Give every contractor the same drawings, specifications, quantities, material grades, finishes, site information and programme assumptions. Then reconcile each line for scope, labour, materials, allowances, exclusions, timing, payments and change rules before ranking the totals.
Rising prices do not make a vague quote acceptable. A low total may omit work, assume cheaper finishes or use allowances that are unlikely to cover your selections. A higher total may include complete site preparation, better-specified products or a realistic labour programme. Your objective is to identify the price that is complete, achievable and contractually clear—not simply the smallest number.

Start with a common brief, not a headline price
Contractors price the project they understand. If each receives different drawings, finish descriptions or timing assumptions, their totals are not competing offers; they are estimates for different jobs. The Queensland Building and Construction Commission advises owners to ask builders to price the same tasks, materials and timelines. New Zealand Building Performance similarly recommends obtaining at least three detailed quotes with labour and material breakdowns.
Send every bidder the same information
- Issued drawings, engineering information and the revision number for each document.
- A written scope of work, including demolition, protection, temporary works, testing, commissioning and handover.
- Site facts such as access, ground conditions known to you, working hours, storage limits, services and occupied areas.
- Product brands or performance standards, model numbers where relevant, material grades, colours, fixtures and finish levels.
- Required standards, permits, inspections and energy or accessibility requirements.
- Your target start date, required completion date, working-hour restrictions and any milestone dates.
- Instructions for pricing alternatives, owner-supplied items and items that are not part of the contract.
Issue clarifications to every bidder at the same time. Keep a register of questions and answers so one contractor does not price information that the others never received.

Require assumptions and exclusions in writing
Ask each contractor to attach a list of assumptions, exclusions and qualifications. Examples include whether demolition includes disposal, whether painting covers preparation and final coats, whether utility connections are included, and whether the contractor has assumed unobstructed access. An exclusion is not automatically unreasonable; it is a problem when it is hidden or differs from the other bids.
Build a line-by-line comparison sheet
Copy each quote into one worksheet with matching rows. Preserve the contractor’s wording and add your own clarification column. Use “not stated” where a quote provides no information; do not treat a blank as zero.
| Comparison row | What to record | Question to ask |
|---|---|---|
| Scope and quantities | Task description, measured quantity, unit and location | Does this cover the complete drawing and specification, including preparation and finishing? |
| Materials and finishes | Brand, grade, model, performance, colour, finish and quantity | Is the allowance based on the exact selection or a cheaper base product? |
| Labour | Hours or rates, crew composition, apprentice costs and subcontractors | How was labour calculated, and which trades are included? |
| Site and logistics | Preparation, protection, transport, travel, access equipment, waste and cleanup | Are call-out, delivery, disposal and temporary facilities included? |
| Allowances | Prime cost items, provisional sums, contingency and quantity or unit-cost basis | What event changes the allowance, and what evidence is required? |
| Exclusions and assumptions | Every omitted item, dependency and assumed condition | Who pays if the assumption is wrong? |
| Programme | Start date, duration, milestones, working hours and handover date | What causes a delay, and how is the revised date documented? |
| Payments | Deposit, progress stages, retention, taxes and payment timing | Is each payment tied to a measurable completed stage? |
| Quote validity | Expiry date and conditions applying after expiry | Can the price change before signing, and how will that be notified? |
| Changes | Variation notice, approval, pricing and schedule procedure | Must you approve a written price and time impact before work starts? |
Confirm which categories apply to your project and jurisdiction. The worksheet is a control tool, not a statement that every listed charge is legally required.

Check quantities and hidden work
Match measured quantities against the drawings: floor area, excavation volume, reinforcement, doors, windows, fixtures, outlets and finish areas. Look for missing preparation such as removal of existing finishes, levelling, waterproofing, priming, testing or certification. A contractor may have priced the visible installation while another has included the work needed to make it possible.
Match specifications, not just descriptions
“Tiles,” “windows” or “kitchen” is not a specification. Compare dimensions, thickness, thermal or acoustic performance, hardware, sealants, warranties and finish. A base-rate product can make a quote look attractive while creating a large upgrade bill later. Consumer Affairs Victoria warns that the cheapest quote may omit items or assume a material or finish that does not match the owner’s requirements.
Separate included, excluded and owner-supplied work
Mark every item as included, excluded, owner-supplied or dependent on another trade. Clarify who measures, orders, receives, stores, protects and installs owner-supplied products, and who bears the cost of damage or delay if they arrive late. Confirm whether one contractor’s price includes coordination with suppliers and other trades.

Analyse labour, trade coverage and the programme
Rising labour costs affect both the hourly rate and the number of hours required. Ask for the basis of the labour figure: crew size, estimated hours, ordinary and overtime rates, apprentice or trainee costs, subcontractor packages, supervision and site management. Consumer Affairs Victoria specifically recommends checking labour and apprentice costs, how they are calculated, realistic duration and any call-out or travel charges.
Test the duration
Compare start date, working days, weather assumptions, inspection hold points, procurement lead times and handover activities. A shorter programme may require more crews, overtime, expedited freight or earlier purchasing. Ask the contractor to identify the activities controlling completion and to state how delays caused by late selections, access restrictions, approvals, concealed conditions or supplier shortages will be treated.
Compare the cost of access and logistics
Travel, parking, accommodation, delivery restrictions, cranes, lifts, scaffolding, protection of occupied areas and daily site setup can materially change labour cost. Verify whether call-out or travel charges are one-time, recurring or conditional. Require a clear method for charging additional visits.
Understand allowances and provisional sums
An allowance is not the same as a fixed commitment. It may represent a product not selected yet, an estimated quantity or work whose extent cannot be known until the site is opened. For each allowance, record the assumed quantity, unit cost, labour to install it, taxes, freight and margin. Ask what happens when your selection costs more or less.
Prime cost items
For a product still to be selected, require the exact item category and an amount realistic for the quality you want. A sanitary fixture allowance that covers only a basic model is not comparable with a quote that includes your specified model, tapware and accessories. Confirm whether delivery, installation and associated fittings are inside or outside the allowance.

Victorian consumer guidance describes provisional sums as estimated amounts for possible additional work that cannot be priced exactly when the contract is signed, and refers to showing estimated material quantities and unit costs in that context. Ask for the trigger, calculation method and evidence for every provisional sum. Elsewhere, terminology and legal treatment may differ, so use your local regulator’s definition.

Contingency
Do not compare one contractor’s contingency with another’s fixed price as though they are equivalent. Identify whether contingency is an owner-held budget, a contractor allowance or a markup that can be spent without further approval. State who controls it, what records are required and whether unused funds return to you.
Separate fixed prices from future variations
Ask each bidder to label the total as fixed, adjustable or partly adjustable, and to identify the exact items affected. A quote can change before contract signing because it expires or because you alter the scope; post-signing changes depend on the signed contract and applicable law. Do not assume that a rise in labour or material prices automatically gives a contractor the right to charge more.
Checklist for an escalation clause
- Which labour, material, freight or currency inputs are covered?
- What is the baseline date and what documents establish the baseline price?
- What objective event triggers an increase or decrease?
- Which index or supplier evidence is used, and what is the calculation formula?
- Are increases and decreases treated symmetrically?
- Is there a threshold, cap, notice period or customer approval requirement?
- Who verifies the evidence and how can you challenge an arithmetic error?
- How does the clause interact with substitutions, delays, owner changes and provisional sums?
The U.S. Bureau of Labor Statistics cautions that its Producer Price Index does not directly measure the cost of producing a service or building a structure. An index can be a reference input, but it is not automatically a measure of your project’s cost. Define the index series, geography, base period, publication timing, rebasing treatment and adjustment formula in the contract. BLS also states that it does not write contracts or advise on disputes over interpretation; obtain advice suited to your contract and state law.

Approve variations before work proceeds
Require a written variation showing the reason, detailed cost, credits for deleted work, tax treatment and time impact. Set a rule that work outside the agreed scope does not begin until you approve the variation, except for genuinely urgent safety measures. Keep the drawing revision, quotation, approval and updated programme together.
Investigate a large price gap
When totals differ substantially, do not average them. Ask every bidder to explain the difference in writing, then check these causes in order:
- Unequal scope, quantities or drawing revisions.
- Different material brands, grades, finishes or performance levels.
- Missing site preparation, permits, protection, waste removal or cleanup.
- Understated allowances or provisional sums.
- Different labour hours, crew assumptions, subcontractor coverage or travel charges.
- Different start dates, durations, overtime assumptions or procurement strategies.
- One quote including taxes, fees or temporary works that another excludes.
- Different escalation, contingency or variation treatment.
After the numerical reconciliation, assess experience, reliability, quality standards, references and comparable past work. New Zealand Consumer Protection advises looking beyond price on these factors. A complete quote from a dependable contractor can be better value than an apparently cheap offer that creates repeated variations.

Jurisdiction examples: use local rules, not assumptions
Victoria, Australia
Consumer Affairs Victoria contractor guidance says a cost-escalation or rise-and-fall clause is subject to specified conditions. It also states, in the circumstances it describes, that likely cost increases from inflation and wage rises must be calculated into the contract price, and refers to a threshold exception and approval requirement. Treat those statements as Victoria-specific examples. Check the current Victorian requirements and the exact contract wording before signing; do not apply them to another state or country.
Queensland, Australia
The Queensland Building and Construction Commission’s practical advice is to have builders price the same tasks, materials and timelines. That supports the like-for-like method in this guide. It does not establish the escalation or variation rules for every project, contract type or location, so confirm the current Queensland requirements that apply to your work.
New Zealand
New Zealand Consumer Protection distinguishes an estimate from a quote: an estimate is the provider’s best guess, while a written quote is recommended for expensive work. Its guidance says a fixed quote must be completed within the quoted cost unless the customer agrees to a variation. Confirm whether your document is an estimate, a fixed quote or a contract with allowances, and obtain local advice when the wording is unclear.
United States
In the United States, adjustment rights and disclosure requirements can depend on the state, project type and signed contract. The BLS PPI guide is useful for understanding index mechanics, but it expressly warns that PPI does not directly measure building or service production costs. Have a construction attorney or other qualified local adviser review an escalation clause when the financial exposure is significant.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A decision framework for selecting the offer
Once every quote uses the same scope, convert each one to an adjusted comparison total. Add omitted required work, replace unrealistic allowances with your specified selections, and show uncertain amounts separately rather than hiding them in a single total. Then evaluate:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Completeness: Are all required tasks, quantities and interfaces covered?
- Price certainty: How much is fixed, and how much depends on allowances or adjustment clauses?
- Deliverability: Is the labour plan and duration credible for the site and supply conditions?
- Contract clarity: Are payment, variation, delay and evidence procedures explicit?
- Capability: Can the contractor demonstrate relevant work, references, supervision and quality controls?
- Communication: Did the bidder answer reconciliation questions directly and consistently?
Do not award solely on the adjusted total. A bidder who refuses to disclose assumptions, will not identify exclusions or pressures you to approve undefined variations has transferred too much risk to you.

Step-by-step process from invitations to signing
- Freeze the tender information. Mark the drawing and specification revisions, issue the same package and record the date sent.
- Set response rules. Require a return date, quote validity period, breakdown format, assumptions, exclusions and proposed programme.
- Answer questions collectively. Issue clarifications to all bidders and keep an addendum register.
- Enter matching rows. Build the comparison sheet and use “not stated” instead of assuming an omission is included.
- Normalize the numbers. Align quantities, product grades, taxes, logistics, allowances and owner-supplied items.
- Interrogate differences. Request written explanations and revised pages where a response changes scope or price.
- Check uncertainty. Document provisional sums, escalation triggers, programme risks and variation approval steps.
- Check capability and references. Speak with relevant past clients and inspect comparable completed work where possible.
- Obtain contract advice. Use a local construction lawyer or qualified adviser for unusual escalation, payment or liability provisions.
- Sign one coherent package. Attach the final scope, drawings, schedule, quote breakdown, allowance schedule and written clarifications to the contract.
When an independent quantity surveyor can help
A quantity surveyor or independent construction estimator can be worthwhile when bids remain difficult to reconcile, the project has many trades, quantities are uncertain or the financial consequences of an omission are large. New Zealand Building Performance identifies quantity surveyors as a resource for estimating construction jobs. Ask for a defined service: measurement, tender comparison, cost plan, variation review or payment assessment. An independent review is most useful before signing, when scope can still be corrected.
Use a local construction lawyer or contract specialist when an escalation clause, provisional-sum mechanism, delay entitlement, payment schedule or variation process is unclear. Legal rights differ by jurisdiction, contract form and project type; a generic online explanation cannot replace advice on your document.
Red flags and practical fixes
| Red flag | Why it matters | Fix before selection |
|---|---|---|
| A single total with no breakdown | You cannot identify omissions, allowances or labour assumptions. | Request a scope, labour, material, allowance and exclusion schedule. |
| Quote expires immediately | You may be pressured to sign before checking terms or selections. | Ask for a realistic validity period and written rules after expiry. |
| Very low material allowances | Your chosen products may create large upgrades. | Price specified products or obtain supplier evidence for the allowance. |
| Open-ended escalation wording | Future cost is uncapped or impossible to verify. | Require inputs, baseline, formula, evidence, notice and approval rules. |
| Verbal promises to include omitted work | They are difficult to enforce and easy to misunderstand. | Put the item and price in the signed scope or variation. |
| Programme has no milestones | Delay responsibility and payment progress are unclear. | Add measurable stages, dependencies and a written delay process. |
| Refusal to answer reconciliation questions | The contractor may not have costed the job carefully or may be shifting risk. | Pause selection and obtain a transparent revised quote. |
FAQ
Should I ask for more than three quotes?
Three detailed, genuinely comparable offers are a useful starting point. Add bidders when the work is specialized, the first responses are incomplete or the market is too thin to reveal whether a price is realistic. More unstructured quotes do not improve the decision.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →What if a contractor will not provide labour hours?
Ask for an alternative basis such as crew composition, fixed labour package, trade subcontract totals and inclusions. You need enough information to test whether the programme and scope are covered, even if the contractor does not disclose every internal rate.
Can I accept a quote by email and sort out the contract later?
That creates uncertainty about scope, price validity, allowances and change rights. Obtain the complete written agreement and attachments before work starts, and make sure accepted clarifications are incorporated rather than left in informal messages.
How should owner changes be priced?
Describe the requested change, identify deleted work, obtain the price and schedule effect in writing, and approve it before the changed work begins. Keep the original and revised drawings so the final account can be audited.
What should I do if site conditions differ from the quote?
Stop affected work where safe, photograph and document the condition, ask the contractor to explain the technical consequence, and require a written variation with evidence and a time impact. The contract and local law determine who bears the cost; do not assume either party is automatically responsible.
Is an adjustable quote always worse than a fixed quote?
No. An adjustable arrangement can be workable when the uncertain inputs are genuine and the mechanism is narrow, transparent and balanced. A nominally fixed quote can still contain large provisional sums and exclusions. Compare the risk allocation, not the label alone.
The Bottom Line
The fairest comparison is a documented, like-for-like reconciliation. Standardize the brief, expose every assumption and allowance, test labour and programme realism, and accept only written rules for escalation and variations that comply with your local law.
