A clear before-and-after record can show what changed; by itself, it cannot establish what caused the change or determine liability.
Make a baseline record before work begins
Record conditions as early as practical, ideally before vibration-generating or other substantial work starts. Caltrans guidance describes preconstruction surveys as a way to document existing damage and says an adequate record may use drawings, high-resolution video, photographs, or another suitable method. A South African Department of Transport draft specification calls for written and photographic records in its construction-contract context. These materials illustrate useful practices; they do not create a universal homeowner survey requirement.
Walk through interior and exterior areas you can safely access. Depending on the property and project, note visible conditions on walls, ceilings, floors, foundations, fences, retaining walls, and other relevant features. Do not excavate or enter unsafe areas to document them.
Describe each defect clearly
For each visible crack, chip, separation, or other defect, note its location, the surface or material, what it looks like, and the date observed. Use plain descriptions—for example, “hairline crack above the living-room window on the north wall”—rather than guessing at its cause. If an area could not be accessed or inspected, record that limitation honestly.

Take photographs that can be compared later
- Take one photograph showing where the defect is, such as the room, wall, or exterior feature.
- Take a close-up that shows the defect itself. Include a ruler or crack-width card for scale if helpful; it is optional and does not establish cause.
- Keep the original image files. If you add labels or annotations, retain those as separate copies rather than relying only on edited images.
These framing and file-keeping suggestions are practical ways to make a record understandable; the cited agencies do not prescribe a single standardized homeowner checklist. Caltrans discusses adequate documentation in its Transportation and Construction Vibration Guidance Manual. The South African Department of Transport’s draft Standard Specifications for Road and Bridge Works, Chapter 1, marked October 2020, addresses written and photographic records within its stated contract context.
Keep the records organized
Use a simple index to connect each image filename to its location and written note. Keep the notes and original files together, make a backup, and label the record with the date and road project reference if known. A consistent, retrievable record is easier to compare with a later inspection than a folder of unlabelled pictures.

Ask whether the project offers its own condition survey
Contact the project’s published community or property contact and ask whether it will conduct or offer a preconstruction property condition survey. Ask what buildings and areas it covers, when it will occur, how to request it, and whether you can receive a copy of the completed report. A project survey and your own record can complement each other, but their scope and timing may differ.
For example, South Australia’s Torrens to Darlington project says owners can request a completed survey. That is a project-specific practice, not evidence of a general entitlement elsewhere. Transport for NSW also provides project information about construction noise and vibration for Parramatta Light Rail. Check the relevant project’s own documents rather than assuming another project’s process applies.

If you receive a project survey, retain a copy and compare its coverage with your own record: which locations were inspected, when the record was made, whether it includes written descriptions and useful images, and whether a later inspection will revisit comparable locations.
Document a change during or after construction
If you notice new damage or a change to an existing defect, record it as soon as practical. Use the same or similar viewpoints as your baseline, with both a context image and a close-up. Note when you first noticed the change, where it is, what appears different, and any nearby work or project notice you observed. Save relevant messages and notices.

Notify the project contact in writing. Describe the location and observed change, attach or identify the relevant records, and ask what inspection or complaint process applies. If the project has a postconstruction survey, ask how it can be requested and compared with the earlier record. Caltrans, Transport for NSW, and the Torrens to Darlington project describe survey or comparison practices in their respective contexts: Caltrans guidance, Parramatta Light Rail information, and Torrens to Darlington property condition surveys.

A dated before-and-after record can help show that a condition changed. It does not, by itself, show why it changed or establish that road construction caused it. Caltrans notes that ordinary material shrinkage and settling can produce defects. Waka Kotahi NZ Transport Agency also notes that existing cracks may be noticed only after attention is drawn to them by nearby work. The NZ Transport Agency noise and vibration FAQ and Caltrans manual explain these considerations in their respective guidance contexts.

If damage appears structural, is worsening, or is disputed, consider an appropriately qualified local building professional who can assess the property. A crack-width measurement or photograph may help describe what is visible, but neither proves causation.
Check the local process for surveys, complaints, and claims
Survey eligibility, project obligations, claim deadlines, and legal rights depend on the jurisdiction, project documents, and circumstances. The cited materials—from California, South Africa, New South Wales, South Australia, and New Zealand—illustrate recordkeeping and project practices; they do not establish one global rule about who must inspect, whether compensation is available, how quickly a claim must be made, or who is liable. Use the project’s published contact and verify applicable local procedures for any complaint or claim.
