Do not choose new windows, rooflights or vents from photographs or rules of thumb. First complete a room-by-room existing-conditions survey; then measure illuminance and occupied-space carbon dioxide, verify airflow where the decision is consequential, and compare renovation options with climate-based daylight and ventilation modelling. This sequence reveals which rooms are dark or stagnant, why they perform poorly, and whether an opening-only, mechanical, or mixed-mode solution will work without creating glare, overheating, noise, security or indoor-air-quality problems.
Why daylight and ventilation must be evaluated together
Daylight and outdoor-air supply are linked but not interchangeable. A larger window can improve light and provide a route for air, yet it can also add solar heat, glare, traffic noise and security exposure. A rooflight may brighten a deep room while offering no useful cross-ventilation. A fan can dilute pollutants in a room with poor daylight, but it adds energy use, maintenance and acoustic issues.

Ventilation demand changes with the number of people, activity, heat and pollutant sources. Building fabric, glazing, shading, orientation and infiltration also affect performance (CIBSE, 2015). A community building may contain an assembly hall, classroom, office, kitchen, workshop and care space; each has different occupancy patterns and risk. Treating the whole building as one average room can hide a problem in a crowded or poorly connected space.
The outcome you need is an auditable comparison of the existing building and realistic renovation options. Record assumptions, weather data, occupancy schedules and control settings so a designer can reproduce the result and a contractor can build to it.

1. Build a room-by-room existing-conditions schedule
Start with every occupied room and circulation space. Assign each a unique name or number and draw a simple plan showing openings, obstructions and airflow paths. Visit during normal operation, not only when the building is empty.
| Record | What to capture | Why it changes the decision |
|---|---|---|
| Geometry | Floor area, ceiling height, room depth and connection to adjacent spaces | Determines daylight penetration, room volume and air-change calculations |
| Orientation and exposure | Window-wall orientation, roof orientation, nearby buildings, trees, walls and canopies | Controls sun, sky view, wind exposure and external obstruction |
| Openings | Window and skylight dimensions, glazing type and condition, opening type, openable area, trickle vents, louvers and doors | Separates nominal glass area from usable daylight and effective air inlet area |
| Shading | Blinds, curtains, overhangs, external fins and whether users keep them closed | Shading can prevent glare and heat but eliminate the daylight expected on paper |
| Use and occupancy | Activity, usual and peak headcount, operating hours, schedules and density | Sets lighting needs, CO2 generation, heat gains and ventilation demand |
| Air systems | HVAC mode, exhaust fans, supply grilles, extract points, controls and operating times | Shows whether air is actually supplied and removed, and whether mixed-mode operation is possible |
| Pollutants and heat | Kitchens, workshops, cleaning chemicals, printers, damp, combustion, dust and overheating complaints | CO2 alone cannot identify every contaminant or source-control failure |
| Behaviour and constraints | Windows normally kept closed because of noise, security, weather, allergies or comfort | An opening that occupants will not use is not a dependable ventilation strategy |
Photograph each elevation and interior, including blinds in their normal position. If possible, repeat exterior photographs in morning, midday and afternoon conditions to document seasonal or time-dependent shading. Note blocked vents, painted-shut sashes, failed actuators, dirty glazing, water damage and signs that exhaust air is short-circuiting back to an intake.
2. Establish a daylight baseline
Measure illuminance where people actually work
Use a calibrated or good-quality digital lux meter at representative work surfaces: desks, teaching tables, activity benches, reading areas and circulation routes. Keep a consistent grid and record date, time, sky condition, electric-light state, blind position and occupancy. Take readings near the window, in the middle of the room and in the darkest usable zone. A short log over several sky conditions is more informative than one bright-day snapshot.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Illuminance observations identify dark zones and likely causes such as a deep floor plate, external obstruction, dirty glazing or closed blinds. Record glare, reflections on screens, direct sun, view quality and whether users alter blinds to remain comfortable. A room can have a high reading at one point and still fail because light is uneven or glare makes the space unusable.
Use the right method for option comparison
For renovation choices, commission climate-based daylight modelling consistent with BS EN 17037. CIBSE’s RI07: Daylight calculation methods (2023) describes illuminance and daylight-factor methods, computational grids and weather datasets. The newer standard relies on climate-based modelling and more detailed computational methods than the former daylight-factor-only approach (CIBSE, 2023). Existing openings can be assessed to inform improvements (CIBSE Journal, 2022).

Ask the modeller to show spatial distribution, not only a single average. Include the actual glazing transmittance, frame geometry, external obstructions, shading schedules, room reflectances and local weather file. Model electric-light controls separately if the project will use daylight dimming. Compare glare and solar exposure alongside daylight availability; adding glass without shading can make a room brighter but less usable.
Interpret a lux meter correctly
- A lux meter gives an instantaneous or logged illuminance value at its sensor; it does not predict annual daylight availability.
- Readings vary with cloud, season, surface reflectance, furniture and electric lights, so retain the measurement conditions with every value.
- It does not replace BS EN 17037 modelling for design decisions, compliance evidence or comparison of rooflights and window configurations.
- Use the baseline to target interventions: clean or repair glazing, reopen blocked areas, alter shading, introduce a lightwell, add rooflighting, or redesign the room before enlarging openings.
3. Screen natural ventilation with occupied-space CO2
Place the meter in the breathing zone
Use a calibrated or quality non-dispersive infrared (NDIR) CO2 meter. Place it approximately 75–120 cm above the floor, near the breathing zone, at least 0.5 m from people where practicable, and away from windows, doors and supply vents. Sample multiple locations, especially the highest-density room and areas that look or feel stagnant. Do not place the sensor directly in an exhaled plume or beside a fresh-air inlet.

Log during normal operation and, where relevant, during the busiest period. Record occupancy, doors and windows, HVAC mode, outdoor weather and any unusual activity. Repeated measurements reveal whether a high value is persistent, linked to a schedule, or caused by a single event. The Singapore National Environment Agency (NEA) says the average CO2 level over a five-minute location measurement provides a quick assessment of ventilation adequacy and recommends this 75–120 cm placement range (updated 2026).
| Reading or observation | How to use it | Qualification |
|---|---|---|
| About 800 ppm or higher | Investigate controls, outdoor-air supply and occupancy; NEA identifies 800 ppm as an intervention level for enclosed air-conditioned spaces in its stated context. | It is a context-specific action level, not a universal code limit. |
| About 1,000 ppm | Use as a UK screening benchmark for effective ventilation and investigate sustained exceedance. | UK government summary guidance (2020) stresses careful interpretation and lower targets for higher-risk activities; it is not a universal statutory limit. |
| Rapid rise after occupancy | Suggests outdoor-air delivery is not keeping pace with people, or that controls are off or closed. | Confirm with repeated measurements and an airflow assessment. |
| Low CO2 with odour, damp or dust | Look for non-occupant sources, moisture, filtration or local exhaust failures. | CO2 is a proxy for people-related dilution, not a complete indoor-air-quality test. |
Do not use a single CO2 snapshot to declare a room safe or unsafe. CO2 does not measure particulates, formaldehyde, cooking contaminants, humidity, biological aerosols or combustion products. Source control, filtration, humidity control and specialist sampling may be needed for those hazards.
4. Check openings, airflow paths and controls
Walk the intended airflow path from outdoor intake to occupied zone and out through an exhaust. Confirm that windows, trickle vents, louvers and exhaust fans open fully, are not obstructed, and can be operated by the people responsible for the room. Check whether a door is expected to act as a transfer path and whether fire or privacy requirements prevent that.

- Identify intake locations near traffic, loading bays, kitchen discharge, toilets, workshops or other contamination sources.
- Check that exhaust outlets do not discharge toward windows or neighbouring intakes.
- Record control logic: manual, timer, temperature, CO2, BMS or interlocked operation.
- Ask staff whether controls are understandable and whether noise, draughts, security or rain causes them to disable ventilation.
- Look for pressure effects from extract fans, lift shafts, chimneys and sealed replacement windows.
A hot-wire anemometer or other appropriate instrument can provide an indicative air-speed check, but spot velocity is not the same as outdoor-air flow rate. For a decision affecting compliance, health, comfort or major capital work, use a qualified tester for direct outdoor-air measurement, tracer-gas decay or another validated method. Tracer-gas testing can show how quickly a room is purged and whether dead zones or short-circuiting exist. Validated airflow or computational-fluid-dynamics modelling can test options before construction.

Natural ventilation is often expressed as air changes per hour (ACH), the number of times per hour the room’s entire air volume is changed (CIBSE, 2015). Calculate it only with a defensible airflow estimate: ACH = outdoor-airflow (m³/h) ÷ room volume (m³). CIBSE cites 5–15 ACH as a typical industrial range, not a universal target for community rooms. Required flow depends on use, occupancy, pollutants, comfort and local rules.
5. Model the existing building and each serious option
Model at least the existing case and every option that could realistically be funded and built. CIBSE AM10 (2026) organizes natural-ventilation decisions around air-quality requirements, design flow rates, thermal comfort, system integration and controls. Use local weather files and the actual occupancy schedule; document all assumptions.
| Criterion | Questions for the comparison |
|---|---|
| Daylight | How much usable daylight reaches the work plane, and how evenly is it distributed? |
| Glare and solar gain | Will direct sun, reflections or summer heat force blinds to remain closed? |
| Ventilation | What outdoor-air rate is achievable at realistic opening positions and wind conditions? |
| Thermal comfort | Are there draughts in winter or overheating hours in summer? |
| Indoor air quality | Are kitchens, toilets, workshops and other pollutant sources separately captured? |
| Energy | Will reduced electric lighting offset fan, cooling or heating energy? |
| Acoustics | Can windows remain open beside roads, railways, sports areas or events? |
| Security and safeguarding | Can openings be secured, limited and supervised during occupied hours? |
| Maintenance | Who will clean glazing, operate blinds, test sensors and service fans? |
| Capital cost and disruption | What structural, roof, electrical, access and phasing work is required? |
Compare controllability as well as capacity. A window that provides adequate airflow only in a narrow wind direction is less robust than a smaller opening combined with a controllable extract system. Conversely, a mechanical system that is routinely switched off for noise will not deliver its design rate.

Improve or add windows
Windows can provide view, daylight and purge ventilation. Prioritise orientation, shading, secure night-ventilation provisions, acoustic performance and a useful openable area rather than glass area alone. Check sill height, guarding, accessibility, fall protection and whether furniture will block the opening.

Add rooflights or lightwells
Rooflighting can address dark zones in deep-plan rooms where perimeter windows cannot. Model summer solar gain, glare, maintenance access, roof integrity, fire performance and the possibility of controlled night purge. A rooflight does not automatically create a through-flow path; pair it with a deliberate inlet and exhaust strategy if ventilation is required.
Use trickle vents, louvers or high-level openings
These can provide background air while limiting draughts and security exposure. Verify free area, acoustic rating, weather resistance, filter maintenance and whether wind pressure or stack effect is sufficient. High-level openings may help buoyant warm-air exhaust but need a low-level replacement-air path.
Install or upgrade mechanical ventilation
Mechanical supply, extract or balanced heat-recovery systems offer predictable flow and filtration when outdoor noise, pollution, security or weather makes windows unreliable. Allow space for ducts, plant, access panels, condensate, controls and replacement parts. Commission the system, verify actual flow and set controls that occupants can understand.
Use a mixed-mode strategy
Mixed-mode operation combines natural and mechanical ventilation, switching or modulating according to temperature, CO2, outdoor conditions and occupancy. Define the changeover logic, interlocks and override procedure. Model the transitions so simultaneous open windows and mechanical extract do not create draughts, excessive heat loss or contaminated-air paths.

7. A practical pre-renovation workflow
- Define spaces and operating conditions. Create the room schedule, map openings and services, record occupancy and schedules, and photograph obstructions and shading.
- Survey daylight. Log illuminance at representative work surfaces under several sky and occupancy conditions; document glare, reflections and view quality.
- Screen ventilation. Place NDIR meters correctly, measure in multiple locations during representative or peak occupancy, and retain five-minute averages and operating notes.
- Check airflow and controls. Inspect opening operation and intake/exhaust separation; use indicative instruments only within their limits and commission qualified testing where the decision is consequential.
- Model and compare options. Include the existing case and each serious option, using local weather and occupancy assumptions; compare daylight, glare, airflow, comfort, IAQ, energy, noise, security, maintenance and cost.
- Obtain professional sign-off. Have a building-services engineer or qualified daylight consultant confirm local code, fire and smoke-control interactions, accessibility, acoustic and security impacts, overheating risk and mixed-mode feasibility.
8. Common mistakes and how to correct them
- Measuring only on a sunny day: repeat readings under varied sky conditions and model annual performance.
- Putting the CO2 sensor beside a window or vent: move it into the breathing zone and sample several locations.
- Using one reading as a verdict: repeat during representative and peak occupancy and record controls and occupancy.
- Assuming low CO2 proves good IAQ: investigate moisture, dust, odours, combustion and process contaminants separately.
- Counting window area instead of openable area: document the unobstructed opening and the actual control position.
- Ignoring user behaviour: design for noise, security, rain, glare and comfort constraints that cause people to close openings.
- Adding glass without shading analysis: test glare and solar gain with realistic blind schedules.
- Leaving ventilation assessment until late design: USGBC guidance recommends assessing natural ventilation early because capital- and time-intensive changes may otherwise arrive too late.
- Applying an industrial ACH figure to a community room: treat CIBSE’s 5–15 ACH industrial range as contextual, not a universal requirement.
9. When professional sign-off is essential
Commission specialist review when the project changes structure or roof openings, affects fire or smoke control, serves vulnerable occupants, introduces kitchens or workshops, relies on mixed-mode operation, or involves major mechanical plant. The consultant should verify local statutory requirements, because no jurisdiction is specified here and the screening values above are not universal code limits.
Require a clear record of room areas, ceiling heights, opening locations and openable areas. USGBC guidance identifies this documentation as part of an early natural-ventilation assessment. Ask for measured or modelled airflow, daylight distribution, glare and overheating results, control sequences, commissioning criteria and a maintenance plan—not only a statement that the building is “well ventilated” or “full of natural light.”
