. |
Ohio illustrates how specific state rules can be. Ohio EPA requires a certified operator to be on site or reasonably available every operating day. Its current operator-certification path includes 12 months of operating experience and 10 hours of approved education. Los Angeles publishes a city-certified mixed-C&D processor list with recycling rates for calendar year 2026; the list was updated August 27, 2026. San José requires third-party certification and annual registration for city-certified facilities. These examples are not interchangeable standards: identify the project’s city, county, state, owner, and green-building program before treating a facility as compliant.

Define the load before you search
Directories are only useful when you search for the material you actually have. Make a written load profile before requesting quotes. Separate materials by type and note whether each is clean, painted, wet, mixed, or potentially contaminated.

- Clean, painted, pressure-treated, or engineered wood
- Drywall or gypsum board
- Ferrous and nonferrous metals
- Glass
- Soil, rock, and excavation material
- Roofing, carpeting, and other site-clearance materials
- Salvaged fixtures, doors, cabinets, and other reusable components
- Any suspected lead- or asbestos-containing material, refrigerant-containing equipment, or contaminated soil
EPA identifies concrete, wood, metals, glass, asphalt, brick/block, and salvaged components as commonly recoverable C&D materials. That does not mean every facility accepts every item, or that it accepts them in a mixed load. A recycler may take clean dimensional lumber but reject treated wood, or accept concrete only when it is free of soil, drywall, and trash.
Search authoritative directories first
Use the EPA Disaster Debris Recovery Tool
Enter the job ZIP code in EPA’s Disaster Debris Recovery Tool, then filter for the material and facility type that match your load. The tool covers all 50 states and several territories and describes more than 20,000 facilities across twelve recycler and landfill types. An August 2026 update added each facility record’s source and last-updated fields, which helps you judge whether a listing is current.
Treat the map as a starting point, not proof that a facility is open, permitted for your material, or currently certified. Record the listing date and source, then confirm details directly with the facility and the applicable environmental agency.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsUse the CDRA Find a Recycler directory
Search the Construction & Demolition Recycling Association’s Find a Recycler directory by location and material. It is useful for finding nearby processors and narrowing a long list to facilities that advertise the right waste stream. Ask every candidate to confirm the same information by phone; directory entries can lag behind changes in ownership, hours, accepted materials, or permits.
Understand the limits of EPA’s I-WASTE data
EPA’s I-WASTE universe also lists C&D recyclers. Version 7.1 contained 2,435 C&D recycling facilities, but that C&D-recycler dataset was last refreshed in February 2021. Use it as a broad reference rather than as evidence that a particular 2026 facility is operating or certified.

Check local rules before choosing a facility
Open the state or city environmental-agency link from EPA’s State Demolition Information page. Local requirements can change the acceptable destination even when a private recycler is closer or advertises a higher recovery rate.
- Source separation: Some jurisdictions require concrete, wood, drywall, and metals to be separated at the job site.
- Minimum diversion: An ordinance or contract may require a specified percentage of total project waste to be diverted.
- Approved processors: A city-funded or permitted project may allow only facilities on a current municipal list.
- Certified operator: State rules may require a qualified operator to be present or available during operating hours.
- Effective dates: A list or rate schedule can apply only to a stated calendar year or contract period.
For a public project, follow the owner’s specification and the issuing agency’s list even if another facility offers a lower tipping fee. For a private project, keep the applicable ordinance or permit page in the job file so the basis for your choice is clear.
Verify the certification and the recovery-rate claim
Check RCI’s current listing and evaluation report
When a contractor, owner, or green-building program requires independently verified recovery data, open the current RCI certified-facilities listing and the facility’s evaluation report. RCI says its protocols are intended to produce data that are real, verifiable, reproducible, and reasonable. Its review requires facility information such as the street address, permits, scales, operating hours, inbound and outbound tonnage, contact details, and continuing monthly data.
Do not rely on an old public page simply because it appears in a search result. Confirm the facility’s current directory entry, the reporting period covered by the evaluation, and the process line included in the certification. A certification may apply to mixed C&D processing but not to a separate asphalt or organics line at the same site.
Read the rate definition, not just the percentage
Ask whether the published figure is gross recovery, recovery excluding alternative daily cover (ADC), or another defined metric. Two facilities can report different percentages from similar loads because they classify ADC, residue, soil, or transfer tonnage differently. Request the written definition and the period measured before comparing rates.

Match LEED evidence to the exact credit
For LEED work, confirm the exact LEED version and credit language with the project’s sustainability professional. USGBC guidance says the certification organization continuously monitors certified facilities to ensure that they operate legally and meet minimum program requirements for facility certification and recycling rates. That statement does not replace the project’s submittal rules: obtain the facility’s independent third-party certification, current status, accepted material scope, and the weight and destination records required by the applicable credit.
Call before loading: the verification script
A phone call can prevent a rejected truck, a second tipping fee, or unusable diversion paperwork. Give the facility your project location, estimated tonnage, truck or container type, and the complete material list. Ask these questions in order:
- Material acceptance: Do you accept each listed material, and can they be delivered together?
- Separation: Must concrete, asphalt, wood, drywall, metals, soil, or roofing be source-separated? Are mixed loads charged differently?
- Contamination: What limits apply to dirt, food waste, plastic, insulation, moisture, nails, or other residue? Is there a load-rejection or re-sorting charge?
- Regulated materials: Do you accept treated wood, lead-painted material, asbestos-containing material, contaminated soil, refrigerants, or appliances? If not, what licensed route do you require?
- Quantity and pricing: Is there a minimum load, minimum charge, per-ton tipping fee, sorting fee, container fee, fuel surcharge, or tax?
- Operations: What are the current hours, appointment rules, holiday closures, queue expectations, truck dimensions, and scale procedures?
- Documentation: Will you issue certified scale tickets, inbound and outbound weights, a monthly diversion report, downstream end-market records, or LEED-ready documentation?
- Certification: What permit, registration, or third-party certification is current, what process does it cover, and when does it expire or require renewal?
Ask the representative to email the accepted-material policy, fee schedule, and documentation description. Keep that written confirmation with the quote.
Compare facilities by delivered project cost and proof
The lowest posted tipping fee is rarely the same as the lowest total cost. Compare at least two real options using the same estimated tonnage and load composition.
| Comparison factor | Questions to answer | Why it changes the decision |
|---|---|---|
| Distance and transport | What are the round-trip miles, travel time, tolls, and fuel costs? | A farther facility can cost more even with a lower gate fee; a nearby facility may reduce truck time and emissions. |
| Accepted materials | Will the facility take the exact mix, or will rejected items require a second trip? | Acceptance and contamination rules determine whether the quoted price is realistic. |
| Certification validity | Is the permit, city listing, operator credential, or RCI evaluation current for the delivery date? | An expired or out-of-scope credential can invalidate project documentation. |
| Recovery-rate method | Is the rate gross, ADC-excluded, or another defined measure? What period does it cover? | Comparable percentages require comparable definitions. |
| All fees | What are tipping, sorting, container, minimum-load, rejected-load, and account fees? | Ancillary charges often exceed the apparent difference in gate rates. |
| Documentation | Are tickets issued at the scale, and how quickly are diversion or downstream reports delivered? | Missing records can jeopardize owner reporting, payment, or LEED submissions. |
| Access and scheduling | Can your truck enter safely, and are appointments or wait times required? | A facility that cannot handle your vehicle or schedule can delay the project. |
Calculate the delivered cost as transport, container and labor costs, tipping and sorting charges, minimum-load charges, and any expected rehandling. Then evaluate whether the facility can supply the proof your contract requires. A higher published recovery rate is not automatically better if the facility rejects part of the load or cannot document the result.

Prepare records that stand up to an audit
Create one waste file for each project and update it as trucks leave the site. Include:
- The facility name, street address, phone number, hours, and dispatch contact.
- Permit or registration number, issuing agency, current status, and covered process.
- Certification body, certificate or listing date, covered material line, and expiration or renewal date.
- The accepted- and rejected-material policy, including hazardous, lead, asbestos, treated-wood, and contaminated-soil rules.
- The facility’s written recovery-rate definition and the period it covers.
- Quotes, purchase orders, contracts, and appointment confirmations.
- Certified scale tickets showing date, vehicle, inbound weight, outbound weight, net tonnage, and material description.
- Manifests, photographs when required, and downstream or end-market documentation.
- Monthly diversion or recycling reports and any LEED-specific form supplied by the facility.
- Your project waste log, with each ticket matched to the load type and destination.
Reconcile the facility’s inbound tonnage with your job-site waste log. Investigate unexplained differences before submitting a final diversion report; a missing ticket is much harder to replace months later.
Know the safety and legal boundaries
EPA describes C&D landfill material as waste from roadwork, excavation, demolition, construction, renovation, and site clearance. A normal C&D recycler or landfill is not automatically authorized for hazardous waste. EPA states that hazardous waste is excluded unless the facility meets applicable standards, and that lead- and asbestos-containing building materials are regulated.
Never put suspected asbestos, lead-contaminated debris, contaminated soil, refrigerants, solvents, or other regulated waste into an ordinary mixed C&D load. Stop work in the affected area, obtain the required inspection or testing, use a qualified specialist contractor, and send the material through the legally approved disposal route. Keep those manifests separate from ordinary recycling tickets.

What to do when a facility rejects your load
Rejected for contamination
Ask the scale operator to identify the specific contaminants and whether you may remove them on site or must pay for re-sorting. Photograph the load, obtain the rejection or adjustment ticket, and update the project’s waste log. Do not send the same mixed load to another facility without removing the cause of rejection.
Rejected because the material is regulated
Keep the material isolated. Contact the project’s environmental consultant or a licensed hazardous-material contractor and obtain the required profile, manifest, and disposal destination. A general recycler’s acceptance email is not a substitute for regulatory approval.
Rejected because documentation is insufficient
Ask whether the facility can provide corrected scale tickets, a signed load summary, or a current diversion report. If the required third-party certification is unavailable, notify the owner or sustainability professional immediately and document the alternate compliant destination before delivering more material.

When the cheapest option is actually cheapest
There is no universal cheapest place to dump concrete, wood, drywall, or asphalt because rates vary by region, material purity, tonnage, truck size, and contract. The practical low-cost choice is the facility that accepts the load without expensive sorting or rejection, is close enough to limit transport, has no unfavorable minimum-load charge, and supplies the records your project needs.
Clean, source-separated loads often have more disposal options than mixed loads, but separation has labor and container costs. Compare the complete delivered cost of separating at the job site with the price of a mixed-load processor. For large projects, request a written rate for the estimated tonnage and ask whether the rate changes by material or monthly volume. Reconfirm the quote before the first haul if the project schedule or material mix changes.
Final pre-haul checklist
- Load composition and estimated tonnage are written down.
- Every suspected regulated material has a separate, approved handling route.
- The facility appears in an authoritative directory or current local approved list.
- Permit, registration, or third-party certification is current and covers the receiving process.
- Accepted materials, contamination limits, fees, hours, and appointment rules are confirmed in writing.
- Truck, container, covering, and scale procedures are understood.
- Scale tickets, diversion reports, and downstream documentation have been requested.
- The facility quote and certification evidence are stored with the project waste log.
Following this sequence gives you more than a nearby drop-off address: it gives you a lawful destination, a predictable delivered cost, and records that can support an owner audit, municipal requirement, or LEED submission.
