Document progress by pairing clearly identified, dated photos with a prompt, factual daily report—and linking both to the project location and work observed. Use the owner’s contract documents and reporting procedures for required forms, approvals, file handling and retention; federal highway guidance is useful, but it is not a universal rule for every road project.
Set up the record before construction starts
Agree on how the project will identify locations and store records before crews begin. The system might use road names, stationing, structure numbers, work-item references or another location scheme. Use the scheme in the contract and owner’s procedures rather than inventing a parallel one.

Take photos that show what happened and where
Capture context as well as detail
For each meaningful activity or condition, take an overall view that helps locate the work, then closer views of the operation, completed feature, deficiency or unusual condition. When useful, return to a consistent viewpoint so later images can show change. FHWA recommends digital cameras and identifies photographs and sketches as valuable inspection documentation. Make every image identifiable
Use the project’s accepted system to associate each image with the project, date, exact location, subject and photographer. Record viewing direction or a nearby landmark when it helps someone else identify the view. Retain original date and time information where available, but do not rely on a camera timestamp alone: the related report should say what the image depicts and where.
There is no universal photo naming or metadata standard established by the cited guidance. Follow the project’s own conventions, and include the image filename or record ID in the daily report. What should a construction daily report include?
Complete the report during the shift or promptly afterward, while observations are fresh. FHWA advises that observations be recorded during or immediately after inspection; construction diaries and inspector reports should be accurate, factual, complete but concise, signed and dated, and reviewed by the engineer in charge. - Project and time: project and contract identifiers, date, start and end times, and the person preparing the report.
- Location and activity: road segment, station or other approved location reference; work item; and work actually observed, with quantities when applicable.
- Conditions: weather, site conditions, unexpected conditions and any period when work stopped or did not occur.
- Resources and materials: relevant supervisors, labor, equipment, hours and materials.
- Quality and inspection: tests and measurements, inspection results, deficiencies and corrective actions.
- Directions and communication: instructions, changes, notifications and important discussions.
- Delays and follow-up: delay cause, unresolved issues, responsible party if known, and the next action or check required.
- Evidence: photo filenames or IDs and references to related test reports, sketches, drawings or other project records.
FHWA’s utility recordkeeping guidance lists many of these fields as suggested daily records. FHWA’s FP-24 construction specification also describes daily quality-control and operations reporting, including locations, labor, equipment and hours, tests, inspection results, deficiencies and corrections. Separate what you personally observed from information reported by a contractor or another person. For example, write “Inspector observed paving stop at station …” for a direct observation; attribute a reported cause to its source rather than presenting it as verified fact. Link photos to the rest of the project record
A photo illustrates a moment; related records help explain its significance and substantiate progress. Keep the connections explicit in the daily report and the official project file.

- Link the photo ID to the date, location and work item it depicts.
- Keep relevant test results, measurements, sketches, instructions, inspection notes and drawings with their corresponding work record.
- Track quantities and work status in the project’s established progress records; do not treat a photograph alone as proof of measured or payable quantity.
- Confirm important discussions or directions in writing and retain the written confirmation with the related records.

Review, close open items and preserve the file
Sign and date entries where required, route them for the established review, and carry unresolved issues into later reports until they are addressed.
