Use this excavator safety checklist to plan the work, inspect the machine, control people and hazards around it, and decide when to stop. It is a practical framework—not a substitute for the machine’s operator manual, operator qualification, a site-specific hazard assessment, or applicable rules. The cited OSHA requirements apply to U.S. construction work; UK Health and Safety Executive (HSE) guidance is supplementary and is not U.S. law. Adapt the checklist to the excavator, attachments, employer procedures, site conditions, and state and local requirements.

What should be on an excavator safety checklist?

A useful checklist follows the work from planning through closeout. It should prompt the crew to address utilities, ground and edge conditions, traffic and pedestrians, the machine’s condition and limits, excavation hazards, communication, and stop-work conditions. Record findings and exceptions using the employer’s process and equipment-specific inspection form.

Planning matters: OSHA says, “Pre-job planning is vital to incident-free excavation work; safety cannot be compromised as work progresses.” The checklist should support decisions made before digging and be revisited as conditions change.

  • Before work: Confirm the task, excavator and attachment, operator authorization, site hazards, utility information, work zone, communication plan, and any excavation-entry controls.
  • Before operation: Complete the manual-based pre-use inspection; check safety-related controls and equipment; and confirm the route, ground, work radius, and excavation edge suit the machine and task.
  • During excavation: Keep people clear of movement and swing areas, maintain separation from edges based on the site assessment, and reassess conditions as work progresses.
  • At stop-work or closeout: Respond to hazards identified by the competent person, park and secure the machine according to its manual, and report defects, utility issues, near misses, and changing conditions.

Before work begins: plan the task and control the site

Confirm the machine, operator, and work plan

Define the task and work area, then select an excavator and attachment suited to the work and ground. Confirm the operator is authorized and familiar with that specific machine’s controls and operating limits. Review the operator manual, employer procedures, and site rules; the manual governs model-specific limits and instructions.

Consider task suitability, ground conditions, visibility, reach, attachment compatibility, access and transport constraints, utility proximity, and the controls needed for communication and marshalling. There is no source-backed model-to-model rating or universal machine choice: make the decision for the actual job and verify constraints in the manufacturer’s information.

Locate and protect underground utilities

Before opening an excavation, determine the estimated locations of underground installations that could reasonably be encountered and contact the utility owners. OSHA’s U.S. construction rule says those estimated locations must be determined before excavation begins. As digging approaches an installation, use safe, acceptable means to establish its exact location. Plan how exposed installations will be protected, supported, or removed as required.

Utility identification is a continuing concern, not a one-time mark on a plan: account for the location as the work advances and pause if the expected installation or its condition differs from the plan.

Identify overhead, ground, traffic, and public hazards

Identify overhead electrical hazards, nearby structures or pavement that excavation could undermine, unstable ground, vehicle routes, and people who might enter the work area. Plan controls before digging. The sources do not establish a universal clearance from overhead power lines or a single safe ground slope for every excavator; use applicable requirements, the site plan, competent assessment, and machine manual for those decisions.

Set a controlled work zone and communication plan

Separate pedestrians from vehicles and the excavator’s operating area wherever practicable. Establish the work zone and a clear communication method before movement begins. If a marshaller is needed, use a trained, competent, authorized person who can remain in a safe position. Agree on signals or other communication in advance; stop movement if communication is lost or someone enters the controlled area.

OSHA’s struck-by guidance reports that one in four deaths involving a vehicle and approximately 75% of struck-by fatalities involve heavy equipment such as trucks or cranes. The retrieved page gives no year for these figures, and they concern struck-by fatalities generally—not excavators specifically. They underscore why pedestrian separation and deliberate vehicle controls matter.

Decide whether workers will enter the excavation

Determine whether anyone will enter the excavation and plan the separate protections that entry requires. Cave-in protection, access and egress, water and atmospheric hazards, and competent-person inspections are excavation-safety controls; an excavator operator’s machine checklist does not replace them.

Before operating: inspect the excavator and verify conditions

Complete a model-specific pre-use inspection

Use the manufacturer’s inspection instructions and the employer’s equipment-specific form. The inspection should be systematic, but a generic list of parts cannot reliably replace the manual: components, checks, tolerances, and limits vary by model and attachment. Record and report defects through the employer’s established process. Do not operate a machine with a safety-related defect unless the applicable procedure explicitly permits it and the hazard is controlled.

Confirm safety-related equipment and controls are serviceable under the manual and site procedure. OSHA’s general struck-by guidance advises checking vehicles before each shift and using seat belts where applicable. HSE guidance likewise recommends daily visual checks, regular inspections, and servicing schedules in accordance with manufacturer instructions and vehicle-specific risks; this is UK guidance, not a U.S. legal requirement.

Check route, ground, work radius, and edge conditions

Before moving or digging, assess whether the planned route, ground-bearing conditions, travel path, work radius, and excavation edge are appropriate for the selected excavator and task. Verify permissible slopes and operating limits in the model’s manual. If ground conditions, edge stability, or access have changed since planning, reassess before continuing rather than relying on a general distance or rule of thumb.

During excavation: keep people clear and reassess hazards

Control the excavator’s movement and swing area

Keep workers out of the excavator’s movement and swing areas. Segregate pedestrians from moving equipment wherever practicable, and use a competent marshaller when the operation calls for one. The operator and crew should follow the agreed communication method; do not continue movement when the operator cannot verify that the area is clear.

Manage the excavation edge without misusing the 2-foot rule

Keep the machine, excavated material, and other equipment away from excavation edges according to the site assessment. OSHA requires materials or equipment that could fall or roll into an excavation to be kept at least 2 feet (0.61 m) from the edge, or restrained by sufficient retaining devices, or both. That requirement addresses falling or rolling materials and equipment; it is not a universal safe stand-off distance for an excavator. Machine placement must also account for ground and edge stability, the excavator’s load and operating limits, and site conditions.

Reassess conditions as the job changes

Recheck ground and edge stability, weather, traffic, visibility, utility exposure, and pedestrian controls as the excavation progresses. Pause and correct unsafe conditions before work resumes. OSHA requires excavation inspections by a competent person before work, as needed during the shift, and after rain or other hazard-increasing events. An inspection is especially important when conditions change; do not assume a morning assessment remains valid after rain, a change in traffic, or a newly exposed hazard.

Apply separate controls for anyone entering the excavation

If workers enter, verify that required cave-in protection is in place and that safe access and egress, water and atmospheric hazard controls, and competent-person inspection are addressed. Do not allow entry based only on the excavator operator’s inspection or checklist. Machine operation and excavation entry are related activities, but they have distinct hazards and controls.

When to stop work and how to close out

Stop and clear employees when an excavation hazard is identified

If the competent person identifies evidence of a possible cave-in, protective-system failure, hazardous atmosphere, or another hazardous condition, stop work and remove exposed employees from the hazardous area. Resume only after precautions have been taken to ensure safety. Also stop machine movement when people enter the controlled zone or the communication arrangement fails; re-establish the control before restarting.

Park, secure, and report

Park and secure the excavator according to its operator manual and site procedure. Account for attachments and the work area before other workers approach the machine. Because parking and attachment procedures vary by model, follow the manufacturer’s instructions rather than a generic sequence.

Report machine defects, utility damage or unexpected exposure, near misses, changed site conditions, and checklist exceptions through the employer’s established process. The sources do not prescribe one universal reporting form, so use the site’s procedure and ensure unresolved safety issues are communicated before the next shift or task.

Who should inspect the excavation?

A competent person inspects excavations for hazards such as possible cave-ins, protective-system failures, hazardous atmospheres, and other unsafe conditions. OSHA calls for inspection before work, as needed during the shift, and after rain or other events that increase hazards. The machine’s operator should still conduct the excavator’s manual-based pre-use inspection; these are separate checks with different purposes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where the competent person identifies a hazardous condition, exposed employees must be removed from the hazardous area, and work should resume only after precautions ensure safety. The operator should not treat a machine inspection as authorization for workers to enter an excavation.

How far should an excavator be from a trench?

There is no universal excavator-to-edge distance established by the cited sources. OSHA’s 2-foot (0.61 m) requirement applies to materials or equipment that could fall or roll into an excavation, unless sufficient retaining devices are used, or both measures are used. It does not set a safe position for every excavator at every trench. Determine machine placement from the site’s ground and edge stability, machine limits and loading, task, and applicable requirements; consult the manual and competent-person assessment.

Sources and jurisdiction

The OSHA material cited here concerns U.S. federal construction requirements; state-plan or local rules may add requirements. HSE guidance is from the United Kingdom and is supplementary, not U.S. law. For the underlying requirements and guidance, consult OSHA’s Construction: Trenching and Excavation eTool, 29 CFR 1926.651, OSHA’s struck-by eTool, and HSE’s Excavators: Overview. Follow the applicable regulation, site-specific plan, competent-person assessment, and excavator manual for details not established by these general sources, including machine-specific inspection criteria, slope limits, overhead-line clearances, and lifting practices.

Frequently Asked Questions

What should an operator inspect before starting an excavator?

Use the manufacturer’s instructions and the employer’s equipment-specific pre-use form. Check the machine systematically, confirm safety-related equipment and controls are serviceable under the manual and site procedure, and record and report defects. A generic checklist cannot supply model-specific components, tolerances, or limits.

How do you keep workers safe around an excavator’s swing radius?

Set a controlled work zone and separate pedestrians from moving equipment wherever practicable. Agree on a communication method before movement begins, and use a trained, competent, authorized marshaller when needed. Stop movement if someone enters the controlled area, visibility is lost, or communication fails.

Do I need to locate utilities before digging?

Yes. OSHA’s U.S. construction rule requires estimated locations of underground installations that could reasonably be encountered to be determined before opening an excavation, with utility owners contacted. As work approaches an installation, establish its exact location using safe, acceptable means, and plan how exposed installations will be protected, supported, or removed as required.

Can an excavator stay 2 feet from a trench edge?

The 2-foot (0.61 m) OSHA rule concerns materials or equipment that could fall or roll into an excavation; it is not a universal safe excavator stand-off distance. Assess ground and edge stability, machine limits, task, and site conditions, and follow the manual and competent-person assessment.

The Bottom Line

Plan utilities and site controls before digging, use the excavator’s manual and employer procedure for inspection and operating limits, keep people clear of movement and swing areas, and reassess as conditions change. Treat trench-entry protections and excavator checks as separate responsibilities, and never use OSHA’s 2-foot materials-and-equipment rule as a universal machine-to-edge distance.
