How to choose fire-resistant materials for a public-sector building refurbishment in England

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose fire-resistant materials by building element and verified end-use assembly, not by a general label such as “fire resistant.” For each external wall, lining, structural member, compartment boundary, door, floor, roof junction and service penetration, identify the required fire performance, then confirm that the proposed product and installation are covered by valid test or assessment evidence.

This guide is for projects in England. Approved Document B, building-control requirements, the building’s fire strategy and the actual construction all matter. Public-sector ownership alone does not determine a fire classification. A competent fire-safety designer and the responsible building-control body should review unusual, tall, large or complex refurbishments before materials are specified.

Start with the assembly, not the product name

“Fire resistant” can describe several different questions. A material may resist ignition or limit flame spread, but that does not prove that a wall will remain intact for a specified period, that a beam will retain load-bearing capacity, or that a service penetration will preserve compartmentation.

  • the building element and its location;
  • the fire-safety function the element must perform;
  • the required performance under the applicable regulations and fire strategy; and
  • the tested or assessed assembly that demonstrates that performance in the proposed end use.

The evidence must match the complete arrangement: product form, thickness, substrate, fixings, orientation, joints, interfaces and installation method. A classification shown in a brochure, or obtained for a different wall or ceiling build-up, is not evidence for the refurbishment you are designing.

Establish the legal and project context first

Confirm jurisdiction and approval route

This guidance assumes England. Scotland, Wales and Northern Ireland operate different building-control regimes, so location must be confirmed before applying it. In England, Approved Document B Volume 2 is the normal starting point for a non-domestic building, but it is guidance for common situations rather than a substitute for satisfying the functional requirements of the Building Regulations.

Identify the responsible building-control body (BCB), whether the work requires a building-regulations application, and whether the project is proceeding through full plans, a building notice or another route. Ask the BCB which edition of the guidance and which transitional provisions apply. Do not select materials on the assumption that the newest edition automatically governs every existing-building project.

Record the building facts that change the answer

Create a short project brief before contacting manufacturers or writing a specification. It should record:

  • use, occupancy and any sleeping, healthcare, educational, custodial or other higher-risk functions;
  • height, storey count and the height of any storey above ground;
  • distance to relevant boundaries and the surrounding exposure;
  • structural system, wall and roof construction, cavities and existing fire-stopping;
  • evacuation strategy, fire alarm arrangements and the current fire strategy;
  • the exact refurbishment scope, including demolition, over-cladding, internal reconfiguration, new services and penetrations; and
  • the condition of existing materials and any areas that cannot be opened up for inspection.

These facts determine which provisions apply and whether a common prescriptive solution is adequate. A publicly owned office, library, school or residential institution cannot be treated as one generic “public-sector” building.

Collect the building record before designing interfaces

Gather original and as-built drawings, specifications, fire-strategy documents, alteration and refurbishment records, building-control completion information, operation and maintenance manuals, previous fire-risk assessments and relevant warranties. For an external-wall fire-risk appraisal, government guidance published in 2026 recommends assembling this type of information first. That advice is specific to the appraisal and should not be treated as a universal legal checklist for every refurbishment.

Where drawings conflict with what is found on site, record the discrepancy and investigate it. Hidden cavities, missing cavity barriers, unrecorded penetrations or incompatible coatings can make an otherwise suitable material ineffective.

Translate the fire objective into a material requirement

Separate reaction to fire, fire resistance, structural stability and compartmentation in the element schedule. The following table is a practical way to prevent one rating from being used for the wrong purpose.

Building element Question to answer Evidence to obtain
External wall and attachments Will the wall and its attachments adequately resist fire spread for this building’s height, use and position? Classification and test or assessment for the complete wall build-up, including insulation, cladding, fixings, cavities and interfaces.
Internal wall, ceiling or lining How much will the exposed surface contribute to fire growth and smoke production? Reaction-to-fire classification for the actual product, thickness, substrate and fixing arrangement.
Load-bearing member Can the member retain load-bearing capacity for the required period during fire? Fire-resistance evidence for the member, protection system, section size, connections and applied loads.
Compartment wall or floor Will integrity and insulation be maintained to stop fire and smoke crossing the compartment? Test or assessment for the full separating construction, joints, deflection heads, openings and service interfaces.
Fire door or shutter Will the doorset resist fire and smoke as installed and remain usable for escape or access? Evidence for the complete doorset, frame, hardware, glazing, seals, closer and installation detail.
Roof junction or cavity barrier Will concealed fire spread be interrupted where the roof meets a wall or compartment line? Evidence for the barrier and its support, continuity, movement allowance and junction with the roof construction.
Service penetration or enclosure Will pipes, cables, ducts and access panels preserve the separating element’s performance? A tested penetration or enclosure system covering the service type, size, insulation, support and substrate.

Where an element performs more than one function, assess all relevant characteristics. A lining that is non-combustible may still need a separate fire-resistance solution behind it; a structural protection board may not be suitable as an exposed lining unless its reaction-to-fire evidence also covers that use.

Read classification and test evidence critically

Understand what a reaction-to-fire class means

Reaction-to-fire classes such as A1 or A2-s1,d0 describe how a product or system contributes to fire under the classification method used. They are not a time-based fire-resistance period. The suffixes address smoke production and flaming droplets or particles, but the class still applies only to the tested or assessed configuration.

The Ministry of Housing, Communities and Local Government’s Approved Document B fire-safety FAQ states:

“The reaction to fire performance which uses an apparatus such as the SBI test is not only a function of the material or product used, but also a function of the system tested in that configuration.”

That principle is decisive in refurbishment. A board, insulation product or coating can perform differently when its form, backing, fixings, orientation or joints change.

Read the report’s field of application and scope limitations. If the proposed arrangement falls outside them, obtain a project-specific assessment from a competent body or redesign the detail. Do not extend a classification by analogy.

Verify installation and maintenance conditions

Specify the system in a way that can actually be installed and inspected. Confirm that installers can reach joints, fixings and cavity barriers, and that sequencing will not leave hidden gaps. Require photographic or other inspection records where concealed work will be closed up.

Some coatings, sealants and protective treatments depend on preparation, film thickness, curing, environmental conditions or periodic inspection. Put those conditions in the operation and maintenance information, identify who is responsible, and state how deterioration will be detected and repaired. If the claimed performance depends on maintenance that the client cannot realistically provide, select a more robust system.

External walls: apply the A1/A2 rule only within its scope

Approved Document B says an external wall must adequately resist fire spread, taking account of the building’s height, use and position, the materials used, their extent and arrangement, and how the wall and its attachments are assembled.

Regulation 7(2) requires materials that become part of an external wall or a specified attachment of a defined “relevant building” to achieve A1 or A2-s1,d0, subject to listed exceptions. In the cited definition, a relevant building includes a building with a storey at least 18 metres above ground level that contains a dwelling, an institution or a room for residential purposes. The regulation also lists exceptions, including certain fire-stopping materials where they are needed to satisfy Part B.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is not a blanket A1/A2 requirement for every public-sector building. Nor does an exception automatically approve every product in an excepted category. Confirm the building’s height and use, whether the proposed item becomes part of the external wall or a specified attachment, and whether the precise exception applies. Check the current regulation and the project’s approval documents with the BCB.

For any external-wall proposal, review the whole build-up rather than selecting a single “non-combustible” component. Consider insulation, membranes, rainscreen or render, cavity barriers, brackets, fixings, balconies, signage, plant supports and window interfaces. Fire performance can be lost at a junction even when each product has an acceptable classification in isolation.

Fire resistance and compartmentation in refurbishment

Set the required performance by function

For a structural or fire-separating element, establish the required load-bearing, integrity and insulation performance from the applicable Approved Document B provisions, fire strategy and building circumstances. Tables in the approved document relate performance to the element’s function and the building’s characteristics. Where one element has several functions, assess the most credible applicable provisions for each characteristic.

Do not choose a board, spray or encasement solely because it is marketed as a “two-hour” or “fire-rated” product. The period may depend on section size, load, exposure, joints, fixings, protection thickness and the supporting construction. The evidence must cover the actual member or separating assembly.

Protect compartment lines through every interface

Map each compartment wall and floor across the building, then trace the line through ceilings, raised floors, façades, roofs, shafts and service risers. Refurbishment work often creates new openings or removes old seals. A penetration system should be selected for the particular pipe, cable, duct or mixed service, opening size, substrate and movement condition.

Fire-stopping sealant is therefore a component of a tested joint or penetration system, not a generic repair material. A retail sealant cannot be assumed suitable for an opening merely because its label includes “fire.”

Use complex-building research as design context, not approval

Government-commissioned studies published by the Building Safety Regulator examine structural fire resistance and fire-separating elements, including combustible structures, modular construction, cavity-barrier assessment and fire-resistance periods for car parks. A separate study assessed fire-stopping details at compartment-wall and roof junctions across three modern roof-construction types.

Those publications can help a design team identify issues for review, but they expressly do not represent government policy and do not approve a product or replace the applicable regulations and project evidence. Tall, large, unusual or heavily altered buildings may require fire-engineering analysis beyond the common situations in Approved Document B.

Check which 2026 edition and transition rules apply

In England, amendments to Approved Document B took effect on 30 September 2026, subject to transitional arrangements. The amendment booklet indicates that the earlier edition may continue to apply to qualifying work where the relevant notice or full-plans application was made before that date and the work is sufficiently progressed within the specified period. For work to an existing building, the transition test also considers whether the work has started.

The 2026 changes principally add guidance on a second common stair in certain blocks of flats and on evacuation lifts. They do not create a universal fire-resistant-material selection table for public-sector refurbishments. Confirm the project’s notice date, approval date and start date with the BCB before relying on either edition.

A separate 2026 consultation proposed consolidating guidance for existing-building work and revising external-wall guidance. Consultation proposals are not established requirements. Check for a subsequent government publication before treating any proposal as current policy.

Compare candidate systems using a documented decision framework

Once the element schedule is complete, compare complete systems against the same criteria. Record the result in a material-selection register so the reasoning is visible to the client, designer, contractor and BCB.

Comparison axis Questions for the project team
Required performance Does the system address reaction to fire, fire resistance, structural stability, compartmentation or more than one of these?
End-use evidence Does the classification or assessment cover the exact product, thickness, substrate, orientation, fixing, joint and interface?
Compatibility Will it work with the existing structure, membranes, insulation, coatings, movement joints and adjacent finishes?
Installation control Can competent installers reproduce the tested detail, and can concealed work be inspected before closure?
Durability and maintenance What preparation, inspection, re-coating, replacement or environmental controls are needed throughout the building’s life?
Compartment continuity Will the choice maintain cavity barriers, fire doors, service risers and compartment lines at every interface?
Approval and records Can the design team provide coherent drawings, evidence and inspection records for building control and the fire-safety file?

Reject a candidate when any critical field is unknown. “Not tested,” “similar to tested” or “to be confirmed on site” is not a specification. Resolve the gap through additional evidence, an engineered assessment or a different system.

A practical specification and installation workflow

  1. Define the project boundary. Confirm England as the jurisdiction, identify the BCB and list every area affected by the refurbishment.
  2. Survey the existing construction. Use drawings, opening-up surveys and fire-risk information to verify walls, floors, cavities, barriers, services and previous alterations.
  3. Update the fire strategy. Establish evacuation assumptions, compartment lines, external fire-spread constraints and any changes caused by the refurbishment.
  4. Build an element schedule. Give each wall, floor, door, structural member, lining, junction and penetration a location, function and required performance.
  5. Identify the applicable rules. Check Approved Document B, Regulation 7(2) where relevant, other Building Regulations requirements and the project’s transition position.
  6. Request complete evidence. Obtain current classification reports, test reports or assessments and read their fields of application and limitations.
  7. Draw the installed detail. Show substrates, fixings, joints, movement, interfaces, access for inspection and the sequence of installation.
  8. Review with competent specialists. Have the fire-safety designer, structural designer where relevant, contractor and BCB resolve departures from tested details.
  9. Control procurement. Prevent substitutions unless the replacement has equivalent project-specific evidence and is formally approved.
  10. Inspect and record. Check preparation, thickness, fixings, seals, barriers and penetrations before concealment; retain photographs, delivery records and installer information.
  11. Hand over maintenance requirements. Put inspection intervals, repair methods, product limitations and as-built fire information in the building’s information package.

Common failure modes and how to correct them

Failure Why it fails Correction
Choosing a product from the words “fire resistant” alone The label does not identify the required performance or tested assembly. State the element function and obtain evidence for the complete end-use system.
Applying an A1/A2 rule to every public building Regulation 7(2) is limited to defined relevant buildings and has listed exceptions. Check height, use, element scope and the current regulation with the BCB.
Using a classification from another substrate or orientation Reaction-to-fire and fire-resistance performance can change with configuration. Read the field of application and redesign or obtain a project-specific assessment.
Stopping fire-stopping at the face of a wall Unsealed cavities, movement gaps or service interfaces can bypass the barrier. Trace the compartment line and specify the tested joint or penetration detail end to end.
Allowing an unrecorded substitution A visually similar board, sealant or insulation may have different evidence and installation limits. Use a formal substitution review with updated drawings and evidence before installation.
Relying on an inaccessible coating or seal Required maintenance cannot be performed or verified. Provide inspection access, define maintenance duties or choose a system with practicable durability.
Assuming the 2026 edition applies automatically Transition depends on notices, applications and progress. Confirm dates and qualifying work with the BCB.
Treating research findings as product approval Government research provides context and expressly is not policy. Use it to inform design review, then rely on current regulations and project evidence.

What the handover file should contain

At completion, the client should receive a coherent fire-safety record rather than a folder of disconnected certificates. Include marked-up drawings showing compartment lines, cavity barriers, fire doors, protected structural members and every fire-stopped penetration; the final product and batch information; test reports or assessments with their fields of application; installer qualifications and inspection records; photographs of concealed work; approved substitutions; and maintenance instructions.

For treatments whose performance depends on inspection or renewal, state the trigger, method and responsible role. Record restrictions on drilling, fixing, repainting, cutting or replacing adjacent components. Future contractors need enough information to avoid compromising the tested assembly during routine maintenance or later alterations.

Final decision test

A material is suitable only when the project team can answer “yes” to all of these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is the jurisdiction, building use, height, construction and refurbishment scope confirmed?
  • Is the fire objective for this element clearly identified?
  • Does the evidence cover the exact product and installed assembly, including substrate, fixings, orientation and joints?
  • Can the detail be installed, inspected and maintained as required?
  • Does it preserve adjacent compartment lines and interfaces?
  • Is the choice compatible with the current Building Regulations route and transition position?
  • Will the evidence and as-built records be available to building control and future operators?

If any answer is no, pause procurement and resolve the technical gap. That discipline is more reliable than selecting a product from a generic fire-rating label and trying to justify it after installation.
