Choose the modular company that can deliver your specific hotel—not merely one that advertises modular rooms. Before requesting prices, define the room schedule, public-area scope, site constraints, approvals route and opening date. Then require every bidder to price the same responsibilities and prove comparable hotel delivery with verifiable references.
The most important comparison is not factory capacity alone. It is who owns design coordination, foundations and podiums, transport, lifting, connections, inspections, commissioning, defects and warranties. A written responsibility matrix, a logistics plan and a bid built on identical assumptions will expose gaps that an attractive headline price can hide.

1. Define the hotel brief before contacting suppliers
A modular provider cannot produce a meaningful proposal from a room count and a sketch. Issue a concise employer’s brief that fixes the decisions affecting module design, factory work and site operations.

- List room and suite types, quantities, dimensions, accessible-room requirements and connecting-room arrangements.
- State the target occupancy, operating model, staffing assumptions and housekeeping expectations.
- Describe bathrooms, kitchenettes, balconies, corridors, lifts, stairs and service rooms that may be modular, site-built or hybrid.
- Identify the required furniture, fixtures and equipment (FF&E), loose items and operating supplies to be installed before delivery.
Define the whole building, not only guest rooms
Mark the intended scope for the lobby, reception, restaurant, meeting rooms, back-of-house, laundry, plant rooms, loading area, staff accommodation, parking and external works. Hotel projects often use modular guest floors over a conventional podium or keep public areas site-built. If those interfaces are not described at tender, bidders will make different assumptions and their prices will not be comparable.

Fix performance and finish expectations
Give bidders the room data sheet, finish schedule, brand standards, acoustic targets, thermal requirements, fire strategy and maintenance expectations. Note cleaning chemicals, replacement cycles, access panels, lighting controls and the durability expected from high-turnover rooms. A factory can install a room quickly, but changing finishes, services or bathroom layouts after production starts is expensive and can affect the programme.
State site and programme information
Provide the site address, survey information, ground investigation status, available utilities, access restrictions, neighbouring buildings, working-hour limits, crane restrictions and target opening date. Include the required number of storeys, footprint, floor-to-floor heights and any planning massing constraints. A provider may need room schedules, operator expectations and site-interface details to prepare a clear quote.
2. Decide which delivery model fits your risk appetite
Two arrangements appear regularly in hotel modular work. In an integrated model, one provider carries a broad design-to-installation responsibility. In a partnered model, a modular manufacturer supplies the units while a separate main contractor manages the site and the wider building. Neither is automatically better; the choice depends on interfaces, local capability and how much coordination risk you want one contract to absorb.

|---|---|---|
| Scope ownership | One commercial entity may coordinate design, manufacture, transport, installation and commissioning. | Responsibilities are divided between the manufacturer, main contractor and design team. |
| Design coordination | Potentially simpler, provided the provider has authority over all disciplines and site works. | Requires a formal interface schedule, clash process and decision deadlines. |
| Approvals | The provider may support submissions, but the owner and local design professionals still retain project-specific duties. | Approval tasks must be allocated among owner, architect, engineer, contractor and manufacturer. |
| Site works | May include foundations, podium, connections and services, or may exclude them; check the contract. | The main contractor normally controls site works, while the manufacturer controls factory work. |
| Logistics | One party can plan factory dispatch through final placement if its contract includes the full route. | Transport, craneage and waiting-time risk must be assigned between parties. |
| Quality accountability | A single warranty route can simplify defects, but only if factory and site obligations are written clearly. | Defects at a module-to-building interface can create disputes unless inspection and warranty boundaries are explicit. |
| Commercial risk | Fewer contracts can reduce interface risk but may concentrate exposure in one supplier. | Competitive procurement may be possible, but coordination and change-order risk increase. |
Ask each bidder to show an organisation chart, contract boundaries and examples of how it resolved a similar interface. Do not infer that “design and build” includes the podium, utilities or commissioning unless the inclusions list says so.
3. Test experience against the actual hotel
“We build modules” is not evidence that a company can deliver your hotel. Request a project list that can be checked against the conditions that drive risk.
Information to request for every reference
- Hotel type, room count and room mix.
- Number of storeys, module count, module dimensions and approximate weight.
- Country and local approval environment.
- Factory-completion level, including bathrooms, MEP and FF&E.
- Provider’s actual role: designer, manufacturer, installer, main contractor or integrated provider.
- Contract dates, manufacturing period, installation period and opening status.
- Site constraints, transport method and lifting arrangement.
- Client and main-contractor contacts willing to discuss performance, defects and close-out.
Ask for at least one reference that matches the hotel’s height, room layout, geography and finish level. A case study can show that a project happened; it does not prove that the same company can meet your approvals, access or operating requirements.

What documented projects illustrate
The Hage’s Badehotel case in Denmark reports 72 buildings and 144 modules, covering 5,200 m² of gross modular area, with onsite completion in June 2023. It describes four module types and factory-completed interiors and sanitary appliances. Confirm with the provider what role it performed, what remained on site and how defects were handled after completion.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA Seattle South Lake Union hotel case identifies a 264-room building with six levels of modular guest rooms above two traditionally built levels. The example is useful when evaluating a hybrid podium, vertical connections and seismic coordination; it is not a guarantee that another site will have the same structural or approval solution.
The Aqsarniit Hotel and Conference Centre in Iqaluit is described as a partnership between Stack Modular and BIRD Construction. Its factory scope included FF&E and MEP elements, while delivery required a custom sea, barge and trailer sequence and direct placement at the remote site. Use it to question bidders about marine transport, weather allowances, temporary storage and rehandling.
Duffin Cove Oceanfront Lodging in British Columbia is described as a Nomodic project with guest-suite buildings, reception and staff accommodation. Ask whether your provider has delivered the same mixture of guest and operational spaces rather than only repeating room modules.
A citizenM Seattle case identifies Polcom as modular fabricator and Mortenson as main contractor. It reports that Polcom modified production and assembly processes to meet United States building practices and standards. This demonstrates the need to verify jurisdiction-specific capability instead of transferring experience from one country to another by assumption.

| Work package | Questions the bid must answer |
|---|---|
| Architecture and interiors | Who develops room layouts, coordinates the operator’s standards, issues fabrication drawings and approves samples? |
| Structure | Who designs modules, podium, foundations, lateral systems, module connections and temporary works? |
| MEP and controls | Who sizes plant, designs module services, provides risers and shafts, connects utilities and integrates controls? |
| Fire and life safety | Who prepares the fire strategy, compartmentation details, detection, suppression, evacuation interfaces and inspection evidence? |
| Acoustics and envelope | Who verifies airborne and impact sound, façade junctions, weathering, thermal bridges and water testing? |
| Foundations and podium | Who designs and builds groundworks, basement, parking, podium slabs, stairs, lifts and transfer structures? |
| Public and back-of-house areas | Are lobby, restaurant, corridors, laundry, plant rooms and staff spaces modular, conventional or a hybrid? |
| Factory production | Which inspections, tests, mock-ups, documentation and hold points occur before release? |
| Transport and lifting | Who obtains permits, surveys routes, books escorts, supplies cranes, manages traffic and pays waiting or rehandling costs? |
| Site connections | Who aligns modules, seals joints, connects MEP, completes fire stopping, tests systems and protects finishes? |
| Commissioning and handover | Who produces commissioning records, as-builts, operation manuals, staff training, room punch lists and occupancy approvals? |
| Warranty and defects | Who is the single point of contact, what response times apply and how are interface defects allocated? |
Include a change-control rule: identify the design-freeze date, the information required to release manufacture, the price of post-freeze changes and the party bearing schedule consequences. Require a process for resolving clashes between module drawings and site-built work before fabrication.
5. Examine the modular system’s design fit
Module geometry and room planning
Ask for maximum and minimum module dimensions, transport limits, structural grid, floor-to-floor range and allowable openings. Check whether the system accommodates your accessible rooms, suites, connecting doors, corner rooms, irregular perimeter and service risers without excessive bespoke work. A system that is efficient for a repetitive double-loaded corridor may be unsuitable for a boutique plan with many unique rooms.
Hybrid construction interfaces
Require drawings showing how modules bear on foundations or a podium, how corridors and shafts align, how stairs and lifts connect floors and how façade, roof and waterproofing junctions are completed. Hotel modules are not independent boxes: services, structure, fire compartments and finishes cross the module-to-building boundary.
Operator and brand requirements
Have the operator review a sample room, bathroom and corridor before production. Confirm bed-wall dimensions, lighting scenes, sockets, data outlets, bathroom accessories, minibar provisions, housekeeping storage and maintenance access. Record accepted substitutions and tolerances so a late procurement issue does not become an argument about the standard of the finished room.
6. Verify factory quality and guest-ready finishes
Request the quality plan, inspection and test plan, factory acceptance procedure, nonconformance process and sample-room sign-off route. The plan should identify hold points at framing, enclosure, rough-in, waterproofing, finishes, MEP testing, FF&E installation and release for transport.
Questions for the factory visit
- How are materials batch-tracked and protected from moisture or damage?
- Which inspections are recorded digitally, and who can reject work?
- How are bathrooms tested for waterproofing and drainage before shipment?
- How are fire stopping, acoustic build-ups and penetrations inspected?
- How are room dimensions and door clearances checked?
- How are completed rooms protected during loading, transport, storage and lifting?
- How are defects tagged, corrected, re-inspected and closed?
Confirm that the quoted finish includes the items guests see and use: sanitaryware, mirrors, lighting, controls, flooring, joinery, furniture, curtains, artwork and signage where required. The cited hotel projects report factory-installed interiors, sanitary appliances or FF&E, but those examples do not establish a universal certification or quality level. Your specification and inspection records must do that.

7. Make logistics a designed work package
Obtain a route and lifting plan before appointment, not after modules are complete. The plan should show module length, width, height, weight, centre of gravity, vehicle configuration, turning radii, bridge and road restrictions, permits, escorts, delivery windows, crane capacity, wind limits and exclusion zones.
Site and route checks
- Survey the factory-to-site route, including bridges, height restrictions, narrow streets, gradients, turning points and seasonal closures.
- Confirm whether police, highway or port permits are required and who secures them.
- Reserve a laydown area or prove that direct-to-foundation delivery is achievable.
- Sequence deliveries against foundation and podium readiness; identify what happens if the site is not ready.
- Set weather, traffic and equipment-failure allowances in the programme.
- Define responsibility for traffic management, escorts, storage, rehandling, crane standby and damaged modules.
Remote projects can make logistics the dominant commercial risk. The Aqsarniit example’s sea, barge and trailer sequence and direct delivery to site shows why a transport plan must be engineered alongside the building design. At Hage’s Badehotel, reported high water levels were one reason predictable, rapid installation mattered; ask bidders to state the environmental assumptions behind their own programme.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Treat approvals as project-specific work
Modular construction does not remove planning, building-control, fire, accessibility, energy, acoustic or inspection requirements. The governing rules depend on the project location, building height, use, construction type and authority having jurisdiction.
Allocate approval tasks
Ask the bidder to identify which submissions, calculations, certificates, factory inspections and site inspections it will support. Clarify what remains with the owner, architect, structural engineer, MEP engineer, general contractor and local authority. Require a schedule showing submission dates, review periods, comments, resubmissions and release points for manufacture.
Check jurisdictional experience
Ask for a recent project in the same jurisdiction or for a written plan naming local professionals who will adapt the system. The citizenM Seattle example reports changes to production and assembly processes to meet US building practices and standards. Experience in another country or state cannot be treated as automatic compliance with your local rules.
The project location, hotel brand, size and procurement model are not specified here, so no single code path or approval authority can be prescribed. Resolve those items with the local design team and authority before selecting a delivery route.

9. Compare commercial proposals on identical assumptions
Issue one pricing template and insist that every bidder follows it. Separate factory work, transport, craneage, foundations or podium, site-built areas, utilities, inspections, commissioning, taxes, insurance and contingency.
Commercial information to require
- Detailed inclusions, exclusions and allowances by work package.
- Quantities, module counts, room types and finish assumptions.
- Design deliverables, design-freeze date and change rates after freeze.
- Manufacturing lead time, procurement dependencies and payment milestones.
- Escalation provisions for materials, fuel, transport and labour.
- Programme dates tied to approvals, site readiness and weather assumptions.
- Performance security, insurance, liquidated damages or other delay remedies where appropriate.
- Warranty period, response times, spare parts and post-opening callback arrangements.
- Ownership and storage risk for completed modules awaiting delivery.
Build one integrated schedule from concept design through opening readiness. It should include surveys, approvals, design freeze, long-lead procurement, factory production, site preparation, transport, installation, connections, inspections, commissioning, operator training and snagging.
A Home2Suites case reports project-specific cost and schedule outcomes. Use such claims only as prompts to ask what scope, site, financing, labour and approval assumptions produced them. A case-study result is not a general promise of savings or programme reduction for your hotel.

Score bidders against criteria agreed by the owner, operator and design team before proposals arrive. Weight the criteria according to project risk; a remote site may give logistics more weight than a city site, while a highly branded hotel may weight design control and sample-room approval more heavily.
| Criterion | Evidence to score |
|---|---|
| Comparable delivery | Verified references matching hotel type, scale, geography, room mix and role. |
| Scope clarity | Complete responsibility matrix with no unexplained gaps at podium, shafts or utilities. |
| Design capability | Named architectural, structural, MEP, fire and acoustic leads and a clash-resolution process. |
| Factory controls | Inspection plan, sample-room process, testing records and defect close-out evidence. |
| Logistics | Route survey, permits strategy, crane plan, delivery sequence and contingency. |
| Approvals | Local code strategy, authority engagement and clear submission responsibilities. |
| Commercial strength | Transparent assumptions, realistic allowances, insurance, warranty and change control. |
| Team capacity | Named personnel, factory capacity and evidence they will remain involved through handover. |
Interview the proposed project team, not only the sales team. Ask them to walk through a hypothetical late change to an accessible bathroom, a delayed foundation, a damaged module and a failed inspection. Their answers reveal how risk is managed when the standard sequence breaks.
11. Red flags that warrant clarification or rejection
- A price is supplied without room schedules, module quantities, site information or exclusions.
- The bidder shows impressive projects but will not identify its role or provide client contacts.
- “Turnkey” is used while foundations, podium, utilities, approvals or commissioning remain undefined.
- The programme starts at factory production and omits design approvals, site preparation or operator handover.
- No person is accountable for module-to-podium, corridor, shaft or service connections.
- Factory quality is described in general terms without inspection records, hold points or a defect process.
- Transport dimensions, weights, route surveys and crane requirements are missing.
- Schedule or savings claims are presented as universal results rather than assumptions tied to a named project.
- The provider refuses a sample-room review or treats operator comments as post-contract changes.
- Warranty language divides responsibility so narrowly that no party owns an interface defect.
12. A practical procurement sequence
- Prepare the brief. Freeze room types, quantities, public areas, finishes, performance criteria, site information and target opening date.
- Prequalify. Request comparable references, financial and insurance information, factory capacity, proposed team and local approval capability.
- Issue identical tender information. Include drawings, schedules, surveys, operator standards, logistics constraints and the responsibility-matrix template.
- Hold clarification workshops. Review module geometry, hybrid interfaces, design freeze, transport, lifting, quality and approvals with each bidder.
- Visit the factory and a completed hotel. Inspect production controls, sample rooms, storage, protection, defects and operating performance.
- Score proposals. Normalize scope, assumptions, programme milestones, exclusions, contingencies and payment terms before comparing totals.
- Agree the preconstruction phase. Use it to complete surveys, code strategy, coordination drawings, route studies, mock-ups and the design-freeze plan.
- Contract the interfaces. Attach the responsibility matrix, logistics plan, inspection plan, programme, change procedure, warranty and remedies.
- Release manufacture only after approvals and freeze. Confirm that foundations, podium, utilities, access and receiving areas will be ready for the delivery sequence.
- Control installation and handover. Record module inspections, connection tests, fire stopping, commissioning, room snags, training and close-out documents.
13. Questions to answer before modules enter manufacture
- Has the operator approved the room layouts, finishes, sample room and substitutions?
- Are accessibility, fire, acoustic, energy and building-control requirements documented for the actual location?
- Are module drawings coordinated with foundations, podium, corridors, shafts, stairs, lifts and site utilities?
- Is the design freeze signed by all parties, with rates and programme effects for later changes?
- Are transport permits, route surveys, craneage, delivery windows and weather contingencies approved?
- Is the factory inspection and testing plan agreed, including hold points and release criteria?
- Are completed modules protected, insured and assigned a clear owner during storage and transit?
- Does the contract identify who corrects defects at every factory, transport, installation and interface stage?
- Is there a funded plan for commissioning, operator training, spare parts and post-opening callbacks?
Make the selection on evidence, interfaces and accountability
The strongest modular partner is the one whose system fits the hotel brief, whose references match the project’s real constraints and whose proposal leaves no ambiguity about site interfaces. Select on verified delivery evidence, a complete responsibility matrix, a credible logistics and approvals plan, factory quality records and a commercial offer built on the same assumptions as the alternatives.
Modular construction can shorten or simplify parts of a hotel programme, especially where repetitive rooms and constrained sites favour factory production. It does not eliminate design coordination, local approvals, transport risk or commissioning. Those obligations must be planned, priced and assigned before manufacture begins.
