Start with the project’s applicable Al Sa’fat requirements and target tier, then select materials by function and verify each product’s documented performance, conformity evidence and testing scope. A product marketed as recycled, low-carbon, regional or low-VOC is not automatically acceptable in Dubai. Dubai Municipality’s January 2023 second edition identifies Silver Sa’fa as the mandatory minimum for new buildings; Gold and Platinum add requirements. Your consultant and the relevant permit authority must confirm which provisions apply to your building and permit.
1. Establish the compliance brief before comparing products
Material selection in Dubai is a compliance and performance exercise, not a search for a universally “greenest” product. Al Sa’fat replaced the earlier Dubai Green Building Regulations and Specifications on 19 October 2020. Dubai Municipality identifies the second edition as January 2023 and states that Silver Sa’fa is the mandatory minimum for new buildings, while Gold and Platinum require additional measures.

The bylaw applies to relevant permitted new buildings and to specified additions or modifications. Public and private entities must follow its requirements when designing, constructing and obtaining the related permits and approvals. Confirm the live requirements with the project’s consultant and permit authority because interpretations, conformity listings and product availability can change.

- Building type and occupancy, including whether the work is a new building, addition, alteration or fit-out.
- Scope of work covered by the permit: structure, envelope, interiors, external works or a combination.
- Permit authority and the approvals that will be required for materials and systems.
- Applicable Al Sa’fat edition, target tier and any project-specific interpretation confirmed by the authority.
- Design performance requirements, procurement dates and the person responsible for accepting substitutions.
Do not carry requirements from an older Al Sa’fat edition into a current specification without checking them. In particular, do not assume that historic recycled-content or regional-material percentages still apply; verify every percentage and credit against the edition governing your permit.

2. Understand what “sustainable” must cover in Dubai
Dubai’s bylaw considers environmental and health effects over the building life cycle: site selection, design, construction, operation, maintenance, demolition and recycling of materials. That scope changes how a product should be judged. A low-impact raw material that fails in the heat, requires frequent replacement or cannot be maintained may perform worse over the building’s life than a more durable alternative.
Use five decision dimensions for every material:
| Dimension | Question to answer | Evidence to retain |
|---|---|---|
| Functional fitness | Does the product meet the structural, fire, moisture, acoustic, thermal or finish requirement for its exact use? | Technical data sheet, drawings, calculations, test reports and approved samples. |
| Health and environmental properties | Which documented property matters for this use: emissions, solar reflectance, glazing performance or another requirement in the applicable clause? | Product-specific declarations, conformity documents and measured values. |
| Evidence quality | Does the certificate or test cover the exact product, formulation, thickness, colour, assembly and intended application? | Certificate number, issuing body, test method, scope, date and laboratory accreditation. |
| Durability and maintenance | Will the material tolerate Dubai’s heat, ultraviolet exposure, dust, humidity, cleaning regime and expected traffic? | Warranty, service life assumptions, maintenance instructions and replacement intervals. |
| Availability and end of life | Can the approved product be delivered on schedule, and can it be repaired, reused, recycled or safely disposed of? | Supplier confirmation, lead time, take-back or recycling information and substitution procedure. |
This matrix prevents a single label from standing in for the whole assessment. For example, a low-VOC coating still has to meet the required finish performance and be available in the specified colour and sheen; a highly reflective paving product still has to meet slip, loading and drainage requirements.
3. Organize the material schedule by function
Create the schedule before asking suppliers for “green” options. Grouping by function makes the required evidence and reviewer clear.

Structure and substructure
List concrete, reinforcement, structural steel, masonry, timber or engineered products according to their load, fire, durability and moisture duties. Ask for the environmental information relevant to the project’s specification, but never replace structural calculations or authority approvals with a sustainability label. Document durability assumptions, repair access and the likely end-of-life route.
Envelope and glazing
Separate opaque walls, insulation, waterproofing, roof build-ups, windows, curtain walling and external shading. The schedule should identify the assembly, not just a product name, because thermal performance depends on thickness, interfaces, framing, orientation and installation. For glazing, record the exact values required by the applicable Al Sa’fat clause and the Municipality’s conformity categories.

Interior finishes
List paints, coatings, adhesives, sealants, flooring, ceilings, partitions and joinery by room or zone. Interior products can affect occupant exposure during installation and operation, so retain emissions evidence where required and specify ventilation and curing conditions.
External hardscape and site elements
Record paving blocks, pavement surfaces, roof finishes, site walls and other exposed surfaces. In Dubai’s climate, solar reflectance, glare, surface temperature, slip resistance and maintenance all need to be considered together.
4. Match Dubai Municipality conformity properties to the material
Dubai Municipality’s conformity guidance lists properties for particular material categories. These are use-specific checks, not a universal ranking of products.
| Material or application | Property identified by Dubai Municipality | What to verify |
|---|---|---|
| Roofing surfaces and tiles | Solar Reflective Index (SRI) | SRI value for the exact colour, finish and product, test method and exposure assumptions; confirm the applicable roof requirement. |
| Paving blocks and pavement | Solar Reflective Index (SRI) | SRI evidence for the installed surface, plus loading, slip, drainage and maintenance suitability. |
| Paints and coatings | Volatile organic compounds (VOC) | VOC result, product formulation, application category, dilution assumptions and the certificate’s scope. |
| Adhesives and sealants | Volatile organic compounds (VOC) | VOC result for the exact adhesive or sealant and intended substrate or use. |
| Architectural glazing | Thermal transmittance, shading coefficient and light transmittance | Values for the specified glass and assembly, including frame or system effects where required. |
Do not treat one measured property as proof of another. A certificate showing a coating’s VOC level does not establish durability or fire performance. An SRI value does not establish slip resistance. A glazing light-transmittance value does not, by itself, prove the required thermal transmittance or shading coefficient.
5. Build a product evidence file for every shortlisted item
Dubai Municipality advises end users to ensure that materials and testing facilities are certified or accredited according to its requirements. The evidence file should let a reviewer trace a claim from the installed product back to the original test.

Minimum contents
- Manufacturer, product name, model or formulation and manufacturing location.
- Intended application, substrate, thickness, colour, finish and installation system.
- Current technical data sheet and installation instructions.
- Environmental or health declarations that genuinely apply to the product, such as a product-specific declaration or emissions report.
- Dubai Municipality conformity document, where the category and project require one.
- Laboratory report identifying the test method, specimen, result, date and accreditation status.
- Warranty, expected service conditions, cleaning instructions and replacement assumptions.
- Supplier confirmation of stock, lead time, batch control and the process for notifying substitutions.
Check the identity on every document. A certificate for a manufacturer’s “standard white” coating may not cover a tinted version. A test on one glass make-up may not cover a thicker or laminated variant. A report for a laboratory sample may not cover the complete installed assembly.
6. Use this step-by-step selection workflow
- Confirm the governing brief. Identify building type, scope, permit authority, applicable Al Sa’fat edition and target tier. Obtain written confirmation of any unusual interpretation before procurement.
- Define the performance requirement. For each schedule line, state the required structural, thermal, moisture, fire, acoustic, health, reflectance or maintenance performance and the acceptance method.
- Shortlist functionally suitable products. Ask suppliers for products that meet the design requirement first. Keep alternatives from different supply routes so a late delivery does not force an undocumented substitution.
- Request product-specific evidence. Collect technical data, declarations, conformity documents and test reports. Ask the supplier to identify the exact model, formulation, colour, thickness and intended use covered by each document.
- Check certification and accreditation. Verify that the material certification and testing facility meet Dubai Municipality’s requirements. Record issuing organization, certificate scope, expiry or review date and any limitations.
- Compare on common axes. Use the same matrix for every candidate: required performance, relevant health or environmental property, evidence quality, durability and maintenance, availability, and end-of-life handling.
- Review the whole assembly. Confirm that the selected product works with adjacent materials, fixings, membranes, sealants, coatings and cleaning methods. Recheck calculated envelope or system performance after any change.
- Obtain approvals before ordering. Submit samples, schedules and evidence through the project’s consultant and authority process. Do not rely on a supplier’s statement that a product is “Dubai approved” without the document and scope.
- Control delivery and installation. Check batch, packaging, labels and storage conditions on arrival. Keep installation records, photographs and batch numbers so the approved product can be traced in the completed building.
- Close out the record. File as-built product data, certificates, warranties, maintenance instructions and any commissioning or inspection results for operation and future replacement.
7. Compare common material decisions without oversimplifying them
Low-emitting interior finishes
For paints, coatings, adhesives and sealants, start with the VOC property identified by Dubai Municipality. Compare products only when the test category and application are equivalent. Ask whether the stated VOC value is for the supplied product, whether dilution changes the result, and whether the evidence covers primers, colourants or separate components. Then check scrub resistance, curing time, moisture tolerance, fire behaviour and maintenance. A lower reported VOC value is not a reason to accept a coating that will fail and require early replacement.
Glazing and solar control
Glazing decisions should use the required combination of thermal transmittance, shading coefficient and light transmittance. A darker or more reflective glass can reduce solar gain but may alter daylight, glare, appearance and internal lighting demand. Compare complete window or curtain-wall assemblies where the design calculation requires them, not isolated centre-of-glass values. Confirm that the specified glass remains available in the required sizes and that replacement panes will have the same performance.
Reflective roofs and paving
For roofs, tiles, paving blocks and pavement, record the SRI evidence for the exact surface. Then assess glare, colour stability, dirt retention, cleaning, pedestrian comfort, slip resistance, abrasion and vehicle loading. Surface reflectance can change with weathering, so retain the manufacturer’s maintenance and ageing information where available. The SRI check complements, rather than replaces, drainage, waterproofing and structural requirements.
Recycled, natural or regional materials
These descriptions can be useful screening attributes, but they are not automatic proof of Al Sa’fat compliance. Request the actual composition, source, chain-of-custody or environmental declaration and the performance tests required for the intended use. Confirm that the material can meet fire, moisture, durability and hygiene requirements and that a consistent supply is available for the project schedule.

8. Evaluate durability, maintenance and end of life in Dubai’s conditions
Dubai’s heat, ultraviolet exposure, dust, occasional high humidity and intensive air-conditioning operation can shorten the life of unsuitable products. Include the following questions in supplier and consultant reviews:
- What temperature, ultraviolet and humidity conditions were used in durability testing?
- How does dust accumulation affect reflectance, glazing performance, coatings or photovoltaic-adjacent surfaces?
- What cleaning chemicals, pressure, frequency and access equipment are permitted?
- Can damaged components be repaired individually, or must a whole assembly be replaced?
- Are replacement parts expected to remain available for the building’s operating period?
- Can materials be separated for reuse or recycling during refurbishment or demolition?
Put maintenance intervals and access requirements in the asset information, not only in a supplier brochure. A product with a credible service plan may have a better life-cycle outcome than one with a stronger initial environmental claim but no practical maintenance route.
9. Keep a decision record that survives substitutions
Use a register with one row per product and version. At minimum, include:
| Field | Entry |
|---|---|
| Product identity | Manufacturer, exact name, model or formulation, colour, finish and batch or revision. |
| Location and function | Drawing reference, room or zone, assembly and intended duty. |
| Claimed attribute | VOC, SRI, thermal transmittance, shading coefficient, light transmittance or another specified property. |
| Evidence | Document title, issuer, test method, date, certificate scope and accreditation status. |
| Review | Reviewer, date, comments, conditions and authority or consultant approval. |
| Supply control | Supplier, lead time, approved substitute and notification requirement. |
| Close-out | Delivered batch, installation record, warranty and maintenance information. |
When a contractor proposes a substitute, repeat the comparison rather than approving it because the product has a similar trade name. Recheck the exact property, assembly calculation, certification scope, lead time and maintenance implications.

- Required performance and acceptance tests are written before product selection.
- VOC, SRI or glazing properties are checked only where relevant to the material category and clause.
- Product identity matches every declaration, certificate and test report.
- Testing facilities and certification bodies meet the required accreditation or certification conditions.
- Durability, cleaning, replacement and end-of-life arrangements are documented.
- Supplier lead time, batch control and substitution procedure are confirmed.
- Consultant and authority approvals are recorded before procurement and installation.
- As-built records, warranties and maintenance instructions are handed over.
12. What the evidence can—and cannot—tell you
Dubai Municipality’s official guidance establishes the compliance framework, listed conformity properties and the need to verify certification or accreditation. It does not provide a universal ranking of materials, a current project-level market-availability statistic or a single product that is best for every building. Final eligibility depends on the project’s building type, permit, target tier, exact product, intended use and evidence package.
Use the official Al Sa’fat system information, the applicable bylaw and Dubai Municipality’s materials and conformity guidance as the starting documents for design review. Have the project’s qualified consultant confirm the live requirements before specification, procurement or substitution.
