Compare contractors against the same pre-published, project-specific criteria—not headline price alone. Establish the applicable procurement rules first, set a proportionate capability threshold, then evaluate each compliant bid for comparable experience, named personnel, programme, safety, quality, financial resilience, supply chain and commercial clarity. Weight the criteria before tenders arrive, verify important claims, and document why the selected offer is credible for your school.
Start with the rules that govern your school project
There is no universal contractor-selection formula. The lawful process depends on the school’s country, whether it is publicly or privately funded, the project value, the procurement route, the source of funding and whether an approved framework is mandatory or available. A public authority may have advertising, exclusion, standstill, record-keeping and equal-treatment duties that do not apply to a privately funded project. Thresholds and framework terms can also change.

Before asking contractors for prices, record:
- the country, state or territory and the organisation that will sign the contract;
- the funding source and any grant conditions;
- the estimated contract value, taxes and professional fees;
- whether this is new construction, refurbishment, an extension or a phased programme;
- the required completion date, term dates and any occupation constraints;
- the procurement route, contract form and design responsibility;
- the site’s safeguarding, access, traffic, asbestos, utilities and environmental risks; and
- whether an approved public framework or local prequalification system applies.
Have a procurement or legal adviser confirm current thresholds, statutory duties, insurance, bonding and framework eligibility. Do not copy another school’s weightings or forms without checking that they apply to your jurisdiction and project.
What the England school framework illustrates
The Department for Education’s Construction framework 2025 handbook, published on 23 March 2026, is a current, school-specific example for eligible bodies and schemes in England. Access is controlled by an agreement, and schemes using the framework follow its handbook unless the Department agrees otherwise. The handbook says a mini-competition is the preferred procurement option to consider first. Those are framework instructions, not a general rule for every school.

Separate contractor capability from the quality of its bid
A reliable comparison has two distinct decisions. First, determine whether a supplier is capable and eligible to undertake the work. Second, compare the actual proposal that capable suppliers submit for this school. The UK Construction Playbook describes this distinction as assessing bidders at selection and assessing their bids at evaluation and award.
Capability and qualification
Use the qualification stage to establish a reasonable minimum, including:
- legal eligibility, ownership and authority to contract;
- relevant technical and professional ability;
- financial capacity proportionate to the project’s value and risk;
- integrity and exclusion-ground checks required by local law;
- health-and-safety capability relevant to the work; and
- licenses, registrations, insurance or other evidence required at that stage.
For UK works procurement, Cabinet Office selection guidance references the Common Assessment Standard for prequalification. The contracting authority must still make questions proportionate and allow equivalent standards where the rules require it. Ask for contracts and references only when they are relevant and proportionate.

Why proportionality matters
New Zealand Government Procurement’s construction guidance advises that prequalification requirements be proportionate to procurement risk, complexity and value, and limited to essential information needed for a decision. A long generic questionnaire can exclude capable local firms without reducing the school’s real risk. Request evidence that tests the hazards and management demands of your project, rather than a catalogue of unrelated accreditations.
Publish the comparison criteria before tenders arrive
Write the criteria, sub-criteria, evidence requirements, weightings and scoring descriptions into the tender documents. Decide who will evaluate each subject, how conflicts of interest will be handled and how scores will be moderated before responses are opened. The England DfE framework requires a compliance check before evaluation and expects evaluators to discuss the questions and scoring criteria in advance. Consistent, transparent treatment is essential in any competitive process.
Use the same clarifications process for all bidders where local rules permit it. Do not introduce a new requirement for one contractor after seeing its response, and do not allow an informal meeting to change the published basis of award.
Compare the evidence that predicts delivery
The following headings form a practical core. Adapt them to the project and then state exactly what a bidder must provide.

1. Comparable work and outcomes
Ask for completed projects similar in size, construction type, complexity and risk. For a school, similarity may include working beside pupils and staff, phased handovers, term-time restrictions, safeguarding interfaces, live utilities, refurbishment in an occupied building or design-and-build responsibility. Record the client, contract value, dates, scope, the contractor’s role and the outcome.
Contact references directly. Ask whether the work finished on time, whether defects were closed promptly, how variations were handled, whether the client would appoint the firm again and which named people actually worked on the project. A prestigious project with a different risk profile is weaker evidence than a genuinely comparable one.
2. The people who will actually deliver the contract
Require a named project director, site manager, design leads and other key roles, with relevant experience, proposed time commitment and availability. Compare the proposed team—not only the company’s corporate résumé. Identify any reliance on staff who are not yet available or on subcontractors not yet secured.
Ask how the team will communicate with the headteacher, governing body, clerk of works, designers and safeguarding lead. Require a clear substitution process if a key person leaves, and score the quality of the handover between pre-construction and site teams.

3. Programme, sequencing and resources
Request a logic-linked programme with milestones, design approvals, procurement lead times, mobilisation, commissioning and handover. The plan should show staffing and plant, not just a completion date. Test it against term dates, examination periods, holidays, phased decants, restricted deliveries and any temporary accommodation.
Look for realistic allowances for surveys, statutory approvals, utility diversions, long-lead equipment, weather and commissioning. A short programme is not automatically better if it depends on unresolved design or unrealistic labour availability. Ask the bidder to identify the activities that control completion and the recovery action if one slips.
4. Safety, safeguarding and risk control
Require a project-specific risk approach. It should explain separation of pupils, staff, visitors and construction traffic; hoarding and access control; delivery times; emergency arrangements; noisy or dusty work; temporary services; working at height; excavation; asbestos or other hazardous materials; and protection of occupied areas.

Assess how the contractor manages subcontractors, reports incidents and learns from them. Request relevant performance evidence, but do not treat a single historic incident rate as a complete safety assessment. A credible plan identifies hazards, owners, controls, inspections and escalation routes for this site.

Compare inspection and test plans, design coordination, hold points, material approvals, commissioning and defect prevention. Ask how non-conforming work is recorded and closed, who has authority to stop defective work and how the school will see progress.
Handover should cover tested and commissioned systems, operation and maintenance information, as-built records, certificates, warranties, staff training and a defects process with response times. A building that is technically complete but unusable by school staff is not a successful handover.
6. Price and commercial clarity
Require a priced schedule or other common pricing basis so bids can be compared like for like. Reconcile the scope, quantities, preliminaries, design fees, taxes, allowances, provisional sums, exclusions, inflation assumptions, overheads and contingency. Identify work that appears in one bid but not another.
Ask each bidder to explain why its price is realistic, project-specific and achievable, and how it will manage cost and risk. A low total may depend on omitted surveys, optimistic productivity, unpriced temporary works or broad exclusions that later become variations. Conversely, a high bid may include protection that another bidder has left as an assumption. Record the commercial effect of every clarification.
7. Financial resilience and supply chain
Request proportionate evidence that the contractor can sustain the project: accounts or other permitted financial information, insurance, bonding where required, current workload and access to working capital. The purpose is delivery assurance, not an arbitrary size test.
Identify critical subcontractors and suppliers, their capacity, lead times and payment arrangements. Ask what happens if a specialist fails, a material is delayed or a key subcontractor becomes unavailable. Consider whether the proposed supply chain is secured or merely aspirational, and whether the contractor has a practical replacement plan.

8. Sustainability and whole-life value
Where relevant, compare measurable environmental commitments, energy performance, material choices, waste management, carbon reporting, maintainability and operating costs. Require the bidder to state what it will measure, who will verify it and how the commitment appears in the contract. Do not award points for broad promises that have no deliverable, baseline or reporting method.
Build a transparent evaluation matrix
Use one matrix for every compliant bid. Define what evidence earns each score, record reasons in complete sentences and moderate differences between evaluators. The following template is a starting point, not a legally sufficient tender document:
| Criterion | Evidence to request or verify | Evaluator questions |
|---|---|---|
| Comparable delivery | Completed examples, references, outcomes, defects history | Was the work genuinely comparable in scale, type and constraints? |
| Proposed team | Named roles, CVs, availability, time commitment and substitutions | Will these people actually deliver this contract? |
| Programme | Milestones, sequence, staffing, procurement and recovery plan | Does it reflect term dates, phasing and long-lead items? |
| Safety and safeguarding | Site risk controls, traffic plan, subcontractor management and performance evidence | How will pupils, staff and visitors remain separated from work? |
| Quality and handover | Quality plan, inspections, commissioning, defects and training | Will the school receive usable systems and records? |
| Commercial offer | Priced scope, assumptions, exclusions, allowances and fees | Are all bids priced on the same basis and is the offer achievable? |
| Financial resilience | Proportionate capacity evidence and supply-chain information | Can the contractor sustain the work and critical suppliers? |
| Sustainability and whole life | Environmental, maintainability and operating-cost evidence | Are commitments measurable, relevant and supportable? |
Choose weightings that fit the route and risk
There is no universal price-quality split. Set the weighting after understanding the project’s consequences of delay, defects, disruption and failure, while remaining within the governing rules.
England DfE example
For covered schemes under the DfE Construction Framework 2025, price normally attracts 30%. A post-planning-approval, construct-only competition may adjust the price weighting up to 100%. Quality criteria and permitted ranges vary by route, and changes outside those ranges need framework approval. State the route and framework whenever you quote these figures.
Singapore BCA example
The Building and Construction Authority’s Price Quality Method applies to specified Singapore public-sector construction tenders with estimated construction cost of at least S$3 million under workheads CW01 and CW02. For covered building tenders, price weighting is 40–60% and quality 60–40%; for civil-engineering tenders, price is 50–70% and quality 50–30%. The highest combined price and quality score generally wins. These ranges are Singapore-specific and are not a rule for school procurement elsewhere.
Define the score scale
The DfE school framework provides one example: 10 means excellent, 8 good, 5 satisfactory, 2 poor and 0 unacceptable, with grades tied to completeness, clarity, confidence and delivery risk. If you use another scale, define it before bids arrive. “Good” should mean the same thing to every evaluator, and a score must explain the evidence rather than express personal preference.

- Complete the compliance check. Confirm that required forms, signatures, declarations, pricing schedules and attachments are present before substantive scoring. Follow the applicable rules for material omissions.
- Test references. Ask the same core questions and record answers. Confirm scope, value, dates, occupancy constraints, design responsibility, programme, defects and final account experience.
- Verify the named team. Check availability, current workload and the bidder’s authority to commit each person. Ask how replacements will be approved.
- Validate the supply chain. Confirm that critical subcontractors and long-lead items are realistic, and identify dependencies outside the bidder’s control.
- Resolve assumptions consistently. Use a written clarification log shared as required by the procurement rules. Convert accepted clarifications into the contract documents.
- Check proportionate assurance. Verify insurance, licences, bonds and financial evidence at the stage and level required by local law, rather than demanding every document from every bidder prematurely.
Keep an audit trail showing the published criterion, evidence considered, score, reason and any moderation decision. Transparency, equal treatment, non-discrimination and proportionality are central principles in UK public procurement guidance; comparable duties may apply elsewhere.

Compare procurement routes as well as contractors
Contractors cannot be compared fairly if the route gives them different design information or risk allocations. A mini-competition, direct allocation, design-and-build competition and a post-planning-approval construct-only competition involve different levels of design certainty and early contractor involvement. Compare the route on:
- how much design is complete and who carries design risk;
- the opportunity for genuine competition and the available market capacity;
- project value, complexity and urgency;
- the owner’s ability to write requirements, evaluate bids and manage the contract;
- the degree of early contractor input needed for buildability, phasing and cost certainty; and
- the procurement, funding and framework rules that apply.
Do not use a direct allocation simply because it is faster if the school cannot demonstrate value, capability and compliance under its governing rules. Likewise, a full competition can create delay and cost when the route is disproportionate to a small, low-risk package.
Recognise warning signs without inventing a universal red-flag list
- A price is materially lower because scope, surveys, temporary works or statutory fees are excluded.
- The programme shows a final date but no logic, milestones, procurement lead times or commissioning period.
- The bid relies on unnamed staff or subcontractors who are not confirmed.
- The safety response is a generic policy with no separation, traffic, safeguarding or occupied-site controls.
- References are unrelated, unavailable for verification or describe a different contractor role.
- The bidder cannot explain allowances, provisional sums, inflation or its approach to variations.
- Handover is limited to practical completion with no commissioning, training, records or defects process.
- Environmental claims have no measure, baseline, responsibility or contractual deliverable.
Any warning sign should be tested against the published criteria and clarified consistently. Do not reject a bid merely because its presentation differs from another response; assess the evidence and the risk it creates.

Jurisdiction examples and their limits
England and wider UK public procurement
The DfE handbook is directly school-focused but applies in England to eligible framework users. The Cabinet Office’s 2024 selection guidance and the 2022 Construction Playbook provide broader UK public-procurement context, including selection, financial standing and transparency principles. They do not replace the rules of a particular contracting authority or funding programme.
New Zealand
New Zealand Government Procurement guidance emphasises proportionate prequalification and linking capability requirements to risk, complexity and value. Treat it as New Zealand guidance, not as authority for an English, Singaporean or privately funded school.
Singapore
BCA’s PQM figures apply to the specified public-sector workheads and tender conditions described above. They illustrate a price-quality method; they do not establish a global best weighting.
California
California Department of Industrial Relations public-works guidance includes contractor prequalification materials, including a questionnaire enhanced in 2018 and a March 2019 scoring worksheet. A California public body should use the current state and local requirements that apply to its project, rather than importing forms from another jurisdiction.

- Applicable law, funding conditions and framework eligibility are confirmed.
- Scope, budget, completion date, occupation constraints and risk profile are documented.
- Qualification requirements are proportionate and separate from award criteria.
- Criteria, weightings, score definitions and evaluator roles were set before bids arrived.
- Every bidder was assessed on the same pricing basis and clarification rules.
- Comparable references, named personnel, safety controls and supply-chain capacity were verified.
- Exclusions, allowances, provisional sums, fees, inflation and contingencies are understood.
- The leading bid’s programme and price are credible for the school’s actual constraints.
- Quality, commissioning, training, records and defects obligations are contractually clear.
- The decision record explains how the published criteria produced the outcome.
The best contractor is not necessarily the cheapest or the largest. It is the capable supplier whose specific, evidenced proposal offers the school a credible and contractually clear way to deliver the required scope, safely, on time and with manageable whole-life risk under the rules that govern the project.
