The actual route depends on the plastic’s composition, contamination, collection system and the facilities serving that area.
For a construction project, that distinction matters. A rejected film, pipe offcut, packaging item or mixed load may follow a very different path from a clean, separately collected polymer. Ask the site’s waste contractor where each rejected stream goes, rather than assuming that a recycling symbol or a “rejected” ticket tells you the end result.

What “cannot be mechanically recycled” actually means
Mechanical recycling normally involves sorting, cleaning, shredding and melting plastic without changing the chemical building blocks of the polymer. The US Environmental Protection Agency (EPA) describes it as the predominant recycling method on its Advanced Recycling of Plastics page.

A material can be rejected for two different reasons. It may be technically unsuitable for the particular mechanical process, or it may be recyclable in principle but too contaminated, mixed or poorly presented for that facility. A local materials-recovery facility may therefore reject an item that another facility accepts. “Rejected” can refer to a load, a product type or a specific plant’s quality limit.

Neither a sorting decision nor a recycling label identifies the next destination. The waste may move to an advanced-recycling plant, an incinerator, a landfill or an uncontrolled disposal route. Only records from the collector, transfer station and final facility can establish what happened to a particular construction load.
The main destinations after mechanical recycling rejects a plastic
Advanced or chemical recycling
EPA uses “advanced recycling” for chemical and thermal processes that break polymer structures into feedstocks for making new products. These processes may complement mechanical recycling and may be considered for plastics that traditional mechanical systems cannot handle. The category includes different technologies; chemical recycling, pyrolysis and gasification should not be treated as interchangeable or as producing identical outputs.
Eligibility is plant-specific. A facility may require a certain polymer mix, moisture level, particle size or contamination limit. EPA says operators should report what enters the process, process yields, the amount of recycled content allocated to products, feasibility for different waste types, and environmental effects and benefits. That information is essential before describing a treatment as “plastic-to-plastic” recycling.
Breaking a polymer into feedstock does not guarantee that all of the incoming waste becomes new plastic. Some material can become fuel, energy or process residues, and usable yield varies by technology and input. The OECD’s 2023 climate analysis notes that plastic-to-plastic chemical recycling may produce higher greenhouse-gas emissions than current mechanical techniques. That is a modeled comparison, not a universal result for every plant or impact category.
Incineration, with or without energy recovery
An incinerator can burn rejected plastic. Where heat is captured to generate electricity or supply a heat network, the route is called energy recovery, waste-to-energy or energy-from-waste. Without useful energy recovery, it is simply combustion and disposal of the material’s energy content.

Energy recovery is not material recycling under the EU waste framework. Article 4 of Directive 2008/98/EC sets the priority order as prevention, preparing for reuse, recycling, other recovery such as energy recovery, and disposal. The EU definition of recycling covers reprocessing waste into products, materials or substances and excludes reprocessing into materials used as fuels. Burning a plastic offcut to make electricity therefore does not turn it into new plastic.
Combustion still has environmental controls and impacts. The OECD’s 2023 modeled comparison identifies incineration as the highest greenhouse-gas-emitting end-of-life fate in its analysis, while noting that recovered energy can offset part of the emissions. The result depends on the model boundary, the energy displaced and the plant’s operation; it should not be presented as a measurement for every incinerator.

Plastic may be sent to a controlled landfill when no recycling or recovery outlet is available or when disposal is the contracted route. Landfilling does not recover the polymer as a new material. Site design and operation determine how risks are managed. The European Commission explains that landfill can produce leachate capable of contaminating groundwater and methane, and that EU policy aims to minimize landfilling: Landfill waste.
A transfer note that says “landfill” is more informative than a generic “waste” description, but it still does not describe the site’s controls. Construction managers should retain the destination facility, weighbridge ticket and waste code supplied by the licensed carrier.
Uncontrolled disposal, open burning and environmental leakage
Where collection and controlled treatment are absent or fail, plastic can enter uncontrolled dumpsites, be burned in open pits or leak into soil and waterways. These routes are commonly grouped as mismanaged waste, but they are not equivalent to a permitted landfill or regulated incinerator.

The OECD estimates that 22 million tonnes of plastic leaked into the environment globally in 2019, mostly from mismanaged waste. This is a global historical estimate for 2019, not a current figure for every country or a prediction of what will happen to a particular site’s skip.

What the global numbers show—and what they do not
The OECD’s Global Plastics Outlook estimates the fate of global plastic waste in 2019, after accounting for recycling losses:
| 2019 global plastic-waste fate | Share | What the figure represents |
|---|---|---|
| Ultimately recycled | 9% | Material that remained in the recycling system after losses |
| Incinerated | 19% | Combustion, including facilities that may recover energy |
| Sanitary landfill | Almost 50% | Controlled landfill disposal |
| Uncontrolled dumpsites, open-pit burning or environmental leakage | Remaining 22% | Mismanaged or leaked material |
These percentages describe a global system, not a routing rule for a construction project. They combine countries with very different collection coverage, markets and treatment capacity. The OECD’s related flow analysis is available in the full report component.
US figures use a different boundary and cannot be added to the OECD percentages. EPA’s 2018 municipal-solid-waste data estimate 35.7 million US tons of plastic generated, 3 million tons recycled (an 8.7% rate), 5.6 million tons combusted with energy recovery and 27 million tons landfilled. These figures cover municipal solid waste, not all industrial or construction plastic. EPA also excludes plastics in transportation products other than lead-acid batteries. Its national overview notes that municipal-solid-waste statistics do not include every material that may be landfilled locally, such as some construction and demolition debris and non-hazardous industrial waste. Neither set of numbers should be described as 2026 performance.
How the waste hierarchy helps you judge a proposed route
The EU Waste Framework Directive’s hierarchy is a policy priority, not a promise that every item can be recycled. The legal text states: “The following waste hierarchy shall apply as a priority order in waste prevention and management legislation and policy:” (Article 4(1), Directive 2008/98/EC consolidated text).

- Disposal: landfill and other disposal routes sit below recovery.
The directive also allows lifecycle thinking. For a particular stream, the option with the best overall environmental outcome may justify a different choice, considering impacts from collection through final treatment. The hierarchy does not, by itself, prove that one technology is best for every polymer, contamination level or location.

1. Identify why the load was rejected
Ask the sorting facility or contractor for the rejection reason: polymer type, mixed composition, contamination, moisture, size, residual waste or a capacity issue. Record the description on the transfer documentation. “Plastic” is too broad to predict treatment.
2. Separate recoverable material before it becomes a mixed load
Use clearly marked containers for clean, known plastics and keep them free of food, soil, hazardous residues and other materials where the service specification requires it. Keep plastic packaging, durable products and composite materials in the streams your contractor actually accepts. Better source separation can prevent a whole load being rejected, but it does not create a recycling outlet where none exists.
3. Verify the contracted destination
Request the name and location of the receiving facility, the permitted treatment type and the waste-transfer or weighbridge record. A statement such as “recovered” is not precise enough: ask whether the output is a material/feedstock, a fuel, energy or a disposal residue.

4. Check the facility’s acceptance conditions
For advanced recycling, ask which polymers and contamination levels are accepted, what products are made, how yields are calculated and how non-conforming material is handled. For energy recovery, confirm that the plant is permitted for the waste and whether energy is actually recovered. For landfill, confirm the site and its controls.

Retain collection tickets, destination details, weights, rejection notices and correspondence. These records support environmental reporting and help you compare contractors on actual destinations rather than broad claims such as “zero waste” or “100% recycled.”
How to compare routes without misleading yourself
Use the same questions for every proposed outlet:
- Material outcome: Does the plastic become a new material or feedstock, become fuel or energy, or remain a disposed residue?
- Input eligibility: Can the process accept the polymer mixture, contamination and moisture in your load?
- Outputs and yield: What products result, and what proportion of the input becomes usable output?
- Energy and emissions: What energy does the process use or recover, and what lifecycle boundary supports the emissions claim?
- Local destination: Is a real facility contracted for this material in your service area?
- Controls: How are air emissions, leachate, residues and accidental leakage managed?
Do not rank routes from a label alone. “Advanced,” “recovery” or “recycled content” can conceal different inputs, outputs and accounting methods. A plant-specific permit and mass balance are more useful than a generic technology description.
Where does plastic rejected by my local recycling program go?
There is no universal answer. It may be sent to another sorter or specialist processor, an advanced-recycling facility, an incinerator, a landfill or an uncontrolled route, depending on local infrastructure and the contractor’s agreement. Contact the municipality or waste provider and ask specifically about the material, rejection reason and final facility. Global statistics cannot identify the destination of an individual household or construction load.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Does burning plastic for energy count as recycling?
No, not under the EU waste hierarchy. Energy recovery is “other recovery,” below material recycling, and the EU definition excludes reprocessing waste into materials used as fuels. Combustion may provide useful energy, but it does not reprocess the plastic into a new material.
What a construction manager should put in a waste specification
Write the destination requirements into procurement documents instead of accepting an undefined recycling promise. Specify separate collection where practical; require the contractor to state the treatment route for rejected loads; request facility and permit details; require weight records and rejection reasons; and ask for a description of outputs and residues. Include a process for changing outlets if the named facility stops accepting the material.
Most importantly, treat “cannot be mechanically recycled” as a prompt for investigation. The responsible next step is to establish the actual route, its controls and its material outcome for your project and jurisdiction—not to assume that rejection automatically means landfill, or that a different technology automatically means recycling.
