Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe fairest way to compare local builders is to make their quotes answer the same brief, then test each one’s materials schedule, delivery responsibilities, programme, price assumptions and contract protections. A low total can conceal omitted work, unrealistic allowances or an unsupported completion promise. Ask every builder to price identical plans and specifications, require the differences to be written down, and judge the evidence rather than the headline figure.
1. Make every quote comparable before you compare prices
Give each builder the same information. Consumer Affairs Victoria recommends obtaining at least three written quotes prepared from identical plans and specifications. Although that guidance is specific to Victoria, the method works in any jurisdiction because it prevents scope differences from masquerading as price differences.

Issue one controlled information pack
Send every builder one dated pack containing the current drawings, structural and engineering information, room dimensions, site information, planning constraints, energy or performance requirements, finish selections and a written list of what the project must include. Mark superseded drawings clearly. If one builder prices an older revision, the totals are not comparable.

Ask for a written, itemised response
Require each quote to identify the work, materials, allowances, exclusions, taxes or other charges, programme assumptions and payment stages. A single total with no supporting schedule makes it impossible to discover whether a builder has omitted a trade or used an allowance that cannot buy your chosen finish.
Ask the builder to state the quote’s validity period and the date on which pricing and lead-time assumptions were checked. Prices and availability can change, but a dated baseline gives you a fair point for later revisions.
2. Turn “materials included” into a verifiable schedule
“Materials included” is not a sufficient description. California’s Contractors State License Board and Oregon’s Construction Contractors Board both emphasise specific descriptions of materials and work in a well-written construction agreement. Your schedule should let another person identify what will be bought and installed without guessing.
Record identity, quantity and performance
For every significant material or system, request:
- Manufacturer and model, when selected.
- Type, grade, dimensions, thickness, quantity and finish.
- Applicable building standard, certification or performance rating.
- Installation method, accessories and associated labour.
- Whether delivery, handling, protection and waste disposal are included.
For example, “windows included” should become a description such as the frame material, glazing configuration, opening types, dimensions, hardware, colour, safety features and required thermal or acoustic performance. “Kitchen included” should identify cabinet construction and finish, benchtop material and thickness, hardware, appliances, splashback, installation and connection work.
Separate firm selections from allowances
An allowance is a budget amount, not a promise that the final item will cost that amount. Ask the builder to label each allowance and show its dollar value, whether it includes tax, delivery and installation, and how the difference will be calculated if your selection costs more or less.
Consumer Affairs Victoria warns that a cheap quote can rely on base allowances that do not cover the desired materials and finishes. Compare allowances line by line. A lower total may simply contain smaller budgets for flooring, sanitaryware, appliances, joinery or light fittings.
Expose exclusions and owner-supplied items
Ask each builder for a separate exclusions list. Commonly overlooked items include excavation beyond an assumed soil condition, rock removal, retaining walls, service upgrades, connection fees, window coverings, appliances, light fittings, painting, floor preparation, external paving, fencing, landscaping, rubbish removal and final cleaning.

For every owner-supplied item, establish who measures it, confirms compatibility, orders it, receives it, stores it, checks it for damage, protects it and installs it. An owner-supplied tap or appliance can still create programme and warranty issues if dimensions, delivery dates or connection requirements are unclear.

Control substitutions
If a builder cannot commit to an exact brand or model, require an objective equivalent: minimum dimensions, grade, performance, certification, warranty and appearance. The contract should say that substitutions need your written approval before ordering, identify any price or programme change, and explain what happens if an equivalent cannot be sourced.
3. Compare who controls supply and delivery
YourHome describes the builder’s coordination role as sourcing, quantifying and organising material deliveries. Do not assume that role is included simply because a builder supplied a price. Put responsibility beside every major material.
Use a responsibility matrix
| Comparison area | Questions for every builder | Evidence to request |
|---|---|---|
| Purchasing | Who places the order and when? | Named responsible person, supplier quotation or order trigger |
| Lead time | What is the expected manufacturing and transport period? | Supplier lead-time confirmation and assumption date |
| Delivery coordination | Who books the delivery and coordinates site access? | Site logistics plan and delivery contact |
| Receiving | Who checks quantities, dimensions and visible damage? | Receiving and inspection procedure |
| Storage and protection | Where are materials stored, and who protects them from weather, theft and damage? | Site storage plan and responsibility in the contract |
| Shortages or damage | Who reports a problem and arranges replacement? | Written defect and replacement process |
| Late delivery | What is the fallback sequence if an item slips? | Updated programme and documented mitigation steps |
Test the lead-time assumptions
Ask the builder to identify long-lead items and the latest order date needed to protect the programme. Typical examples include custom windows, engineered timber, specialist doors, cabinetry, stone, imported finishes, electrical equipment and made-to-measure items. The point is not to assume a universal lead time; it is to see whether the builder has identified dependencies and has a plan for confirming them.
Ask what must be decided before an order can be placed. A window order may depend on final openings; cabinetry may depend on verified room dimensions; a benchtop may depend on installed cabinets and appliance specifications. A credible plan shows these links rather than presenting every delivery date as independent.
Check site logistics
A delivery date is meaningful only if the site can receive the load. Ask about access width, turning space, crane or forklift requirements, unloading areas, weather protection, security and temporary storage. Confirm who pays for redelivery, waiting time or additional handling when access is unavailable.
Where the site is occupied or constrained, ask how deliveries will be sequenced to avoid damage and congestion. Materials delivered too early can be damaged or obstruct work; delivered too late, they can stop several trades.
4. Decide whether the construction schedule is realistic
Compare a written programme, not a verbal promise. Oregon guidance lists start and completion dates, permits, payment schedules and signed change orders among important contract elements. California guidance also addresses responsibility for permits and the expected finish date.

Require dates and dependencies
Ask for the planned start date, substantial-completion or handover date, and milestones that matter to you. Milestones might include site preparation, foundations, framing, weather-tightness, rough-ins, insulation, drywall or plaster, cabinetry, finishes, testing and final inspection.

For each milestone, ask what must happen first: permit approval, engineering information, client selections, deposits, site access, utility work, inspections or delivery of a long-lead product. A schedule that lists dates without dependencies is not a risk plan.
Look for documented delay provisions
Ask how the contract treats weather, labour shortages, supplier failure, variations, late client decisions, inspection delays and events outside the builder’s control. The wording should explain notice requirements, evidence, revised dates and any cost consequences. Do not treat a promised date as guaranteed unless the contract clearly says what is guaranteed and what remedy applies.
Compare progress reporting
Agree how often you will receive updates, what an update contains and who attends site meetings. Useful reporting shows completed work, work planned next, decisions required from you, procurement status, emerging risks, approved changes and the current forecast finish date.
Test the programme with a simple scenario
Ask each builder to explain what happens if a critical delivery is two weeks late. A serious answer identifies the affected activities, work that can be resequenced, the person responsible for the supplier conversation, the date by which a decision is needed and the process for updating you. “We will deal with it if it happens” provides no comparable evidence.
5. Align total price, allowances and payment terms
Compare total price only after scope, materials and allowances are aligned. A more expensive quote may include work that another excludes; a cheaper quote may transfer purchasing or coordination risk to you.
Normalise each total
Create a comparison sheet with one row per material, trade and contract issue. Record the quoted amount, allowance value, inclusion or exclusion, tax treatment, owner responsibility and any stated assumption. Add the cost of items that one builder omitted only when you have reliable prices; otherwise flag the gap for clarification instead of inventing a number.
| Commercial item | What to compare | Why it matters |
|---|---|---|
| Base contract price | Same drawings, specifications, scope and tax treatment | Prevents a partial scope from appearing cheaper |
| Allowances | Dollar value, inclusions, selection deadline and adjustment method | Shows how much price risk remains |
| Exclusions | Work or materials omitted and who will arrange them | Reveals likely additional cost and coordination |
| Payment schedule | Deposit, progress stages, evidence required and retention if applicable | Aligns cash flow with completed work |
| Changes | Written quotation, approval, price effect and time effect before work | Prevents undocumented cost escalation |
Check payment stages against progress
Ask what physical work or deliverable triggers each payment and what documentation you receive. A stage should be objectively recognisable, not merely a calendar date. Confirm how deposits, stored materials, taxes, credits and approved variations are treated.

Insist on written change orders
Oregon’s consumer checklist calls for signed written change orders. Your contract should require a description of the change, material and labour impact, revised price, schedule effect and approval before the changed work begins, except for urgent safety work. Ask how the builder records your selections and instructions so an informal conversation does not become a disputed extra.

6. Verify permits, licensing, insurance and warranties
Protection terms are part of the comparison, not paperwork to review after choosing a builder.
Confirm local authority requirements
Licensing or registration, permit responsibility, insurance types, statutory warranties, contract disclosures and dispute procedures vary by jurisdiction. The official guidance considered here covers the United States, Australia and New Zealand; none creates a universal rule for every project. Check your local building regulator and consumer agency for the requirements where the property is located.
Ask the builder to state who obtains planning, building and trade permits, who pays the fees, and how inspection approvals are recorded. California guidance specifically highlights permit responsibility and completion timing; New Zealand’s Ministry of Business, Innovation and Employment requires written building contracts and provides guidance on disclosures and warranties for applicable work.

The U.S. Federal Trade Commission explains that a builder warranty is different from a separately purchased service contract. Ask what the builder warrants, for how long, which components are covered, what exclusions apply, how to report a defect and who pays for investigation or repair. Also request manufacturer warranty documents and confirmation of how they will be handed over to you.
Check insurance and defect handling
Ask for current evidence of the insurance required in your jurisdiction and confirm whether it covers public liability, workers, the building during construction and any required home-warranty or warranty insurance scheme. YourHome advises asking about insurance and warranty arrangements. The correct cover depends on local law and project type, so verify it independently with the relevant authority or insurer.
Agree how defects are logged, acknowledged, inspected and corrected, including emergency defects and the deadline for final rectification. Ask how disputes escalate if the parties cannot agree on responsibility.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Use a decision table instead of a persuasive sales meeting
Transfer each builder’s answer into the same table. Keep documents attached so you can trace every entry to a drawing, quote, supplier confirmation or contract clause.
| Decision axis | Questions to answer | Acceptable evidence |
|---|---|---|
| Material identity | Are products, grades, dimensions, quantities, finishes and performance stated? | Material schedule, specification or approved equivalent rule |
| Scope | Are labour, installation, accessories, waste and testing included? | Itemised scope and exclusions list |
| Allowances | Which amounts are provisional, and how are differences calculated? | Allowance schedule with adjustment formula |
| Supply control | Who orders, receives, inspects, stores and protects each item? | Named responsibility and logistics plan |
| Programme | What are the start, milestones, completion date and dependencies? | Dated programme with updates and delay provisions |
| Commercial terms | How do price, payments and variations operate? | Comparable total, stage schedule and signed change procedure |
| Accountability | Who handles permits, insurance, warranties, defects and disputes? | Contract clauses and current certificates or registrations |
Score only what the documents establish. Do not award extra points because a salesperson is confident, and do not assume that the highest price buys better materials or a faster, safer delivery. Evidence and contract language are stronger indicators than presentation.

8. Red flags and practical follow-up questions
An unusually low total
Ask which scope items, allowances or site assumptions differ from the other quotes. Request a line-by-line reconciliation before treating the price as a saving.
Vague product descriptions
Ask for the missing model, grade, dimensions, quantity, finish or performance requirement. If the builder proposes “similar,” require an objective equivalent and written approval before substitution.
Many provisional sums
Ask why the amount cannot be fixed, what information would fix it, when that information is needed and how the final adjustment will be documented.

Materials delivered with no named receiver
Clarify who checks damage and quantities, where items are stored, and who bears the risk before installation. Add the answer to the contract.
Pressure to approve verbal changes
Pause the work, request a written change order and confirm both price and time effects. Keep your approval and the builder’s revised documents together.
9. A practical selection process
- Freeze the brief. Issue the same drawings, specifications, selections and site information to every builder.
- Request itemised written quotes. Set a response date and require allowances, exclusions, taxes, programme assumptions and validity periods.
- Build the materials schedule. Convert vague descriptions into named products or measurable performance requirements.
- Map responsibilities. Record who purchases, delivers, receives, stores, protects and replaces each major item.
- Challenge the programme. Check start and completion dates, milestones, long-lead orders, dependencies, permits, updates and delay provisions.
- Normalise the price. Reconcile scope, allowances, exclusions, payment stages and taxes before comparing totals.
- Verify protection. Check local licensing or registration, permits, insurance, warranties, defect procedures and dispute routes.
- Resolve differences in writing. Ask each builder to answer outstanding questions and issue a revised quote or contract schedule.
- Choose the document set you can administer. Select the builder whose scope, responsibilities, programme and protections are clear enough to manage—not simply the builder with the lowest number.
10. Keep the comparison current after signing
A sound comparison does not end when the contract is signed. Keep the approved materials schedule, selections, supplier confirmations, delivery records, programme updates, permits, payment evidence and change orders in one controlled file. Date every revision and identify which document governs if two records conflict.
When a product becomes unavailable, require the builder to show the proposed equivalent, price difference, warranty position and programme effect before approval. When a delivery slips, ask for the revised sequence and forecast completion date rather than accepting an informal assurance. This record gives both parties a shared account of what was promised and what changed.
What a defensible choice looks like
You should be able to explain, in writing, what each builder will supply, what remains an allowance, which items you must provide, who controls delivery, how delays are handled, when payments fall due, and what protection applies if work or materials are defective. If two builders still differ after that exercise, the difference is more likely to reflect a genuine approach to scope, quality, risk or programme rather than missing information.
