How to Check Whether Your Business Qualifies to Bid for a Public-Sector Construction Framework

Framework eligibility depends on the specific lot and tender. Check its scope, geography, participation conditions, evidence requirements and application status before committing bid time.

To check whether your construction business qualifies, identify the specific framework and lot, confirm that applications are open, and compare your business against the tender notice, invitation to tender (ITT) and procurement selection questionnaire (PSQ). Those documents set the actual requirements for legal and financial capacity, technical ability and exclusion declarations. There is no universal framework pass mark or accreditation checklist: requirements vary by opportunity and should be proportionate to the work.

Qualification is only the first decision. Being appointed to a framework gives your business a route to compete for later contracts; it does not guarantee work or a contract award.

Does my business qualify to bid?

It may qualify if it can meet the conditions for the particular framework lot, provide the evidence requested and submit a compliant tender before the deadline. A business can be capable of construction work in general but still not qualify for a specific lot because of its geography, scope, capacity conditions, application timing or exclusion status.

Start with the live opportunity documents, not a generic checklist. Under current Procurement Act guidance, conditions of participation concern a supplier’s legal and financial capacity or technical ability. They should be proportionate to the contract’s nature, complexity and cost, and made clear in the tender notice and documents. These conditions determine whether a supplier can participate; they are different from award criteria, which score the tender offer.

The Cabinet Office’s Framework Practice Guide, published on 10 September 2026, says a large proportion of the UK’s £400 billion in public procurement spending is channelled through frameworks. That figure is the scale of public procurement, not an exact estimate of spending through frameworks.

Use “qualify” in two senses when you assess an opportunity. First, can the business meet the supplier-level conditions that permit it to participate? Second, can it make a competitive tender response against the scored criteria? Passing the first test does not mean the offer will score well, and a strong construction proposal cannot overcome a condition the supplier does not meet. Read the notice and tender pack to understand which requirements are pass/fail conditions and which form part of the competitive assessment.

How to check a framework opportunity step by step

  1. Find the actual opportunity

Search official notices on Find a Tender and Contracts Finder, then check the framework provider’s tender portal for the full documents and instructions. The Government Commercial Agency (GCA), for example, runs tenders through its eSourcing portal. Creating an account or expressing interest is an administrative step, not an appointment as a supplier.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make sure you have found the live opportunity rather than a general framework description or an old notice. The notice can help identify the contracting authority, framework, lots and deadlines; the provider’s portal and tender documents give the details needed to prepare a response. GCA states: “Registering with these services does not make you a Government Commercial Agency (GCA) supplier.” Registration is a necessary process step where required, but it does not show that the business has been assessed or awarded a place.

  2. Check the framework’s route and status

Establish whether the framework is accepting applications, when the deadline falls and whether it is already live. Under the GCA’s closed-framework route, suppliers must apply before the framework goes live; new suppliers cannot join after appointment through that route. Framework structures and providers can differ, so read the specific framework’s rules rather than assuming every arrangement works the same way.

If no suitable open opportunity exists, the GCA suggests contacting a current supplier about possible subcontracting. That is a separate route to pursue, not a way to become an appointed framework supplier.

Check timing early, before spending time assembling a full response. Note the submission deadline, any instructions about the portal and whether the framework is still at the application stage. Do not treat a framework’s existence or a supplier portal account as evidence that applications remain open. If the opportunity is closed, first verify whether the provider has another relevant route or future opportunity; do not assume there is a late-joining process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  3. Choose the relevant lot and delivery area

Read the lot descriptions closely. A framework may divide work by trade, project type, scale or geography so that suppliers can apply for only relevant sections. Check that the lot covers both the work your business performs and the places where it can deliver.

For example, the Southern Construction Framework’s SCF Construct page describes geographic coverage broadly including Greater London, South East and South West England. That is one framework’s coverage, not a boundary that applies to public-sector frameworks generally.

    • Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas

    • Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure

Do not assume that a construction capability makes every lot suitable. Compare your actual services and project experience with the lot wording, then check the stated delivery geography. A business may be technically capable but still not match a lot that covers another region or a different work package. Likewise, a framework may have several lots, and the tender instructions may allow a supplier to apply only for the sections relevant to its capabilities.

  4. Extract each condition of participation

Make a list of every supplier-level requirement in the notice, ITT and PSQ. Record the exact wording, threshold, evidence requested and relevant deadline. Do not confuse a minimum eligibility condition with a scored response: a supplier may meet the minimum capacity condition but still receive a low score on quality or price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical way to do this is to turn the tender wording into a short checklist or evidence table. For each condition, note where it appears, what the business needs to demonstrate, what document or response is requested, who can provide it and whether the requirement applies to the whole framework or a particular lot. This makes gaps visible before submission and helps prevent a relevant condition being missed among broader tender questions.

Do not transfer thresholds or requirements from another public contract, framework or previous bid. Participation conditions should relate to the opportunity and be proportionate to its nature, complexity and cost; the actual tender notice and documents tell you what this contracting authority is asking for.

  5. Map evidence to the conditions

For each condition, identify the document or verifiable information that demonstrates compliance. The Cabinet Office’s supplier-selection training gives examples of technical-ability evidence including qualifications, relevant project experience and past performance, staff qualifications and experience, professional accreditations or memberships, environmental accreditations and project-specific capability. These are examples, not a universal list of required certificates.

Use the evidence category the tender asks for, and make the link between your evidence and the condition easy to follow. For example, if a question concerns relevant experience, select project examples that actually relate to the lot rather than listing every job the company has completed. If the request concerns staff capability, identify the relevant roles and qualifications or experience called for by the documents. Provide only claims and documents the business can substantiate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The GCA notes that “The questionnaire will be specific to the framework you wish to join.” Treat the PSQ as part of that opportunity’s assessment, not as a one-size-fits-all form. Even if the business has answered similar questions before, check the current wording, requested format and evidence for this framework.

  6. Answer exclusion questions accurately

Read the exclusion declarations and questions about connected parties carefully, and answer them truthfully in the requested form. Exclusion rules address circumstances that can prevent a supplier from participating, having its tender considered or receiving an award. The tender documents specify what information and declarations are required for that procurement.

Do not leave these questions until the final upload. Identify the people or business information needed to provide accurate responses, read the definitions and instructions in the tender pack, and check that the answers are consistent throughout the submission. This is not a place to guess at what a question means or to provide an unsupported declaration; follow the applicable tender wording and seek appropriate advice if the business is unsure how a particular circumstance should be disclosed.

  7. Submit a complete tender in the required format

Follow the ITT’s portal, file, response and deadline instructions. GCA guidance describes completing a framework-specific PSQ before the tender is assessed competitively; quality responses and pricing may form part of that assessment. The questionnaire and scoring method are specific to the opportunity, so use the live tender documents as the authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before submission, check each required question, declaration, attachment and lot selection against the instructions. Confirm that the correct version of each response is uploaded to the specified portal and that it is submitted by the stated deadline. A complete tender is not just a collection of capability evidence: it must also follow the response format and address the particular evaluation criteria. Keep a record of the submitted version and any portal confirmation the system provides.

What qualifications and documents might be needed?

There is no single set of qualifications that every construction supplier needs to join a public-sector framework. The requested evidence depends on the work, lot and conditions stated in the tender. Common evidence categories to check for include:

  • Legal capacity: declarations or information showing the business can lawfully participate, as specified in the tender documents.
  • Financial capacity: the particular financial information or capacity evidence the contracting authority asks for. Do not assume a turnover figure or insurance limit that is not stated in the opportunity.
  • Technical ability: relevant project examples, past performance, delivery methods or other capability evidence requested for the lot.
  • People and qualifications: staff roles, qualifications and experience where the tender makes them relevant to delivery.
  • Accreditations or memberships: professional, trade or environmental credentials only where the opportunity requests them or they substantiate a stated condition.
  • Exclusion and connected-party information: declarations and details required by the PSQ or other tender documents.

Use the exact wording of the opportunity to decide what to include. An accreditation that is useful for one contract is not automatically a prerequisite for another; likewise, do not claim qualifications, experience or capacity your business cannot substantiate.

When preparing, separate what the tender explicitly requires from what it gives as an example or asks you to explain. A relevant professional membership or environmental accreditation may support a capability response, but it is not automatically a qualifying requirement. Conversely, if a live tender does state a condition, treat it as an opportunity-specific requirement and confirm whether your evidence meets it rather than relying on a general statement that the company is experienced.

Can a small construction company join a framework?

Potentially, if it meets the requirements for a relevant lot. Frameworks may divide work into lots, which can let specialist or local suppliers apply for sections suited to their capability rather than every requirement across the entire framework. The decisive issue is whether the small business can satisfy the stated conditions and provide the required evidence—not its size in isolation.

Compare the lot’s scope, scale, complexity and risk with your capacity. Check any financial and technical conditions in the notice and ITT, and be realistic about staffing and geographic delivery. The requirements should be proportionate to the particular contract, but the documents set the actual conditions for that opportunity.

For a smaller firm, the lot-by-lot check is especially useful: it can show whether a specialist package or local delivery area fits better than a broader requirement. It is still necessary to meet the stated conditions for the lot you choose. Do not infer that a framework is accessible simply because it has multiple lots, or that it is out of reach solely because the supplier is small. Compare the actual evidence requested with the company’s capacity and decide whether it can submit a credible, complete response by the deadline.

How to compare frameworks before committing bid time

If several opportunities look relevant, use a screening checklist before preparing a full response. Verify each item against the current notice and ITT; do not infer a threshold from another framework.

  • Work type and lot scope: Does the package match your trades, services and project experience?

  • Scale, complexity and risk: Is the work within your operational capacity, and can you demonstrate the required experience?
  • Financial and technical evidence: Can you meet each stated condition and supply the requested proof?
  • Qualifications and accreditations: Are specific credentials required, or are they only examples of possible evidence?
  • Status and deadline: Is the framework open to applications, and can you complete the submission in time?
  • Assessment approach: Which conditions determine participation, and which quality or pricing criteria score the tender?

Use this as an early screening exercise, not as a replacement for reading the documents. A framework may be attractive in broad terms but unsuitable because the relevant lot does not cover your delivery area, the application window has closed or a condition cannot be evidenced. Conversely, a framework with a narrower lot may better match your experience and capacity. The sources do not support a standard turnover, insurance or contract-value threshold to use as a shortcut; check every stated figure or requirement in the individual tender pack.

What happens after a framework appointment?

Appointment makes a supplier eligible to be considered for work through that framework; it does not itself award a construction project. Buyers select suppliers for later contracts, often called call-offs, using the framework’s stated selection rules. Some call-offs use a mini-competition among appointed suppliers. Certain frameworks permit an award without a further competition, but only under the framework’s objective rules.

Before bidding, check the call-off method and criteria in the framework documents. A place is valuable only if the work types, geography and route to call-off make commercial and operational sense for your business.

This distinction matters when calculating the likely value of spending time on a framework tender. Appointment creates access to a later opportunity to compete; it is not a promise of a minimum amount of work or of a particular project. A supplier may still need to respond to call-off invitations and meet the framework’s selection method at that stage. Review what the framework says about how buyers will select suppliers, including whether it uses a mini-competition or allows a direct award under stated objective rules.

Which rules apply in the UK?

The cited guidance reflects UK Procurement Act materials available on 9 October 2026. The Cabinet Office’s Frameworks guidance was updated on 13 July 2026; its guidance on conditions of participation and exclusions was updated on 17 August 2026. The Procurement Act’s commencement date was 24 February 2025.

Some valid frameworks established before that commencement remain governed by the former regulations until they expire. Do not apply current guidance automatically to a legacy arrangement: check the framework’s establishment date, contracting authority, applicable regime and current documents. Requirements can also depend on the particular jurisdiction and procurement; the sources here do not provide a complete comparison across England, Wales, Scotland and Northern Ireland.

For a particular company or bid, confirm the contracting authority and applicable procurement regime, then use the current notice and tender documents for that opportunity. A general summary cannot determine whether a specific business qualifies without the actual lot conditions, deadlines and submission instructions.

Common mistakes that can disqualify or waste a bid

  • Relying on a generic checklist: The specific notice, ITT and PSQ define the conditions; a checklist from another framework cannot establish eligibility.
  • Applying for the wrong lot: A business may have relevant skills but fall outside the lot’s work scope or geographic area.
  • Missing the framework’s application window: In a closed framework, waiting until it is live can mean there is no route to join through that opportunity.
  • Treating registration as appointment: Portal registration or an expression of interest does not make the business an appointed supplier.
  • Confusing qualification with winning: Meeting participation conditions does not guarantee a high tender score or a later call-off.
  • Submitting unsupported claims or incomplete declarations: Match evidence to each requirement and answer exclusion questions accurately.

Another avoidable mistake is treating examples in guidance as mandatory documents. The Cabinet Office training examples show kinds of evidence that may demonstrate technical ability, but the live tender decides what to provide. Equally, do not assume that absence of a familiar accreditation means automatic ineligibility: check whether it is explicitly required, is one possible form of evidence or is not relevant to the stated condition.

Frequently Asked Questions

Can I join a framework after it has started?

For a closed framework under the GCA route described in its guidance, suppliers must apply before it goes live; new suppliers cannot join after it is live. Check the specific provider’s rules because framework structures vary.

Do I need a particular accreditation to bid for a construction framework?

Only if the specific tender requires it or it is relevant evidence for a stated condition. There is no universal accreditation checklist for all frameworks.

Does getting onto a framework guarantee construction work?

No. Appointment provides a route to compete for later call-offs. Buyers award those contracts under the framework’s selection rules.

What qualifications do I need to bid for a construction framework?

There is no universal set of qualifications. The ITT and PSQ may request evidence such as relevant project experience, staff qualifications and experience, professional accreditations or memberships, environmental accreditations or project-specific capability. Provide only what the opportunity asks for and what the business can substantiate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What documents do I need for a framework tender?

Use the live notice, ITT and framework-specific PSQ to identify the exact documents and declarations. Depending on the stated conditions, the tender may ask for evidence of legal or financial capacity, technical ability, staff capability, relevant experience, accreditations, and exclusion or connected-party information. Requirements vary by framework and lot.

Can a small construction company join a public-sector framework?

Potentially. Size alone does not decide eligibility; the business must meet the conditions for a suitable lot and provide the requested evidence. Check the lot’s scope, geography, scale, financial and technical requirements, and deadline.

Is registering on a tender portal the same as qualifying?

No. Portal registration or expressing interest is an administrative step. It does not make the business an appointed supplier or establish that it meets the framework’s participation conditions.

How do I know whether a requirement is a pass condition or a scored criterion?

Check how the tender notice, ITT and PSQ describe and assess it. Conditions of participation concern supplier capacity or technical ability; award criteria score the tender offer. The opportunity’s documents set the actual assessment method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Check the specific notice, ITT and PSQ: confirm the framework is open, choose a lot that matches your work and geography, then verify that you can meet and evidence every stated condition. A framework place is an opportunity to compete for later work, not a guarantee of a construction contract.
