Choose a residential contractor by checking credentials with the authority that issues them, confirming insurance, reviewing the contractor’s record, and comparing written estimates for the same work. Before work starts, sign a complete contract that records the scope, materials, price, schedule, payment plan, and promises. Licensing, permits, deposits, and contract rules vary by location, so check the requirements for your project and jurisdiction.
Start with candidates you can verify
Ask people you trust for recommendations, then check each contractor rather than relying on a referral or online rating alone. The Federal Trade Commission (FTC) recommends checking credentials, complaints, and reviews as part of screening a home-improvement contractor (FTC: How To Avoid a Home Improvement Scam; FTC: Home Repair Scams).

- Get the contractor’s full business name, address, and license number where licensing applies. Verify the license with the state or county authority that issues it; requirements vary by location and type of work.
- Ask for current proof of insurance and references from recent, comparable projects.
- Look for patterns in complaints and reviews, not just a single rating. A complaint or negative review is a reason to ask questions, not by itself proof of fraud.
- Ask who will supervise the job and who will perform the work.
For disaster repairs, take extra care to verify an unfamiliar contractor independently and keep control of the insurance claim and check. The FTC advises getting more than one estimate and not signing over an insurance check based only on a contractor’s assurance about coverage (FTC: How To Avoid Scams After Weather Emergencies and Natural Disasters).
Questions to ask before choosing
- Credentials: What is your business name and license number, if required? Which authority issues the license, and how can I verify it?
- Insurance and experience: Can you provide current proof of insurance and references for similar work?
- Scope: What exactly is included—labor, materials, allowances, exclusions, cleanup, and disposal?
- Price: What explains any major difference between your estimate and another bid for the same scope?
- Schedule: What are the estimated start and completion dates? How will delays or changes be documented?
- Permits: Which permits or inspections may be required, who is responsible for arranging them, and which building department will inspect the work? Check local rules rather than accepting a contractor’s attempt to transfer required permit responsibilities to you.
- Payments: What work triggers each payment, what is due at the start, and what amount is held until the job is complete? Does local law limit deposits?
- Written commitments: Will every promise, material choice, change, cost, and timing commitment be written into the contract or a signed change order?
- Financing: If you offer financing, who is the lender, what are the full terms and costs, and may I take the paperwork away to review independently?
Compare estimates on equal terms
Get multiple written estimates—three is a useful comparison target recommended by the FTC—and make sure they describe the same work before comparing totals (FTC: Home Repair Scams). An estimate should identify the contractor and explain the work, materials, price, expected timing, and contact information. Ask a contractor to explain a substantial price difference; the lowest bid is not automatically the best choice.

- You are pressed to decide immediately or offered an urgent discount that expires if you do not sign.
- The contractor demands full payment upfront, insists on cash, or will not explain a reasonable payment schedule.
- You are asked to sign a blank contract or are refused copies of the license, insurance documents, or contract.
- The contractor asks you to obtain a permit that the contractor may be required to obtain, without first checking local rules.
- You are encouraged to borrow from a lender the contractor recommends, sign financing paperwork immediately, or leave without a copy of documents.
- A “demonstration” job or a lifetime guarantee is used to push you into a quick decision.
Do not sign a loan or other financing document you have not read and understood. Keep the lender, full costs, and terms clear, and take time to review the paperwork independently.

Get the agreement in writing before work begins
The contract should reflect the complete agreement, including anything promised verbally. The FTC notes that “Contract requirements vary by state,” so check your state and local rules for the project rather than assuming one set of terms applies everywhere (FTC: How To Avoid a Home Improvement Scam).

- Contractor’s legal or business name, address, and license number where applicable.
- A specific description of the work, materials, and any allowances, exclusions, cleanup, or disposal.
- Price and payment schedule, with each payment tied to a documented stage of work.
- Estimated start and finish dates, plus a way to document changes and delays.
- Who will obtain permits and arrange inspections, subject to local requirements.
- All verbal promises and material or design choices.
Fill every blank, make sure all parties sign before work starts, and keep a complete copy. Use signed change orders to record later changes to scope, materials, cost, or timing. Check local deposit limits, negotiate a reasonable initial payment, and do not pay the full price before the work is complete and satisfactory. The FTC advises using a payment method that leaves a record; its disaster guidance cautions against cash, wire transfers, gift cards, payment apps, and cryptocurrency (FTC: How To Avoid Scams After Weather Emergencies and Natural Disasters).
Check local rules before signing
Licensing, permit responsibilities, deposit limits, contract requirements, cancellation rights, and remedies can differ by state, county, municipality, and project type. Contact the relevant state or county licensing or consumer-protection office and your local building department to confirm what applies.

If the work goes wrong
Start by raising the issue with the contractor. Keep copies of the contract, estimates, change orders, receipts, messages, and notes about conversations. If you cannot resolve it, the FTC lists your state attorney general or local consumer-protection office, a home builders association, local media consumer-help lines, and dispute-resolution programs as possible next steps (FTC: How To Avoid a Home Improvement Scam).
