Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesCompare suppliers on the same specification and delivered-cost basis, then verify both the material and the business that will supply it. The lowest quotation is only the starting point: quality evidence, capacity, delivery reliability, tax documentation, and remedies for defects can determine the real cost of a purchase.
A disciplined comparison has six stages: issue one common request for quotation, confirm the applicable standard and any compulsory BIS requirement, check supplier capability, normalize the complete delivered cost, agree inspection and delivery terms, and record a decision using evidence that can be checked later.

What a fair supplier comparison looks like
Two quotations are not comparable merely because they name the same material. One may cover a different grade, quantity unit, packing method, delivery point, tax treatment, or payment schedule. Start by making every supplier price the same technical and commercial obligation.

The Department of Expenditure’s Manual for Procurement of Goods, Second Edition 2024 lists quality, technical merit, running costs, cost-effectiveness, after-sales service, technical assistance, delivery, and price among possible evaluation considerations. Its governing rule is: “No criteria shall be used for the evaluation of tenders that cannot be verified.” The manual is written for government procurement, not as an automatic rulebook for private projects, but its evidence-based method is useful for homeowners, contractors, builders, and project managers.

Choose criteria that match the purchase risk
For a structural or specification-sensitive product, conformity and test evidence should dominate the decision. For a readily substitutable item needed to keep a crew working, dependable availability and delivery may carry more weight. For a large order, invoice accuracy, cash-flow terms, and replacement obligations can be as important as the headline rate.
- Material conformity: grade, dimensions, performance class, applicable Indian Standard or project specification, and permitted substitutions.
- Quality evidence: certificates, batch information, inspection records, and access to suitable testing.
- Supplier capability: capacity, authorized-distributor status where relevant, quality controls, references, and financial resilience.
- Delivered cost: material, freight, unloading, handling, taxes, testing, and payment-related costs on one basis.
- Execution reliability: confirmed dates, partial-delivery rules, communication, and contingency capacity.
- Contract protection: inspection, acceptance, rejection, replacement, delay, warranty, and documentation terms.
Step 1: Write one common request for quotation
Send every candidate the same written request. A phone description such as “good-quality cement” or “standard steel” leaves room for each seller to price a different product. A common request also gives you a defensible record if a dispute arises.
Technical information to include
- Material name and intended use.
- Required grade, dimensions, tolerance, performance class, finish, or composition.
- The Indian Standard, manufacturer specification, engineer’s specification, or other project requirement that governs the item.
- Total quantity, unit of measure, estimated call-off quantities, and acceptable lot sizes.
- Whether equivalent products or substitutions are allowed, and the approval process for one.
- Packaging, labeling, batch identification, shelf-life requirements, and protection from weather or contamination.
- Required conformity certificates, test reports, declarations, samples, or inspection access.
Commercial and logistical information to include
- Exact delivery address, access restrictions, unloading responsibility, and permitted delivery hours.
- Required delivery date or staged schedule, including the consequence of a missed milestone.
- Whether the quote must include freight, loading, unloading, insurance, and handling.
- Tax treatment, invoice requirements, payment milestones, credit period, and validity period of the offer.
- Contact details for order changes, dispatch notices, and quality complaints.
- Proposed process for shortages, transit damage, non-conforming lots, returns, replacement, and refunds.
Ask suppliers to return their quotation in the same units and sequence. If a supplier cannot meet a requirement, require it to identify the exception rather than silently offering a substitute.
Step 2: Identify the applicable standard and BIS status
Use the project’s specification and the applicable local requirements to identify the standard that governs the material. The Bureau of Indian Standards (BIS) describes certification as generally voluntary. The Central Government can, however, make certification compulsory for specified products through Quality Control Orders. Therefore, do not assume that every construction material must carry an ISI mark, and do not assume that an unmarked product is automatically unacceptable.
Check compulsory coverage for the exact product
Consult the current BIS compulsory-products listing for the precise product, grade, and scope. A requirement may apply to one product category or configuration but not to a superficially similar item. Record the date you checked, the product description, and the relevant order or listing entry in the procurement file.
Where a Standard Mark or certificate is required, check that the evidence identifies the offered product and the actual manufacturer. A logo copied into a quotation, an undated certificate image, or a certificate issued to a different product is not proof of conformity. Ask for a document that can be checked against the manufacturer’s name, product scope, validity, and batch or consignment details where those details are relevant.
Use the National Building Code correctly
BIS describes the National Building Code of India 2016 as a model code covering materials, structural design, construction safety, and sustainability. It is a reference framework, not a statement that every provision applies identically to every project. Confirm which provisions have been adopted by the relevant authority and which requirements appear in the project’s approved drawings, specifications, or contract.

A supplier’s claim that material is “tested” is not enough. Ask what was tested, against which requirement, on which sample or batch, by whom, and when. Match the evidence to the risk of failure and the value of the order.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Documents to request
- Manufacturer name, product description, grade, and batch or lot identification.
- Certificate of conformity, test certificate, or declaration required by the specification or compulsory order.
- Test date, test method, measured results, acceptance limits, and the laboratory or quality-control facility.
- Sampling procedure and the link between the report and the delivered lot.
- Storage, transport, and shelf-life instructions where product performance can change after manufacture.
- Inspection and traceability records for high-value or safety-sensitive orders.
For a disputed result or a material requiring independent verification, use a suitable test method and an appropriately recognised or otherwise reliable laboratory. The procurement manual treats quality assurance as a planned process of defining standards, measuring quality, and acting on results; it also discusses external laboratory testing where relevant. A test report should support a decision, not merely decorate a quotation.
Inspect before acceptance
Decide in advance whether inspection occurs at the supplier’s facility, on arrival, or at both points. Identify who may sample, what equipment or laboratory will be used, and who pays for an additional test. Photograph packaging, labels, visible damage, and batch numbers at delivery. Keep rejected material segregated so it cannot be installed accidentally while the dispute is being resolved.
Step 4: Check the supplier’s capability
Material compliance and supplier capability are separate questions. A genuine certificate does not prove that the seller can supply your quantity on time, maintain conditions in transit, or resolve a shortfall.

Obtain the supplier’s legal business name, registered address, tax-registration details used on invoices, operating contact, and bank-account information. Confirm that the quotation, purchase order, invoice, and delivery documentation identify the same contracting entity. Where the product is sold through an authorized channel, ask for evidence of that authorization or a clear explanation of the supply chain.
Capacity and continuity
- Ask how much of the specified product is available now and how much can be allocated to your project.
- Request a production or dispatch plan for staged deliveries.
- Identify the source of supply, alternate source, and likely constraints during peak demand.
- Confirm storage capacity and protection from moisture, contamination, theft, or damage.
- Ask who will manage the account when the primary contact is unavailable.
Past performance and references
Request comparable references rather than a long list of unrelated customers. With permission, ask references about specification compliance, delivery accuracy, damaged or short consignments, invoice corrections, response time, and how defects were resolved. The procurement manual identifies technical capability, quality-control systems, past performance, after-sales facilities, and financial background as relevant supplier-assessment considerations. Scale this diligence to the purchase risk: a small one-off order does not need the same investigation as a critical, repetitive supply contract.
Step 5: Normalize the complete delivered cost
Compare prices only after converting them to the same unit, quantity, delivery point, tax basis, and payment assumptions. Use a worksheet that exposes every cost rather than a single “landed rate” that cannot be audited.
| Cost or term | Question to ask every supplier | Why it changes the comparison |
|---|---|---|
| Base material | What grade, unit, pack size, and quantity does the rate cover? | A lower unit rate may reflect a lower grade, smaller quantity, or different measurement basis. |
| Freight | Is transport included to the stated delivery address? | Ex-warehouse and delivered prices are not equivalent. |
| Loading and unloading | Who pays for loading, unloading, equipment, and waiting time? | Site handling can materially change the installed cost. |
| Taxes | Which tax rate and amount are shown on the quotation and invoice? | Tax must be visible and calculated on the same taxable value for each offer. |
| Testing and documentation | Are samples, independent tests, certificates, or special records extra? | Required assurance costs should not be hidden outside the quote. |
| Payment terms | What deposit, milestone, credit period, or late-payment charge applies? | Cash-flow cost and exposure differ even when unit prices match. |
| Returns and replacement | Who bears collection, re-delivery, and disposal costs for rejected goods? | A nominally cheap supplier may create a costly recovery process. |
Make tax and invoice details explicit
The Department of Expenditure manual says tax rates and amounts should be shown clearly and discusses GST-compliant invoices and supporting documentation. Require the supplier to state the taxable value, applicable tax, total payable, and any condition that could change the amount. Check that the invoice describes the supplied product and quantity accurately and that delivery records support the invoice.
Check e-way-bill responsibility
The official GST E-Way Bill System, operated with the National Informatics Centre, describes an electronic waybill requirement for certain goods movements and states a movement-value threshold of ₹50,000. That figure is not a universal rule for every consignment: applicability depends on current rules, the transaction, the goods, and any exemptions. Treat it as a documentation check for the buyer, accountant, or transporter. Put responsibility for preparing, carrying, and correcting required transport documents in writing, and verify the current requirement before dispatch.

Step 6: Compare delivery reliability, not just promised dates
Ask for a dated commitment that names the delivery point and the person responsible for dispatch. For a project with several work fronts, request a schedule showing each lot, quantity, and notice period.
Questions that reveal execution risk
- Is the quoted lead time measured from the purchase order, advance payment, drawing approval, or another event?
- Can the supplier make partial deliveries, and what is the minimum economical lot?
- How much notice will you receive before dispatch?
- What happens if a vehicle is delayed, a lot is short, or the site cannot unload on arrival?
- Can the supplier reserve stock for the project, and under what release conditions?
- What alternative is offered if the specified product becomes unavailable, and who must approve it?
Do not treat a vague statement such as “delivery as per availability” as a schedule. Convert it into a date, a quantity, and a remedy or escalation path.
Step 7: Put acceptance and remedies in the order
A purchase order or contract should state when risk passes, what counts as delivery, and how the buyer can reject or require correction. The procurement manual discusses delivery terms, quality assurance, inspection, and contract management; private buyers can adapt those practices to their contract and applicable law.
Acceptance checklist
- Define the delivery point and the documents that must accompany the consignment.
- Set an inspection window for quantity, visible damage, packaging, labeling, and required certificates.
- State whether concealed defects can be notified after installation or initial inspection.
- Specify the test method and laboratory route for a disputed result.
- Describe rejection, replacement, repair, refund, collection, and re-delivery responsibilities.
- Set a response time for complaints and identify the escalation contact.
- Record agreed remedies for delay, short delivery, repeated non-conformity, or unauthorized substitution.
Separate “delivery received” from “accepted as conforming” where inspection cannot be completed immediately. Signatures should identify what was checked and what remains subject to test or document review.
Step 8: Score offers using verifiable evidence
Set the criteria before opening or comparing offers. Define what evidence earns a satisfactory result and record exceptions. A simple worksheet can use qualitative ratings such as meets, partly meets, does not meet, or not verified; use numerical weights only when the project team can justify them.
| Criterion | Evidence to record | Decision question |
|---|---|---|
| Material and standards compliance | Specification match, applicable standard, BIS status, product and manufacturer identity | Is the offered item the one the project permits? |
| Quality assurance | Certificates, batch traceability, inspection plan, test capability | Can conformity be demonstrated for the delivered lot? |
| Capability and track record | Capacity statement, references, authorized-channel evidence, quality process | Can this supplier perform at the required scale and consistency? |
| Delivered cost | Normalized material, logistics, tax, testing, and payment figures | What is the comparable total, not merely the quoted unit rate? |
| Delivery plan | Dates, lot quantities, dispatch notice, contingency arrangements | Will supply protect the construction sequence? |
| Documentation and service | Invoice format, transport records, complaint contact, response commitments | Can the transaction be administered and audited? |
| Remedies | Replacement, rejection, delay, warranty, and dispute provisions | Who bears the cost if the material or schedule fails? |
Keep the original quotations, clarifications, certificates, reference notes, scoring sheet, approvals, purchase order, delivery records, test results, and complaint correspondence together. If a criterion cannot be checked, mark it “not verified” rather than awarding an unsupported advantage.

Safety-critical or specification-sensitive materials
Require exact product identification, traceable lots, appropriate test evidence, and engineer or designer approval for substitutions. A small price difference should not outweigh an unresolved conformity question.
Fast-track projects
Confirm physical stock, dispatch capacity, route constraints, and partial-delivery rules. A supplier that can prove a reliable schedule may offer better value than one with a lower but uncertain rate.

Large or repetitive orders
Use staged call-offs, periodic quality checks, reserved capacity, and a documented price-adjustment mechanism if one is needed. Review invoices and delivered quantities lot by lot rather than waiting until the end of the project.
Small residential purchases
Keep the process proportionate, but still record the exact product, quantity, tax-inclusive total, delivery promise, and defect remedy. A short written confirmation can prevent the most common misunderstandings.
Red flags that should pause a purchase
- The supplier refuses to state the grade, standard, manufacturer, or unit of measure.
- A certificate does not identify the offered product, manufacturer, validity, or batch where traceability is expected.
- The quote uses an unexplained “equivalent” substitution.
- Freight, unloading, taxes, or testing appear only after the buyer asks for the final total.
- The legal entity on the quotation differs from the entity issuing the invoice or receiving payment without explanation.
- The supplier promises an impossible date but will not state stock, capacity, or a recovery plan.
- References cannot confirm comparable work or the supplier discourages reasonable verification.
- The supplier demands acceptance before inspection while offering no process for defects or shortages.
A practical procurement sequence
- Write the specification, quantity, delivery schedule, evidence requirements, and commercial terms.
- Send the identical request to a suitable set of suppliers and state a response deadline.
- Log clarifications and issue the same answer to every bidder when the clarification affects comparability.
- Screen technical compliance before ranking price; reject or separately flag non-compliant alternatives.
- Verify BIS status, certificates, manufacturer identity, references, and capacity.
- Normalize freight, handling, taxes, testing, payment terms, and replacement exposure.
- Score the remaining offers against pre-set, verifiable criteria.
- Negotiate only documented changes, then issue an order that captures the final specification and remedies.
- Inspect, document, and test the delivery before releasing unconditional acceptance.
- Reconcile the invoice with the order, delivery record, tax details, and any approved variation.
How to handle a defect or short delivery
Quarantine the affected material and preserve packaging, labels, photographs, delivery notes, and samples. Notify the supplier promptly using the contract’s complaint channel and describe the discrepancy precisely: missing quantity, visible damage, wrong grade, failed test, or missing document. Do not alter or install disputed material if doing so would destroy evidence or create a safety risk.

What this method does—and does not—prove
A documented comparison improves consistency and reduces avoidable disputes; it does not guarantee that a supplier will never fail or that every test predicts performance in service. The available official guidance does not establish a universal market-share, defect-rate, or supplier-performance statistic for India’s construction-material market. Treat online ratings, certificate images, and the lowest quote as leads for verification, not as proof.
For private purchases, adapt the level of diligence to value, safety, and schedule risk. For public or tendered work, follow the applicable tender conditions, statutory requirements, contract clauses, and approvals in addition to this checklist.
Bottom line
Choose the supplier whose offer remains strongest after every quote is put on the same specification and delivered-cost basis, and whose claims are supported by checkable documents, capacity evidence, and workable delivery and defect remedies. Price can decide between genuinely compliant offers; it should not hide an unverified product, an unreliable schedule, or an uninsured recovery problem.
