To move from approval to construction, preserve the approved envelope, resolve every condition, develop coordinated architectural and engineering documents, obtain any site-plan or related clearances, and secure the building-control approval required in your jurisdiction before work starts. The exact order, forms, professional qualifications and inspection regime depend on the country, state or province, municipality and type of approval.
What a land-use approval actually authorizes
Read the decision as an approved design envelope. It normally establishes the permitted use and the development parameters considered by the planning authority: for example, the number and type of homes, general siting, height, scale, access arrangements and other conditions. It does not necessarily establish that the structure complies with building codes, structural standards, fire rules, energy requirements or construction-stage inspection procedures.

Victoria’s planning guidance states the distinction plainly: “A planning permit is not a building permit. You may need to obtain both a building permit and a planning permit.” The statement is specific to Victoria, but the practical warning is broadly useful: do not schedule construction merely because a planning decision has been issued. Read the current local rules for your parcel and approval type at the relevant authority’s website, including Victoria’s planning-permit guidance.

1. Assemble a controlled approval record
Before detailed design begins, create one authoritative project file. Obtain the signed decision or permit and every drawing that forms part of it. Include the application description, site and location plans, elevations, reports, agreements, correspondence and any revised or endorsed sheets issued during determination.
- Decision notice: keep the date, reference number, legal description of the parcel and the approved use.
- Approved drawings: identify the version, revision date, scale and whether the sheet is stamped, endorsed or otherwise incorporated into the decision.
- Conditions: copy the wording exactly; do not rely on a summary in an email or meeting note.
- Supporting commitments: retain drainage, landscape, access, environmental, heritage, servicing and construction-management documents if the decision relies on them.
- Evidence of later approvals: file any condition-discharge letters, endorsed replacement plans, agreements, fee receipts and authority comments.
Check that the legal parcel, street address, site boundaries and intended house match. A plan prepared for a neighboring lot, an outdated subdivision configuration or a superseded revision can make an otherwise well-designed package impossible to approve. Give the architect, engineer, surveyor and builder the same read-only baseline file, and mark later working drawings as “proposed” until the responsible authority accepts them.
2. Determine whether the decision is full or outline
The amount of design still required depends on the approval’s scope. England provides a useful example of the distinction, but its terminology is not universal. GOV.UK explains that full planning permission covers detailed proposals, while outline permission establishes general principles and leaves reserved matters for later approval. Consult the current GOV.UK application guidance for England rather than assuming another jurisdiction uses the same categories.
| Approval form | What it usually settles | What may remain | Design-team action |
|---|---|---|---|
| Full or detailed permission | The submitted development and its principal siting, scale, appearance or use, subject to conditions. | Technical building-code design, engineering, construction details and any conditional or separate approvals. | Use the approved drawings as hard constraints; verify whether each condition requires a new submission before work. |
| Outline or in-principle permission | General development principles, such as use, approximate amount or location, as defined by the decision. | Reserved matters or equivalent detailed approvals, plus technical plans and building-control review. | List every outstanding matter and obtain its approval before treating the design as fixed. |
| Conditional or staged approval | A permitted proposal subject to specified actions, documents, agreements or revised plans. | Condition clearance, endorsed drawings, site-plan or infrastructure approvals and building-control permission. | Map each trigger and prohibit construction activities that the condition makes unlawful before clearance. |
The label alone is not enough. Some authorities issue a “full” decision with substantial pre-start conditions; others use different names for similar staged approvals. The operative text, approved plan list and local legislation control.
3. Turn conditions into a live clearance tracker
Conditions are a work package, not boilerplate. Make a row for every condition and assign one person to drive it to written resolution. A useful tracker contains:
Rank #2
- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque

| Tracker field | What to record |
|---|---|
| Exact condition | Verbatim wording, including drawing numbers, materials, dates or performance standards. |
| Trigger | Whether it applies before any work, before a specified activity, before occupation or at a later stage under local law. |
| Submission | The plan, calculation, sample, agreement, fee or other evidence required. |
| Reviewer | The planning officer, engineering department, road authority, utility, conservation body or other decision-maker. |
| Accountable lead | The architect, civil or structural engineer, landscape designer, surveyor, owner or contractor responsible for preparing it. |
| Status and date | Draft, submitted, comments received, resubmitted, approved or rejected, with dates and reference numbers. |
| Evidence location | The controlled file path for the approval letter, endorsed plan or stamped document. |
Conditions that commonly affect the construction package
- Amended or endorsed drawings: a revised floor plan, elevation, landscape plan, access detail or site layout may need formal acceptance before the approved scheme can be acted on.
- Drainage and stormwater: calculations, discharge arrangements, attenuation, overland-flow paths and finished levels can change both civil and architectural drawings.
- Access and servicing: driveway grades, road works, fire access, utility corridors, refuse storage and turning areas can constrain the site plan.
- Landscape, ecology or heritage measures: planting schedules, tree protection, archaeological watching briefs or construction controls may be prerequisites.
- Agreements and fees: a signed infrastructure agreement or payment may be required before a permit, commencement or connection.
Do not infer that a condition is “satisfied” because a consultant has prepared a drawing. The authority’s required acceptance, endorsement or discharge evidence is what closes the item. Victoria’s guidance discusses conditions, endorsed plans and amendments; use its process only as a Victorian example and confirm the equivalent procedure where the project is located.
4. Convert the approved concept into coordinated technical plans
Detailed design should add construction information without silently changing the planning decision. Start with a compliance overlay: place the approved site and building drawings beside the developing set and mark every controlling dimension and commitment.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsArchitectural package
- Dimension the building footprint, setbacks, site coverage, floor areas, heights and levels against the approved plans.
- Develop floor plans, sections, elevations, schedules, wall and roof build-ups, openings, accessibility details and fire-separation information required locally.
- Carry approved materials, colors, privacy treatments, balconies, roof forms and external structures into the specification unless an amendment is accepted.
Structural package
- Base foundations and retaining structures on verified ground conditions, levels and a geotechnical assessment where required.
- Coordinate load paths, framing, slabs, walls, roofs, lateral stability and connection details with the architectural set.
- Identify any structural change that increases height, excavation, bulk or site impact and refer it to the planning lead before issue.
Services and life-safety package
- Design electrical, plumbing, mechanical, fire-safety, energy and communications systems to the applicable code edition and authority checklist.
- Reserve plant space, risers, meter locations, ventilation routes, fire-service access and maintenance clearances without moving the approved building envelope.
- Coordinate utility capacities, connection points and easements with the relevant providers.
Site and civil package
- Set out boundaries, finished-floor levels, grades, retaining walls, driveways, parking, paths, landscaping and waste facilities.
- Resolve stormwater collection, detention, infiltration or discharge and show how runoff is managed during and after construction.
- Check that access for residents, emergency vehicles, deliveries and waste collection remains practical and matches any approved arrangement.
Kenya’s 2025 Physical and Land Use Planning Handbook illustrates the breadth of a building-plan submission by identifying architectural, structural and electrical drawings and by highlighting site, infrastructure, access, utilities, levels and setbacks. It is a Kenyan example, not a universal checklist. Your local authority’s current checklist determines which disciplines, signatures, calculations and file formats are mandatory.
5. Check for site-plan and other intermediate approvals
A building permit may not be the next or only approval. Ask the planning authority, building department and infrastructure agencies whether the project also needs site-plan control, subdivision or severance clearance, road or driveway approval, drainage review, utility consent, environmental or heritage approval, or a construction access permit.
Site-plan control
Site-plan review commonly examines the land around the building rather than the building code itself: access, parking, walkways, grading, landscaping, servicing, waste facilities and the relationship to neighboring land. Ontario’s site-plan control guide describes this type of review and its connection with building permits and other planning tools. The guide also warns that parts of it may not reflect later legislative changes, so confirm current provincial and municipal rules.

Municipal final approval
Kitchener, Ontario, publishes a concrete municipal sequence: applicants meet site-plan conditions and obtain final site-plan approval before building permits can be issued. That process is specific to Kitchener, not a province-wide rule, but it demonstrates why “planning approved” does not necessarily mean “permit application ready.” See the city’s site-plan information for that local example.

| Potential gate | Questions to ask locally | Documents that may be affected |
|---|---|---|
| Site-plan or final site approval | Must the site layout, grading, landscape, parking and servicing be approved before building permits? | Civil, landscape, access, waste and utility plans. |
| Access or road consent | Who approves a new crossover, widening, sightline, culvert or work in the road reserve? | Driveway geometry, levels, traffic or construction-management drawings. |
| Drainage or utility clearance | Are connection capacity, discharge, easements or off-site works separately reviewed? | Hydraulic calculations, utility plans and legal agreements. |
| Environmental or heritage consent | Are surveys, mitigation plans, monitoring or specialist sign-off required? | Landscape, ecology, archaeological or construction-method documents. |
| Subdivision or parcel action | Must the lot be legally created, consolidated or registered before a permit can issue? | Survey plans, titles, easements and owner authorizations. |
6. Prepare and submit the building-control application
Once planning conditions and intermediate approvals are addressed, assemble the building-permit or equivalent building-control submission. The authority, application route, code edition, fee schedule, professional sign-offs and inspection stages cannot be specified without the project location and building type.
- Confirm the correct authority and application type. Ask whether a detached dwelling, multi-unit scheme, alteration or staged works use different forms or review routes.
- Download the current checklist. Verify file naming, scales, document formats, maximum sizes, required declarations and the number of copies.
- Submit coordinated drawings. Issue architectural, structural, civil, services, energy, fire and accessibility documents as a coordinated revision, not as unrelated consultant packages.
- Attach calculations and reports. Include geotechnical, drainage, energy, fire, accessibility, structural and other reports only where the local checklist requires them.
- Include planning evidence. Provide the decision, approved or endorsed plans, condition-clearance letters and site-plan or infrastructure approvals required by the authority.
- Pay the applicable fees and obtain a receipt or reference. Record the submission date and every review comment.
- Respond through controlled revisions. Answer comments in a response schedule, revise affected sheets together and withdraw superseded drawings from the construction set.
- Wait for the legally effective approval. Do not begin work that local law prohibits before the building permit, stamped plans and any pre-start conditions are in place.
A permit approval is not a substitute for planning-condition clearance. Conversely, planning acceptance does not prove that structural, fire, energy or accessibility requirements have been met. Keep both approval streams visible in the project register.
7. Control design changes after approval
Residential projects change frequently: a window moves, a retaining wall grows, a roof is raised, a driveway shifts or a service route crosses a setback. Classify every proposed change before issuing it to site.
- Describe the change precisely. Mark the affected dimensions, levels, materials, use, external works and neighboring impacts.
- Compare it with the approved planning envelope. Check siting, footprint, height, scale, setbacks, access, parking, drainage, landscaping and any condition wording.
- Ask the planning authority whether an amendment, revised endorsed plan or new application is required. Obtain the answer in writing where possible.
- Check building-control consequences separately. A planning amendment may not update structural, fire, energy or inspection documents automatically.
- Release only an approved revision. Update the drawing register, revision clouds, specifications, contracts and site copies.
Victoria’s official guidance specifically notes that changing a proposal may require an amendment to the planning permit or endorsed plans. That is a Victorian rule example, not a universal test; the local authority decides what pathway applies to your project.

8. Preserve records during construction
Maintain a single record of the decision, endorsed planning drawings, building permit, approved technical set, condition evidence, inspection reports, certificates, testing and approved revisions. The site supervisor should have access only to the current construction set, while the owner retains an archive of superseded versions and authority correspondence.
- Record dates and references for every authority approval and inspection.
- Photograph concealed work when the inspection regime or contract requires evidence.
- Log site instructions and confirm whether they affect planning or building approvals before implementation.
- Collect completion, occupancy or final-certification documents required locally.
- Prepare as-built drawings that show approved changes, service routes, levels and drainage assets.
Choosing the right professional team
The approval handoff usually needs coordinated local professionals rather than a single drafter. An architect or designer can interpret the approved form and lead the drawing set; structural, civil, services, fire, energy, landscape or access specialists may be needed for the site and building type; a surveyor can verify boundaries, levels and contours. Whether any professional must be licensed, registered or formally appointed is jurisdiction-specific.
Consider a planning consultant when conditions are complex, several agencies are involved or a proposed change may require an amendment. Engage the design and engineering team early enough to resolve conflicts between the approved envelope, levels, drainage and structure before the building-control submission.
Common failure points and practical fixes
Starting from a marketing sketch
Symptom: the working plan differs from the approved plan in footprint, height, access or external works. Fix: overlay the approved drawings before design development and create a written list of non-negotiable parameters.
Recommended Free Tools
Assuming “planning approved” means “buildable”
Symptom: no structural, services, fire or inspection strategy exists. Fix: obtain the building-control checklist and assign each technical discipline before pricing or mobilization.

Closing conditions informally
Symptom: a consultant says a drawing was sent, but there is no authority acceptance. Fix: retain the submission reference and formal approval or endorsement required by the decision.
Ignoring the site outside the walls
Symptom: parking, waste, drainage, landscaping or driveway works cannot fit after the house is set out. Fix: coordinate a dimensioned site and civil plan and verify whether site-plan approval precedes the building permit.
Issuing an unreviewed change to site
Symptom: a field adjustment creates a setback, height, access or drainage conflict. Fix: stop the affected work, obtain planning and building-control advice, and issue a controlled revision before proceeding.

What cannot be standardized without your location
There is no reliable universal timeline, fee, permit sequence, drawing list or inspection schedule for this handoff. A full permission in one jurisdiction can resemble an outline approval elsewhere; one municipality may require final site-plan approval before a building permit while another may combine reviews. Confirm the current rules for the parcel with the planning and building authorities, and use local professionals who understand the applicable code and submission system.
