The right construction apprenticeship provider is the one that teaches the exact occupation and level you need, protects enough paid learning time, provides credible practical training, prepares you for end-point assessment, and can show reliable outcomes. Compare providers against those tests before an employer or apprentice signs a commitment.
The detailed funding and compliance points below apply to England. Scotland, Wales, Northern Ireland, the United States and other jurisdictions use different registration, funding and inspection systems.

Start with the apprenticeship standard, not the provider name
An apprenticeship is a job with an accompanying skills-development programme. The employer supplies paid employment and workplace experience; the training provider delivers the planned learning and supports the apprentice toward occupational competence. A provider can be well regarded generally and still be wrong for a particular trade.

Write down the job the apprentice will actually do: for example, a particular installation, finishing, maintenance or supervisory occupation. Then check that the provider delivers the corresponding apprenticeship standard, rather than a similar-sounding course or a broad construction introduction.

The standard sets out the knowledge, skills and behaviours required for competence. It also explains the end-point assessment (EPA), so it should be the reference document used in every provider conversation. Ask the provider to identify where each major requirement is taught, practised and evidenced.
Confirm level, duration and entry expectations
Check the qualification level, expected duration and any entry requirements against the apprentice’s starting point. Ask whether the advertised duration is a typical completion time or simply the minimum planned period. A shorter timetable may be appropriate for an experienced employee, but it should not remove practice needed to reach the standard.
Clarify English and mathematics requirements, prior learning or recognition of experience, physical or site-access requirements, and whether the employer must provide particular workplace tasks. Obtain the current version of the standard and EPA plan in writing; standards and assessment arrangements can change.
Check how learning will be delivered
In England, apprentices must receive at least 20% of their working hours as off-the-job training. This is paid working time for learning that is directly relevant to the apprenticeship. The training provider is responsible for arranging that training, while the employer must make the time available.
Compare delivery formats
| Format | What it can provide | Questions to ask |
|---|---|---|
| Provider or college day release | Regular teaching, workshop practice and access to specialist equipment. | Which weekday is protected? How are missed sessions recovered? How large are practical groups? |
| Block release | Immersive periods for theory, practical work or intensive assessment preparation. | How often are blocks scheduled? Who pays travel and accommodation? What workplace tasks bridge the blocks? |
| Workplace delivery | Learning in the employer’s environment using relevant tools, materials and processes. | Which activities count as training rather than normal productive work? Who observes and records competence? |
| Blended or online learning | Flexible theory, revision and progress tracking alongside practical sessions. | How much is live and tutor-led? Where do hands-on skills occur? What happens if the apprentice lacks reliable internet or quiet study time? |
Delivery may occur at the employer, provider or college, online in a blended format, or in blocks. It cannot be solely self-directed distance learning. Request a sample monthly timetable showing teaching, supervised practice, revision, workplace evidence and reviews. A promise of “online flexibility” is not a substitute for planned, protected learning.

Test whether the plan works on a real site
- Map the provider’s sessions to the employer’s working hours, site locations and peak periods.
- Ask how bad weather, site closure, sickness or urgent work affect practical training.
- Confirm whether travel between sites is counted as working time and how attendance is recorded.
- Find out how learning is adapted for shift workers, part-time arrangements or reasonable adjustments.
- Ask to see the individual training plan before signing, including review dates and named responsibilities.
Inspect practical facilities and construction relevance
Construction competence cannot be judged from classroom slides alone. Visit the workshop, training yard or simulated site if possible. Ask to see the equipment an apprentice will actually use, the maintenance and inspection arrangements, and the practical tasks used to assess progress.
Use a facilities checklist
- Tools, plant and materials appropriate to the occupation and current workplace practice.
- Safe work areas with clear induction, personal protective equipment and emergency procedures.
- Enough equipment for every learner to practise, rather than watching one demonstration.
- Facilities for reading drawings, measuring, setting out, handling materials and documenting work.
- Arrangements for work-based evidence, photographs, witness testimonies and assessor observation.
- Access to the specialist equipment needed for the EPA, or a documented alternative if assessment occurs elsewhere.
Ask for an example of a practical assessment task and the marking criteria. The task should test the occupational standard, not merely attendance or a written quiz. Check how safety instruction is integrated into every practical activity.
Check the breadth of foundation content
A sound entry-level programme should cover more than one narrow task. NCCER Core: Introduction to Basic Construction Skills, 6th edition, for example, covers safety, hand and power tools, construction mathematics, materials handling, construction drawings, rigging and employability skills. Pearson lists a recommended completion time of 150 hours for that 2021 edition. Such a resource can help a prospective apprentice preview the subject matter, but it is not an approved apprenticeship provider and does not replace supervised employment or workplace experience.
Evaluate tutors, assessors and apprentice support
Ask who will teach, assess and support the apprentice, not just which organisation appears on the contract.
Trade credibility and continuity
- What recent trade experience does each tutor have?
- Are tutors qualified to teach and assess the occupation?
- How often will the apprentice see the same tutor or assessor?
- What is the cover plan for staff absence or turnover?
- How quickly are practical work and portfolio evidence reviewed?
Frequent changes of assessor can delay feedback and create conflicting instructions. Ask for the normal response time for questions and the escalation route when a problem is not resolved.

Pastoral and additional support
Construction apprentices may need help with literacy, numeracy, confidence, transport, disability-related adjustments or workplace relationships. Ask what support is available, whether it is delivered by the provider or a partner, and how confidentiality is handled. Find out how safeguarding concerns, bullying, unsafe work and mental-health issues are reported outside normal teaching hours.

Before recruitment or enrolment, require a written agreement that complements the apprenticeship agreement and training plan.
Responsibilities to specify
| Area | Questions for the agreement |
|---|---|
| Communication | Who is the named contact for the employer, apprentice and parent or guardian where relevant? What response time applies? |
| Progress reviews | How often are formal reviews held, who attends, and where are actions recorded? |
| Recruitment | Who advertises, interviews, checks eligibility and prepares the apprentice for the workplace? |
| Workplace preparation | Who confirms site induction, supervision, tools, protective equipment and suitable work activities? |
| Training-plan changes | How are changes to duties, location, timetable or duration approved and documented? |
| Escalation | What happens if attendance, safety, progress or conduct deteriorates, and who makes the final decision? |
Do not accept a generic statement that “the employer and provider will work together.” The practical arrangements should be clear before the apprentice starts.
Use independent quality signals and outcomes
Check the official listing
In England, the Find apprenticeship training service allows employers to check a course’s level, provider availability, employer and learner reviews, and Ofsted reports. Use it to create a shortlist, then verify details directly with each provider because availability and inspection information can change.
Read inspection findings, not just grades
Ofsted reports can reveal whether teaching, safeguarding, careers advice, employer involvement and progress monitoring work in practice. Read the narrative findings and dates. An old inspection may not describe a recently changed construction department, while a recent report may cover a provider’s wider provision rather than one specialist trade.

Interrogate provider-level data
Ask for qualification achievement, retention, timely completion and withdrawal figures for the relevant provision. Request the cohort size, reporting period, definition of “timely,” and whether the figures combine different occupations or levels. Small cohorts can produce volatile percentages, so a headline rate without context is weak evidence.
England’s accountability framework uses Individualised Learner Records for qualification achievement rates and also considers apprentice and employer feedback. Ask the provider to explain any gap between its published figures and the experience reported by current employers.
| Measure | What it tells you | Follow-up question |
|---|---|---|
| Achievement | How many learners gained the intended qualification or standard. | Does the figure cover this occupation and level? |
| Retention | How many learners remained in learning during the period. | What were the main reasons for withdrawal? |
| Timely completion | How many completed within the planned timeframe. | How are extensions and delayed EPA attempts treated? |
| Employer feedback | Whether businesses considered the service and apprentice preparation effective. | How many employers responded, and when? |
| Learner feedback | How apprentices experienced teaching, support and reviews. | Can you speak with a current apprentice? |
Understand EPA preparation and gateway decisions
The end-point assessment is the final test of occupational competence. Ask the provider to explain each assessment component, the independent assessor’s role, the gateway requirements and the evidence needed before the apprentice can be submitted.
Questions that expose weak preparation
- What practical tasks replicate the conditions, tools and time limits of the EPA?
- How are mock assessments marked and moderated?
- Who decides that the apprentice is ready for the gateway?
- How are outstanding English, mathematics, portfolio or workplace requirements tracked?
- What support is available after an unsuccessful attempt, and who pays for additional preparation where applicable?
A provider should be able to show a staged plan: teaching the standard, supervised practice, evidence reviews, mock assessment, gateway checks and final assessment. “We will prepare you at the end” is not a sufficient plan.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteClarify funding, equipment and other costs
Funding rules in England are governed by the applicable apprenticeship funding band and current Department for Education guidance. The department states that it pays 80% to the registered provider in monthly instalments during the apprenticeship and 20% on completion, subject to the relevant rules. This payment pattern is not a promise that every expense is covered.

| Cost or responsibility | What to establish before signing |
|---|---|
| Training within the funded plan | Which teaching, assessment and required resources are included? |
| Tools and protective equipment | What does the employer provide, what does the provider supply, and what must the apprentice buy? |
| Travel and accommodation | Who pays for travel to block release, specialist facilities or EPA venues? |
| Optional qualifications | Are extra certificates necessary for the job, and are they outside the funded plan? |
| Resits or extensions | What happens financially if the apprentice needs more training or a further assessment attempt? |
| Lost working time | How does the employer schedule protected learning without creating unsafe or unrealistic production pressure? |

Compare shortlisted providers on one scorecard
Once two or more providers meet the basic requirements, compare them using the same evidence rather than choosing on reputation alone.
| Criterion | Evidence to collect | Decision test |
|---|---|---|
| Occupation and level fit | Current standard, level, duration and EPA plan. | Does it match the actual job? |
| Practical relevance | Workshop visit, equipment list and sample tasks. | Can the apprentice practise every critical skill? |
| Protected learning | Sample timetable and attendance process. | Is paid learning time genuinely protected? |
| Tutor continuity | Staff biographies, cover arrangements and feedback times. | Will the apprentice receive prompt, consistent guidance? |
| Employer communication | Review calendar, contacts and escalation procedure. | Will problems be identified early? |
| Assessment readiness | Mock EPA, gateway checklist and resit policy. | Is readiness measured rather than assumed? |
| Outcomes | Achievement, retention, timely completion and cohort methodology. | Are results relevant and credible? |
| Inspection and feedback | Ofsted narrative, current reviews and conversations with employers. | Do independent signals support the sales presentation? |
| Access and total cost | Travel, timetable, adjustments, tools and optional charges. | Can the apprentice attend and can the employer sustain it? |
A practical selection process
- Define the job. Write the occupation, level, likely duties, work locations and intended start date.
- Find eligible providers. Use the official apprenticeship-training search and local construction or college networks to identify providers offering that standard.
- Request the evidence pack. Ask for the standard, EPA plan, timetable, training plan template, costs, outcome data and inspection information.
- Interview the delivery team. Speak with the proposed tutor, assessor and employer contact, not only a salesperson.
- Visit the facilities. Observe a practical session where possible and inspect tools, safety controls and learner work.
- Speak to users. Ask current apprentices and employers about attendance, feedback, communication and problem resolution.
- Map workplace opportunities. List the tasks the apprentice will perform and identify any standard requirement the employer cannot provide.
- Agree the timetable and support. Confirm protected learning, reviews, adjustments, travel and absence procedures.
- Check the money. Record funded elements, equipment, travel, optional qualifications and possible resit costs.
- Sign only after reconciliation. Ensure the contract, training plan, EPA route and employer responsibilities all say the same thing.
Warning signs and how to respond
- Vague occupation wording: ask for the exact standard and level; leave if the provider cannot map its course to them.
- “Online only” construction training: require supervised practical delivery and a realistic timetable.
- No facility visit: request photographs, an equipment list and an on-site demonstration, or remove the provider from the shortlist.
- Unexplained outcome percentages: demand cohort size, dates, definitions and occupation-level data.
- No named assessor: obtain the staffing and cover plan before enrolment.
- Employer expected to teach everything: separate normal workplace supervision from the provider’s off-the-job training responsibility.
- Hidden charges: ask for a complete written cost schedule, including travel, tools and assessment contingencies.
- Pressure to start before the plan is ready: delay signing until duties, learning time, reviews and gateway requirements are documented.
If the apprentice or employer is outside England
Do not transfer England’s rules mechanically. Scotland, Wales, Northern Ireland, the United States and other systems differ in standards, registration, funding, protected-learning requirements and regulators. Identify the responsible national or regional apprenticeship agency, then request equivalent evidence: occupational standard, practical delivery, employer duties, independent inspection, provider-level outcomes and total cost.
Recommended Free Tools
There is no single authoritative worldwide construction-provider completion-rate benchmark. Compare local provider-level achievement and retention data using the regulator or apprenticeship agency for your jurisdiction, and check how each figure is defined.
Make the final decision
Choose the provider that can demonstrate a complete chain from the job to competence: the right standard, a workable paid-learning timetable, safe and relevant practical facilities, experienced and available staff, documented employer communication, transparent assessment preparation, credible outcomes and clear costs. If any link depends on an informal promise, make it a written condition or choose another provider.
