The right facilities management (FM) company is the one that can deliver your building’s required safety, compliance, maintenance, user-service and cost outcomes at an acceptable whole-life cost—not simply the bidder with the lowest fee. Define the property, assets, services, outcomes, constraints and budget first; score every bidder against the same criteria; verify the proposed people and subcontractors; and put measurable service levels, transparent pricing, data ownership and exit arrangements in the contract.
Outsourcing does not remove the owner’s or occupier’s statutory responsibilities. You still need an informed client-side function to identify duty holders, oversee risk and test whether the service is delivering value.

What a facilities management company should deliver
Facilities management integrates people, place and process in the built environment to support people’s quality of life and the productivity of the core business. In practical terms, an FM provider coordinates the maintenance, operation, support services and information needed to keep a commercial property safe, usable, compliant and financially controlled.
The exact package varies by building. A multi-tenant office, retail centre, warehouse, healthcare facility and industrial plant have different operating hours, hazards, statutory systems and user expectations. Decide the outcomes before deciding which services to outsource.

- Helpdesk access, work-order coordination, communications and customer-service management.
- Space, move, event or logistics support where the property’s operation needs it.
Record what remains in-house, what tenants or landlords provide, and what is explicitly excluded. A provider cannot price or manage an undefined obligation reliably.
Start with an owner’s brief, not a supplier’s brochure
Before approaching the market, appoint a decision owner and gather the people who understand the property: asset and property managers, operations, finance, health and safety, sustainability, security, IT, tenant representatives and procurement or legal advisers. Record any lease, landlord, lender, insurer or procurement-policy constraints.
Describe the property and operating context
- Address, use, floor area, number of buildings, occupancy, tenant profile and operating hours.
- Critical areas, business-continuity requirements, access restrictions and seasonal or event-driven demand.
- Plant, equipment and statutory systems, including age, condition, warranties and known obsolescence.
- Current service contracts, open defects, backlog, complaints, incidents, energy information and recent expenditure.
- Available drawings, asset registers, operation-and-maintenance manuals, compliance certificates, inspection reports and work-order history.
If records are incomplete, say so. Consider a proportionate technical due-diligence exercise before tendering. RICS’s Technical due diligence of commercial property describes an adaptable approach for commercial and industrial property, with the scope tailored to the building and territory: RICS technical due diligence of commercial property.

Define outcomes and boundaries
Translate objectives such as safe operation, statutory compliance, uptime, occupant experience, cost control, energy performance or environmental improvement into observable results. State the service hours, response expectations, reporting needs and interfaces with tenants, landlords and other contractors.
RICS’s procurement standard expresses the principle directly: “There should be a defined, detailed scope of the services being procured, defining what is and is not included.” Its guidance covers planning, procurement and post-procurement for public- and private-sector property professionals: RICS, Procurement of facility management.
Set affordability and quality thresholds
Establish an affordability range, minimum service quality and any non-negotiable compliance requirements. Explain which assumptions bidders may challenge and which risks the client will retain. This prevents a low initial price from being achieved by omitting essential work.
Choose a procurement route that fits the risk
Use a process proportionate to the service’s complexity, value and risk.
Market engagement or request for information
Use early engagement to test whether the market can provide the required skills, bundling model, coverage and technology. It can expose unrealistic specifications before you commit to a formal competition. Treat supplier responses as market input, not as pre-agreed scope.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Request for proposal
An RFP is appropriate when delivery method, staffing, transition and service quality matter as much as price. Give all bidders the same property data, pricing template, clarification timetable and evaluation rules.
Quotation process
A quotation can suit a genuinely standardised, well-defined service with limited integration and risk. It is usually inadequate where the bidder must design a complex operating model or absorb significant asset and compliance uncertainty.
Set a realistic timetable for site visits, questions, mobilisation and incumbent handover. Public bodies must follow the procurement law and delegated approvals applicable in their jurisdiction. Private owners must follow their internal policy, leases and applicable law. RICS guidance is global; it does not replace local rules.

Set evaluation criteria, evidence requirements and any pass/fail conditions before receiving proposals. Weight them to your property’s priorities rather than adopting a universal formula. A useful scorecard covers the following.
| Criterion | What to examine | Evidence to request |
|---|---|---|
| Property and service fit | Experience with your property type, scale, geography, hours, users and asset complexity | Comparable case studies, references, service scope and delivered outcomes |
| Technical capability | Approach to planned, statutory, reactive and lifecycle maintenance | Maintenance methodology, sample schedules, engineering resources and escalation logic |
| Safety and compliance | Risk assessment, permit controls, statutory inspection management, incident response and business continuity | Policies, competence records, audit examples, emergency plans and relevant licences or qualifications |
| People and subcontractors | Named account leadership, staffing levels, skills, training, cover and supply-chain oversight | Organisation chart, résumés, rota, vacancy plan, subcontractor controls and mobilisation resources |
| Service outcomes | Helpdesk access, response and completion targets, reporting, complaints and continuous improvement | Service-level schedule, report samples, escalation matrix and corrective-action process |
| Transition | Ability to take over records, open work, access, staff interfaces and compliance obligations without service interruption | Mobilisation plan, milestones, risk register, communications plan and handover checklist |
| Systems and data | Work-order, asset, compliance, cost and performance information; interoperability and cybersecurity | System demonstration, data model, export format, access roles, integration plan and exit method |
| Commercial clarity | Fixed and variable fees, exclusions, assumptions, pass-through costs, changes, indexation and payment terms | Completed pricing schedule, assumptions register, rates, change mechanism and risk allocation |
| Whole-life value | Expected cost, resilience, asset life, energy and service quality over the term | Lifecycle proposals, improvement plan, cost forecast and benefits that can be measured |
Do not let a polished presentation substitute for evidence. Ask the same questions of every bidder, document clarifications and keep an audit trail showing how scores were reached.
Make prices comparable
Require one standard pricing workbook. It should separate the recurring management fee, labour, planned maintenance, reactive work, consumables, subcontracted services, projects, mobilisation, technology and any taxes or pass-through charges.
Require explicit inclusions and exclusions
- List every service, asset class, site and operating period included in the base fee.
- Identify excluded assets, specialist call-outs, materials, out-of-hours work, tenant areas and project work.
- State assumptions about asset condition, volumes, access, utilities, staffing transfers and existing systems.
- Show optional services separately rather than hiding them in a blended price.
Define change and escalation mechanics
Specify who may instruct a variation, what information a quotation must contain, approval limits, emergency authority and the time allowed for pricing. State whether labour or supplier costs may be indexed, which index and date apply, and how abnormal cost changes are evidenced. Define payment timing, invoice requirements, disputed amounts and audit rights.

Check the provider before selecting it
Verify identity, capacity and references
- Confirm the legal contracting entity, ownership details, insurance and financial capacity appropriate to the scope.
- Speak with comparable clients. Ask what the provider actually delivered, how incidents and failures were handled, whether the named team remained in place and how variations were priced.
- Inspect a live or recently completed site where practical, with the client’s permission.
- Check that proposed managers, engineers and supervisors—not just senior presenters—have the required competence, licences and availability.
Test subcontractor controls
Ask who will perform specialist work, how subcontractors are selected, vetted, instructed and audited, and who remains accountable for their performance. Require advance notice of material supply-chain changes and a right to review evidence relevant to safety, competence, insurance and continuity.
Demand relevant evidence, not generic badges
Request the qualifications, licences, safety arrangements, compliance records and insurance that fit your jurisdiction, building type and services. A generic certification does not prove competence for every system or statutory task. Have legal and technical advisers review material gaps.
Put the operating bargain into the contract
The contract should allow a new manager to understand exactly what must be done, by whom, when, at what price and with what evidence.

| Responsibility matrix | Client, provider, subcontractor and tenant duties, including approvals, permits, access and emergency decisions |
| People and supply chain | Named roles, minimum coverage, competence, substitution, subcontracting rules and key-person changes |

For a material or complex appointment, obtain local legal and technical review. Do not rely on a generic FM template to allocate statutory duties, liability or insurance without checking the building and jurisdiction.
Plan mobilisation as a controlled project
Award is not the start of business as usual. Require a mobilisation manager, dated milestones, owners, dependencies and acceptance tests.
- Confirm governance. Name the client contract owner, provider account director, site leads, escalation contacts and meeting calendar.
- Transfer information. Reconcile asset registers, drawings, manuals, compliance certificates, warranties, keys, permits, open defects, planned tasks and supplier contacts.
- Validate the site. Walk critical plant and areas, confirm access and isolation arrangements, identify immediate safety risks and agree the initial backlog.
- Configure service channels. Establish helpdesk numbers, priority categories, out-of-hours arrangements, approval limits and user communications.
- Baseline performance and cost. Record the starting condition, planned-maintenance position, open actions, staffing, invoices and agreed measures so later change can be distinguished from inherited issues.
- Test continuity. Run emergency contacts, backup arrangements, critical-spares access and subcontractor escalation before the first incident.
- Accept the handover. Document missing information, interim controls, responsible owners and deadlines rather than treating an incomplete transfer as complete.
Specify systems and data for a real use case
Ask how the provider will record work orders, planned maintenance, asset condition, compliance tasks, costs, response times and service levels. A CAFM system can support tracking, planning, management and reporting of facilities information; an IWMS may also cover real estate, assets, maintenance, space, projects and sustainability. The technology is useful only when the operating process and ownership are clear.
Questions for a CAFM or IWMS proposal
- Which workflows and reports will be live at go-live, and who will use them?
- Who owns and updates the asset register, task libraries, statutory dates and condition data?
- Can the client access records directly, with role-based permissions and an audit trail?
- Can data be exported in a usable, documented format at any time and at exit?
- How will the tool integrate with existing finance, access, building-management or tenant systems?
- What cybersecurity, backup, retention and incident-notification controls apply?
- What implementation effort, training, data cleansing and recurring fees are included?
The UK Government’s FM Standard 001 calls for structured selection and implementation, open protocols for building-management systems where specified, and a defined use case and return on investment for PropTech. Use that material as a UK government reference, not as a universal legal requirement: UK Government Facilities Management Standard 001.

Identify the statutory duty holders for the property and FM assets. Confirm that each person understands the responsibility, competence and resources required. Require cooperation on risk assessments, permits, inspections, incident reporting, occupational health and safe working conditions for employees and contractors.
The UK government standard states that organizations should identify statutory duty holders and ensure they can discharge their responsibilities. It is a UK public-sector reference; confirm the requirements that apply to your property and country: Facilities Management Standard 001: Management and Services.
Manage performance after award
Appoint a competent contract owner with enough time, authority and subject-matter access. Hold regular operational and strategic reviews using agreed data rather than anecdote.
Useful measures
- Safety incidents, near misses, overdue investigations and statutory actions.
- Planned-maintenance completion, statutory inspection status and compliance exceptions.
- Reactive response, restoration, repeat failures, backlog and critical-equipment availability.
- Helpdesk demand, complaints, user feedback and communication quality.
- Invoice accuracy, approved variations, forecast versus budget and savings or improvement actions.
- Subcontractor performance, staffing stability, training and business-continuity readiness.
- Asset condition, lifecycle risks, energy or sustainability measures where in scope.
Use a consistent baseline, record decisions and assign corrective actions with owners and dates. Review whether a service-level failure requires recovery, process change, compensation or a scope adjustment. UK government FM guidance describes an “intelligent client function” with defined client-side roles and access to expertise; its governance principle is useful beyond government, although the document itself is UK-specific: UK Government Facilities Management Standard 001.
Compare final options on six decision axes
When two or more proposals appear credible, compare them side by side using the same evidence.
| Decision axis | Questions to resolve |
|---|---|
| Scope and fit | Does the offer cover the property type, hours, assets, users and required services without hidden gaps? |
| Capability and risk | Are the proposed people, technical methods, safety controls, resilience and subcontractor arrangements credible? |
| Service outcomes | Are response, completion, reporting, escalation and improvement expectations measurable and usable? |
| Commercial value | What is the expected whole-life cost after exclusions, changes, indexation, pass-throughs and risk allocation? |
| Transition and data | Can the provider mobilise safely, recover records and return usable data at exit? |
| Governance | Are client and supplier owners clear, with review cadence, audit rights and corrective-action accountability? |
These axes synthesize RICS procurement principles and UK government FM governance guidance. Neither source establishes a universal weighting or pass mark; set those to your objectives, risk appetite and procurement rules.
Red flags that warrant clarification or rejection
- A price cannot be reconciled to the stated scope, or major exclusions appear only in footnotes.
- The proposal relies on unnamed staff, unconfirmed subcontractors or a mobilisation plan with no dates or owners.
- References are not comparable, refuse access to evidence or cannot explain failures and corrective actions.
- Service levels measure activity but not the outcome, priority, escalation or remedy.
- The bidder claims technology will solve a process problem without a use case, implementation plan or data-export commitment.
- Responsibility for statutory tasks is vague, split between parties without a matrix or treated as transferred automatically.
- The contract has no workable change control, audit rights, exit assistance or continuity plan.
UK and international considerations
RICS’s procurement standard is intended for professionals working within a territory, region or globally, while directing public-sector readers to local directives and legislation. The UK government standards and approval guidance are UK-specific. The Cabinet Office’s Facilities Management Advice page was last updated on 30 March 2026; its Facilities Management Control approval process ceased effective 1 April 2026. Do not treat historical spend thresholds in that page’s update history as current rules: UK Cabinet Office Facilities Management Advice.
For any other country, confirm procurement law, building-safety duties, employment and transfer rules, licensing, data protection, tax, insurance and landlord or tenant obligations with local advisers.
Practical appointment checklist
- Write the property, asset, service and outcome brief, including exclusions.
- Gather and validate condition, compliance, cost and asset information; commission proportionate due diligence where records are weak.
- Choose a proportionate procurement route and publish a clear timetable.
- Set pass/fail requirements, scorecard criteria, pricing template and clarification rules before bids arrive.
- Evaluate capability, safety, people, subcontractors, transition, systems, service outcomes and whole-life commercial value.
- Verify identity, finances, insurance, qualifications, licences, references and the actual proposed team.
- Negotiate a contract with measurable service levels, transparent changes, data rights, governance, remedies and exit support.
- Run mobilisation as a project with acceptance criteria and a documented baseline.
- Operate an informed client-side governance function with regular safety, service, cost and improvement reviews.
This process gives you a defensible appointment decision and a contract that can be managed after signature. The best FM company is therefore property-specific: it is the provider whose verified operating model, people, controls and commercial terms fit your defined requirements and can continue to demonstrate the agreed outcomes.
