Do not rely on a blanket rule that small work or renovation is automatically exempt: the applicable requirement can depend on the property and the work being proposed.
The practical check is not just “Is this kind of work usually allowed?” It is whether the rules and service route relevant to this particular property cover the work you plan to do, and whether any approval you intend to rely on is valid and matches the site and scope. MCD’s official portal provides important documents and service listings, but it does not provide a complete online decision tree for every property and type of work.

Start with the property and the work you plan to do
Before looking for a rule, describe the case precisely. Record the complete address and, if available, the plot or property identifier. Note whether the property is owned or leased, and describe what will be built, altered, extended, or repaired. “Renovation” may be too vague to determine whether a plan or other approval is needed.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesTurn the broad description into a clear scope: what part of the property is affected, what is changing, and whether the work involves a change to the building’s structure or layout. This is not a substitute for applying the relevant bye-laws; it is the information needed to make the check meaningful. A question framed only as “Do I need approval for renovation?” leaves the property category and the work itself unresolved.

Gather the material you already have before checking. This may include current plans, ownership or lease papers, and previous MCD approvals. Keep the documents together so that you can compare the proposed work with any existing plan or sanction. If a professional or MCD asks you to clarify the case, a specific description and identifiable property make it easier to assess the right route.
Check MCD’s official planning and building-rule materials
Go to MCD’s Online Building Plan Approval & Town Planning portal. It links to the Master Plan for Delhi-2021, the Unified Building Bye-Laws for Delhi-2016 (UBBL-2016), amendments through 2020, and a modified compendium. Review the materials relevant to the property and proposed work rather than treating an old approval or an informal online answer as definitive.
Use the portal as a source of the governing planning and building documents, not as a shortcut to a yes-or-no answer that the portal may not provide. The materials to consult include the Master Plan for Delhi-2021, UBBL-2016, and relevant amendments or the modified compendium linked there. Check the current text and the material applicable to the specific case; do not assume an older plan, a partial extract, or an answer about another property resolves your question.

One-click scans. No signup required.
The portal also lists materials for special areas, village-abadies, mixed-use streets, industrial areas, and unauthorized or regularized colonies. This makes the property’s category an important part of the check: rules or guidance for one category should not simply be assumed to apply to another. The labels are not interchangeable, and the fact that one category has separate materials is a reason to verify where the property falls before applying a rule. If you cannot establish which category applies, ask MCD or an MCD-registered professional to help classify the property.
A useful working record is therefore: the full address and identifier; the ownership or lease status; the category you believe applies and why; the precise work scope; and the MCD documents and service pages you checked. If any part of that record is uncertain, note the uncertainty rather than treating an assumption as a confirmed exemption.
Use the right route to confirm whether approval is needed
There are two practical routes: review MCD’s official materials yourself, or ask an MCD-registered architect, engineer, or supervisor to assess the property and work. The portal provides building-rule documents and service links, but it does not offer a complete online decision tree covering every work type and property category.

| Check the official materials and services yourself | The property category and work scope are clear, and you can identify the applicable MCD documents. | Where MCD publishes the relevant planning rules, building bye-laws, amendments, and application services. | A portal listing or search result is not confirmation that a particular building is lawful or that proposed work is exempt. |
| Ask an MCD-registered architect, engineer, or supervisor | The work involves structural or layout changes, the property category is uncertain, documents are incomplete, or an existing sanction needs checking. | A professional can assess the specific property and proposed scope and, if an application is required, file the building plan with MCD. | MCD’s published filing role does not make a professional’s initial view a substitute for a valid approval where one is required. |
To choose between them, consider whether the property’s exact category is clear, how complex the proposed work is, whether you have current plans and ownership documents, and whether an existing sanction must be validated. A straightforward search of the portal is most useful when you already know which category and rule materials apply. If you are unsure whether the property is in a special area, village-abadi, mixed-use street, industrial area, or an unauthorized or regularized colony, first resolve that classification.

In those circumstances, a registered professional can review the case and, where required, handle filing. The source materials identify registered professionals as the people who file building plans; they do not establish that every conversation or preliminary view by a professional is itself an MCD approval.
Find the relevant MCD application and service information
MCD’s service portal lists Building Plan Sanction (EODB), an application for regularization, the SUGAM unified portal, and a service for unauthorized-construction property details. Use the listing that fits your situation to locate the appropriate municipal service. A service page—or the presence of a property in a search result—does not itself certify a structure as lawful or prove that planned work has approval.
These listings point to different service routes, so do not treat them as interchangeable confirmations. A building-plan sanction listing can help locate the application route for a plan; a regularization application is a separate listing; and the unauthorized-construction property-details service is a way to find that service information. The fact that MCD has a service for a topic does not establish the status of a particular building, nor does a portal search result replace checking the relevant approval and its scope.
For information on construction-permit filings, consult MCD’s Issuance of construction permits service information. MCD says building plans are filed by architects, engineers, or supervisors registered with the corporation. If you need a plan filed, confirm that the professional is registered with MCD and ask which service and supporting documents apply to this property and work.
The service pages establish where to look for municipal processes, but they do not provide a complete cost schedule or a universal fee figure for every work type and property category. Do not infer the cost from the existence of a portal service. Check the current official service information for the specific application, and confirm any applicable charges through the relevant MCD route before budgeting.

Know what a building-plan filing may require
MCD’s published sanction-plan materials include the following items. The list is a guide to the published requirements, not a complete checklist for every property or application; the applicable requirements can vary with the case.
- Building-plan drawings and statements.
- A part layout plan.
- Proof of ownership.
- A combined applicant/architect undertaking or self-declaration.
- A structural-stability certificate in the UBBL-2016 format.
These items show why the initial property and scope check matters. Drawings and a part layout plan relate the proposed work to the site and plan materials; proof of ownership is among the listed supporting documents; and the published materials include an undertaking or self-declaration and a structural-stability certificate in the specified UBBL-2016 format. Do not substitute a generic document or assume a certificate in another format meets the published requirement: ask the professional handling the filing to confirm the format and the current case-specific checklist.
Ask the registered professional handling the filing to confirm the current documents required for the specific property, work scope, and application route. The published list should not be read as a promise that these are the only documents needed, or that every application requires precisely the same set. Also distinguish preparing or submitting a plan from having it sanctioned. A portal submission, drawing set, or acknowledgement does not by itself establish that the plan has been approved.
If there is already an MCD sanction, verify it covers the work
An existing approval is relevant only if it is for the same property and covers the work now proposed. Check the sanction details against the site and drawings, and establish whether the approval was revised or revoked. If you cannot verify its current status or scope, ask MCD or a registered professional before relying on it.
Do not treat a document described informally as an “approval” as conclusive without checking what it actually sanctions. Compare the property identifier and location, the sanctioned drawings or scope, and the work you intend to do. A sanction for the property is not necessarily a sanction for every later alteration or extension. If the proposed work differs from the sanctioned plan, the question is whether that difference is covered; the available materials do not establish a universal rule for deciding that from a short description alone.
A 2025 MCD order illustrates why checking the underlying approval matters. In an order revoking a building-plan sanction, MCD found, among other issues, that the submitted ownership chain did not establish ownership in the applicants’ names. Deputy Commissioner Sandeep Kumar of Keshav Puram Zone wrote: “The work, if carried out at site in pursuance of said sanction of building plan, shall now be treated as unauthorized / illegal and is actionable as per DMC Act-1957 / law.” This statement concerns the property named in that order; it is a case example, not a prediction about every sanction or application. Read the 2025 revocation order.

The practical lesson is to verify both scope and status instead of relying only on the existence of a past sanction. The order does not prove that all approvals are at risk, nor does it supply a general test for all ownership disputes. It demonstrates that a sanction can be revoked in a particular case and that the documents underlying it can matter. Where ownership papers or the approval history are unclear, get the record checked before starting work.
Do not assume a universal exemption for small work
The official materials cited here do not establish one approval-exemption threshold that applies to every type of construction and every property category. Avoid concluding that work is exempt solely because it is described as a repair, renovation, or small alteration. Check the current UBBL text and relevant amendments for the specific property, then confirm with MCD or an MCD-registered professional if the classification or requirement remains unclear.
This is an important limit on what an online check can answer. The official materials do not identify a single size, cost, or work-type threshold that can be applied to all Delhi properties. It would therefore be unsafe to invent a blanket rule such as “small repairs never need approval” or “all renovation needs the same approval.” The appropriate next step is to match the actual work and property category to the current applicable documents and obtain a case-specific confirmation when the rule is not clear.
Keep a note of the source and route you relied on: the relevant planning or bye-law document, the category-specific material if applicable, the MCD service used, and any professional assessment or sanction checked. That record helps prevent a search listing, a general explanation, or a past plan from being mistaken for a decision that covers the work you are proposing now.
Frequently Asked Questions
Does my construction work need MCD approval?
It depends on the specific work and the property category. Record the property location and identifier, describe exactly what will be built, altered, extended, or repaired, and check the relevant current UBBL-2016 provisions, amendments, and category-specific material on MCD’s Town Planning portal. The materials reviewed do not establish one exemption threshold for all work and properties. If the rule is unclear, confirm with MCD or an MCD-registered architect, engineer, or supervisor.

How do I check building plan approval in Delhi?
Start at MCD’s Online Building Plan Approval & Town Planning portal, which links to the Master Plan for Delhi-2021, UBBL-2016, amendments through 2020, and a modified compendium. Identify the property’s exact category and use the relevant MCD service listing. A portal listing or search result alone does not certify that a particular building is lawful or that proposed work is approved.

How can I check if a building plan is sanctioned by MCD?
Compare the sanction details with the exact property and the work you propose, then check whether the sanction was revised or revoked. If you cannot verify that it is current and covers the work, ask MCD or an MCD-registered professional to review it. MCD’s service portal lists Building Plan Sanction (EODB) and a service for unauthorized-construction property details, but those listings are not themselves proof of a specific plan’s status.
What documents may be needed for a building-plan filing?
MCD’s published sanction-plan materials include building-plan drawings and statements, a part layout plan, proof of ownership, a combined applicant/architect undertaking or self-declaration, and a structural-stability certificate in the UBBL-2016 format. Requirements can vary by case, so confirm the current checklist with the registered professional handling the filing.
How much does MCD approval cost, and can I apply myself?
The materials reviewed here do not establish a universal approval fee or cost schedule, so check the current official information for the particular service and application before budgeting. MCD says building plans are filed by architects, engineers, or supervisors registered with the corporation; consult the relevant MCD service information or a registered professional about the filing route.

No blanket exemption is established by the materials reviewed. A general label such as “small repair” or “renovation” is not enough to decide the requirement. Describe the scope precisely, identify the property category, check the current UBBL and relevant amendments, and seek case-specific guidance if the classification remains uncertain.
The Bottom Line
To check whether construction work in Delhi needs MCD approval, identify the precise property and work, consult the relevant MCD planning and building-rule materials, and use the matching municipal service or an MCD-registered professional to resolve uncertainty. If you are relying on an existing sanction, verify that it is current and covers the proposed work. The available sources do not support a universal exemption threshold, so do not assume that a small repair or renovation is automatically exempt.
