Choose replacement windows for a school expansion by first confirming the project’s jurisdiction, school-authority requirements and building-control obligations, then writing a room-by-room performance brief. Compare complete window assemblies—not frame materials or marketing claims—against that brief, including ventilation, thermal comfort, daylight, acoustics, glazing safety, durability, maintenance and installation interfaces. For projects in scope in England, the Department for Education’s 2026 technical manual sets an average maximum U-value of 1.2 W/m²K for external windows and a minimum life expectancy of 25 years; those are DfE project requirements, not universal thresholds.

Start with the project’s jurisdiction and scope

Before comparing window proposals, establish which rules and standards govern the work. Requirements depend on where the school is, who owns or operates it, the type of school and project, and whether the work is a new expansion, replacement in an existing building, or a combination of both. Planning, conservation, fire, accessibility and building-control requirements may also affect the design. Confirm their application with the project professionals and the responsible school authority.

The Department for Education’s employer requirements are an England-specific reference for school and college building design and construction. Its 2026 design standards overview and Technical Manual should be read in the context of the project they govern; do not apply their requirements automatically to a school elsewhere or to a project outside their scope. In another jurisdiction, identify that authority’s current school standards and regulations instead.

Clarify the project boundary as well as the location. A window replacement within an existing building can involve different interfaces and constraints from a new opening in an expansion. Record which rooms and openings are included, whether existing openings will be altered, and how new and existing construction will meet. Survey the openings and surrounding walls before setting a specification: dimensions, condition and interfaces must be confirmed on the actual building, not inferred from a generic window schedule.

  • Design basis: the current regulations, standards and project documents the design team will use, including applicable editions and any authority-specific requirements.

For England projects, the DfE’s 2026 Design standards: employer’s requirements overview provides the wider school and college design context. The project team should confirm the current applicable documents and requirements rather than rely on a past project’s specification.

Write a room-by-room performance brief

One window arrangement is not necessarily suitable for every space. A classroom, circulation area, administration room or specialist teaching space can have different needs for ventilation, daylight, privacy, supervision, acoustics, security and cleaning. Give the design team a schedule of each room and opening, and ask it to translate those uses into measurable project criteria. The brief should state what the complete installed assembly must achieve and what evidence bidders must provide.

Use a consistent schedule so all proposals address the same openings and conditions. Where a criterion has not yet been established—for example, an acoustic target or a required opening control—ask the design team to determine it for the room and project. Do not silently substitute a supplier’s standard option for a design decision.

Brief item Questions to resolve for each room or opening
Room use and occupancy What activities take place here, who uses the room, and how does occupancy affect ventilation, supervision, security and operation?
Ventilation and comfort Is ventilation natural, mechanical or combined? What role, if any, should an operable window play? How will the design address thermal comfort and overheating?
Daylight and view What daylight and view requirements apply to the space, and how will glazing, frame configuration and any solar-control measures affect them?
Acoustics and privacy Are there room-specific acoustic or visual privacy needs? What project criteria should proposals demonstrate?
Safety and security Where could people contact glazing? How will transparent surfaces be apparent, openings be controlled safely, and project-specific security needs be met?
Cleaning and maintenance How will the inside and outside be cleaned safely? What access, routine maintenance, replacement parts and staff instructions will be needed?
Exposure and interfaces What are the site’s weather and wind exposure conditions? How will the window connect to the existing wall or expansion construction?

Keep design criteria distinct from product preferences. “Aluminium frame” or “low-emissivity glass,” for example, is not a complete statement of the required thermal, acoustic, safety or ventilation performance. The evidence here does not establish that PVC, timber, aluminium, composite or another frame material is universally best for schools. Ask bidders to show how their proposed complete system meets the project criteria and suits the building.

Compare complete systems against the brief

A window proposal should be assessed as an assembly: frame, glazing, opening configuration, hardware, seals, installation details and the connection to the surrounding construction. A claimed feature of one component does not by itself demonstrate that the installed unit will meet the project’s requirements. Use the same schedule and evidence requests for every bidder, then compare compliance and delivery as well as product descriptions.

For projects within its scope, the DfE 2026 Technical Manual states that external windows must not exceed an average U-value of 1.2 W/m²K and may need a better value as part of a fabric-first approach to meet DfE energy-performance requirements. It also states a minimum life expectancy of 25 years for external windows and doors. These are requirements in that DfE manual’s project context; confirm applicability and the current manual with the project team. Do not present either number as a general rule for every school or jurisdiction.

Comparison area What to request or verify
Regulatory and authority compliance A clear schedule of applicable requirements and evidence that the proposed assembly and its installation meet them. For England DfE projects, the Technical Manual refers to relevant Building Regulations and named product, testing, fire, acoustic and glazing standards; the project professional must confirm exact editions and applicability.
Thermal performance The specified whole-window performance and evidence for the proposed system, assessed against the project brief and applicable requirements. For DfE projects in scope, verify the 1.2 W/m²K average maximum and whether the fabric-first design requires a better result.
Ventilation and operation Opening type, effective opening area, controls, operating method and how they work with the room’s natural, mechanical or combined ventilation strategy.
Glazing and safety Glazing configuration, safety provision where required, visibility marking, opening and closing controls, and compatibility with the room’s use and risk assessment.
Acoustics, daylight and privacy Evidence against room-specific criteria, with the design team showing how the proposed assembly and any associated measures meet them.
Durability and maintenance Expected service life, warranty terms, routine maintenance, cleaning method, finish durability and availability of replacement parts.
Installation and interfaces Survey assumptions, fixing and sealing details, connection to existing or new construction, making-good scope, access and installation sequence.
Delivery and whole-project cost A comparable price and scope covering supply, installation, access, phasing, interfaces, documentation, warranties and handover—not an isolated unit price.

Ask bidders to identify assumptions, exclusions and any departures from the brief in writing. A low quotation may omit enabling work, access equipment, making good or maintenance obligations that another bid includes. Treat those differences as scope gaps to resolve before award, not as proof that one system is less expensive to deliver.

Coordinate opening windows with ventilation and comfort

Window selection and room ventilation cannot be designed independently. A replacement unit may change airtightness, available opening area and how occupants can control the room. Copying the old window arrangement without checking the current ventilation strategy can leave the design team without evidence that the completed space will support its intended ventilation and comfort approach.

The DfE’s Building Bulletin 101: Ventilation, thermal comfort and indoor air quality is school guidance on those connected topics. DfE operational guidance, Ventilation and air quality in education and childcare settings, describes natural, mechanical and combined approaches and advises maintaining windows so they are safe to open. Use the guidance alongside the project’s regulations, design criteria and room-specific strategy; it does not establish that every school room should rely on openable windows.

  1. Confirm the room strategy. Have the mechanical and building-design team state how ventilation will be provided and what part operable windows are intended to play, if any.
  2. Specify operation. Record opening type, controls, effective opening area and how occupants or staff are expected to use the window. Have the design team check that the proposed operation is compatible with ventilation requirements and the room’s use.
  3. Assess comfort and overheating together. Ask the designers to consider window operation as part of the wider thermal-comfort and overheating approach, including any other measures in the project design. Do not assume that a glass or frame selection alone resolves comfort.
  4. Check the finished arrangement. Require technical submittals to confirm the selected hardware and opening configuration, then include safe operation and maintenance instructions in handover information.

A 2016 DfE consultation draft on ventilation guidance discussed the possibility that more airtight replacement windows could affect Part F compliance and raised restrictors for some windows. It is draft material, not controlling current law. Treat it as a coordination prompt only; check the current regulations, standards and authority requirements that actually apply to the project.

Specify glazing safety and safe operation

Decide how glazing will be safe for the location and the people who use it. Consider where people may strike or fall against a transparent surface, whether protective measures or safety material are needed, and how the glazing will be made visible. Address the full operating cycle too: opening, closing, adjustment, security, cleaning and maintenance.

DfE school estate health and safety guidance says: “All windows or transparent or translucent surfaces in walls, partitions, doors or gates should be made from a safety material or be protected against breakage and be appropriately marked.” This is DfE guidance in its school-estate context. The precise obligation for a particular opening depends on current law, the project and the location; the design team should determine what is required.

A restrictor may be appropriate where the designer establishes a need for controlled opening, but it is not a default requirement for every school window. Before specifying one, check that it is compatible with the actual window and hardware, the ventilation strategy, emergency-access needs, security requirements and manufacturer instructions. A generic accessory description is not enough to demonstrate that it is suitable for a particular opening.

  • Identify glazing that may be contacted and specify the safety treatment or protection required for that location.
  • Include visibility or marking provisions for transparent and translucent surfaces where required.
  • Check that opening controls and hardware can be used safely by the people expected to operate them.
  • Coordinate any opening restriction with ventilation, emergency access, security and cleaning requirements.
  • Confirm how glazing and hardware will be inspected and maintained after handover.

Check durability, maintenance and fit with the building

Window performance on paper is only part of the decision. The design and procurement team also needs to understand the site exposure, expected use, installation conditions and the maintenance the school can support. Include the existing wall or expansion envelope in the review: the unit’s connection and surrounding work affect what is being procured and how it will be installed.

For England DfE projects within scope, the Technical Manual’s 25-year minimum life expectancy for external windows and doors is a relevant design requirement. Ask how the proposed system and its supporting evidence address that requirement for this project. A stated service life is not a substitute for checking warranty exclusions, maintenance needs, replacement parts or installation details.

Request a maintenance plan that is practical for the school’s facilities team. It should explain the manufacturer’s stated routine care, cleaning method, inspection needs and how to obtain replacement components. For an occupied school, also plan how the work will be accessed and phased, and how the site will remain safe during installation. These are project-specific matters, so include them in the tender scope rather than assuming every bidder has priced them.

The DfE’s 2026 guidance on improving and renewing a long-term estates plan addresses condition, energy performance, suitability, resilience and occupancy. Those are useful estate-planning lenses when prioritising window work across a wider school, but they do not supply a project-specific condition survey or a savings estimate. Base decisions on the building and the expansion’s documented needs; the available evidence does not establish a universal cost, market ranking or guaranteed energy saving for a particular window choice.

Procure against a consistent schedule

Issue the same room-by-room opening schedule, performance criteria, interface information and evidence requirements to every bidder. Ask each to identify compliance, exceptions, assumptions and exclusions in the same format. This makes it possible to compare systems on a like-for-like basis and reveals where bids do not cover the same work.

Assess the installed solution rather than the product line alone. A bid should account for survey and installation details, interfaces, safe access, sequencing, coordination with other expansion work, commissioning or checks required by the project, documentation and handover. Review technical submittals against the brief before accepting a proposal; resolving a mismatch after manufacture or installation can affect both programme and compliance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Complete the opening schedule. Record location, room use, opening dimensions and known constraints. Mark information that requires survey or design confirmation rather than letting bidders assume it.
  2. Issue performance criteria. Specify applicable requirements and measurable targets for thermal performance, ventilation, safety, acoustics, daylight, durability and maintenance where established by the design team.
  3. Set bid evidence requirements. Request product and performance evidence, glazing and hardware details, installation interfaces, service-life and warranty information, maintenance requirements, programme, access assumptions and exclusions.
  4. Compare scope and compliance. Use a common evaluation schedule. Record whether each criterion is met, what evidence supports it, and any exception that needs a design or procurement decision.
  5. Confirm procurement route. Check the responsible body’s procurement rules, eligibility and current route before tender or award. For eligible England school and public-building projects, the DfE’s Construction Framework 2025 describes procurement routes and award options; the responsible body must verify that it applies.

Do not allow a framework reference to replace the project’s procurement checks. Eligibility and current rules must be verified by the responsible body, and the selected route must suit the project and its governance.

Review, install and hand over the windows

Before approval for manufacture or installation, have the design team review the shop drawings, product evidence, glazing schedule, operating hardware and connection details against the brief. Confirm dimensions and interfaces, especially where new units meet existing construction or where the expansion changes the opening. Agree how deviations will be handled and documented.

During delivery, coordinate access, protection, phasing and interfaces with the wider construction programme. Confirm that installation follows the accepted details and that any changes are reviewed by the appropriate project professional. The exact inspection and verification process should be set for the project; there is no single handover checklist established for every school window job.

At handover, collect the information the school will need to operate and maintain what was installed:

  • as-built schedule identifying each opening and installed configuration;
  • operation and maintenance instructions, including safe operation and cleaning;
  • product and compliance documentation required by the project;
  • warranty information, maintenance requirements and replacement-part details; and
  • training or instruction for facilities staff where needed to operate and maintain the system safely.

Make sure the documents match the installed work, not just the tendered proposal. Facilities staff need to know how the windows are intended to operate and what ongoing care is required, particularly where the ventilation strategy depends on operable units.

A practical decision sequence

For a school owner or project team, the most reliable order is to settle scope and authority first, define room performance next, and select a window system only after the complete design has been assessed. Use the following checks at each decision point:

  • Basis: Is the jurisdiction, responsible authority, project boundary and applicable standard set confirmed?
  • Brief: Does every opening have room-specific requirements for ventilation, comfort, daylight, acoustics, safety, privacy, security, cleaning and maintenance?
  • Proposal: Is the complete assembly supported by evidence against those requirements, including applicable thermal, life-expectancy and wind-load design criteria?
  • Coordination: Are ventilation, safe operation, building interfaces, access and phasing resolved with the wider expansion?
  • Delivery: Are bids comparable, procurement rules checked, submittals reviewed and handover documents defined?

If any answer is no, resolve that issue before treating a product choice or quotation as final. A window is one part of the school’s building envelope and room design; its suitability depends on the complete project specification and verified installation.
