How to Design a Fuel Pier for Large Coast Guard Cutters

A Coast Guard cutter fuel pier starts with the vessel and mission, then brings harbor access, structure, fuel transfer, environmental review, and maintenance into one project-specific design basis.

Design a fuel pier for a large Coast Guard cutter from the vessel’s mission and operating requirements outward—not from a generic pier dimension or fuel-system template. The cutter, homeport, harbor, fuel, transfer method, and site conditions determine the berth, structure, utilities, safety measures, and approvals. Those values must come from a project-specific design basis and qualified engineering review; there is no universal Coast Guard cutter fuel-pier specification.

Start with the cutter, its mission, and the fueling operation

The first design task is to establish what the facility must let the cutter and its shore-side operators do. A pier may support fueling as well as berthing, maintenance access, and other mission needs. Those uses affect its layout, structural requirements, utilities, and operating constraints. The design team should confirm its assumptions with the Coast Guard project owner before developing dimensions or selecting equipment.

Record the project’s operating basis

Document the cutter class or classes the facility will serve, the intended berth use, expected berth occupancy, fueling frequency, fuel type, transfer method, required transfer rate, shore services, and operating constraints. Include the vessel information needed to assess access, berthing, mooring, and utility connections. Identify which assumptions are confirmed and which require direction from the project owner.

Do not treat the name of a cutter class as a complete design basis. The facility must serve the actual vessels and operations assigned to it, and the project owner must confirm the relevant vessel and operational data. A Coast Guard notice about the St. Louis homeport illustrates why: existing moorings and utility infrastructure were incompatible with the requirements of an incoming Waterways Commerce Cutter variant. The proposal would add berthing for homeport and maintenance needs. The general lesson is that existing waterfront infrastructure cannot be assumed to fit a new vessel or mission.

Separate essential requirements from assumptions

Before choosing a layout, make a project register of requirements and open decisions. For example, distinguish a confirmed fuel and transfer arrangement from one still awaiting Coast Guard direction. That prevents early sketches, inherited site dimensions, or existing utility locations from silently becoming the design criteria.

  • Identify the design vessel or vessels and the operational scenarios the facility must support.
  • Define what the project means by a fuel pier: fueling only, or fueling combined with cutter berthing and related services.
  • Record the shore utilities and access needed for the planned operation.
  • Confirm operating constraints, including berth use, maintenance needs, and continuity of operations during construction where applicable.
  • Track unresolved vessel, fuel, regulatory, and site inputs for resolution before design decisions depend on them.

Keep the operating basis connected to subsequent design decisions. A confirmed transfer method informs the fuel-system concept; the vessel and berth assumptions inform access and mooring evaluation; shore-service requirements affect how utilities are coordinated with the pier. If any of these inputs changes, identify which concept decisions need to be revisited rather than letting an outdated assumption persist in drawings or calculations.

Validate the harbor and site before fixing the concept

A pier layout that works on paper may fail if the approach, berth, foundation conditions, or environmental setting cannot support it. Site validation should precede decisions that lock in a structure, mooring arrangement, or fuel-system route.

Assemble the site information

Gather the bathymetry and channel and berth access information needed to evaluate vessel approach and use. Obtain geotechnical data for foundation design, and characterize water levels, currents, waves, and wind. Assess ice where relevant, along with seismic and corrosion conditions. Map existing utilities and identify environmental constraints that could affect the alternatives, construction, or operation.

The necessary values are site-specific; the available Coast Guard and Department of Defense criteria references do not provide a ready-made set of values for an unidentified harbor. The design team must establish the project’s applicable criteria and obtain the necessary investigations rather than copy conditions or dimensions from a different location.

Check harbor access and berth suitability together

Evaluate how the cutter reaches and uses the berth, not just whether the proposed pier fits within a site boundary. Consider channel and berth access, water depth, the proposed berth configuration, and secure mooring as connected parts of the concept. UFC 4-150-06, Military Harbors and Coastal Facilities, is active guidance for harbor and coastal facility planning, engineering, design, and maintenance. Confirm its current applicability and the controlling project criteria for the specific work.

Use the site review to expose constraints before alternatives are narrowed. For example, bathymetry and access information help frame whether a berth concept can serve the identified vessel; geotechnical information is needed to develop a foundation concept; and utility mapping helps reveal whether existing services can support the proposed operation or need to be addressed in the project scope. Environmental constraints and construction limitations belong in this same early review, because they can affect the practicability of an otherwise attractive layout.

  • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

Do not substitute a checklist for investigations. The site team must determine the appropriate data, methods, and project criteria for the location. The listed factors—water levels, currents, waves, wind, ice where relevant, seismic conditions, and corrosion exposure—are inputs to be characterized, not universal design values.

Develop and compare pier, mooring, and berthing concepts

Once the vessel and site basis is credible, develop concepts that connect the berth, structure, mooring, fuel system, utilities, and safe access. UFC 4-152-01, Piers and Wharves, addresses pier and wharf construction, loadings, regulations, furnishings, and appurtenances. Its Change 1 is dated August 28, 2024. Check the controlling edition and project applicability through the applicable criteria process; the document title alone does not establish every requirement for a Coast Guard project.

Use consistent decision criteria

Compare alternatives against the same questions. The following axes are a practical way to organize the comparison, not a quoted mandatory scoring rubric:

  • Cutter and mission fit: Does the concept support the identified vessels, berth use, fueling operation, and shore services?
  • Harbor and mooring fit: Can the vessel access the berth, and can the proposed arrangement provide suitable berth and mooring conditions for the project?
  • Structural layout and durability: Does the pier arrangement address applicable loading, appurtenances, material exposure, inspection, and maintenance needs?
  • Fuel transfer and safety: Does the concept fit the selected fuel and transfer configuration, with the appropriate facility criteria and regulatory review?
  • Environmental and construction effects: What environmental constraints, permitting needs, and construction limitations could affect the alternative?
  • Lifecycle operation: Can the facility be inspected and maintained while supporting its intended operations?

Use the comparison to expose trade-offs and unresolved assumptions. Do not rank a concept on an apparent advantage if its vessel fit, site feasibility, or applicable fuel requirements have not been established.

Coordinate deck, access, and utility arrangements

At concept stage, show how the berth, mooring and fendering arrangements, deck appurtenances, utility corridors, and safety access fit together. The applicable loading details and structural design must be developed for the project; do not borrow a generic load, fender energy, mooring load, depth, or pier dimension from another vessel or site. Likewise, identify how the selected layout will permit inspection and maintenance instead of deferring those needs until after the structural concept is fixed.

Concept drawings and decision records should make interfaces visible. Show, at an appropriate level for the design stage, where the vessel berths, how proposed mooring and fendering relate to that berth, how utilities reach the operating area, and how personnel can access the relevant parts of the facility safely. The specific details and calculations belong to the project design; the purpose at concept stage is to identify conflicts and omissions early enough to compare alternatives on a consistent basis.

Design the fuel system around the actual fuel and transfer arrangement

Fuel type and transfer configuration must be identified before facility capacity or components are selected. The system’s requirements depend on what fuel is being handled and how the transfer will occur. The design team should apply the relevant petroleum-fuel facility criteria and confirm the actual Coast Guard review and regulatory path with the project authority and, where required, the Captain of the Port.

Check petroleum-facility criteria and the controlling edition

UFC 3-460-01, Design: Petroleum Fuel Facilities, is a relevant criteria reference. The WBDG catalog lists Change 3 dated June 8, 2023. Because criteria status and applicability can change, verify the controlling edition and project requirements at delivery rather than assuming a catalog date settles the matter.

Do not apply alternative-fuel policy to every fuel

Coast Guard Policy Letter 01-24, dated December 30, 2024, addresses facility design review and oversight for waterfront facilities handling bulk alternative marine fuels outside existing Coast Guard facility regulations. It references 33 CFR Parts 127 and 154. Its scope is specific to bulk alternative marine fuels; it should not be presented as governing every conventional cutter fuel pier. Establish the applicable rules for the actual fuel and transfer arrangement with the responsible project and regulatory authorities.

Keep the regulatory question tied to the actual project configuration. The fact that a policy letter addresses a particular class of alternative marine fuels does not establish that it applies to a conventional fuel installation, nor does the fuel-facility UFC by itself establish the complete Coast Guard review path. Record the fuel, transfer arrangement, criteria selected, and authority coordination as project decisions, and verify them with the responsible parties rather than relying on a broad label such as “marine fuel.”

Integrate environmental review, construction, and long-term care

Environmental planning belongs early in the alternatives process. The Coast Guard describes environmental planning as including NEPA review and coordination with related environmental mandates, mitigation, and monitoring. Its linked implementing procedures are identified as updated February 2025. The precise reviews and approvals for a pier depend on location and project scope, so they cannot be inferred from the project type alone.

Screen alternatives and plan compliance

Identify environmental constraints while comparing sites and layouts. Coordinate applicable review, permitting, mitigation, and monitoring needs with the project’s environmental planning process. Account for construction effects and constraints when considering alternatives; a concept should not be treated as feasible merely because it meets an operational need.

Design for inspection and maintenance

Durability and maintenance are design requirements, not post-construction add-ons. UFM 4-151-10, Waterfront Construction, covers piling, decks, substructure framing, hardware and fittings, material degradation, inspections, and maintenance. WBDG lists it as active and published September 30, 2026. Use the applicable guidance to address exposed materials and degradation, provide for inspection access, and plan how repairs and upkeep will be carried out over the facility’s service life.

Also consider operational continuity during construction and maintenance where the project scope requires it. The facility must be planned as an operating waterfront asset, not only as a structure that can be built.

Make lifecycle needs part of the alternatives comparison, not a separate afterthought. Consider whether the layout leaves access for inspection of relevant structural elements and whether maintenance activities can be planned around the intended berth use. The criteria reference describes inspection and maintenance as part of waterfront construction guidance; project engineers must translate that guidance into requirements appropriate to the selected facility and its exposure.

Use Coast Guard projects as context, not as a design template

The Coast Guard’s September 1, 2026 draft environmental assessment for Base Kodiak evaluates a new fuel pier, major cutter berthing, and minor associated facilities, along with demolition of the existing fuel pier. The missions identified for the facilities include search and rescue, marine safety inspections, maritime security, defense readiness, ice operations, aids to navigation, marine environmental protection, and law enforcement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Kodiak is useful as an example of project scope: a fuel pier can be part of a broader waterfront change tied to cutter berthing and mission support. The draft EA does not establish dimensions, capacity, transfer rates, or other design values for another homeport. Treat its proposed scope as context, not a universal specification.

The St. Louis homeport notice offers a complementary planning lesson. It reports that existing moorings and utility infrastructure were incompatible with the requirements of an incoming Waterways Commerce Cutter variant, and that the proposal would add berthing for homeport and maintenance needs. Together, these examples show why the project team should define the vessels, mission, and shore-side requirements first, then test whether existing infrastructure can meet them. Neither project example supplies a transferable set of pier dimensions or operating parameters.

Build a project design basis and verification plan

Before advancing detailed design, the project team should be able to trace major decisions to confirmed vessel needs, site information, applicable criteria, and authority coordination. A compact design-basis package can organize that work and help keep unresolved questions visible.

  1. Confirm the mission and vessel basis. Record the cutter or cutters, berth use, fueling frequency, transfer operation, shore service needs, and operating assumptions approved by the project owner.
  2. Complete site and harbor validation. Assemble bathymetry, access, geotechnical, environmental, utility, water-level, metocean, and other relevant site information.
  3. Establish the applicable criteria. Identify the controlling editions and project applicability of the pier, waterfront construction, harbor, and petroleum-facility guidance. Verify current status through the project criteria process.
  4. Compare feasible concepts. Assess each alternative for mission fit, access and mooring, structural arrangement, fuel-system requirements, environmental effects, constructability, and lifecycle operation.
  5. Resolve fuel and regulatory questions. Confirm the actual fuel, transfer arrangement, relevant facility criteria, and required Coast Guard and other authority coordination.
  6. Carry environmental and maintenance requirements forward. Integrate applicable environmental review, mitigation, monitoring, inspection access, degradation management, and maintenance planning into the selected concept.
  7. Obtain qualified project review. Have the project’s responsible engineering and regulatory authorities review the design basis and decisions before treating them as approved design requirements.

Use the package as a traceable set of inputs and decisions, not merely a list of standards. A reviewer should be able to see which vessel and operations the selected concept serves, which site information supports it, which criteria edition the team applied, what assumptions remain open, and how environmental and lifecycle requirements were carried forward. If a key assumption is unresolved, flag its effect on the concept rather than presenting a provisional value as settled.

Common design errors to avoid

  • Starting with a generic pier size. Dimensions, depth, structural loads, fuel capacity, and transfer rate require project-specific vessel and site data.
  • Assuming existing moorings or utilities will work. Coast Guard homeport planning has documented incompatibility between existing infrastructure and an incoming cutter variant.
  • Separating the fuel system from the berth concept. Transfer method, utilities, access, and safety considerations affect the waterfront arrangement and need to be coordinated.
  • Using an alternative-fuel policy as a blanket rule. Policy Letter 01-24 concerns bulk alternative marine fuels; determine the rules applicable to the actual fuel.
  • Deferring environmental review and maintenance. Site constraints, mitigation, monitoring, material degradation, and inspection access can influence the concept and should be considered early.
  • Treating a draft EA as an engineering specification. Kodiak demonstrates one project’s scope and mission context, not universal design values.

Another avoidable mistake is treating an active or catalog-listed document as automatically controlling. Confirm the applicable edition and requirements through the project criteria process, since listings and applicability can change. Similarly, a project notice or environmental assessment can explain scope and mission context without providing the engineering basis for another location.

Frequently Asked Questions

How do you design a fuel pier for a large Coast Guard cutter?

Start with the cutter, mission, berth use, fuel, transfer method, shore services, and operating constraints. Then validate harbor access and site conditions, develop and compare integrated pier and mooring concepts, confirm applicable fuel criteria and regulatory review, and carry environmental, inspection, and maintenance requirements through the design. Actual dimensions, loads, capacity, and transfer rate require project-specific data and qualified engineering review.

What does a Coast Guard cutter fuel pier need?

Its needs depend on the vessel and operation. The design basis should address berth and mooring, access, structural layout and appurtenances, the selected fuel-transfer arrangement, required shore utilities, safe access, environmental requirements, and inspection and maintenance. Confirm each requirement with the Coast Guard project owner and applicable authorities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which pier, mooring, fuel-system, and environmental criteria should the design team check?

Potential references include UFC 4-152-01 for piers and wharves, UFC 4-150-06 for military harbors and coastal facilities, UFM 4-151-10 for waterfront construction and lifecycle considerations, and UFC 3-460-01 for petroleum fuel facilities. Coast Guard Policy Letter 01-24 addresses bulk alternative marine fuels specifically, while Coast Guard environmental planning describes NEPA and related coordination. Verify current editions, applicability, and the regulatory path for the actual project.

Does Coast Guard Policy Letter 01-24 apply to every cutter fuel pier?

No. The letter addresses facility design review and oversight for waterfront facilities handling bulk alternative marine fuels outside existing Coast Guard facility regulations. It references 33 CFR Parts 127 and 154. Confirm the applicable requirements for the actual fuel and transfer arrangement rather than applying the letter as a blanket rule.

Can the Kodiak draft environmental assessment be used as a design template?

No. The Coast Guard’s September 1, 2026 draft EA describes a project involving a new fuel pier, major cutter berthing, associated facilities, and demolition of the existing fuel pier. It provides project-scope and mission context, not transferable dimensions, capacity, transfer rates, or other design values.

How much does a large Coast Guard cutter fuel pier cost?

No project cost figure is established here. Cost depends on the defined vessel and operating requirements, site and harbor conditions, selected concept, fuel-system scope, environmental requirements, and construction constraints. A project-specific estimate should be developed from the approved design basis and project information; a generic figure would not be reliable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Design the pier around the cutter’s mission and confirmed fueling operation, then test the berth and structure against actual harbor and site conditions. Coordinate the applicable pier, harbor, waterfront, fuel, and environmental requirements, verify the controlling criteria and review path, and plan for inspection and maintenance from the outset. Do not substitute a generic dimension, another homeport’s project, or an alternative-fuel policy for qualified, project-specific engineering.
