To estimate a home renovation in Azerbaijan, define the work, measure the areas and quantities involved, and price each item against a written scope. A single AZN-per-square-metre figure cannot reliably predict your final bill: one Baku contractor’s published package rates are provider-specific starting prices, while official statistics track construction-price trends rather than household renovation costs.
Why there is no reliable nationwide renovation rate per square metre
A square-metre rate can be a rough starting point, but it hides differences in property condition, work scope, materials, fittings and structural changes. The available 2026 package figures below come from one Baku contractor; they are not an official rate or a representative Azerbaijan-wide survey.

CRM Construction lists Economy at 300 AZN/m², Standard at 400 AZN/m² and Premium at 550 AZN/m² on its Baku renovation and construction prices page. These are the contractor’s published package prices, not a guaranteed final quote. The page says the packages share five work sections and differ by material level and origin: Economy materials are associated with Azerbaijan, Standard with Turkey, Russia and Iran, and Premium with Italy and Turkey.
The contractor says its package prices include materials, transport, construction-waste removal and engineering supervision. It excludes bathroom fittings, a boiler and radiators, bespoke design elements, and kitchen furniture and appliances; VAT is also excluded. It says the final price depends on the property’s area and condition, the actual work scope, selected package and material level, and any additional structural work, with the exact amount confirmed after measurement. Confirm current prices and inclusions with the provider before using them in a budget.

What official construction-price figures can tell you
The State Statistical Committee of the Republic of Azerbaijan’s 2026 yearbook, Construction in Azerbaijan, provides sector context. Its producer-price index table compares each year with the preceding year. For 2025, the national construction and installation index was 101.7, while the dwelling construction index was 101.1. Baku’s corresponding values were 101.6 and 101.0. These index values indicate movement relative to the prior-year comparison base of 100; they are not AZN/m² renovation prices or a way to calculate an individual home’s bill.
The five-year sequence can help show how the official trend has moved, but it still does not substitute for current supplier prices and a measured contractor quote.

| Year | National construction and installation | National dwelling construction | Baku construction and installation | Baku dwelling construction |
|---|---|---|---|---|
| 2021 | 102.2 | 101.5 | 101.9 | 101.7 |
| 2022 | 102.9 | 102.9 | 102.5 | 102.7 |
| 2023 | 103.5 | 103.7 | 103.6 | 104.3 |
| 2024 | 101.3 | 101.0 | 101.4 | 101.1 |
| 2025 | 101.7 | 101.1 | 101.6 | 101.0 |
All figures are producer-price index values published by the State Statistical Committee, not renovation prices. The 2026 yearbook covers sector indicators over 2000–2025 and is useful for background on construction activity, not for pricing a homeowner’s project.
Build a preliminary budget from measured work
Start with a room-by-room scope and a list of quantities. A Baku provider says its preliminary estimate starts with property area, while its exact estimate follows a site measurement and assessment of the actual work scope. That is a useful distinction: area can help frame an early discussion, but measured tasks make quotes more meaningful.

- Set the boundary. Decide whether the project is a cosmetic refresh, room-by-room refurbishment, full apartment or house renovation, or work involving structural or building-system changes. Write down what is outside the estimate, such as kitchen appliances or bathroom fittings, so they are not accidentally treated as included.
- Measure each room and work area. Record floor area, wall area where needed, ceiling area, openings and relevant lengths. A tape measure is enough for many homes; an optional laser distance meter may make recording dimensions easier. Keep measurements tied to the room and surface they describe.
- Convert the scope into quantities. List the area to demolish, prepare, tile, paint or install; lengths of wiring, pipes or trim; and counts of fixtures, doors or outlets. Ask the relevant tradespeople to confirm quantities for technical work.
- Specify materials and separate costs. Where possible, record materials and labor separately, including product specification, quantity, unit price, labor rate, delivery, waste removal and who buys each item. Compare equivalent grades and origins rather than relying on package labels alone.
- Add project-specific items. Account for demolition and disposal, moving or protection, transport, design or measurement services, supervision, temporary utilities or accommodation if needed, and permits or specialist engineering work where applicable. Requirements depend on the work; check with the relevant authority before structural or building-system changes.
- Allow for uncertainty. Hidden damage, old wiring or plumbing, uneven surfaces and changes to finish specifications can require extra work or a revised quote. The cited sources do not establish an official Azerbaijan-specific contingency percentage, so choose an allowance based on the home’s observed condition and the amount of work still unknown.
Compare contractor quotes on the same scope
Ask at least two contractors for itemized written bids using the same room list, quantities and specifications. A lower total is not a like-for-like saving if it leaves out work or uses different materials.
- Check that each bid covers the same quantities and tasks.
- Compare material specifications, origin and grade, and identify who purchases them.
- Separate labor, materials, delivery, waste removal, supervision and taxes where possible.
- Review the schedule, payment milestones, quote validity, exclusions and change-order rules.
- Ask how defects and warranty issues are handled, and how additional work will be priced and approved.
Keep the estimate dated and note each quote’s validity period. Recheck major material and labor costs before committing if the quote has expired or the project has changed. Official indices can provide trend context, but current supplier and contractor quotations are needed to price the actual scope.

Keep design fees separate from construction execution
Design documentation is a separate service from renovation labor and materials. The e-Qanun price collection describes a framework for calculating design-document costs for residential and public buildings and planning. It is not a current turnkey renovation price list and should not be used as a homeowner’s construction rate per square metre.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsFor example, an ASAN service listing for Premium Appraise MMC includes residential measurement plans and renovation or design plans. The listing says its rates concern Baku and that rates elsewhere vary with distance. This is an example of a measurement or design service, not evidence of a nationwide contractor rate.
