Choose based on verified possession, total cost and your ability to absorb uncertainty—not on the label alone. A ready-to-move home can be inspected, but you should confirm the occupancy certificate (OC) for the exact building or phase. An under-construction home may offer more time to plan and a different payment schedule, but requires close checks of Telangana RERA records, approvals, contracts, taxes and the promoter’s delivery record.
Start with the decision that matters: when must you have the home?
The practical difference is control over timing. If you need to move within a defined period, a completed home gives you a unit and common areas that can be inspected now. That reduces uncertainty about workmanship, ventilation, light, water pressure, lift operation, parking and amenity access. It does not, however, prove that the property is legally ready for occupation. Ask for the occupancy certificate applicable to the exact building or phase and verify it with the authority that has jurisdiction.

An under-construction purchase can work when your move is flexible, your current housing cost is manageable and you accept that construction, approvals or handover may take longer than expected. Use the completion dates disclosed for the exact project and phase and the dates in your agreement. Do not replace those documents with a general claim that projects in Hyderabad are usually early or late; no representative Hyderabad-wide delay statistic was established for this comparison.
Write down your non-negotiables before comparing prices:

The better choice is conditional. A buyer with an urgent move and low tolerance for delay will usually value a properly certified completed home. A buyer with time, a carefully documented project and sufficient financial flexibility may prefer construction-stage purchase. Neither category is automatically cheaper or safer.
What “ready to move” must mean in Hyderabad
Verify the occupancy certificate, not the sales wording
“Ready to move” is a marketing description. The legally significant question is whether the competent authority has issued the applicable OC for your exact building, tower, block or phase. An OC process generally follows completion and involves documents and authority scrutiny rather than a developer’s verbal assurance.
GHMC describes an application after construction completion with a certified completion notice, photographs, scrutiny and site inspection. HMDA publishes a similar post-completion process for properties within its jurisdiction. Confirm whether GHMC, HMDA or another competent authority covers the property, then obtain and independently verify the certificate and its scope. A certificate for one phase does not automatically cover another phase or a separate tower.
Inspect the delivered unit and shared facilities
Arrange a daytime inspection of the exact apartment, not only a model unit. Check wall and floor finishes, door and window operation, seepage or dampness, plumbing fixtures, electrical points, ventilation, natural light, noise, mobile reception and the condition of balconies. Run taps and showers, flush toilets, test sockets safely, and note meter locations and readings where access is permitted.
Walk the common areas and site: lifts and backup power, fire exits, corridors, water systems, parking, security, waste handling, roads, drainage, clubhouse and promised amenities. Record defects with photographs, dates and a written list. Ask who will rectify each item, by what date and under what handover process. A finished appearance does not by itself establish that every promised facility, approval or service connection is complete.
Check possession documents and outstanding work
Request the possession or handover letter, the OC, approved plans relevant to your unit, maintenance and utility arrangements, parking allocation and a statement of outstanding works. Confirm that the sale agreement’s specifications match what was delivered. If the seller is an existing owner, review the chain of title, loan release, association dues and any notices before paying a deposit.

How to investigate an under-construction project
Search the exact project and phase on Telangana RERA
Before booking, use the official Telangana RERA portal to search the project’s exact name or registration number. Check that the promoter, land details, towers or phases, sanctioned plans, declared completion information and quarterly updates correspond to the unit being offered. Save copies of the registration record, disclosures and updates with the date you retrieved them.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteTelangana RERA says covered projects generally must be registered before marketing or sale, subject to statutory exceptions. Registration is an accountability and record mechanism; it is not an endorsement, a guarantee of construction quality or a promise that possession will occur on a particular date. Ask why a project is not registered if the promoter relies on an exception, and have that explanation reviewed independently.
Read the agreement against the disclosures
Compare the proposed agreement for sale and payment schedule line by line with the RERA disclosures. Check the unit number, carpet area, floor, parking, possession date, grace or extension wording, specifications, amenities, cancellation terms, interest or compensation provisions, maintenance start date and treatment of plan changes. Do not rely on a brochure promise that is absent from the contract.
Telangana RERA’s overview describes promoter responsibilities, a separate project account and complaint avenues. The authority’s chairman message says: “RERA brings transparency in real estate sector and protects consumer making developers accountable.” The separate-account requirement is a promoter obligation under the Act, not proof that a particular project cannot face financial or delivery trouble.
Verify approvals and land information
Obtain the sanctioned plan and approvals relevant to the project and phase. Ask for title documents, encumbrance information, development or collaboration agreements, conversion or layout permissions where applicable, environmental or utility clearances that the project requires, and details of any lender charge. An independent local property lawyer should examine the title chain, authority, restrictions, litigation and contract before a high-value commitment. Official project registration does not replace a title review.

Compare the two choices on the same evidence
| Decision axis | Ready-to-move home | Under-construction property | What to verify |
|---|---|---|---|
| Possession | Potentially earlier, subject to the applicable OC and actual handover | Future date with construction and approval uncertainty | OC scope, disclosed completion date, contractual possession terms |
| Physical inspection | Inspect the exact unit, services and common areas | Usually inspect a sample or a partly finished unit | Delivered condition versus agreement specifications |
| Approvals | Completion documents and OC for the exact building or phase | RERA record, sanctioned plans, phase approvals and later completion certification | Competent authority and document dates |
| Payments | Often concentrated near purchase and registration, but the actual schedule varies | Linked to the agreement and construction milestones; schedules vary by project | Written demand schedule, loan disbursement rules and penalties |
| Temporary housing | May be avoidable after valid possession | Rent, storage and duplicate household costs may continue while waiting | Your budget for a delayed handover |
| Quality certainty | Visible defects and operating performance can be tested | Greater reliance on drawings, specifications, samples and promoter execution | Inspection report and enforceable specifications |
| Change risk | Lower for the delivered structure, though common works may remain | Plans, finishes, amenities or schedules may change within legal and contractual limits | Change clauses, approved plans and written variation procedure |
Use the same written cost sheet and the same standard of legal review for both options. A lower advertised base price is not a lower acquisition cost until every payable item and waiting cost is included.

Build an all-in cost comparison
Request a complete written breakup
Ask each seller for a dated, itemised statement showing the base or agreement value, applicable GST, registration and stamp-related charges, parking, amenities or preferred-location charges, maintenance advance, corpus or sinking-fund contribution, utility or infrastructure charges, legal or documentation fees and any other mandatory amount. Ensure the sheet identifies whether each amount is one-time or recurring and whether it is included in the quoted price.
This research did not establish the current Telangana stamp-duty or registration rates. Have the applicable charges confirmed immediately before budgeting and before signing; do not use a remembered percentage. Also ask who bears association formation, meter, connection and handover costs.
Add the cost of waiting
For an unfinished home, calculate rent and household running costs until a realistic possession date, then test a delay scenario. Include commuting from your current location, storage, school or relocation changes, loan pre-EMI or interest, and the cost of maintaining two homes if the completed home is not ready when your lease ends. For a ready home, include immediate repairs, interiors, moving and any renovation needed before occupancy.
Do not create a false precision by assigning an average Hyderabad delay or price premium; no such representative figure was established. Use the project’s dates and your own monthly cash-flow numbers instead.
GST: why the tax line cannot be copied from another purchase
CBIC’s rate schedule treats certain construction services for apartments intended for sale before issuance of the completion certificate, where required, or before first occupation as taxable. The entries have category-specific conditions. CBIC explanatory material from 2019 describes effective rates under the applicable real-estate regime as 1% for affordable housing and 5% for residential property outside the affordable segment.
Those figures are not an unconditional rate for every Hyderabad transaction. Eligibility, project classification, the booking and payment timing, completion or first-occupation status, and current notifications all matter. A completed property sold after the relevant completion or first-occupation point is not the same supply described in the construction-service entries. The precise treatment should be confirmed for the specific transaction.

Ask the seller for a written tax calculation and tax invoice where applicable. Give the agreement, payment dates, project status and completion documents to a qualified tax professional when the transaction is unusual, resale-based or close to completion. Do not compare a pre-completion quote that includes GST with a post-completion price that does not show the same tax treatment without normalising the figures.

Financing and cash-flow checks
Map every payment date
Put the agreement’s booking amount, instalments, taxes, registration payment, interior budget and expected handover costs on one calendar. For construction-stage purchases, identify the event that triggers each demand and the notice period. For a completed home, confirm when the lender releases funds and when your own contribution is due.
Do not assume a particular loan structure applies to every under-construction purchase or that every completed home receives identical financing terms. Ask the lender about disbursement conditions, interest during construction, pre-EMI or regular EMI treatment, documentation, valuation, insurance and what happens if the project or unit status changes. Obtain the sanction and repayment illustration in writing.
Stress-test income and delays
Run at least three scenarios: possession on the disclosed date, a moderate delay and a longer delay that you can realistically withstand. Include rent, loan interest, living expenses and planned interior payments. If the delayed case would force you to borrow at expensive rates or stop essential payments, the project is financially unsuitable regardless of its advertised discount.

Assess the promoter using records, not assurances
Review the promoter’s RERA disclosures, update history, approvals, completed phases and complaints or orders available through official records. Ask for the project’s lender and charge-release arrangements. A clean sales presentation is not evidence of financial capacity or timely completion.

An independent property inspection is also sensible for a completed high-value purchase. It can document defects and services that a brief sales visit misses. Neither an inspection report nor a legal opinion is a substitute for the other.
Step-by-step due diligence before paying
- Define the decision window. Record your move-in deadline, current rent, available cash, borrowing limit and acceptable delay.
- Identify the exact asset. Write the project, phase, tower, unit, carpet area, parking space and seller or promoter name exactly as they appear in documents.
- Check authority jurisdiction. Determine whether GHMC, HMDA or another competent authority handles the property’s approvals and completion process.
- For a completed home, obtain the OC. Verify that it covers the exact building or phase, then inspect the unit and common areas and list defects in writing.
- For an unfinished home, search Telangana RERA. Match the registration record, disclosures, updates, plans and completion information to the exact phase and unit.
- Collect approvals and title documents. Give the complete set to an independent local property lawyer for review of ownership, encumbrances, permissions and litigation.
- Reconcile the contract. Ensure the sale agreement contains the area, specifications, amenities, parking, possession date, payment milestones and remedies you were promised.
- Normalise the price. Add GST where applicable, registration and stamp-related charges, parking, amenities, maintenance, corpus, loan costs, interiors and temporary housing.
- Confirm tax treatment. Ask for the written GST basis and obtain professional advice if completion or first occupation is near, or if the transaction is a resale.
- Stress-test financing. Obtain the lender’s written disbursement and repayment terms and model a delayed possession case.
- Pay only after document reconciliation. Keep receipts, signed schedules, approved plans, inspection photographs and all written promises in one file.
Common mistakes and how to correct them
Mistake: treating “ready” as proof of legal completion
Correction: Demand and verify the OC for the exact building or phase. Ask the authority what the certificate covers and whether any separate work or phase remains.
Mistake: treating RERA registration as a guarantee
Correction: Use the record to check disclosures, updates and accountability, then independently review title, approvals, promoter performance and the agreement. Registration does not eliminate delay risk.
Mistake: comparing base prices only
Correction: Put both itemised cost sheets into one table and add waiting, financing, tax, registration, parking, maintenance and interior costs.
Mistake: relying on a sample flat
Correction: Treat the sample as an illustration. Make the agreement’s specifications and approved plans the enforceable reference, and inspect the actual unit at handover.
Mistake: accepting a remembered GST or registration rate
Correction: Have the seller state the tax basis in writing and confirm current application with a qualified professional. Verify stamp and registration charges immediately before execution.
Mistake: ignoring the cost of a late handover
Correction: Calculate rent, storage, commuting, loan interest and other duplicate costs for multiple delay scenarios before deciding whether the payment plan is affordable.

Prefer the ready-to-move option when the exact unit passes inspection, the applicable OC is verified, title and contract checks are satisfactory, and avoiding rent or uncertainty is worth its all-in price. Prefer the under-construction option only when the project and phase are properly documented, the agreement protects your position, the promoter’s disclosures withstand review, and your budget can carry construction risk and a delayed handover.
Make the final comparison with dated documents, not labels: OC or RERA record, approvals, agreement, complete cost sheet, financing terms and your delay budget. Project status, tax rules and municipal procedures can change, so verify the named property and transaction immediately before signing or paying.
