Estimate the change in a concrete project by isolating the cement input, not by applying the cement-price movement to the entire budget. Determine the approved cement quantity, multiply it by a comparable delivered unit price, and calculate any change as cement quantity × (new unit price − old unit price). Reprice aggregate, reinforcement, formwork, labor, equipment, delivery, taxes and markup separately.
A dated local quote remains the basis for a real project budget. A published cement index can show whether prices have generally moved up or down, but it cannot reproduce your supplier’s discounts, shortages, haulage, specification or contract terms.

What the estimate needs to answer
A useful estimate states exactly what is being built, where and when it will be purchased, and which assumptions are being used. Cement is only one input in a concrete job. The estimate should make its quantity and price visible while keeping the other cost drivers separate.

Define the physical scope
Start with the drawings, specification and takeoff. Record the concrete volume and required strength or other performance specification, then identify reinforcement, formwork, preparation, excavation, finishing, curing, joints, pumping or placing equipment, access constraints and site restoration. A supplier or qualified engineer must confirm the mix design and cement type; a generic cement quantity is not a safe substitute for the approved design.
#1 Best Overall
- MULTIPURPOSE: Basic building material for crafts, pavement, sidewalks, reinforced concrete buildings, masonry units, and more
- MIX AND USE: Use to create concrete, mortar, and stucco mixes
- GREAT FOR DIY PROJECTS: Ideal for small crafts with forms and silicone molds
- HIGH STRENGTH: Solid once dry, dry in 48 hours
- LESS IS MORE: One bag yields approximately .16 cu. ft.
Set the commercial basis
Put these items at the top of the estimate:
- Project location and delivery point.
- Quantity units and estimated waste or overage.
- Specification, mix or strength class and any special cement or admixture requirements.
- Price date and the date on which work is expected to be ordered and placed.
- Whether prices include delivery, pumping, taxes, testing, disposal and other charges.
- Quote validity, payment terms and any escalation or price-adjustment clause.
- Assumptions about access, working hours, weather allowances and the division of work between supplier and contractor.
This discipline reflects how the Office for National Statistics describes construction prices: weighted combinations of materials, plant and labour, with a profit markup. Its representative project weightings are based on bills of quantities and estimated relative costs. See the ONS construction output price indices methodology.
Build a cost model that keeps cement separate
Use a line-item structure rather than one percentage for the whole project. A practical layout is:
- Cement: approved cement quantity multiplied by the applicable unit rate.
- Other concrete materials: aggregate, water, admixtures and any specified supplementary materials.
- Reinforcement and embedded items.
- Formwork and temporary works.
- Labour: placing, finishing, curing, testing and supervision.
- Plant and equipment: batching, pumping, placing, vibration, tools and standby.
- Delivery and site logistics: haulage, waiting, restricted access and traffic management.
- Preliminaries, overhead, profit, taxes and contingency.
For ready-mixed concrete, the supplier may quote a single price per cubic metre that already combines cement, aggregate, batching, loading and delivery. Ask for enough detail to identify what is included. If the supplier cannot split the cement component, treat the ready-mix rate as its own line and use a comparable ready-mix quote for the new price; do not pretend that a published cement percentage is the change in the entire ready-mix rate.
Step-by-step calculation
1. Freeze the estimate basis
Save the drawings, takeoff, mix information, location, price date and assumptions with the estimate. If the scope changes, issue a new version rather than silently replacing a rate. This makes a later comparison an actual price change instead of a mixture of quantity and price changes.
2. Determine the cement quantity
Use the approved mix design or the supplier’s technical submittal. Convert the quantity to the unit used in the quote, such as kilograms, tonnes or bags. Include only the quantity required by the specified work and the documented allowance for waste. Do not infer cement content from a general rule of thumb: strength, exposure, durability, aggregate size, admixtures and local standards can all change the mix.
3. Obtain a comparable current quote
Request a written quote for the same specification and quantity. It should identify the unit, delivery point, delivery or haul charges, taxes, quote expiry, minimum loads, waiting charges and any escalation language. For bulk cement, obtain the delivered rate for the required cement type. For ready-mix, request the rate for the same concrete specification and volume, including placing or pumping where those services are part of the original estimate.
4. Calculate the cement line
For a current estimate, use:
Cement cost = required cement quantity × current comparable delivered unit price

- MIX WITH SAND AND GRAVEL TO MAKE CONCRETE
To measure the effect of a rate change while holding quantity constant, use:
Incremental cement cost = required cement quantity × (new unit price − old unit price)
A positive result is an increase; a negative result is a saving. Keep the old and new unit rates, quote dates and units beside the calculation so another estimator can reproduce it. If quantity changes because the design or scope changes, calculate that quantity effect separately from the price effect.
5. Reprice every other changing input
Ask for current rates for reinforcement, aggregate, formwork materials, labour, plant, delivery and subcontracted work. A cement movement does not establish movements in those items. Apply each new rate only to its own quantity or allowance. Keep markup and taxes visible so the effect of a material change is not confused with a change in the contractor’s commercial terms.
6. Add the project timing risk
If ordering will occur after the quote expires, show the unprotected period and the event that could change the price. Obtain a refreshed quote, negotiate a documented escalation mechanism, or carry a contingency appropriate to the risk you retain. A contingency is not a forecast; it is a transparent allowance for uncertainty.
7. Report the result in layers
Present the estimate with at least three views:
- The base estimate at a stated price date.
- The isolated cement-price effect, with quantity held constant.
- The revised total after separately updating other inputs and adding any stated contingency or escalation allowance.
This format lets an owner see whether a budget change came from cement, design quantity, labour, logistics or commercial terms.
How to compare supplier quotes fairly
Two prices are comparable only when their scope is comparable. Check each offer against the following list:

- Concrete or cement specification, strength, cement type and admixture requirements.
- Quoted quantity, unit of measure, minimum load and permitted overage.
- Delivery address, haul distance, access restrictions, unloading time and waiting charges.
- Whether pumping, placing, testing, sampling, disposal and cleaning are included.
- Taxes, environmental charges, fuel or energy surcharges and other fees.
- Quote issue date, expiry date and conditions for holding the price.
- Escalation formula, trigger date and notice requirements.
- Payment terms, cancellation charges and liability for rejected or delayed loads.
When comparing bagged cement with separately sourced aggregate and labour, use the same concrete specification, finished volume, reinforcement, formwork, placing method and site conditions as the delivered ready-mix alternative. The available evidence does not establish that one purchase method is cheaper at every site.

The UK Department for Business and Trade’s September 2026 construction building-materials commentary reports these year-on-year movements to August 2026:
| Index series | Change to August 2026 | What it represents |
|---|---|---|
| Cement | −0.8% | UK national material-index movement |
| Ready-mixed concrete | −0.7% | UK national material-index movement |
| All-work construction materials | +6.4% | UK national material-index movement across the wider materials basket |
These are index movements, not a supplier’s quote and not the change in a particular project’s total cost. They demonstrate why the cement line can move differently from the wider basket: a cement movement cannot be substituted for the movement in all construction materials.
Use an index as a trend check
Use the series to question an assumption or to explain why an old estimate may need review. Keep the index name, geography and reference period beside the estimate. DBT’s material-price-indices methodology states that the measures are weighted monthly UK indicators and that they do not capture the purchasing conditions of a particular contractor. The methodology specifically notes that discounts or premiums for scarce materials may be absent.
Do not treat an index as a forecast
DBT publishes no forecasts with this index. Latest provisional values generally lag publication by two months, and values normally remain provisional for three months before becoming firm. Mark a value as provisional when you use it and replace it with a firm value when the series is updated. A local quote remains necessary for a procurement decision.

Understanding ready-mix pricing versus cement pricing
A ready-mix invoice can cover more than cement: the concrete specification, aggregate, batching, loading, delivery and possibly pumping or other services. Even if the cement component falls, energy, haulage, labour, plant availability or a shortage premium can keep the delivered concrete rate unchanged or higher. Conversely, a supplier discount can make its current quote move by less than an index.
Ask the supplier whether the quoted rate is a bundled ready-mix price or whether cement is separately identifiable. If it is bundled, compare old and new offers for the complete same-scope ready-mix service. If the supplier provides a cement surcharge or a documented adjustment formula, record that term rather than applying an unrelated index movement.

Planning for work scheduled later
Quote expiry and procurement dates
Put the quote expiry date on the programme. A quote that expires before the planned pour is not a fixed cost. Set a decision date for re-quoting, ordering or accepting an escalation clause, and identify who has authority to approve a change.
Price-adjustment clauses
A clause should state the reference price or index, base date, adjustment interval, eligible inputs, evidence required, cap or floor if any, and the process for notice and payment. Have the contract administrator or legal adviser check the wording for the applicable jurisdiction. Do not assume that an index-based clause automatically covers delivery, labour or every material.

Federal Highway Administration major-project guidance warns that volatility in materials such as asphalt, fuel, cement and steel can create significant bid problems, and it discusses including reserve when the agency retains price risk. Its guidance is a U.S. major-project reference, not a local legal rule. The relevant principle is general: budget a documented reserve for the risk your contract leaves with you, and remove or reduce that reserve when the risk is transferred by a firm, enforceable price.
See FHWA Guidance – Cost Estimating – Major Projects for that risk-management context.

Small, controlled pours
Bagged cement may suit a small DIY pour when storage, mixing, labour and quality control are practical. Match the product type and quantity to the approved specification, protect bags from moisture, and account for aggregate, water, mixing equipment, waste and placing time. A bag price alone is not the installed concrete cost.
Larger or specification-critical pours
Large pours commonly require a delivered ready-mix quote because volume, consistency, delivery sequencing and placing equipment become material cost drivers. Compare the complete delivered service with the same finish, reinforcement and access assumptions as any site-mixed alternative. No method should be selected on cement unit price alone.

Applying the cement percentage to the whole budget
Error: reducing or increasing the total project by the published cement movement. Fix: apply the movement only to the cement quantity and then reprice other lines independently.
Best Value
- MULTIPURPOSE: Basic building material for crafts, pavement, sidewalks, reinforced concrete buildings, masonry units, and more
- MIX AND USE: Use to create concrete, mortar, and stucco mixes
- GREAT FOR DIY PROJECTS: Ideal for small crafts with forms and silicone molds
- HIGH STRENGTH: Solid once dry, dry in 48 hours
- LESS IS MORE: One bag yields approximately .5 cu. ft.
Using unlike quotes
Error: comparing a delivered ready-mix rate with a collection price for bagged cement, or comparing different strength classes. Fix: normalize specification, quantity, delivery, taxes, services and validity before comparing.
Ignoring quantity changes
Error: attributing a larger budget entirely to price when the design increased concrete volume or reinforcement. Fix: hold quantity constant for the price-effect calculation, then show scope or quantity changes as separate variances.
Hiding delivery and access costs
Error: using a low ex-works rate while the site requires long haulage, restricted access, pumping or waiting time. Fix: obtain a delivered quote for the actual address and list each access-related allowance.
Using an index as a promise
Error: treating a provisional national index as a guaranteed future supplier price. Fix: label the index as historical and provisional where applicable, then obtain a current quote and document the remaining risk.
Letting stale assumptions survive version changes
Error: updating a rate without recording the date, specification or quote conditions. Fix: version the estimate and retain the old quote beside the new one.
A record that another estimator can audit
Keep a short calculation sheet with these fields:
- Drawing or takeoff revision and concrete volume.
- Approved mix or cement specification and cement quantity.
- Supplier name, quote reference, issue date and expiry date.
- Old and new unit prices, units and delivery basis.
- Formula used for the cement variance.
- Separate variances for reinforcement, aggregate, labour, plant, delivery, taxes and markup.
- Index series and reference period, if used as a trend check.
- Escalation clause, contingency amount and the party carrying the risk.
- Next review date and the event that triggers re-quoting.
The decision rule
Use a local, specification-matched quote to price the work. Use the cement quantity and the difference between comparable old and new rates to isolate the cement effect. Keep every other project input in its own line, and treat an index as a dated trend indicator rather than a forecast. This produces an estimate that explains the change without claiming that cement alone determines the concrete project budget.
