They raise the direct-cost base, increase the amount of uncertainty a contractor must price, and can determine whether the owner’s budget still supports the planned scope. A defensible update uses a dated pricing baseline, current supplier and subcontractor evidence, location and wage adjustments, a schedule-based escalation allowance, and a clear allocation of risk in the contract.
Do not apply one blanket inflation percentage to an old estimate. Reprice volatile materials separately, refresh labor and subcontractor assumptions, test the effect of procurement and schedule delays, and show contingency, overhead and profit as distinct amounts.

What the recent cost data means for a construction bid
Construction costs have moved materially above the pre-pandemic baseline, but not every input has moved at the same rate. The Associated General Contractors of America (AGC), using Bureau of Labor Statistics data, reported that the building-bid index and the material-and-service-input index for nonresidential construction were each about 37% higher in December 2024 than in February 2020. In December 2024 alone, the producer-price index for new nonresidential building construction rose 0.2% from the prior month and 1.6% over 12 months (AGC/BLS, 2025).

A project’s exposure depends on its specifications, location, procurement date, duration and contract terms. A project with little steel but a long electrical-equipment lead time has a different risk profile from a highway job dominated by asphalt and fuel.

Labor remains a separate source of pressure even when a particular material market stabilizes. Gordian reported average construction labor-wage growth of 4.1% over the prior year in 2025. In AGC’s 2025 outlook survey, 62% of firms identified rising direct labor costs as a major concern, while 59% cited an insufficient supply of workers or subcontractors. A bid that updates material quotes but leaves wages, crew availability and subcontractor pricing unchanged is not current.
Contractors also price the time between bidding and ordering. The U.S. Bureau of Labor Statistics documented that expectations of future increases sometimes caused firms to raise markups while they waited to purchase materials; at the May 2021 peak, 27% of markup prices reported to the producer-price index included a change. Markup therefore may contain an expectation about future cost, not just overhead and profit.
For 2026 estimating, Gordian’s RSMeans historical-index page lists quarterly values of 303.4 for January, 309.6 for April and 314.5 for July. The values demonstrate why an estimate should carry a pricing date and why a six- or twelve-month-old unit-cost book can produce a misleading “fixed” number. RSMeans data can be localized to more than 970 North American locations, so national averages should not substitute for a project-specific location factor.

Materials and equipment
Replace old allowances with current supplier quotes or a current cost database. Record the quote date, validity period, lead time, freight, taxes, tariffs or surcharges, minimum order quantities and any stated indexation. A quote that expires in 15 days is not equivalent to a firm price held through a 12-month construction period.
Break out volatile inputs instead of multiplying every material by one project-wide factor. AGC publishes monthly producer-price tables by material and construction segment; use the relevant series to identify which packages warrant a separate scenario. For fabricated items, include both the raw material exposure and the fabricator’s labor, shop capacity and delivery risk.

Labor and subcontractors
Refresh base wage, fringe benefits, overtime, prevailing-wage or union requirements, payroll burdens and expected crew mix. Ask each subcontractor whether its number is firm, indexed, valid only through a stated date, or subject to a labor escalation clause. Also verify whether the quote assumes normal shifts, weekend work, a particular crew size or uninterrupted access.
A labor shortage can increase the hourly rate, require premium shifts, reduce productivity or force a different subcontractor. Those effects belong in the estimate rather than in an unexplained contingency.

Productivity and project duration
Longer procurement or construction periods increase exposure to quote expiration and wage changes. They can also extend general conditions: supervision, temporary facilities, equipment rental, site security, insurance and financing. The Federal Highway Administration notes that prospective bidders may be unable to obtain firm supplier prices for the full project duration. Treat an uncertain delivery window as a cost assumption that needs an owner decision, not as a footnote.
Overhead, profit and escalation allowance
Keep job overhead, corporate overhead, profit and escalation contingency on separate lines. This lets the owner see whether a budget gap comes from scope, market movement, project duration or the contractor’s commercial terms. It also prevents an unusually large unknown risk allowance from being mistaken for profit.
A step-by-step method to update a bid or owner budget
- Freeze the baseline. State the estimate’s pricing date, project location, wage basis, quantity takeoff, design revision, inclusions and exclusions. Without a frozen baseline, changes in scope and changes in price become indistinguishable.
- Reconcile quantities and specifications. Confirm that the takeoff still reflects the current drawings and specifications. A quantity change must not be disguised as escalation.
- Refresh major material quotes. Obtain current quotes for high-value or volatile packages. Record validity, lead time, freight, taxes, tariffs, surcharges, alternates and substitution conditions. Mark each quote as firm, indexed or subject to escalation.
- Refresh labor assumptions. Update wage and fringe rates, overtime, prevailing-wage or union rules, crew composition and productivity. Identify work that may require premium shifts or additional supervision.
- Refresh subcontractor bids. Ask for an explicit quote date, expiration date, exclusions, escalation language, procurement assumptions and schedule constraints. Do not treat a subcontractor’s old “budget number” as a current commitment.
- Apply the location factor. Use a documented geographic adjustment for material, labor and equipment. The RSMeans City Cost Index compares major U.S. cities with a national average; use the factor that matches the project location and the estimate’s pricing date.
- Model at least two cases. Keep a base case using the best-supported current prices and a higher-escalation case for long-lead or highly volatile items. Show the dollar effect on each affected package and on the total budget. The cases should identify what event drives the difference, such as quote expiry or a delayed release.
- Add justified contingencies. Separate design, bidding and price-escalation contingency where the project’s design maturity, procurement plan and contract risk justify them. Do not present a universal percentage as correct for every project.
- Reconcile to the owner’s budget. Show the refreshed estimate beside the approved budget and identify the remaining gap. Decisions to close it can include scope reductions, design alternates, quantity or specification changes, phasing, schedule changes, early procurement or additional funding.
- Document approvals and dates. Keep the quote log, index source, wage assumptions, scenario calculations and owner decisions with the estimate. Reissue the estimate when a major quote expires or the design, schedule or procurement plan changes.
How to show the cost change clearly
| Estimate component | What to update | What the owner should see |
|---|---|---|
| Direct materials | Current supplier or database price, freight, taxes, surcharges, quote validity and lead time | Package-level change from the frozen baseline |
| Direct labor | Wage, fringe, overtime, prevailing-wage or union basis, crew and productivity | Rate and labor-hour changes, not just a single percentage |
| Subcontractors | Quote date, exclusions, validity, escalation terms and schedule assumptions | Which scopes are committed, conditional or unpriced |
| General conditions | Duration, supervision, equipment, temporary facilities, security and insurance | Cost of a longer procurement or construction period |
| Escalation contingency | Documented scenarios for exposed inputs and the time until purchase | Dollar allowance, trigger and remaining uncertainty |
| Overhead and profit | Job overhead, corporate overhead and profit as separate lines | Commercial markup distinguished from market-risk allowance |
Reconciling an updated estimate with the owner’s budget
Start with the refreshed estimate, then classify the variance. A higher total may result from price movement, a quantity increase, a more demanding specification, a longer schedule or a revised risk allocation. Each cause leads to a different decision.

- Scope or specification: evaluate design alternates, performance-based substitutions and deferred elements without reducing required code, safety or durability.
- Quantity: verify the takeoff, site conditions and allowances before removing work.
- Schedule: compare early procurement, resequencing, phasing and a shorter or longer duration. A faster schedule can require premium shifts, while a delay can extend general conditions and expose more purchases to escalation.
- Procurement: consider releasing long-lead items earlier, subject to design completion, storage, warranties, cash flow and the risk of buying material that later changes.
- Funding: if the scope and schedule are fixed, present the remaining amount as a funding requirement rather than hiding it in an opaque contingency.
AIA B101 guidance permits the architect, when preparing the Cost of Work estimate, to include contingencies for design, bidding and price escalation, determine the materials and systems included in the Contract Documents, recommend reasonable program or scope adjustments, and include design alternates needed to meet the owner’s budget. That guidance supports an open reconciliation process: the estimate is a decision document, not merely a contractor’s total.
Contract protections for volatile prices
For a long production period or a work package exposed to large price swings, an economic-price-adjustment clause can allocate risk instead of forcing a contractor to bury an unknown amount in a fixed price. A clause may allow increases and decreases, so the owner receives the benefit when the index falls as well as paying when it rises.
Federal Acquisition Regulation guidance says an adjustment clause should define four items: the type of labor or material covered; the labor rates, including fringe benefits, or material unit prices subject to adjustment; the index or indexes and the base period used to measure change; and the period during which prices may be adjusted. For private work, add the operating details that make those principles usable:
- the named input, product category or labor classification;
- the independent index and publication used;
- the base date and reference price;
- the trigger, cap, floor and whether increases and decreases are symmetrical;
- the documentation required, including invoices, quotes or payroll records;
- notice deadlines and the method for calculating an adjustment;
- treatment of substitutions, discontinued products and unavailable indexes; and
- responsibility for delays caused by the contractor, owner, designer or a third party.
Have project counsel review the language under the governing law. An index clause cannot correct a vague scope, an unrealistic schedule or a quote whose validity was never recorded.

| Comparison axis | Questions to ask |
|---|---|
| Pricing date and validity | When were the material and labor prices established, and how long are they held? |
| Source data | Are amounts based on current supplier quotes, subcontractor bids, a cost database or allowances? |
| Location and wages | Which location factor, wage schedule, fringe and labor classifications are included? |
| Productivity and schedule | What crew, shift pattern, access condition and duration does the price assume? |
| Long-lead exposure | Which items must be released early, and what happens if delivery slips? |
| Escalation treatment | Is there a contingency, an index clause, an exclusion or an unpriced allowance? |
| Overhead and profit | Are job overhead, corporate overhead and profit separately identified? |
| Post-award risk | Who receives decreases and who pays increases after award? |
Require each bidder to identify exclusions and assumptions in the same format. Then compare an equivalent scope and risk position rather than ranking totals that are not truly comparable.
Estimating references and recurring updates
For a one-time estimate, a controlled quote log and current supplier and subcontractor evidence may be sufficient. For teams that estimate repeatedly, the 2026 RSMeans Data Cost Book provides a regularly updated construction estimating reference for unit costs and indexes. RSMeans Data Online provides unit line-item material, labor and equipment prices for estimate development and budget validation, with location context available through the City Cost Index. Verify the current edition, coverage and pricing before relying on any database for a commitment.
Whichever source you use, retain the pricing date and location with every exported estimate. A database number without those qualifiers can look precise while being unsuitable for the project’s market or procurement date.
Common failure modes and fixes
Using one inflation percentage
Symptom: every trade is increased by the same factor. Fix: separate volatile materials, labor, equipment and duration, then document the evidence for each allowance.
Recommended Free Tools
Treating a budget quote as a firm price
Symptom: an old subcontractor number remains in the bid after its expiration date. Fix: obtain a refreshed quote and record whether it is firm, indexed or conditional.

Hiding escalation inside markup
Symptom: the owner cannot tell whether a higher total is overhead, profit or market risk. Fix: show each category separately and state what event the escalation allowance covers.
Ignoring time
Symptom: material prices are updated, but the schedule and general conditions are unchanged. Fix: test procurement and construction duration, including quote expiry, wage changes and extended supervision or equipment.
Comparing totals with different risk allocation
Symptom: a low bid excludes escalation while another includes an adjustment mechanism. Fix: normalize scope, assumptions and post-award responsibility before choosing the apparent low bidder.
Practical decision rule
Use a fixed price only when the scope is sufficiently defined, the procurement window is realistic and the parties have consciously accepted the remaining volatility. Where those conditions are not present, price the documented uncertainty openly or use an economic-price-adjustment mechanism with a defined index, base date, period and process. The objective is not to predict a single “correct” inflation number; it is to make every material assumption visible, current and assignable to the party best able to manage it.
