The right cement substitute depends on the specific concrete or mortar, not on a universal replacement percentage. In practice, most “cement substitutes” are supplementary cementitious materials (SCMs): fly ash, slag cement, natural or calcined pozzolans, silica fume, ground-glass pozzolan, or blends used with cement in a binder. Select one only after checking the governing specification, the source’s documented properties and consistency, mixture-test results, durability evidence, local supply, handling requirements and total installed cost.
Use the current project specification and qualified engineering review for approval. ASTM C1709-22 recommends tests suited to the intended use and notes that performance is commonly verified with preconstruction testing; its framework also applies added risk management to alternatives outside established specifications.

What “cement substitute” means in a real project
The phrase can describe two different things. A material may be a partial cement replacement in a blended binder, or it may be marketed as an alternative binder component. The established technical term for most partial replacements is supplementary cementitious material (SCM). For less-established materials, ASTM C1709-22 uses alternative supplementary cementitious material (ASCM).
SCMs generally work alongside Portland cement or another hydraulic binder. Some react hydraulically, some react pozzolanically with cement hydration products, and some products combine several compliant materials. ASTM C1697-25a explains that additions and manufactured blends can significantly change fresh and hardened concrete properties, and that blended materials may be used in concrete or mortar when hydraulic or pozzolanic action is wanted.

That is why a material name does not establish a safe dosage or a one-for-one substitution. Suitability is specific to the source, the complete mixture, the intended use, the exposure and the jurisdiction’s requirements. ASTM C1709-22 advises evaluating each source separately and does not make conformance to another ASTM material specification automatic.
The decision criteria that matter most
1. Intended use and governing requirements
Start by defining the job before comparing materials. Record whether the binder is for concrete or mortar; whether the work is structural, nonstructural, repair or architectural; the required strength ages; exposure and durability demands; placement and curing conditions; schedule; and the responsible jurisdiction or owner specification.
Specifications, building codes and agency requirements vary by location and can change. A material accepted for one project may require a different approval route elsewhere. The project designer or engineer should identify the controlling clauses, required tests and approval authority before a trial mixture is ordered.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstall2. Demonstrated performance in the actual mixture
Compare fresh and hardened properties that affect the job: workability, water demand, setting, temperature sensitivity, finishing, early-age and later-age strength, shrinkage or other specified properties, and durability under the project exposure. Use the ages and test methods named by the specification rather than relying on a generic brochure value.
Results from another quarry, plant, supplier or recipe are not automatically transferable. ASTM C1709-22 calls for intended-use testing and separate evaluation of each source. A preconstruction program should therefore use the proposed cement, SCM, aggregates, admixtures, water, proportions and curing regime whenever practical.
3. Source consistency and quality control
Ask the supplier to identify the source and process, provide relevant specification-conformance information, describe quality-control testing and explain expected variability. A familiar material family can still contain sources with different chemistry, fineness, moisture, particle shape or reactivity. The National Academies’ SCM screening process places characterization, consistency and variability alongside performance testing.
4. Supply, logistics and installed cost
Technical suitability includes whether the project can receive the material in the required quantity and on time. Check production capacity, supply continuity over the schedule, transport distance, unloading, storage silos or bins, moisture control, blending equipment and any beneficiation or processing. Compare total installed cost rather than only a quoted price per tonne. The National Academies framework specifically includes availability, timing, quantity, transport, processing, equipment, handling, storage and cost.
5. Environmental evidence that is specific to the project
A material label alone does not prove a lower environmental impact. If environmental performance is a project objective, compare the actual binder and supply chain using an appropriate environmental analysis and documented product information. The National Academies process includes environmental analysis and points to environmental product declarations prepared under the stated ISO framework. Confirm the declaration’s scope, geographic applicability, life-cycle stages and declared unit before drawing conclusions.

Recognized SCM families and what to verify
The following families are identified in ASTM and National Academies materials. They are starting points for a compliant shortlist, not automatic approvals.
| Material family | Where it is encountered | Checks before selection |
|---|---|---|
| Fly ash and other coal ashes | Established SCM family for concrete and mortar; classes and harvested or beneficiated ashes may be subject to applicable specifications. | Confirm the source, applicable class or specification, processing history, variability and test results for the proposed mixture. |
| Slag cement (ground granulated blast-furnace slag) | Established SCM used in concrete and mortar blends. | Verify the governing specification, source consistency, setting and strength behavior in the actual cement blend and curing conditions. |
| Natural pozzolans and calcined clays | Includes calcined clay, metakaolin, calcined shale, calcined slate and volcanic pumice. | Check mineral origin, processing, fineness, reactivity, variability and the amount of field performance information available for that source. |
| Silica fume | Recognized SCM with dedicated guidance on properties, interaction with Portland cement, fresh and hardened concrete effects, proportioning, specification and handling. | Use the project specification and the applicable ACI guidance; verify handling, dispersion, workability and durability performance in the proposed mixture. |
| Ground-glass pozzolan | Listed by ASTM C1709-22 and ASTM C1697-25a among established-specification materials and blends. | Confirm the applicable specification, glass source and processing, particle characteristics, quality controls and mixture performance. |
| Blended SCM products | Manufactured blends of compliant SCMs for concrete or mortar where hydraulic or pozzolanic action is desired. | Review each component, blend proportions, specification status, variability, storage and the combined mixture test results. |
Fly ash and coal ash
Fly ash is a commonly specified SCM family, but “fly ash” is not a sufficient product description. Established classes and harvested or beneficiated coal ashes are discussed by the National Academies, with applicable specifications governing their use. Obtain the source identification and current compliance information, then test the proposed blend. Do not assume that a class designation predicts the same setting, strength or durability response from every source.
Slag cement
Slag cement, also called ground granulated blast-furnace slag, is used in concrete and mortar blends. Its effect on set, strength development, heat or durability depends on the complete binder, temperature, curing and other ingredients. Avoid universal replacement claims; require evidence for the actual blend and conditions.

Natural pozzolans and calcined clays
This group includes calcined clay and metakaolin as well as calcined shale, calcined slate and volcanic pumice cited by the National Academies. Origin and processing can produce materially different reactivity and water demand. Some options have less field history than established SCMs, so source-specific characterization and application testing become especially important.
Silica fume
Silica fume has dedicated ACI guidance covering physical and chemical properties, its interaction with Portland cement, fresh and hardened concrete effects, proportioning, specification and handling. Use that guidance alongside the project specification and mixture trials. Fine particles can affect workability and handling, so the trial should include the placing and finishing method, not only compressive-strength specimens. See the ACI silica-fume guide.
Ground-glass pozzolan and blended products
Ground-glass pozzolan appears in the established-specification material lists in ASTM C1709-22 and ASTM C1697-25a. Blended SCM products are also covered by ASTM C1697-25a when hydraulic or pozzolanic action is desired. In either case, review the specific source and blend, not just the family name, and confirm the application specification and test evidence.
A step-by-step selection process
Step 1: Write the project performance brief
- Identify concrete or mortar, structural role, element type and required strength ages.
- List exposure and durability concerns, including moisture, chemicals, freezing or thawing, abrasion, heat and any reactive aggregate issue identified by the design team.
- Record placement method, finishing requirements, curing method, expected temperatures and schedule constraints.
- Name the governing code, owner or agency specification and the person authorized to approve a material.
This brief prevents a material that looks attractive in isolation from being selected for the wrong performance window.

Step 2: Build a locally permitted shortlist
Start with SCM families recognized by the project specification and available in the required quantity. Ask whether the proposed source is covered by an established specification. For an ASCM outside those specifications, use an evaluation route such as ASTM C1709-22 and plan additional risk controls. ASTM’s guide is an evaluation framework; it does not itself establish conformance to a separate ASTM specification.

Step 3: Request a complete supplier information package
Request, at minimum:
- source identity, production or processing description and applicable material specification;
- recent characterization and quality-control data, including information on consistency and variability;
- expected quantity, lead times, delivery schedule and continuity plan;
- storage, unloading, moisture-control, blending and handling requirements;
- safety and environmental information required by the jurisdiction;
- recommended testing, known limitations and technical support for trial mixtures.
For a product such as metakaolin powder, treat online descriptions only as a way to identify a material category. Verify the actual supplier, specification status and test data before use; no listing or product name by itself proves compliance.
Step 4: Design and test the proposed mixture
Use the actual cement, SCM, aggregates, admixtures and water where possible. Establish a reference mixture and one or more candidate mixtures, then test the properties that control the application. Fresh tests may include workability, air, temperature, density and setting; hardened testing should cover the specified strength ages and any required durability indicators. Match curing, specimen preparation and test timing to the project conditions.
Include durability tests required by the design or specification. If the source is unfamiliar or long-term field performance is limited, use conservative engineering practice, document assumptions and obtain the required approval before placement. ASTM C1709-22 states: “In the absence of long-term durability or acceptable field performance, prospective users are advised to apply appropriate risk management and engineering practice in the use of an ASCM.” This sentence is from ASTM International, ASTM C1709-22, section 4.3.
Step 5: Check construction compatibility
A mixture that meets a laboratory strength target can still be unsuitable if it cannot be batched, transported, placed, finished or cured reliably. Confirm batching accuracy, silo or bin capacity, moisture management, admixture sequence, pumpability, finishing window and curing procedures with the ready-mix producer and placing crew. Repeat critical tests when temperature, materials or production equipment changes.
Step 6: Calculate total cost and supply risk
Include material price plus transport, processing, blending, storage, special equipment, additional testing, quality control, delays and potential redesign. Check whether a lower unit price is offset by a longer lead time, a second silo, limited regional quantity or more demanding handling. Evaluate supply over the entire project schedule, not only the first delivery.
Step 7: Document and obtain approval
Keep a decision record containing the governing requirements, candidate sources, supplier documents, mixture proportions, test methods and results, environmental information, logistics review, cost assumptions, limitations and approval or inspection conditions. This record gives the producer and inspector a common reference if the source or mixture changes.

Durability example: reactive aggregates and ASR
For concrete containing reactive aggregates, the Federal Highway Administration describes suitable SCM use as an effective way to help control alkali-silica reaction (ASR). Its examples include pozzolans such as fly ash, silica fume, calcined clay or shale, and ground-granulated blast-furnace slag. Read this as a project-specific mitigation strategy, not a guarantee. The aggregate, complete binder combination, exposure, test evidence and governing specification still determine whether the proposed mixture is acceptable. See FHWA’s Chapter 3 guidance.
Common selection mistakes and how to avoid them
Assuming a universal replacement ratio
There is no universal one-for-one substitute or replacement percentage. A ratio suitable for one source and mixture can fail another source, temperature or exposure. Use project-specific trial mixtures and acceptance criteria.
Choosing by material name alone
“Fly ash,” “slag,” “metakaolin” or “glass pozzolan” identifies a family, not a guaranteed performance level. Require source identity, specification information, variability data and test results.

Different cement, aggregate, admixture, curing and exposure conditions can change the outcome. Treat outside data as background and verify the proposed source and recipe.
Ignoring logistics until after approval
A technically suitable material can become impractical if the plant lacks storage, deliveries are intermittent or processing equipment is unavailable. Review quantity, timing, transport, handling and storage during screening.
Claiming environmental benefit from a product label
Environmental performance depends on the full binder and supply chain. Use an appropriately scoped analysis or environmental product declaration rather than a generic claim.
Confusing an evaluation guide with specification compliance
ASTM C1709-22 provides an approach for evaluating alternatives outside established specifications. Passing an evaluation under that guide does not automatically demonstrate conformance to another ASTM specification or a local code.

When to pause or reject a candidate
Pause the selection if the supplier cannot identify the source, provide reliable quality data or commit to the required quantity and timing. Pause if the proposed mixture misses a required strength, setting, workability or durability criterion, or if testing does not represent the actual materials and curing conditions. Reject or escalate an unfamiliar material when the project has no approved evaluation route, the evidence is insufficient for the exposure, or the logistics introduce unacceptable schedule or handling risk.
For a high-consequence structure, an ASCM with limited long-term field performance warrants explicit risk management and qualified engineering review before acceptance. The decision should be traceable to the project specification, test evidence and documented supply conditions.
