How to choose durable, vandal-resistant materials for high-security buildings

Choose security materials by starting with the threat and required outcome, then specify a complete assembly that has been tested for that threat in the configuration you will actually build. A pane, door leaf, wall panel or cladding product cannot carry a system-level security claim unless the evidence covers its frame, fixings, joints, hardware, dimensions and installation. Use the applicable test method, verify the project owner’s requirements, and obtain separate evidence for weathering, corrosion, abrasion, cleaning, repair and lifecycle cost.

Why “durable” and “vandal-resistant” are not material grades

“Durable” describes how a building element performs over its expected exposure and maintenance cycle. “Vandal-resistant” describes performance against particular acts of damage. Neither term identifies a universal class of concrete, masonry, metal, glazing or cladding.

As an Amazon Associate I earn from qualifying purchases.

Security standards evaluate bounded attack conditions, specimen designs and procedures. A resistance result is therefore evidence about the tested product or system under that method—not a promise that a building cannot be breached, damaged or entered. No material family can be ranked as the best choice for every high-security project from the available standards alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a defensible specification, write down the threat, the consequence you need to reduce and the time or response window you need to gain. Then require test evidence for the proposed installed assembly and separate durability evidence for the site environment.

1. Define the threat before choosing a product

Bring the owner, security consultant, architect, engineer, facilities team and procurement lead together before selecting materials. Record the following in the threat assessment and performance brief:

  • Attacker and access condition: unauthorised individual, coordinated group, spontaneous mob, insider, vehicle approach or another defined scenario.
  • Attack method: blunt impact, sharp-tool attack, ballistic impact, attempted forced entry, thermal stress, chemical deterioration, blast or another hazard. Do not assume one test covers all of them.
  • Tools and tactics: the tools expected, whether they are readily available, and whether the scenario involves equipment excluded by the selected method.
  • Location: ground-floor window, public entrance, roof hatch, service opening, internal security line or another access point.
  • Attack duration and response: the time you need to delay an opening, contain a person or preserve a protected function while response occurs.
  • Desired consequence reduction: prevent a person-sized opening, keep fragments from entering occupied space, maintain containment, protect a critical room or reduce repair after an incident.
  • Environmental exposure: wind-driven rain, salt, humidity, temperature cycling, ultraviolet exposure, pollution, cleaning chemicals, abrasion and expected maintenance access.
  • Owner and jurisdiction: government or private owner, country and local code, current facility standards, and any insurer or authority conditions.

Separate vandal damage, forced entry, ballistic attack, blast and long-term environmental deterioration in the brief. They may require different evidence and may be addressed by different components of the envelope.

2. Match the hazard to the right test method

Two active ASTM methods in the current evidence set address different questions. Treat their scopes as boundaries, not as interchangeable ratings.

Method What it evaluates Important limits How to use it in a specification
ASTM F1233-26 Security glazing resistance to ballistic impact, blunt-tool impacts, sharp-tool impacts, thermal stress and chemical deterioration. It is a comparative method for specified glazing and systems. It excludes power-driven tools, explosives, military ordnance other than small arms, and tools, processes or devices requiring more than two people to transport and operate. State the threat subset and specimen configuration required. Do not extend a result to excluded tools, explosives or a different assembly.
ASTM F3038-21 Forced-entry-resistant building components and specialist equipment, including windows, doors, modular panels, glazing, louvers, walls, roofs, roof hatches and grilles. The procedure is based on field experience with spontaneous-mob attacks using readily available hand tools. Results apply only to the tested component or system, and the method does not establish absolute prevention of forced entry. Specify the required attack level or duration and require testing of the complete unit proposed for the project.

ASTM F1233-26 states: “It provides a basis for the comparative evaluation of forced entry/containment resistance of security glazings and systems and should not be used to establish or confirm the absolute prevention of forcible entries or forced exits.” ASTM F3038-21 similarly says: “The procedures presented herein are based on field experience and are not intended to be used to establish or confirm the absolute prevention of forced entries.” Put this limitation in the design basis so that security claims remain accurate.

3. Specify the tested assembly, not a material name alone

A test report is useful only when the proposed installation matches the tested specimen closely enough for the laboratory result to apply. For each opening or barrier, identify the complete system:

  • glazing build-up or opaque panel construction, including thicknesses and interlayers where stated;
  • frame material, section, reinforcements, corner joints and mullions;
  • anchorage to the surrounding wall, slab or roof and the fastener pattern;
  • locks, hinges, panic hardware, closers, operators and other hardware;
  • sealants, gaskets, pressure plates, beads and interfaces between dissimilar materials;
  • overall specimen dimensions, supported spans and opening geometry;
  • installation tolerances, substrate assumptions and any backing or surrounding construction;
  • the exact test method, edition, attack tools, sequence, duration and observed failure mode; and
  • the manufacturer’s installation instructions and any conditions attached to the qualification.

ASTM F3038 requires systems to be tested as complete units. Its result belongs to that tested component or system. If a design change is made after qualification, obtain evidence that the change has been retested or otherwise accepted under the governing procedure; do not transfer the original result by analogy.

For glazing, ask whether the report covers the frame and anchorage or only a free-standing specimen. A laminated pane that performed in one frame should not automatically be described as protecting a different frame, larger opening, alternate mullion arrangement or different fixing method.

4. Ask what the test actually proves

Ballistic, impact and deterioration questions

For a glazing proposal evaluated under ASTM F1233-26, confirm which portions of the method were conducted. Ballistic impact, blunt-tool impact, sharp-tool impact, thermal stress and chemical deterioration are distinct exposures. A report that addresses one does not silently certify the others.

Check the specimen description, test sequence and observed damage. Determine whether the required outcome is containment, delayed passage, resistance to a particular impact or another defined objective. If the project threat involves a power tool, explosive, military ordnance beyond the method’s scope or a device requiring more than two operators, commission or obtain a different, relevant evaluation rather than stretching the F1233 result.

Forced-entry questions

ASTM F3038-21 is built around spontaneous-mob conditions and readily available hand tools. Ask the testing organisation or supplier to identify the attack level, tool set, number of operators, sequence and time to create an opening large enough for the specified test shape. That timed result describes the tested procedure; it is not an indefinite guarantee.

Confirm that the report names the same window, door, grille, wall, roof hatch or other component that will be installed. Review dimensions, hardware and anchorage line by line. A substitution made for availability, aesthetics or coordination can invalidate the comparison if it changes the tested system.

5. Compare viable assemblies on project-relevant axes

When two or more qualified solutions remain, compare them as systems rather than as raw materials. Use a procurement matrix like this and require evidence for every populated cell.

Decision axis Questions to answer Evidence to request
Threat and test scope Does the method address the credible attack, and are any tools or tactics excluded? Current standard edition, laboratory report, attack description and exclusions.
Configuration transfer Does the tested specimen match the proposed dimensions, frame, hardware, joints, anchorage and installation? Specimen drawings, bill of materials, installation details and written deviations.
Required performance How much delay, containment or damage reduction does the security plan require? Test duration or classification, failure observations and the security consultant’s acceptance criteria.
System cost What is the installed cost, including strengthening, specialist labour, testing, protection during construction and commissioning? Itemised tender, engineering allowances and any required retesting cost.
Maintenance and replacement Can damaged glazing, hardware, seals or panels be inspected and replaced without losing the qualified configuration? Maintenance schedule, replacement procedure, spare-part availability and post-repair acceptance process.
Environmental durability Will the finishes and interfaces tolerate the site’s moisture, salts, chemicals, cleaning and abrasion? Corrosion, weathering, abrasion, chemical-resistance and cleanability data relevant to the exposure.
Operational compatibility Does the assembly work with access control, egress, fire strategy, sightlines, daylight, ventilation and cleaning routes? Coordinated architectural, structural, fire, access-control and facilities drawings.

The available standards do not establish comparable lifecycle figures or a universal ranking among concrete, masonry, metal, glazing or cladding. Obtain those figures from project-specific specifications, verified manufacturer documentation and qualified design professionals. The DLA handbook describes its selection objective as balancing performance and cost; that balance must be made with the project’s own threat and lifecycle data.

6. Apply owner and jurisdiction requirements

Federal civilian facilities

GSA PBS-P100 (2024) says that, when the project scope requires it, forced-entry resistance is to be incorporated into ground-floor windows, doors and other pedestrian-accessible entry points. It directs designers to current GSA guidance and policy. Treat this as a facility-standard requirement for applicable GSA work, not as a rule for every private or non-U.S. building. Confirm the current edition and the project’s specific policy before issuing the construction documents.

Department of Defense work

DLA ASSIST lists MIL-HDBK-1013 as active, dated August 22, 2024, with a next review due August 21, 2029 and NAVFAC identified as the lead and preparing activity. Its stated purpose is to help DoD engineers and security personnel select glazing systems that optimise performance and cost for ballistic, bomb and forced-entry tactics. Obtain the active handbook and any contract-specific supplements, then have the security authority confirm how it applies to the project.

Other owners and locations

Private owners, state agencies and non-U.S. authorities may use different standards, threat categories or approval processes. Identify the governing owner standard, local building and fire codes, accessibility and egress rules, insurer requirements and any security policy before selecting a test method. Do not copy a federal requirement into another jurisdiction without confirming its legal and contractual status.

7. Treat environmental durability as a separate evidence package

A forced-entry or impact test does not by itself establish years of weathering or easy maintenance. Add a durability schedule to the specification for every exposed component. Depending on the site, request evidence for:

  • corrosion resistance of frames, fixings, reinforcement and dissimilar-metal interfaces;
  • water management, drainage and seal performance under wind-driven rain;
  • ultraviolet and temperature-cycle effects on interlayers, gaskets, coatings and sealants;
  • abrasion and scratch resistance where crowds, carts or cleaning equipment contact surfaces;
  • resistance to the cleaning chemicals actually permitted by the facilities team;
  • graffiti removal without unacceptable optical, coating or finish damage;
  • inspection access, replacement glazing or panels, and safe handling of heavy components; and
  • documented maintenance intervals, warranty conditions and the effect of repairs on the qualified assembly.

Require the design team to identify which evidence is laboratory data, which is a manufacturer limitation and which is a project assumption. Where no comparable lifecycle figure exists, state that it is not established and price a monitoring or replacement allowance instead of inventing a service life.

8. A procurement workflow that preserves the security claim

  1. Write the threat and outcome. Define the attacker, tools, location, attack duration, response time and consequence to be reduced. Separate vandalism, forced entry, ballistic, blast and environmental objectives.
  2. Select the governing methods. Map each objective to the relevant current standard and record excluded threats. Use ASTM F1233-26 for the applicable security-glazing exposures and ASTM F3038-21 for forced-entry-resistant components where their scopes fit.
  3. Set the assembly boundary. Draw the complete window, door, panel, wall, roof hatch or grille, including frame, hardware, anchorage, joints and interfaces. Identify dimensions and installation conditions.
  4. Request complete evidence. Obtain the full test report, specimen drawings, material and hardware schedules, installation instructions, deviations, retest history and any restrictions on size or substitution.
  5. Check transferability. Have the architect, structural engineer and security consultant compare the proposed construction with the tested specimen. Resolve every difference in writing before approval.
  6. Price the whole system. Include engineering, substrate strengthening, specialist installation, temporary protection, commissioning, inspection, future replacement and any required retesting.
  7. Add environmental requirements. Obtain separate corrosion, weathering, abrasion, chemical-resistance, cleanability and maintenance evidence for the actual exposure.
  8. Coordinate operations. Verify access control, fire and egress, accessibility, glazing visibility, cleaning routes, drainage and emergency procedures.
  9. Control substitutions. Make the security assembly a named submittal. Require written security-authority approval and evidence of retesting or acceptance for any change to materials, dimensions, hardware, fixings or installation.
  10. Commission and document. Record installed details, serialised components where applicable, inspection results, maintenance instructions and the process for post-incident repair.

9. Test-report and submittal checklist

Reject an incomplete submittal until it answers these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is the standard name and edition stated, and is the edition current for the contract?
  • Does the report identify the exact component or complete system, not only a constituent material?
  • Are specimen dimensions, frame sections, glass or panel build-up, hardware and anchorage shown?
  • Are the attack tools, sequence, number of operators, test duration and failure criteria recorded?
  • Does the tested installation match the substrate, fixings, joints and tolerances on the project drawings?
  • Are excluded threats and conditions clearly listed?
  • Has any post-test design change been disclosed, with evidence of retesting or an approved technical determination?
  • Are environmental durability, cleaning and replacement instructions supplied separately?
  • Can facilities staff obtain replacement parts that preserve the qualified configuration?
  • Has the owner’s security authority accepted the evidence for the project’s threat model?

10. Common specification failures and how to correct them

Using “vandal-proof” or “unbreakable” language

Absolute wording overstates what bounded tests establish. Replace it with the defined threat, method, tested assembly and required delay or containment outcome.

Buying a rated pane and changing the frame

The frame, anchorage and interfaces can govern the opening’s performance. Require evidence for the complete unit and prohibit unreviewed substitutions.

Applying a glazing result to a different hazard

Ballistic or blunt-impact evidence does not automatically address explosives, power tools, blast or long-term corrosion. Add a separate method or durability requirement for each material hazard.

Ignoring accessible side and roof openings

Ground-floor windows and doors are obvious, but pedestrian-accessible louvers, grilles, roof hatches and service openings can create another path. Include every reachable opening in the threat review and select the component method that covers it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing on purchase price alone

A lower material price can be outweighed by substrate strengthening, specialist labour, replacement difficulty, downtime or retesting after a change. Compare installed and lifecycle costs with the same performance objective.

Leaving maintenance out of the security design

Dirty, corroded, damaged or incorrectly repaired assemblies may no longer match the qualified configuration. Provide inspection intervals, approved cleaning methods, spare parts and a post-repair acceptance process.

11. A practical decision record for the design file

Before tender, place a short decision record in the project file. It should identify the owner and jurisdiction; the threat assessment date; each protected opening or barrier; the required consequence reduction and response time; the selected test method and edition; excluded threats; the exact tested assembly; all deviations; environmental exposure; lifecycle assumptions; maintenance and replacement strategy; and the person authorised to approve substitutions.

For a public entrance, for example, the record may require a complete tested door-and-frame assembly under the selected forced-entry method, while a nearby glazing panel may require a separate F1233 evaluation for the specified impact or ballistic exposure. Those are two evidence paths, even if they share an appearance and sit in the same facade.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

12. Final pre-construction review

  • Threat, consequence and response objectives are written and approved.
  • Every accessible opening is included, not just the principal entrance.
  • The selected ASTM method matches the hazard and its exclusions are understood.
  • The report covers the complete proposed assembly and installation.
  • Dimensions, frame, hardware, anchorage and interfaces match the tested specimen.
  • Owner standards, current editions and local code requirements are confirmed.
  • Environmental durability and maintenance evidence is separate from security-test evidence.
  • Installed, lifecycle and replacement costs are priced, with unknowns identified rather than guessed.
  • Substitution, repair and retesting controls are in the contract and facilities manual.
  • The security authority has accepted the final submittal before fabrication.

The most reliable choice is not the material with the strongest-sounding label. It is the assembly whose tested scope, installation details, environmental evidence, operating requirements and lifecycle plan all match the building’s defined threat.
