Choose lower-carbon concrete by defining the concrete’s required performance first, then comparing functionally equivalent mixes with current, plant-relevant environmental product declarations (EPDs). A mix is a viable choice only when it satisfies structural strength, durability, fresh-concrete, placement, schedule, service-life, code and supply requirements with evidence that applies to your project.
There is no universal “green mix.” Lower-carbon options can use different cements, supplementary cementitious materials (SCMs), fillers, aggregates, reinforcement strategies, mixture proportions or construction methods. The right combination depends on the application, exposure, local materials and verification plan.

Define the required performance before setting a carbon target
Start with a functional brief that describes what the concrete must do. Do not select a binder recipe and then try to fit the design around it. A carbon target without a performance baseline can reward a mix that is unsuitable for the member, pavement or construction process.
Record the application and design basis
- Identify the element and function: for example, a cast-in-place column, suspended slab, foundation, pavement, wall, mass-concrete placement or repair.
- State the required compressive strength and the test age at which acceptance is judged. Early-age and later-age strength can lead to different mixture choices.
- List exposure conditions and durability requirements, including freeze-thaw, deicing chemicals, sulfates, chlorides, carbonation, abrasion, alkali-silica reaction risk and water contact where applicable.
- Define fresh-concrete properties such as slump or slump flow, air content, temperature limits, pumpability, placement rate, finishability and allowable set time.
- Document curing conditions, stripping or reshoring dates, opening-to-traffic requirements and other schedule constraints.
- Set service-life expectations and identify the governing building, bridge, pavement or material standards and the authority having jurisdiction.
Include constructability constraints that are easy to overlook: haul distance and delivery windows, pump configuration, congestion around reinforcement, cold- or hot-weather placement, finishing equipment and the crew’s experience with the proposed mixture.

Use performance specifications where the code permits
Prescribing a minimum cement content, a fixed SCM percentage or a particular product can eliminate workable lower-carbon solutions without improving the finished concrete. The Portland Cement Association (PCA) states in its voluntary guideline that “Performance specifications that focus on fresh and hardened concrete properties and minimizing prescriptive methods for construction are preferred over prescriptive requirements that specify constituent materials, proportions, or limits.” Read the PCA guideline PDF and its December 2, 2024 announcement.
A performance specification still needs measurable acceptance criteria, approved test methods, submittal requirements and responsibilities. Coordinate the wording with the engineer of record, testing agency and ready-mix producer before bid documents are issued.
Compare EPDs on an equivalent basis
An environmental product declaration reports life-cycle impacts for a defined product, declared unit, geography, production period and set of assumptions. A lower global-warming-potential (GWP) number is meaningful only when the compared concretes perform the same function and the declarations use comparable boundaries.

| Program operator and PCR | Product-category-rule versions and verification rules determine how impacts are calculated and reported. | Operator, PCR title and version, verifier and publication date. |
| Plant and geography | Electricity, fuels, aggregate sources, cement supply and transport can change results between plants. | Producing plant or geographic scope, coverage and transport assumptions. |

| Mixture description | Binder proportions, SCMs, water, aggregates and admixtures explain what the reported impact actually covers. | Declared recipe or product range and any allowed variation. |
PCA advises comparing functionally equivalent products. The U.S. Environmental Protection Agency’s PCR criteria also provide a basis for checking scope and comparability. If the EPDs cover only A1–A3, do not describe the result as a whole-life comparison; include relevant later stages and assumptions when the decision depends on them.
Do not turn a carbon number into a universal percentage
“Lower carbon” has no single percentage threshold unless a project protocol defines the baseline, boundary and threshold. Compare alternatives within the same functional set, and report the baseline and assumptions beside every GWP value. Do not compare unrelated strengths, applications or regions merely because one EPD displays a smaller number.
Understand the available reduction levers and their trade-offs
The American Concrete Institute’s The Low-Carbon Concrete Guide: Materials, published in 2025 and authored by Mary Christiansen, Ph.D., LEED AP, covers LCA and EPD methods, benchmarks, performance, constructability, economics, supply, SCMs, fillers, alternative cements and mixture strategies. Its materials guide is a useful technical reference, but a project team still has to qualify a specific mixture.
SCMs and mineral fillers
Replacing part of the portland-cement portion with an SCM or mineral filler can reduce binder-related emissions, but the effect depends on the material, source, processing and transport. SCMs can alter setting, early-age strength, heat development, color, finishing behavior and durability. Availability and quality may vary by region, so ask the producer for current supply information and test data rather than assuming a familiar byproduct is locally available.

Blended, lower-carbon and alternative cements
Blended cements and other lower-carbon cement systems may reduce production impacts while changing strength development, heat release or compatibility with admixtures. Alternative cements can have additional approval, durability or supply considerations. Confirm that the cement type is permitted by the governing standard and project specification, and require evidence for the actual source.
Mixture and aggregate optimization
Reducing unnecessary paste, optimizing aggregate grading, and proportioning to the required—not merely customary—performance can lower impacts. Aggregate extraction, crushing, moisture, haul distance and processing energy belong in the comparison. A design that uses less binder but requires long-distance materials or extra corrective work may not deliver the expected whole-life benefit.
Structural, reinforcement and construction efficiencies
Engineers may reduce total concrete volume through structural optimization, efficient member geometry or reinforcement design, provided safety, serviceability and code requirements remain satisfied. Construction methods such as improved placement planning, curing control, reduced waste and accurate ordering can avoid emissions without changing the specified mix. These measures require coordination with the designer and contractor; they are not permission to reduce section sizes or reinforcement informally.
Follow a six-step selection workflow
- Write the functional brief. Put the application, strength and test age, exposure, durability, fresh properties, placement method, finish, schedule, service life and jurisdiction into one controlled document. Identify which requirements are mandatory and which are preferences.
- Set the comparison basis. Select a common functional unit and equivalent performance class. Record EPD operator, PCR version, dates, plant or geography, mixture description and reported modules. Keep production-stage GWP separate from any whole-life result.
- Invite qualified local options. Ask nearby producers which lower-GWP mixtures they can supply consistently for the required volume and delivery pattern. Request current EPDs, proposed mixture proportions, material certifications, previous qualification data and limitations on season or placement.
- Specify outcomes and verification. State fresh and hardened acceptance criteria, test methods, sampling frequency, curing regime, submittal contents, EPD requirements and approval responsibilities. Permit equivalent ingredients when the documented performance and code compliance are maintained.
- Balance the decision axes. Compare GWP, strength and durability evidence, setting and finishability, schedule risk, availability, delivery reliability, cost, code fit and EPD quality. Record why an option that has a lower reported GWP was accepted or rejected.
- Close the feedback loop. Approve the exact EPD and mixture version, brief the placing and curing crews, monitor field results and document deviations. Use the measured outcome to improve the next project’s specification and supplier brief.
Check code and regulatory scope before procurement
ACI CODE-323-24
ACI CODE-323-24 is a consensus code for reduced-GWP concrete. Its published scope is cast-in-place concrete with specified compressive strength greater than 2,500 psi and less than or equal to 8,000 psi. Precast, tremie, auger-cast concrete or grout, shotcrete, pavers and masonry units are outside that stated scope. The first edition is limited by available benchmark data, so it is not a universal specification for every concrete product.

Federal procurement programs
EPA’s Comprehensive Procurement Guideline program lists cement and concrete as construction products. An EPA update published in 2025 reported that the General Services Administration had procured low-embodied-carbon concrete for Inflation Reduction Act-funded projects and that federal agencies were working to update the ready-mix PCR. Those program details can change; check the current solicitation, agency guidance and PCR edition before relying on them for procurement.
Qualify the supplier and the mixture, not just the EPD
An EPD describes impacts; it does not by itself prove that a particular truckload will meet your project’s requirements. Ask the producer for a submittal package that includes:

- The current EPD for the actual plant or product range, with operator, PCR, dates, modules and verification information.
- Proposed mixture proportions, cement and SCM sources, aggregate grading, admixtures, water-cementitious-material ratio or equivalent performance controls, and permitted tolerances.
- Evidence of strength, durability and fresh-property performance under conditions relevant to the project.
- Material certifications, quality-control procedures, calibration records and a statement of supply capacity for the required placement window.

- Delivery, contingency and communication plans for weather, plant outage, traffic disruption or a change in material availability.
Plan a trial batch when the mixture is unfamiliar, the exposure is severe, early strength controls the schedule, or the proposed SCM or cement source differs from prior work. Agree in advance on sampling, cylinders or other specimens, acceptance limits, retesting and who may authorize a mixture adjustment. During placement, track batch tickets, temperature, slump or slump flow, air, discharge times, finishing observations and strength results. A lower-carbon design that cannot be placed, finished or cured as intended is not a successful design.
Use a transparent decision matrix
A simple matrix makes trade-offs visible to the owner, designer, contractor and supplier. Weight the criteria to match the project rather than allowing a single GWP value to dominate.
| Decision axis | Questions to answer | Evidence to retain |
|---|---|---|
| Functional performance | Does the mix meet strength, durability, fresh-property and service-life requirements at the specified ages? | Design criteria, test results, qualification reports and engineer approval. |
| Carbon accounting | Are the EPDs equivalent in function, unit, geography, PCR and life-cycle boundary? | EPDs, comparison worksheet and baseline definition. |
| Constructability | Can crews pump, place, finish and cure it within the available window? | Trial-batch observations, method statement and curing plan. |
| Supply resilience | Can the plant provide the materials and volume repeatedly, with a contingency if a source changes? | Supplier capacity statement, delivery plan and alternate-source review. |
| Schedule | Will setting and strength development support stripping, loading, reopening or subsequent trades? | Strength-age data, temperature plan and schedule hold points. |
| Regulatory fit | Is the mixture and carbon protocol permitted by the adopted code and contract? | Code references, jurisdiction confirmation and approval records. |
| Cost and risk | What are the material, testing, delay and contingency costs—not only the quoted concrete price? | Comparable bids, testing allowance and risk register. |
Recognize common failure modes and correct them early
Choosing the smallest GWP number
Symptom: A proposal wins because its EPD number is lowest, but its strength class, plant, declared unit or modules differ from the alternatives.
Correction: Rebuild the comparison around equivalent function and document conversions and life-cycle boundaries. Reject a numerical ranking that cannot be made like-for-like.
Imposing a fixed SCM percentage
Symptom: The specification mandates a replacement percentage without checking source quality, early strength, setting, durability or local supply.

Using an A1–A3 result as whole-life carbon
Symptom: A production-only EPD is presented as the impact of the concrete over its service life.

Correction: Label A1–A3 clearly and include use, maintenance, replacement and end-of-life stages when the decision compares complete life cycles. Make assumptions visible.
Ignoring time-dependent performance
Symptom: A mixture reaches the specified later-age strength but misses stripping, loading or opening milestones.
Correction: Specify the acceptance age and schedule-critical strength, run qualification testing under expected curing temperatures, and coordinate reshoring or temporary works with the structural engineer.
Approving a mix without a supply plan
Symptom: The EPD is valid, but the plant cannot obtain the declared SCM, aggregate or cement during the pour period.
Correction: Confirm current inventory, delivery logistics, alternate materials and approval procedures before the mix is listed as an accepted option.
Assuming a code reference applies automatically
Symptom: A project uses ACI CODE-323-24 language for a product type or strength outside its published scope, or the jurisdiction has not adopted it.

Illustrative application of the process
Suppose a project needs a cast-in-place structural member with a defined strength at a specified test age, exposure-related durability limits and a tightly controlled placement window. The team first records those requirements and identifies whether early strength or heat control is schedule-critical. It then asks two local producers for EPDs and qualified mixtures that represent the same function, strength and plant geography.
One proposal may show a lower A1–A3 GWP but slower strength development; another may have a slightly higher production impact but stronger local supply, simpler finishing and better evidence for the exposure. The team does not declare either option superior from the EPD alone. It compares qualification results, curing and schedule consequences, code acceptance, delivery reliability and the life-cycle boundary, then approves the option whose complete evidence satisfies the functional brief. The project record retains the selected EPD, assumptions, tests and field results so a later change in cement or SCM source triggers a controlled review.
Put industry claims in context
An ACI-hosted 2024 presentation reports that NRMCA member data showed a 21% decrease in carbon footprint over seven years. The presentation says its industry EPD data represented more than 100 companies and about 2,000 plants. This is a retrospective aggregate, not a forecast or a guarantee for an individual supplier or project. If you cite it in a decision document, check the underlying EPD version and dates in the presentation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Industry progress does not remove the need for project-specific verification. Carbon performance, material availability and concrete behavior can differ between plants and regions, and the same nominal mixture can behave differently when sources, weather or curing change.
Make the final selection defensible
Approve lower-carbon concrete only after the team can answer four questions: Does it perform the required function for the intended service life? Are the carbon figures genuinely comparable and current? Can the local supplier deliver and control it under the project’s conditions? Is the approach accepted by the governing code, specification and authority?
A performance-led specification, equivalent EPD comparison, qualified local supply and documented field verification let the project reduce embodied carbon without treating performance as a gamble. The result is not a universal recipe; it is a traceable decision that can be reviewed when materials, codes or project constraints change.
