In food-preparation, warewashing, toilet, janitorial and other wet or operational rooms, prioritize smooth, durable, easily cleanable and, where required, nonabsorbent surfaces. Dining and sales areas may be regulated differently, but they still need finishes that withstand the planned traffic and cleaning routine.
There is no universally best material. Troweled epoxy, quarry tile, ceramic tile, commercial-grade sheet vinyl, sealed concrete, FRP panels, stainless steel and approved coatings can all be appropriate in particular rooms. The correct choice depends on exposure, cleaning method, drainage, joint detailing, substrate condition, local acceptance and the product’s commercial technical data.

Start with the room, not the material
A restaurant rarely has one uniform interior environment. A cook line encounters grease, heat, dropped utensils and frequent wet cleaning. A warewashing room sees spray, detergents and standing water. A dry store has a different exposure, while a dining room may be subject to a different set of code provisions. List every room and activity before comparing finishes.

Food-preparation and cooking areas
Identify locations exposed to food residue, grease, steam, splash and repeated cleaning. Floors and walls in these areas commonly fall within requirements for smooth, durable and easily cleanable construction. Where moisture exposure is significant, confirm whether the applicable rule requires a nonabsorbent finish.

Warewashing and other spray areas
Dishwashing rooms and adjacent spaces can receive continuous spray and chemical exposure. Decide at the outset whether staff will mop the floor or flush it with water. A flush-cleaned floor requires coordinated drainage, grading and sealed junction details rather than a finish selected in isolation.
Toilets, janitorial rooms and waste-handling spaces
These rooms need finishes compatible with frequent moisture and stronger cleaning routines. Verify the exact local requirements for walls, floor-wall junctions, floor drains and cleanable surfaces before purchasing materials.
Storage, service and dining areas
Some authorities distinguish customer dining or sales floors from back-of-house operational areas. Ohio, Maryland, Nevada and local health departments do not necessarily draw those boundaries in the same way, so do not transfer an exception from one jurisdiction to another. Even where a prescriptive rule does not apply, select a surface that can be cleaned with the planned equipment and will tolerate the expected traffic.

Use a written performance brief for each room. It should answer the following questions before a product is shortlisted.
- What reaches the surface? Record water, grease, food acids, detergents, sanitizers, heat, impact and wheeled traffic.
- How is it cleaned? Distinguish dry sweeping, damp mopping, scrubber use, hose-and-squeegee cleaning and full water flushing.
- Where must the surface be nonabsorbent? Confirm the requirement for the specific room and jurisdiction; do not assume that every restaurant area has the same rule.
- What joints and edges will be exposed? A finish that is cleanable in the field can fail if open seams, unsealed corners or rough trim collect soil.
- What is under the finish? Product data may require a particular concrete condition, moisture level, primer, patching compound or slope. Substrate preparation is part of the finish specification.
- What maintenance can the operator perform? Ask for the cleaning chemicals, dwell times, equipment and periodic maintenance allowed by the manufacturer.
The FDA Food Code language reproduced by USDA FSIS states that “the floors, floor coverings, walls, wall coverings, and ceilings shall be designed, constructed, and installed so they are smooth and easily cleanable.” Ohio Administrative Code Rule 3717-1-06, effective September 5, 2024, describes areas where food-service or retail-food activities occur as requiring finishes that are “Smooth, durable, and easily cleanable.” Treat those phrases as a baseline, then check the complete rule that applies to your project.
Floor finish options and the checks each requires
Official state and local guidance lists several floor categories. The list below is a starting point for design review, not a ranking or a guarantee that a material is accepted everywhere.
| Floor category | Where it may fit | Checks before approval |
|---|---|---|
| Troweled epoxy or other approved epoxy systems | Specified food-service operational floors where a seamless or resinous system is accepted | Confirm commercial-use technical data, chemical and moisture compatibility, substrate preparation, cure conditions, texture, repair method and local acceptance. A generic coating name is not a complete specification. |
| Quarry tile | Operational areas listed in local guidance, particularly where hard tile construction is suitable | Review tile and grout absorption, joint layout, grout maintenance, transitions, cove treatment and compatibility with the cleaning method. |
| Ceramic tile | Some food-service floors and other approved areas | Verify the exact tile, grout, joints, edge details and slip-related product information. Confirm that the assembly, not just the tile face, is accepted for the room. |
| Commercial-grade sheet vinyl | Areas where an approved commercial sheet product is allowed | Check welded or sealed seams, cove installation, puncture and chemical suitability, underlayment requirements and manufacturer cleaning limits. |
| Sealed concrete | Areas where the concrete and sealer assembly is approved | Confirm that the slab can be prepared and sealed to a smooth, nonabsorbent, easily cleanable condition; verify moisture limits, joint treatment and resealing requirements. |
| Other similar materials | Only where the AHJ accepts the specific product and installation | Submit technical data, samples and details when requested. Do not infer approval from a product’s use in another county or state. |
The available regulatory material does not establish a universal ranking for durability, installed cost, service life, repair frequency, comfort or slip performance. Request those facts from the manufacturer or qualified installer for the exact assembly instead of presenting category names as proof of superiority.

Food Code language reproduced by FSIS allows antislip floor coverings or applications for safety reasons. That permission does not assign a slip-resistance rating to a product and does not prove that a deeply textured surface will be easy to scrub. Ask for product data for the intended wet, greasy environment and confirm how the texture will be cleaned without leaving soil in the profile.

Wall finishes: coverage, seams and trim matter
Local guidance identifies FRP, stainless steel, ceramic tile and certain gloss, semi-gloss or epoxy coatings for specified walls in preparation, warewashing, service and related locations. Selection is only half the decision; the installation must leave no dirt-catching gaps.
FRP panels
Confirm that the panel, adhesive, fasteners, joint system and trim are approved for the room. Detail outside corners, inside corners, panel ends, penetrations and the wall-to-floor transition so they can be wiped and remain sealed.
Stainless steel
Specify the grade and finish appropriate to the exposure, then coordinate seams, welds, fasteners and penetrations. A durable sheet with an unsealed edge can create a cleanability problem at the perimeter.

Ceramic tile
Review tile absorption, grout type, joint width, corner treatment and the extent of required coverage. Tile in a splash zone may need a different detailing approach from tile in a dry service area.
Gloss, semi-gloss and epoxy coatings
Use only coatings identified as suitable for the intended commercial environment. Confirm surface preparation, number of coats, cure time, cleanability after curing and repair or recoating procedures. Painted concrete block, porous masonry or brick should not remain unsealed where the applicable rule requires a smooth, nonabsorbent, easily cleanable wall.
Alameda County guidance recommends district inspector review before purchase or installation in listed areas and notes that sealed corner, edge and joint trim supports cleanliness. Treat that review as a practical checkpoint whenever the product or detail is unfamiliar to the local authority.
Detail the floor-wall junction and transitions
Many finish failures occur at edges rather than in the field of the floor or wall. The required detail depends on the cleaning method and the jurisdiction.
Non-flush cleaning
Food Code provisions reproduced by FSIS call for a covered and closed floor-wall juncture where floors are not cleaned by water flushing. Nevada rules similarly distinguish cleaning methods and specify coved and closed treatments in applicable situations. Use the exact detail shown in the approved plans, and make sure the cove, adhesive, sealant and finish terminate without an open ledge.

Water-flush cleaning
Where floors are cleaned by water flushing, the same provisions call for drains, grading to drain and sealed junctions. Coordinate finished floor elevations, drain locations, slope, thresholds and cove height before the floor installer begins. A drain added after the finish is installed can compromise both waterproofing and cleanability.
Doorways and material changes
At transitions between tile, resin, vinyl, concrete and other materials, specify a flush, cleanable transition that does not trap water or food debris. Confirm how movement joints, control joints and penetrations will be sealed while still allowing the building assembly to move as designed.
A step-by-step specification process
- Map the rooms. Draw a finish plan that labels preparation, cooking, warewashing, toilets, janitorial, storage, service, dining and sales areas. Mark splash zones, equipment footprints, drains and doorways.
- Describe the cleaning regime. For every room, state whether staff mop, scrub, hose, squeegee or flush; list detergents, sanitizers and equipment that the operator intends to use.
- Check the governing requirements. Give the finish schedule to the AHJ or plan reviewer. Ask which rooms require smooth, durable, easily cleanable or nonabsorbent surfaces; which walls require coverage; and which floor-wall, drain and cove details are mandatory.
- Shortlist assemblies, not just products. For each candidate, collect the finish, adhesive or primer, grout or seam system, trim, sealant, substrate preparation and repair materials. A product data sheet without installation details is incomplete.
- Verify exposure and substrate limits. Compare the manufacturer’s chemical, moisture, temperature, traffic and cure requirements with actual conditions. Resolve slab moisture, cracks, joints, slope and wall flatness before approving the finish.
- Draw the details. Show coves, corners, wall caps, penetrations, drains, thresholds, movement joints and changes of material. Specify who supplies and seals each component.
- Review a sample or mock-up. Inspect seams, corners, texture, transitions and cleanability at representative locations. Obtain AHJ acceptance if the local process requires it before full installation.
- Write the cleaning and maintenance handover. Give the operator the approved chemicals, dilution, equipment, restrictions, inspection points and repair instructions supplied by the manufacturer and installer.
- Document acceptance. Keep the approved product data, finish schedule, shop drawings, installation records and any inspector correspondence with the building’s maintenance files.
Match the finish to cleaning and drainage
A surface is not easy to clean merely because it is smooth when new. Cleaning depends on the complete system: surface profile, seams, grout, coves, drains, slope, equipment access and the chemicals actually used.
- Mop-cleaned rooms: prioritize closed, wipeable floor-wall junctions and transitions that do not hold dirty water. Confirm that the finish tolerates the operator’s routine detergent and sanitizer.
- Scrubbed rooms: check whether the selected texture, grout and seam system can be reached by the planned machine or brush. Obtain the manufacturer’s instructions for pads, brushes and pressure.
- Hose- or flush-cleaned rooms: coordinate drains and grading with the finish installer. Verify that all junctions and penetrations are sealed and that water cannot migrate into adjacent rooms.
- Grease-heavy rooms: ask for chemical-resistance and degreaser compatibility data. Do not assume that a coating or sealant tolerates every commercial cleaner.
Common specification mistakes and how to correct them
Using one finish schedule for the whole restaurant
Why it fails: exposure and legal requirements vary by room.
Correction: issue a room-by-room schedule and identify the rule or plan-review requirement governing each area.
Choosing a material before deciding how the floor will be cleaned
Why it fails: flush cleaning may require drains, slope and sealed junctions that are incompatible with a late material change.
Correction: decide mop versus flush cleaning during schematic design and detail the drainage system with the finish.

Correction: name the commercial product or performance criteria, primer, adhesive, grout or seam method, trim, sealant and repair procedure, subject to AHJ approval.
Leaving porous masonry or concrete unsealed
Why it fails: porous surfaces can absorb moisture and soil where a smooth, nonabsorbent, easily cleanable finish is required.
Correction: use an approved finishing and sealing system, and verify the resulting surface in the installed condition.
Ignoring corners, edges and penetrations
Why it fails: open joints and rough trim collect food residue and water even when the main panel or floor is cleanable.
Correction: show sealed corner, edge and joint trim on drawings and inspect those locations during installation.
Assuming antislip means compliant
Why it fails: antislip permission is not a product rating or a maintenance guarantee.
Correction: obtain intended-use data and confirm that the texture can be cleaned with the restaurant’s equipment and chemicals.
Relying on another jurisdiction’s approval
Why it fails: state, county and municipal rules can differ, including dining-area exceptions and accepted wall materials.

How to compare shortlisted systems fairly
Use the same questions for every candidate and record the answers in the project file.
| Comparison axis | Questions to answer |
|---|---|
| Room and jurisdiction | Is the material accepted for this exact room, and has the AHJ confirmed the coverage and edge details? |
| Moisture, grease and chemicals | What exposure is documented, and which cleaners, degreasers and sanitizers are compatible? |
| Cleaning and drainage | Is the room mop-cleaned or water-flushed? Are drains, slope, coves and sealed junctions included? |
| Cleanability and joints | How are seams, grout, corners, penetrations, movement joints and transitions closed and maintained? |
| Installation requirements | What substrate preparation, moisture limits, temperature, cure time and installer qualifications are required? |
| Maintenance evidence | What cleaning instructions, inspection intervals, repair materials and recoating or resealing procedures does the manufacturer provide? |
Do not fill missing answers with assumptions. The available official guidance does not publish a cross-material table of installed prices, lifespans, repair frequencies or slip scores. Mark an item as not stated, obtain the manufacturer’s documentation or revise the shortlist.
Plan inspection and handover
Before opening, inspect the installed finish in the same sequence staff will clean it. Look for exposed substrate, pinholes, open seams, cracked grout, unsealed penetrations, abrupt transitions, blocked drains and water that does not move toward the intended drain. Verify that equipment can be moved or accessed for cleaning without damaging the finish.
Keep a room-by-room finish register with the approved product name, color or batch where relevant, installer, installation date, cleaning chemicals, routine method, prohibited practices and repair contact. Give operators the manufacturer’s current maintenance instructions rather than relying on generic advice. Schedule a review after the first operating period to identify recurring residue, damaged edges or drainage problems while the installation warranty and installer records are still available.
What a defensible finish decision looks like
A defensible specification can explain, for every surface, why the material suits the room’s exposure, how it will be cleaned, how joints and transitions are sealed, how water is managed, which technical data supports the choice and which local official accepted it. That documentation is more useful than declaring one category the “best” restaurant finish.
The Bottom Line
Choose restaurant finishes room by room, verify them with the local authority having jurisdiction, and design drainage, coves, seams, corners and cleaning procedures at the same time as the visible material. Durability and easy cleaning come from the approved assembly and its detailing—not from a material name alone.
