For road work handled by the Greater Hyderabad Municipal Corporation (GHMC), start with GHMC’s Parishkruthi grievance system or lodge the complaint in person at the Citizen Service Center at the GHMC Head Office, Tank Bund. GHMC lists helpline 21111111 for contact and follow-up; its contact listing does not say that a telephone call automatically creates a trackable grievance.
Do not assume every Hyderabad road project belongs to GHMC. Photograph the project signboard, note the executing agency and any 16-digit Work Identification Number (WIN), then ask the authority you contact to route the complaint if the work is outside its jurisdiction. Describe the precise dust, noise or access problem, attach safe, dated evidence, and retain your submission and reference details.

Choose the right complaint route first
The same nuisance can have different reporting routes depending on who owns the road or building. A road inside the metropolitan area is not automatically a GHMC or Hyderabad Metropolitan Development Authority (HMDA) project. Look for a project board at the work site before filing.

| What you are reporting | First route | What to record or ask for |
|---|---|---|
| Road, footpath or other public-space work that appears to be a GHMC project | GHMC Parishkruthi online grievance system, or the Citizen Service Center at GHMC Head Office, Tank Bund | Exact location, affected stretch, photographs, project board and WIN if shown; request a grievance or reference number |
| Work showing HMDA, a state department, a utility, a private concessionaire or another agency | Use the named agency’s official project contact, while asking GHMC to route the matter when appropriate | Agency name, contractor, project title, WIN or other identifier and the board’s contact details |
| Noise that may breach the Noise Pollution (Regulation and Control) Rules, 2000 | Complaint to the locally designated authority under those Rules, with a parallel service complaint to the project owner | Dates, time bands, location, zone type and the activity producing the noise |
| Suspected unauthorised private building construction or deviation from sanctioned plans | The narrower GHMC court-complaint procedure described in its building-violation proforma | Property details and the alleged permission or plan violation; this is not the normal route for road-work dust or access problems |
HMDA describes a broad metropolitan planning and coordination role, but its published contacts do not establish a general public road-work nuisance desk. Its LRS, BRS and DPMS help desks should not be treated as a universal road-construction complaint channel. Use the agency named on the site board, and ask the receiving authority to forward the complaint if responsibility is unclear.

Collect information that makes the complaint actionable
A complaint can be logged with a short description, but precise facts make inspection and routing easier. Gather the following without entering the work area or confronting workers.
- Location: road name, locality, nearest house number, junction or landmark, and which side or segment is affected.
- Problem: uncovered soil or debris creating dust, water used or not used for dust control, machinery noise, night-time activity, a blocked footpath, driveway or crossing, or a route that prevents access.
- Timing: when the problem began, whether it is still happening, and the dates and time bands when it is worst.
- Impact: explain whether pedestrians, wheelchair users, schoolchildren, deliveries, residents or emergency vehicles cannot pass. State what you observed rather than making unsupported claims about danger.
- Project identity: photograph the board showing the department, contractor, project name and Work Identification Number. GHMC describes a WIN as a 16-digit identifier; copy every digit carefully.
- Evidence: take dated photographs or a short video from a safe public position. Do not enter a barricaded area, stand near moving equipment or film in a way that puts you at risk.
- Record keeping: save the submitted text, attachments, date, channel used, acknowledgement and any reply. These details let you follow up without starting over.
Ask the receiving office to confirm receipt and provide its grievance or reference number. GHMC’s published material does not establish a universal reference-number format, mandatory attachment size, response deadline or guaranteed remediation period, so do not promise one in your complaint.
How to file a GHMC road-work grievance
Online through Parishkruthi
- Open GHMC’s official grievance service, identified by GHMC as Parishkruthi.
- Enter the location in ordinary terms: road, locality, landmark, nearest number and affected side. If the form offers a category, select the closest road, engineering, public-space, obstruction or nuisance option; menu labels can change, so do not delay a safety-critical report while searching for an exact phrase.
- Write an observable description. Include the start date, recurring time bands, the activity causing dust or noise, and exactly how access is impeded.
- Add the project-board information and 16-digit WIN when available. If the board names another agency, say so and request routing rather than selecting GHMC as the confirmed owner.
- Attach clear, dated images or video only if collected safely. Avoid exposing unnecessary personal information in the frame.
- Submit the complaint and save the acknowledgement, screenshot or reference details. Note the date and time of submission.
The available GHMC information confirms the online grievance route but does not guarantee that the current portal has a particular field, upload limit, category name or service-level deadline. Use the fields that are actually displayed and preserve your own copy of what you sent.

In person at the Citizen Service Center
You can lodge a GHMC complaint at the Citizen Service Center at the GHMC Head Office, Tank Bund. Bring a written description, the location and project details, and copies of photographs if practical. Ask staff to record the complaint and give you an acknowledgement or reference. Keep the original documents and do not surrender the only copy of an important photograph or report.

By telephone for contact and follow-up
GHMC lists 21111111 as a helpline. Use it to seek guidance, report the location and follow up on a submission. The published contact listing does not explain whether a call itself becomes a tracked grievance, so ask explicitly whether a formal complaint has been registered and how you can obtain its reference. If no number is issued, submit through Parishkruthi or the Citizen Service Center as well.
Write a dust complaint that can be inspected
“There is too much dust” is less useful than a description an inspector can verify. State what produces the dust and where it travels.
- Identify uncovered excavated soil, crushed aggregate, demolition debris or trucks carrying loose material.
- Describe visible dust clouds, deposits on nearby homes or shops, and whether pedestrians must walk in the carriageway to avoid the affected area.
- Record the times when trucks move, excavation occurs or dust becomes worst.
- Explain the practical effect, such as reduced visibility at a crossing, dust entering a home or shop, or people with respiratory sensitivity having difficulty using the route. Do not claim a medical diagnosis unless one has been established.
- Request inspection and appropriate dust-control measures, such as covering or containing loose material, keeping debris within the work area and maintaining a safe pedestrian route. Ask the authority to confirm what action it will take rather than demanding an outcome that the authority may not control.
There is no confirmed dust-only GHMC category or Hyderabad-specific dust limit in the published material used here. File the issue as a general civic or engineering grievance and describe the observed conditions. A consumer air-quality or sound device is not necessary to submit the complaint.

| Area classification | Day limit | Night limit |
|---|---|---|
| Industrial | 75 dB(A) | 70 dB(A) |
| Commercial | 65 dB(A) | 55 dB(A) |
| Residential | 55 dB(A) | 45 dB(A) |
| Silence zone | 50 dB(A) | 40 dB(A) |
The Rules provide that a person may complain when noise is at least 10 dB(A) above the applicable ambient limit, and state that the designated authority shall act on the complaint under the Rules and other applicable law. The responsible authority is an authorised authority or officer. The sources available for this guide do not identify the currently designated Hyderabad officer, so address the complaint to the locally designated authority rather than naming an unverified office.
What to include in a noise report
- Exact location and the area’s apparent classification, if known.
- Dates and start and end times, especially activity during the 10:00 p.m.–6:00 a.m. night period.
- Equipment or activity involved: breakers, generators, concrete work, truck movements, reversing alarms or amplified announcements.
- How often it occurs and whether it is continuous or in bursts.
- Whether a hospital, school or court is nearby. An area around those institutions may be declared a silence zone, but do not assume that every place within 100 metres is automatically designated without checking the applicable declaration.
- Any safe audio or video evidence and the related project-board details.
You may report the dates, times and location even without a sound meter. A phone application or inexpensive meter can provide context, but it is not an official measurement or conclusive proof of a breach. Do not present an app reading as if it were a regulatory test.
Handle blocked footpaths, driveways and emergency access separately
Describe the physical obstruction, not only the inconvenience. Identify the exact path that is closed, the alternative route, its condition and who cannot use it. Mention whether barricades, excavated trenches, stacked materials, parked machinery or missing ramps are involved.
If a driveway or building entrance is blocked, state the dates and times and whether residents, deliveries, waste collection or mobility-aid users are affected. If a pedestrian route is diverted, explain where people are forced to walk and whether the diversion is marked and passable.

When an obstruction prevents emergency vehicles from reaching a person or creates an immediate risk of injury, do not wait for routine grievance processing. Contact local emergency services as appropriate, move to a safe place and warn others without entering the work zone. The available civic sources do not establish a special emergency number for construction complaints.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When the work belongs to another agency
Use the signboard as your starting evidence. Record the named department, contractor, project title, telephone number, website or other contact printed there, and the WIN or equivalent project code. Submit to that agency and, if the obstruction is on a GHMC-controlled public space, submit to GHMC as well with a request to coordinate.
Do not infer responsibility solely from geography. HMDA’s metropolitan remit and coordination role do not prove that it owns a particular road, and its published help desks for other programmes are not a general road-nuisance route. If the board is missing or unreadable, describe the location and ask GHMC or the authority receiving the complaint to identify the executing body.
Private building construction and alleged permission violations
Dust or noise from a privately owned building may still justify a civic nuisance complaint, but an allegation that the building is unauthorised or deviates from a sanctioned plan follows a narrower process. GHMC’s court complaint proforma addresses alleged unauthorised construction or deviations and directs a legal complaint in the competent court after prescribed checks.

- Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack
- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access
- Quick dry time with reduced smearing and marking
That proforma is not the ordinary first step for a GHMC road project, a blocked public footpath or routine construction noise. Separate the two issues: file the service grievance for the immediate public obstruction or nuisance, and use the building-violation procedure only when the facts concern permission or sanctioned-plan compliance.
Follow up without losing the paper trail
- Keep the original complaint text, images, video, date and submission channel.
- Save the acknowledgement or reference number and note every telephone call, visit and response.
- When following up, repeat the same location and project identifier and explain what has changed since the original report.
- If the first office says another agency is responsible, ask for the routing destination and submit the same evidence there. Do not delete the original GHMC record.
- For recurring noise, keep a dated log of each episode. For dust or access problems, take occasional follow-up photographs from the same safe viewpoint.
- If there is immediate danger or emergency access remains blocked, use local emergency services rather than relying only on the grievance queue.
Published GHMC information does not promise a fixed response time or a guaranteed repair. A follow-up should therefore ask for inspection status, the responsible department and the next action, not assert that a deadline has been missed unless the authority gave you one in writing.

Quick Recap
Common mistakes to avoid
- Sending only a general statement such as “construction is disturbing us” without a location, time or observable condition.
- Assuming GHMC, HMDA or a contractor is responsible without checking the project board.
- Entering the work zone or confronting workers to obtain evidence.
- Calling the helpline and assuming that a tracked case exists without asking for a reference.
- Calling a phone-app sound reading an official measurement.
- Claiming that every site near a hospital, school or court is automatically a silence zone.
- Using the private-building court proforma for an ordinary municipal road-work nuisance.
- Publishing residents’ phone numbers, children’s images or other unnecessary personal information with the complaint.
