Do not treat a cooperative society’s financial auditor as a structural engineer. Requirements differ by municipality; Maharashtra and Greater Mumbai rules are useful examples, not nationwide standards.
Start with your municipality’s requirements
Before inviting proposals, identify the municipal authority responsible for the building. Ask whether it requires an auditor to hold a local license, registration, or empanelment, and whether it prescribes a report or certificate format. Confirm the current requirements directly with the authority: the rules cited here are specific to Maharashtra, and some are specific to Greater Mumbai.

For example, a 2011 Maharashtra rule sets eligibility routes involving a recognised civil engineering degree or specified Institution of Engineers civil membership, along with structural engineering design and fieldwork experience. It gives a baseline of three years’ practice, reduced to two years for a postgraduate degree in structural engineering and one year for a doctorate. MCGM’s public notice dated 11 June 2013 states that buildings in Greater Mumbai in use for more than 30 years must be inspected by a qualified structural engineer registered with the corporation. That threshold is specific to the notice and location; it should not be presented as a current rule for every housing society in Maharashtra or elsewhere. Check qualifications and relevant building experience
Verify the person’s credentials
Ask for the engineer’s full name, engineering degree or qualifying professional membership, structural engineering experience, and any municipal registration or license required for this assignment. Verify the documents and the status of any license with the issuing authority rather than relying only on a proposal or certificate copy. A financial audit qualification, general construction experience, or an unverified claim of “auditor” status does not establish structural engineering competence.

Look for comparable existing-building work
Ask for examples of audits of occupied residential buildings comparable in age, construction type, size, or condition. For each example, ask what the engineer personally did, when the inspection took place, and what the scope covered. The cited Maharashtra rule specifies structural design and fieldwork experience, but it does not establish a universal minimum number of housing-society audits.
Put the inspection scope in writing
Request a proposal that explains what the engineer will examine and what will not be covered. Maharashtra’s structural examination rule describes verifying stability for structural safety, suitable tests including non-destructive testing, and examination of records. - Areas and building elements to be inspected, including how access to occupied or restricted spaces will be handled.
- Visible distress, deterioration, alterations, or other relevant observations to be documented.
- Any proposed tests, their purpose, locations, costs, and whether they are included in the quoted fee.
- Report limitations, such as inaccessible areas or tests not performed.
- How findings and recommended actions will be prioritised.
Ask the engineer to distinguish clearly between visual observations, records reviewed, and tests actually performed. A test should not be implied in the final report unless it was carried out and documented.
Agree on the report, certificate, and repair follow-through
Before appointment, confirm the report format required by your authority and whether the society needs a signed structural stability certificate. The Maharashtra rule describes a Structural Stability Certificate and Inspection Report; the required documents for your society depend on its jurisdiction. The 2013 MCGM notice calls for certificate submission and says recommended corrective repairs are to be carried out. Check the current local rule rather than assuming those details apply elsewhere. Specify whether the deliverables will include photographs, findings, urgent safety advice, repair recommendations, and an explanation of limitations. If you want the auditor to review or supervise corrective work, define that service and its fee separately in the appointment.
Compare candidates on equal terms
Issue the same scope to each candidate and compare the complete proposal, not just the headline fee. Ask each engineer to disclose relationships with the managing committee, contractors, developers, or repair vendors. The sources cited here do not set a universal fee or prescribe a standard conflict-of-interest form, so these are practical checks for the society’s procurement process.

Make the appointment and preserve the record
- Obtain the society’s approval for the selected auditor and the written scope, fee, schedule, and exclusions.
- Execute an appointment that identifies the responsible engineer and required deliverables.
- Retain the credentials checked, approval record, proposal, appointment, inspection report, photographs, test results, and any certificate.
- Record repair decisions and retain follow-up documentation, including any agreed review or supervision by the auditor.
For a building in Greater Mumbai, MCGM’s cited materials make local registration especially relevant. The society should confirm current eligibility, procedures, and forms with MCGM; other municipalities may impose different requirements.
