How to Choose a Custom Home Builder in the Florida Keys

Verify jurisdiction and credentials, compare detailed contracts, protect payments and lien rights, and confirm permits and closeout before choosing a Florida Keys custom home builder.

Choose a Florida Keys custom home builder by verifying the right license and insurance for the parcel, checking relevant permit and project evidence, comparing detailed written proposals, and agreeing on payment, lien, permitting, and closeout procedures before work begins. There is no supported “best builder” ranking here; the strongest choice is the candidate whose qualifications, documented process, and contract fit your project and its permitting jurisdiction.

Start with the parcel’s jurisdiction and approvals

Before interviewing builders, identify which building and planning authorities govern the property. The Keys include different local jurisdictions, so do not assume Monroe County procedures apply to every parcel. Ask the relevant authority what approvals, plans, floodplain reviews, and outside-agency reviews the project may require.

For properties under Monroe County jurisdiction, the Building Department describes reviews that can include planning, environmental, structural, plumbing, mechanical, electrical, floodplain, and fire matters. Its current guidance also describes limited permit exemptions effective July 1, 2026: the cited conditions include single-family work under $7,500, exclude properties in A or V flood hazard areas, and exclude electrical, plumbing, structural, mechanical, or gas work. The page says approved exemptions do not exempt a project from the Land Development Code. These are narrow county rules, not a basis for assuming a new home or other work is exempt; confirm requirements for the exact parcel and scope. Monroe County Building and Permitting.

Verify the contractor, business, and insurance

Ask for both the individual contractor license number and the qualifying business number. Check that the license is active and covers the work. The Florida Bar distinguishes state-certified contractors, who may work statewide, from registered contractors whose authority is limited to specific jurisdictions. Depending on the parcel, local registration or competency requirements may also apply. A business tax or occupational license is not proof of contractor competence.

Match the license and local credentials to the business named in the contract, the insurance certificates, and the proposed permit applicant. Monroe County says contractors must hold the appropriate Certificate of Competency and carry liability and workers’ compensation insurance; its county resources include contractor registration and lookup information. Confirm the requirements with the authority that governs the parcel. The Florida Bar’s contractor guidance and Monroe County’s registered-contractor resources are useful starting points.

Monroe County identifies potential risks of unlicensed work, including owner liability if a worker is injured, limited recourse if work is unsafe or unfinished, project stoppage, and possible after-the-fact fines for unpermitted work. Assess experience with evidence, not assurances

Ask candidates for examples of comparable custom homes in a similar Keys setting and for owner references. Go beyond asking whether a project was completed: ask how the builder coordinated plans and permits, communicated schedule changes, handled subcontractors and supplier payments, managed inspections and change orders, and closed out punch-list work.

Monroe County describes public access to contractor, permit, code-case, inspection, and plan-review information, with systems that differ for older and newer applications. Where records are available, they can help you see whether projects proceeded through inspections and reached closeout. Registration or a permit history is one piece of evidence, not a quality guarantee. No comparative local dataset establishes which builder delivers the best quality, price, schedule, warranty service, or customer experience.

Compare written proposals on the same basis

Ask each finalist to price the same plans and specifications, then compare assumptions and exclusions as closely as headline totals. The Florida Bar advises reviewing the contract before signing and asking questions about unclear terms; it notes that construction contracts vary and may be drafted primarily to protect the contractor. A proposal should make these items clear:

  • Price structure: fixed price or cost-plus, and how adjustments are calculated. The Florida Bar’s 2026 consumer guide gives 20%–25% as a typical cost-plus percentage; that is the guide’s figure, not a universal or independently validated Florida Keys rate.
  • Scope: detailed work tied to the plans and specifications, including what is excluded.
  • Payments: total contract amount and a progress-payment schedule linked to completed work.
  • Schedule: estimated start and completion dates, with the assumptions and delay events that affect them. The Bar says most Florida contractors will not guarantee a firm completion date and recommends trying to obtain a firm commitment. Clarify any commitment, decision deadlines, and remedies in the actual contract.
  • Allowances: materials and finishes covered by allowances, how selections are priced, and who pays if a choice exceeds an allowance.
  • Insurance: required general liability and workers’ compensation coverage.
  • Changes: written change orders signed before changed work begins, stating the work, price effect, and schedule effect.
  • Warranty: what warranty terms, if any, are included.

Make payment and lien protections part of selection

Subcontractors, suppliers, and laborers may have lien rights even when they have no direct contract with you. If payment is mishandled, an owner can face a lien claim from a party the owner did not hire directly. Before signing, understand whether a Notice of Commencement is required, how Notices to Owner will be handled, and what lien releases or waivers will accompany progress payments. Align draws with work completed, do not pay for unperformed work, and retain final payment until the work is complete and outstanding issues are addressed. Ask candidates: “How do you document subcontractor and supplier payments, and what lien releases and closeout affidavits will I receive with each draw and final payment?” Make the agreed documentation process explicit in the contract and payment schedule.

Confirm permit responsibility, inspections, and closeout

For Monroe County projects, the county says a contractor, owner, or builder must apply for a permit before construction; review may involve multiple departments and outside agencies. Establish who prepares and submits each application, pays fees, responds to plan comments, and communicates schedule impacts. Do not proceed on a promise that required permits can be skipped. The Florida Bar’s advice is direct: “If your contractor suggests not pulling a permit, find yourself another contractor.” Monroe County’s building process.

Required inspections depend on the permit card and scope of work. Agree on who schedules them and how results and corrections will be tracked. Monroe County provides online scheduling and status tools for newer applications, while permits from before October 1, 2022 use older IVR instructions. At closeout, check that required inspections are complete and the permit record is closed, with the applicable Certificate of Occupancy or Certificate of Completion. Use a consistent comparison before choosing

When more than one candidate remains, compare them against the same evidence rather than relying on personal chemistry or the lowest total alone:

  • Credentials and eligibility: active license and scope, qualifying business, local registration or competency where required, and matching insurance.
  • Scope and price clarity: plans, specifications, allowances, exclusions, price structure, and change-order terms.
  • Payment controls: progress tied to work, notice handling, lien releases, and final-payment paperwork.
  • Permit competence: clear responsibility for applications, reviews, inspections, and final closure.
  • Comparable evidence: relevant owner references and permit records, interpreted as corroboration rather than proof of workmanship.

Choose the builder who can substantiate qualifications and relevant experience, explain the project’s approval path, and put scope, schedule assumptions, changes, payments, lien documentation, and closeout responsibilities into a clear written agreement.
